On the Comparative Study of the Supervised Machine Learning Models

This research empirically compared the performance of three supervised machine learning models which are Multinomial Logistic Regression (MLR), Multilayer back propagated Neural Networks (MNN) and Multinomial Decision Trees (MDT) based on a tested data set for the opinion of Nigerian citizens during the period of naira redesign policy using classification matrix criterion. About 600 copies of questionnaires on the opinion of Nigerian citizens on their welfare at the period of naira redesign. The result showed that ANN outperformed other models with 94.4% correct classification rates, followed by the MLR with correct classification rates of 93.5% and lastly by MDT with correct classification rates of 90.0%.

Policy Sandboxing: Empathy As An Enabler Towards Inclusive Policy-Making

Digitally-supported participatory methods are often used in policy-making to develop inclusive policies by collecting and integrating citizen's opinions. However, these methods fail to capture the complexity and nuances in citizen's needs, i.e., citizens are generally unaware of other's needs, perspectives, and experiences. Consequently, policies developed with this underlying gap tend to overlook the alignment of multistakeholder perspectives, and design policies based on the optimization of high-level demographic features. In our contribution, we propose a method to enable citizens understand other's perspectives and calibrate their positions. First, we collected requirements and design principles to develop our approach by involving stakeholders and experts in policymaking in a series of workshops. Then, we conducted a crowdsourcing study with 420 participants to compare the effect of different text and images, on people's initial and final motivations and their willingness to change opinions. We observed that both influence participant's opinion change, however, the effect is more pronounced for textual modality. Finally, we discuss overarching implications of designing with empathy to mediate alignment of citizen's perspectives.

Assessing the impact of the unfinished part of the Cascade architectural and monumental complex as a communicative core between Kentron and Kanaker-Zeytun districts in Yerevan and a proposal for solving the urban planning problem

The paper considers the problem of communication between Kentron and Kanaker-Zeytun districts in Yerevan. Particular attention is paid to the Cascade architectural and monumental complex. It obtains an important urban planning significance in the structure of public spaces in Yerevan and is considered by citizens as one of main symbols of the capital of Armenia. The study is aimed at identifying the grounds for poor pedestrian communication between the districts of the city and determining the prospects of development, transformation, and modernization of the territory. The methodology involved a comparative analysis of public spaces in the city center, publicly available GPS tracks and the results of a sociological survey. The results of the urban planning analysis outline the problem of pedestrian accessibility in the city, and demonstrate the relationship between public spaces. The sociological survey depicts the demands of the citizens and guests of Yerevan for the further development of the Cascade architectural and monumental complex. Studying the qualitative and quantitative characteristics of public spaces revealed the problems of communication between the districts of the city on the northsouth compositional axis, which are associated with the incomplete construction of the fifth terrace of the complex. Sociological research necessitates the construction to be completed. The survey shows the opinions of citizens and guests of the city about the potential development of the Cascade environment.

ANTI-INFLATIONARY STATE POLICY ON THE FOOD MARKET

The article examines the effectiveness of the state’s anti-inflationary policy in the food market and the opinion of citizens on priorities and problems in this area. The study showed that the measures taken have a certain level of effectiveness, but do not seem sufficient. In addition, citizens are not sufficiently aware of the measures taken by the anti-inflationary policy, and information and educational work in this direction is important. A significant proportion of respondents consider it important to check the reasons for price increases in specific cases.

Public perception of socially assistive robots for healthcare in the EU: A large-scale survey

This paper presents the results of a large-scale survey (n = 1092) that explored the attitudes and opinions of European Citizens regarding the adoption of socially assistive robots (SARs) for healthcare in the EU. We examined which functions citizens would support and which they consider a threat to trustworthy SARs. We additionally explored the relationships between the perceived vulnerability of the care recipient and acceptance, between attitudes towards robots and gender, age, religious beliefs, and previous experience interacting with SARs, and whether the degree of responsibility taken in performing a role affects acceptance. We also compared attitudes towards robots across European regions. The functions most negatively rated were triage and banning entrance. Privacy raised particular concern. We also found an inverse correlation between the perceived vulnerability of care recipients and acceptance. Additionally, we found a positive relationship between religious beliefs and fear of robots, a positive relationship between previous robot experience and attitudes towards them, and that females have less positive attitudes towards robots than males. Also, the degree of responsibility in a role determined acceptance. Involving citizens in the decisions concerning SARs deployment is important to build a society that people feel is fair in terms of robot coexistence. The results of the survey intend to provide evidence-based support to policies in this area.

