This research was made using a qualitative method with a descriptive approach. The subject of this research is the Fish Auction Place (TPI) Palabuhanratu. While the objects of this research are fishermen, baskets and employees of TPI Palabuhanratu by covering the documents used, supporting records, and the establishment of an auction implementation system.The conclusions from the researchers of the fish auction system at TPI Palabuhanratu are carried out by auctioning the fish caught by fishermen and an open auction system in which the highest bidding results by baskets will win the auction. Each basket is required to deposit their capital with the TPI if they want to participate in the auction so that there is no delay in the payment process to fishermen. The article is devoted to the actual topic — regulation of competition protection in the field of insurance. This article studies the principles and main characteristics of the system of legal regulation of competition protection in the sphere of financial services in the Russian Federation and analyzes the peculiarities of legal regulation of competition protection in the market of insurance services. Based on the results of this analysis the conclusions were made about the extreme limitation of special legislative regulation of certain issues of competition protection in the field of insurance and, to a large extent, the scarcity of administrative and judicial practice in relation to these aspects of insurance. The analysis also resulted in a proposal to the legislator to introduce a clause on provision of insurance services into the provisions of part 1 of Article 18 of the Law on Protection of Competition by means of transition from the conclusion of agreements with insurers by the representatives of the PPOs not through a request for quotations, but through more transparent procedures of an open auction and an open tender.

Using spectrum allocations to address indigenous rights claims: The case of New Zealand

In February 2022, the New Zealand Government announced that a yet-to-be-formed “Māori Spectrum Entity” would “receive an ongoing allocation of 20 percent of future national commercial spectrum allocations, at no cost.” This is in addition to the 25 percent of spectrum designated for 5G technology (mid-band, 3.4–3.8 GHz) under the Māori Spectrum Working Group agreement. The novel arrangement, which creates a perpetual obligation rather than simply a one-off transfer, appears to settle a long-standing dispute between the Māori indigenous people of New Zealand and the Government regarding a claim under an 1840 treaty that Māori were entitled to a share of spectrum due to their historic property rights and the Government's obligation to ensure that their language could flourish. Further support apparently derives from New Zealand's obligations as a signatory to the United Nations Declaration on the Rights of Indigenous Peoples.The decision is notable for the lack of analysis of the expected effects on long-standing sector competition and efficiency objectives in the New Zealand telecommunications industry. Importantly, it introduces a tension into New Zealand spectrum policy between the (historic) allocation of spectrum rights to achieve the most economically efficient future outcome for the benefit of all New Zealanders (including all Māori), and the (post-memorandum) allocation where a preferential set-aside has been created to address a narrow distributional objective in spectrum “ownership” and governance involving only a subset of the population identifying as Māori.While raising the latter question, this paper addresses the competition and economic efficiency issues absent so far in official consideration of the arrangement. Using comparative economic and policy analysis, we find that while wealth and control is transferred from the Crown to the Māori entity, the Māori entity faces very different opportunities and incentives to deploy the spectrum in the most socially-useful manner compared to commercial operators. The “set-aside” creates both artificial scarcity for commercial spectrum and alters the strategic options for all parties due to the Māori rights being perpetual and not subject to the same terms and conditions as commercial spectrum. Additional burdens are imposed on New Zealand telecommunications service consumers not borne by those in jurisdictions without such policies, and relative to the counterfactual of full open auction of the relevant rights.We conclude that the agreement effectively subjugates sector competition and efficiency objectives to distributional concerns. Furthermore, granting specific policy development rights to the Māori entity suggests the agreement is not simply a vehicle for administering Māori spectrum but instead establishes a constitutional “co-governance” partnership between a state agency and the Māori entity governing future New Zealand spectrum policy. These fundamental changes to spectrum policy are unprecedented internationally.

A Comparative Study on Carbon Emission Trade System Between China and US

It has been years since the Paris Agreement and most states are still struggling with their goals to reduce the carbon emission. Many ways and measures are taken but few show effectiveness. Because the industrial development and daily lives of the common people count on the activities that emit much carbon dioxide. Most governments are reluctant to restrict the carbon emission of local industry. Whats more, in the international level, the developed countries refused to take all reduction responsibilities based on their historical emission volume. While the developing ones are eager to pursue more progress in industry. To overcome such difficulty, the market-orientation carbon emission regulations are created to tackle with the challenges that the normal order-control regulations cannot deal with. In contrast to the carbon tax that is more direct and obvious, the carbon emission trade system is favored by both China and US. The system of carbon emission trade system is much younger and less experienced than it is in the US. The comparative study on the carbon emission trade system needs to be done to find more possible solutions to improve the current carbon emission trading system of China. In the paper, main research method is the comparative research and system analysis. In conclusion, the carbon emission trade system of China is relatively immature, lacking the legal support and clear regulations. The carbon emission trade system in China needs stronger laws to support, achieving more active flexible form of trading. The central and local governments should also provide the proper policies like open auction and third-party supervision.

