Spatial distribution of educational services in the city of Faw

This topic is concerned with the field study and the spatial signature of educational services in the city of Al-Faw for all levels of study so that the researcher can apply the tools of spatial analysis using the GIS ARC MAP10 to use it in smart cities. The Research problem is the lack of spatial organization of educational services in the city of Faw. The Research Hypothesis There is an imbalance in the distribution of educational services in the city of Faw. The aim of the research is to study the reality of educational services in the city of Faw and to activate the role of the spatial organization method in planning policies, and in aspects related to urban planning in general and the distribution of educational services in the Faw region in particular, and to determine the actual need for educational services. Research Methodology: The study adopted an analytical approach using geographic information systems and spatial analysis tools. Geographical information systems in topics related to urban planning and the study of services save time and cost and give accurate results that support decision-makers in reaching treatments and planning alternatives and come up with analytical results through spatial maps that show the applied analysis methods and through which Putting the most important conclusions reached by the research through the results of the analysis and thus supporting the research and verifying its hypothesis, leading to the most important proposals that would make the best use of educational services to meet the needs of the population.

METHODOLOGY OF PARTNER BENCHMARKING DURING THE DEVELOPMENT OF INTERNATIONAL JOINT EDUCATIONAL PROJECTS BASED ON AGILE METHODOLOGY

An analysis of the use of the benchmarking approach in the modern field of education was conducted, the need for the use and implementation of benchmarking in Ukrainian educational institutions was substantiated. The benchmarking benchmarks of the educational institution have been formed. The stages of assessing one's own potential for international cooperation in the form of an algorithm for conducting a benchmarking analysis of the organization of educational services are given. An algorithm for choosing a partner for international cooperation by an educational institution is proposed, which helps to select partners according to the given criteria, formed on the basis of information about insufficient resources, dynamic abilities and competences of both the educational institution and the potential partner. Based on the results of the research, the method of partner benchmarking in the development of international compatible educational projects was formulated in the form of a typology of business models, which is an assessment of the ability of the educational institution to integrate into the international educational space.

ORGANIZATIONAL AND CONTENT ASPECTS OF STUDENT ACADEMIC MOBILITY IN THE USA

The integration processes, taking place in modern society, impact the system of higher education. The united world educational environment is being formed, demonstrating the coordination of educational standards, programmes, approaches to the training of future specialists in higher educational institutions of various countries. The integration of the system of Ukrainian higher education into the world educational environment determines the growth of academic mobility of students, for which the USA higher education is famous about. The aim of the article is to study the organizational and aontent aspects of academic mobility of students in the USA higher education. Research methods applied: analysis and synthesis of psychological and pedagogical literature; study of experience of particular American universities in the context of academic mobility, systematization, and generalization. Internationalization has been defined as one of the most important principles of academic mobility organization in the USA. Internationalization is a process in which the goals, functions and organization of educational services acquire an international dimension. This process involves the integration of national education systems, defining and development of general and universal concepts and components of their functioning, i.e. those principles that form the basis of diversity of national cultures, contribute to their mutual enrichment and provide systemic changes in higher education. Academic mobility is a form of organization of the educational process (in particular, by distance learning means), which provides the opportunity to study, teach, train or carry out research in another educational institution, even abroad, resulting in self-realization in learning and professional activities. The temporary study in other institutions of higher education is a characteristic feature of academic mobility of students. The main goals of academic mobility of students in the USA are the acquisition of professional and intercultural competencies, cultural experience of the host country through training in academic mobility programmes, in summer and evening language schools, project implementation, and research.

Cooperation between Higher Education Institutions and Non-governmental Organizations in Higher Education: International Discourse