Opinion survey on organ donation

Background: In the field of contemporary medicine, receiving a transplanted organ can be the last hope for many patients suffering from advanced-stage diseases. Despite its benefits, there still persist numerous obstacles that complicate the organ donation process. Presented here are the main findings of a survey that explores the opinions of healthcare personnel and ordinary citizens regarding organ donation. Material and methods: A prospective, open-label, observational, descriptive study was conducted using a non-validated survey adapted from Grupo Ángeles Servicios de Salud. A total of 65 surveys were administered at the Graphic Clinic of Buenos Aires City, and 65 surveys were given to citizens of Buenos Aires City. Results: The gathered information was categorized into four content-based categories: I. Knowledge of the issue; II. Attitudes towards the donation process; III. Personal actions taken; IV. Expectations regarding the organ transplant process. The results are presented in table format, and no statistically significant differences were observed among them. Conclusion: It is not feasible to reach a categorical conclusion regarding whether health personnel show a greater willingness to donate organs compared to citizens in general. This is due, in part, to the equivalence of the results and the size of the sample, obtaining a result that may not be representative of the entire population. It is possible that increasing the number of people who register as organ donors will increase the number of transplants

‘ICT Development and depopulation: exploring the effects of municipal size on citizens’ technological profiles and policy evaluation in rural Spain'

ABSTRACT Increasing ICT availability and adoption is at the core of public policies to tackle rural depopulation. Taking as a reference the Digital Divide theory and the UTAUT model, the article shows how municipal size is associated with different technological profiles among rural citizens differing in terms of access and, above all, ICT quality, usage levels and perceived usefulness. On the other hand, the article analyses citizens’ perception of the management of rural policies based on the results of a survey of inhabitants of depopulated inland Spain. It uses cluster analysis around the variables of municipal size and opinion of citizens about ICT in recent years. The results reflect a generalized perception of non-compliance with the policies, although a certain conformism is detected in small municipalities. The central government is the one chosen to lead these policies followed by the regional governments.

Implementation of Sentiment Analysis using Deep Learning

The usage of internet as well as online platforms is booming day by day. Understanding the public opinions can be beneficial for business and political entities in making strategic decisions. In light of this, sentiment analysis plays an important role to understand the polarity of the public opinions. Today, this ocean of data can be used for the fruitful purposes. Analysis of sentiment textual posts can supply knowledge and information that can be used in citizen opinion polling, business intelligence, social contexts, and Internet of Things (IOT)-mood triggered devices. The main focus is the sentiment analysis based on Emotional Recognition (ER). We are going to implement the model for the prediction of sentiment on the basis of general words length words and emoji over any online platform. We are also going to compare the traditional concept related to sentiment analysis. Using the sentiment analysis we can try to control some illegal activities that are post on online platforms such as Movies Reviews Social media etc. In this model we divide the process in the six phases, first is Data overview, second is Data preprocessing third is Feature Engineering fourth is Model selection, fifth is Model Evaluation and last is Model Deployment We can try to take result in two class those are positive and negative or Good and Bad Sentiment. We can try to make two columns first one for data sample and second for the result. Therefore, the above process conclude that the accuracy of the sentiment analysis will be increases by using the length words and emoji from the data.

WASTE SORTING IN A FRONT-LINE CITY: OPINIONS OF KHARKIV RESIDENTS

The article is devoted to the analysis of the problem of social attitude towards waste sorting in exceptional conditions. The author considers this problem within the framework of the general problematic of positions and practices of environmental consumption. The focus of the study is the peculiarities of attitudes towards environmental waste management practices in atypical conditions. The article examines Kharkiv as a front-line city in which military security threats come to the fore, create additional threats to food security, and at the same time disguise them as less important. The goal is to find out how mass consciousness in war conditions distributes empirical material for analysis – an online survey of 309 Kharkiv residents. The results of the study show that a positive attitude towards environmental waste sorting practices has been formed in the minds of Kharkiv residents. However, there is a gap between the declarative level of attitude and the implementation of practices. This gap can be explained both by the lack of a materially designed environment for the formation of sustainable waste sorting practices, and by the shortcomings of the information environment. At the same time, military living conditions in a front-line city do not affect the opinions of citizens about the importance of waste sorting.

Does citizen opinion matter? An analysis of police officers’ support for democratic policing in South Korea

PurposeThis study examined the effects of organizational justice and citizen respect to support for democratic policing through self-legitimacy among South Korean police officers.Design/methodology/approachThe authors used survey data from 467 South Korean police officers in 2022. Structural equation model analysis was used to examine relationships between each variable.FindingsThis study found a positive relationship between organizational justice and self-assessed legitimacy. Also, citizen respect had a positive relationship with both police officers' self-assessed legitimacy and audience legitimacy. Self-assessed legitimacy had a significant effect on support for democratic policing, while perceived-audience legitimacy did not have a significant effect on support for democratic policing.Originality/valueThe current study provides evidence that self-legitimacy affects supporting democratic policing in a non-Western democracy. Additionally, to the best of our knowledge, this study is the first to examine the role of police self-legitimacy as a link between organizational justice and citizen respect and the intended behaviors of police officers toward citizens.

How to Deal with Uninformed and Poorly Informed Opinions of Citizens? A Critical Approach to Online Public Engagement

Public engagement is increasingly recognized as a mutual learning of perspectives between lay and expert stakeholders. Still, the intention to educate citizens sometimes prevails over an open and honest exchange. Because of this overemphasis on education, researchers may more easily label lay opinions invalid if uninformed or based on distorted beliefs. Our experience with uninformed and poorly informed (UPI) opinions in an online public engagement initiative (the DNA Debate) has taught us to think differently. First, UPI opinions might be ethically instructive, provided that one searches for the implicit message participants try to convey related to their values, fears, or needs. Since there will always be less informed or uninformed citizens, that would avoid rejecting their voices. Second, UPI opinions may highlight misconceptions in the general population for which more targeted education is necessary. This article is an invitation to reflect ethically on why and how researchers should deal with UPI opinions, illustrated by quotes from the DNA Debate.

The future of agriculture and agricultural policy: perceptions of non-farmers and farmers

We examined the views of Finnish non-farmers and farmers on the desirable future developments of agriculture and agricultural policy using principal component and cluster analysis by focusing on three key themes: the structure of agricultural production, agri-environmental issues, and the funding of agriculture. There is strong public support for maintaining the viability of domestic agriculture through government intervention, but views differ on allocation of agricultural support and how agricultural production should be developed. A significant number of respondents supported the idea that climate and other environmental issues should be better considered in agricultural policy. However, about half of the respondents accepted environmental damage caused by agriculture and one-fifth perceived the importance of agriculture in a society as declining. These views, not prominent in the public debate, emphasize the importance of regular investigation of citizen opinions for including all the relevant stands in policy discussion to design legitimate policy measures.

The development of citizenship in adolescents: The struggle between the influence of the Family, the peer group and the public school

The purpose of this research was to show that the differences in the social context in which adolescents live and study, as well as the people with whom they interact, exert different types of influence on their thinking, among other things, about the importance of citizenship, their stance on reporting a crime or abuse, and the reasons for voting for a political party or candidate. To collect the data, a questionnaire of "citizen opinions and attitudes" was designed with multiple-choice answers with a Likert-type scale, which inquires about some topics that arise from the concept of citizenship and are developed during the secondary level of public education in Mexico. A sample of 323 adolescents attending the three secondary school grades at the end of the 2021-2022 school year was studied. The case studies consisted of two public schools of the general modality, which had different academic grades and levels of marginalization. The results showed that the characteristics of the social context and the socializing agents with whom the students lived encouraged ways of thinking that were opposed to the citizenship competencies sought by the educational institution.

Public controversy and citizens' attitude formation about animal research: A case for scholarship and recommendations on conflicts at the science-society interface.

Activist groups attack animal research and put scientists and their institutions under pressure, whereas scientists often remain silent. We report an interdisciplinary research project driven by a communication science perspective on how citizens respond to news reports about animal research (3 experiments, overall N = 765) and a German science-initiated information platform ("Tierversuche verstehen"; controlled user study, N = 100). Findings demonstrate that a critical journalist perspective within neutral, two-sided news reports (e.g., skeptical expert statements or images of suffering animals) does not affect citizen opinion strongly. Information media provided by scientific institutions seem to be welcomed even by citizens who hold critical prior attitudes. From these results, we develop a set of recommendations for future public communication of animal research that builds on best practices in organizational and crisis communication. These suggestions are intended to empower animal researchers to actively participate in public debate to support citizens' informed attitude formation.