The article is aimed to provide content analysis of the international discourse on interaction and cooperation between higher education institutions and non-governmental organizations. Being different in nature and characteristics, higher education institutions and non-governmental organizations are social actors whose activities, among other things, are aimed at ensuring the development of the society. In order to achieve this aim, higher education institutions and non-governmental organizations cooperate in various fields and formats that go beyond the higher education sector.
 An important result of the content analysis is introduction of the terminological phrase "non-governmental organization in higher education", which corresponds to the international classifiers "World Association of Non-Governmental Organizations" and "International Classification of Non-profit Organizations". The typology of " non-governmental higher education organization" includes non-governmental organizations whose activities are related to the provision of access to higher education, the organization of educational services and the quality assurance of higher education. The categorical conceptual apparatus for describing cooperation between higher education institutions and non-governmental organizations needs to be expanded and clarified in order to fully and adequately specify the processes of their interaction.
 The analysis of the intellectual and documentary heritage of the Bologna Process, the EU, UNESCO, and other international associations shows that cooperation between higher education institutions and non-governmental organizations is not only to ensure access to higher education, butit is much more wider. Non-governmental organizations are able to organize and provide educational services, such as in the field of non-formal education; partner with higher education institutions in projects addressed to local communities. In addition, non-governmental organizations are an important mechanism for articulating and aggregating the interests and requests of citizens, communities, local communities for higher education, and higher education institutions.
 Studying the mechanisms of cooperation between higher education institutions and non-governmental organizations is of great practical importance, since the latter are an authoritative tool for disseminating academic knowledge and practical development of universities, forming a 'knowledge society' and satisfying the needs of the society.

EXPLORING THE INPUT OF COMPETENCE ASSESSMENT TO GOAL-SETTING IN VARIOUS TYPES OF ORGANIZATIONS

The aim of the present research is to investigate the existing practices of linking competence assessment to organizational goal-setting in various organisations in Latvia. The importance of linking employee competences to goal-setting within organizations has been established in scientific literature. Nevertheless, there is evidence gathered in this interdisciplinary research that existing methods of competence assessment used by various organizations in Latvia do not translate well into organizational goal-setting. The research is based on information gathered from semi-structured interviews with representatives of managerial positions in private and public, including educational service organizations (26 in total). Additionally, publicly available development plans are analysed. Empirical data are analysed according to a conceptual framework of criteria impacting the goal-setting process. Three subsets of criteria are used that guided interview question formulation and interview data analysis: formulation of a goal; employee’s ability to reach the assigned goal; employee’s self-assessment on his/her ability to reach the assigned goal. Analysis of the results indicate that when setting goals and assessing employee competences in relation to those goals, management decisions are greatly guided by subjective approaches. Such identified approaches in observed private and public service organizations indicate common risks that are discussed in this research.

Special Education Staffing and Service Models in Christian Schools

ABSTRACTChristian schools are not obligated to accept children with disabilities. However, the growing trend in Christian schools is to serve children with disabilities. Recent literature has begun to identify enrollment trends, areas of disability served, and professional development in Christian schools as it relates to disability. Literature exists regarding Catholic, Lutheran, and non-denominational special education service organizations. However, the current literature neither addresses qualifications of Christian special education staff nor where special education services are provided in Christian schools, regardless of denomination. This study sought to understand the qualifications of current special education teachers in Christian schools in the United States and the mode in which services are delivered to children with disabilities.

Tools for surveying and improving the quality of life: people with special needs in focus

This article seeks to describe online tools for surveying and improving quality of life for people with disabilities living in assisted living centers and special education service organizations. Ensuring a decent quality of life for disabled people is an important welfare state goal. Using well-accepted quality of life conceptions, online diagnostic and planning tools were developed during an Institute for Education, University of Zurich, research project. The diagnostic tools measure, evaluate and analyze disabled people's quality of life. The planning tools identify factors that can affect their quality of life and suggest improvements. Instrument validity and reliability are not tested according to the standard statistical procedures. This will be done at a more advanced stage of the project. Instead, the tool is developed, refined and adjusted in cooperation with practitioners who are constantly judging it according to best practice standards. The tools support staff in assisted living centers and special education service organizations. These tools offer comprehensive resources for surveying, quantifying, evaluating, describing and simulating quality of life elements.

Tutoring Solutions for No Child Left Behind: Research, Practice, and Policy Implications

The No Child Left Behind Act (NCLB) is structured to encourage partnerships between K-12 schools and a wide variety of community tutoring and educational service organizations. Tutoring is a form of education with a long history and can be an important component in improving student achievement. There is a considerable body of literature on tutoring, but much of it is mainly descriptive in nature. Some important researched-based studies are analyzed here, but clearly many more studies of this type are needed for tutoring to make a substantial contribution to NCLB.