Opinion of citizens about home composting

Waste management is a global environmental problem, forcing modern cities to turn to waste management policies. A modern sustainable waste management policy of is home composting by producing home compost. The adoption of this method can be an easy and useful way to reduce urban waste and develop the environmental awareness of citizens. Also, compost, the natural fertilizer resulting from composting, allows organic materials and nutrients to be reintegrated into the natural soil, reducing the need to use artificial fertilizers and the associated environmental pollution. However, the active participation of the public is essential for the effective implementation of waste management programs. This paper examines the knowledge, opinions and intentions of citizens regarding home composting in Greece. The main findings of the survey show that citizens’ knowledge about composting varies considerably. Absence of space and time, as well as social factors, are cited as main inhibiting obstacles for the adoption of home composting. Despite the obstacles, interest in home composting is high, with two of thirds of citizens expressing a strong interest in home composting. Targeted information, sensitization and education campaigns of the citizens, as well as the social support of the citizens can strengthen the promotion of home composting in Greece.

The article analyzes the Russian and foreign experience of conducting socio-logical surveys on the state and development of green infrastructure (GI) on the exam-ple of St. Petersburg, Kaliningrad, Nizhnevartovsk, Irkutsk, Tomsk, Arkhangelsk, Ye-revan, Berlin and US cities in the context of growing need to improve the state of the environment. An overview of experts' sources on the state of green spaces in Arkhan-gelsk and the results of a sociological survey conducted in 2023 of residents of the cities of the Arkhangelsk region (Arkhangelsk, Severodvinsk, Kotlas, etc.) on the attitude to the state of environment and GI of their settlements with the preparation of a list of the most problematic green areas are presented. The opinion of citizens on measures for the care of green spaces, ways of developing GI and the demand for ecosystem ser-vices has been studied. Recommendations on the application of the survey results in the implementation of the concept of GI are formulated. Conclusions are drawn about the importance of conducting long-term sociological research to obtain objective in-formation about the quality of landscaping, as well as the formation of an ecological culture of citizens in order to involve them in the management of GI and, in particular, the development of urban planning documentation within the framework of an envi-ronmental approach.

The article examines the structure of public space. Public space is characterized from the point of view of scale and from the point of view of the spheres of communicative ties. Interactions in terms of scale take place in the public space of the world, continental, national, regional, local, in terms of the spheres of reflection of communicative relations - in the urban, extraurban, Internet environment. Public space is considered to be a vast system, not limited to the urban environment, which includes in terms of spheres of expression such segments as political, cultural, economic, ethnic space. Political space is at the top of this system. The political actors coordinate people’s interactions in the economic, cultural and ethnic space. At the same time, interactions in the economic, cultural, ethnic space can influence events and processes in the political environment. An element of cultural space is the media. Mass media improves interactive communication with the audience, but not all messages disseminated by journalists become part of the public space, unless readers, viewers, listeners participate in the discussion of topical topics. Both constructive discussions reflecting different viewpoints and simulated discussions that do not represent the plurality of opinions of free citizens are common in public spaces.

The article reveals the history of partnership between the Republic of Kazakhstan and the European Union. The significance of the 1995 and 2015 Agreements between the two parties is analyzed. The main purpose of the article is to evaluate the contribution of the agreement between the Republic of Kazakhstan and the European Union to the development of democracy. Articles of both agreements are considered separately. The ways of solving such issues as human rights, the rule of law, freedom of opinion of citizens and the right to vote are described. The author defines the contribution of the two agreements to the development of democratic principles. In the first years of its independence, the Republic of Kazakhstan sought primarily to strengthen state sovereignty. That is why close ties with international organizations and states have been established as the main positions of foreign policy, which contribute to the preservation of territorial integrity, economic development and environmental security, political stability and the rule of law in public life. He paid much attention to the development of democracy in the state. Much attention was paid to integration processes in the European space. Along with the Eurasian Union, close ties have been established in the post-Soviet space with European countries, where democratic principles have long been established. That is why he became a member of organizations such as the UN and the OSCE. They established diplomatic relations with developed countries and exchanged experiences on issues such as effective public administration. Particular attention was paid to the European Union. Because the European states within the union had many years of experience in democratic governance. The Association of European States also actively supported the initiative of Kazakhstan. The decisive role is played by the important geopolitical position of Kazakhstan. At the same time, the leadership role of Kazakhstan in Central Asia is considered high.