Issues and Challenges Faced by Small and Marginal Farmers during COVID-19 Pandemic

Agriculture is an important sector of Indian economy as it contributes about 17 per cent to the total GDP and provides employment to over 60 per cent of the population. Among 60 per cent of total workforce, 82 per cent of farmers in India were small and marginal farmers. Sudden outbreak of COVID-19 pandemic impacts small and marginal farmers to carry out their farming activities. Hence, it is important to study various issues faced by small and marginal farmers during COVID-19 pandemic. The study has been conducted in North western zone of Tamil Nadu and a total sample size of 320 has been fixed for the study based on Cochran’s sample size estimation. Problem confrontation Index (PCI) has been computed to measure various issues faced by small and marginal farmers during COVID-19 pandemic. From the calculated PCI value, it has been concluded that the farmers faced major issues such as wastage of the produce (919), drop in regular farm income (915), hike in input price (868), limited government support (844) and lack of access to market (816). Hence, the government should take necessary steps to ensure fair functioning of local mandis and markets in terms of open auction, price negotiations and logistics, proper unloading and storage of farmers’ perishable produce to overcome their issues to stabilize their standard of living.

Nurturing national champions? Local content in solar auctions and firm innovation

Rather than by an invisible hand, many industries are kick-started by a government policy. Despite little robust evidence, local content requirements are increasingly used to incentivize domestic manufacturing if imports are cheaper. To examine the effect of local content, we explore an unintended quasi-policy-experiment. Starting in 2013, the Indian government simultaneously held solar auctions with and without local content, providing an otherwise unobserved counterfactual. We digitize the results from the 41 auctions worth 8.65 billion $ in solar module demand and collect annual revenue and solar patents of the 113 participating firms between 2004–2020. For causal identification, we compare winners of local content with similar open auction winners in a staggered difference-in-difference estimation. While we observe an insignificant increase in the same and the following year after firms win LCR auctions, overall, we find winning local content auctions does not significantly increase firms’ solar patents or sales. We identify three reasons why the policy did not create stronger, lasting effects. First, local content did not create sufficient production to enable learning by doing. Second, local content did not generate enough revenue for re-investment into R&D. Third, local content reduced competition in auctions. The analysis underlines the predicament countries face as open auction winners, despite having won 9 times as much capacity, do not patent much (more).

Socio-economic Impacts of Water Project on the Community Livelihood in Peri-urban of Tanzania: Case study Gairo District – Morogoro Region

This study analyzed the socio-economic impacts of water projects on community livelihood in peri-urban Tanzania. It employed a cross-sectional research design, and a survey questionnaire was distributed to 353 households that were randomly selected by probability sampling procedures. Data were analysed using the logistic regression model. This study was guided by theory of Peri-Urban Turbulence (PUT) which is founded on the idea of changes in the balance and magnitude of natural and caused infrastructure and local and distant established arrangements during the transition, primarily in fast-growing urban areas of the Global South. The findings suggests the respondents’ year of schooling positively affect household access to water. Having one additional year of schooling may increase the chance to access to water facilities. Furthermore, the average household head’s monthly income was a significant explanatory variable at a one percent level of significance. Besides, non-farm activities were significantly associated to access to water. Nevertheless, the study identified the four major economic activities that the community engaged in as a result of water accessibility; male and female hair saloon salons, petty trading in village open auctions, vegetable gardening, and motorbike riding. Among of the four major economic activities performed, petty trading in the village open auction business is the most practiced. One can conclude that, the existence of water projects promotes socio- and economic development.

 ABSTRACT
 
 The government auctioned seven series of Government Securities on March 29, 2022, the auction was conducted so that the government would obtain funds to finance the 2022 State Budget, by conducting an auction of Government Securities for the SPN03220629 (new issuance), SPN 12230330 (new issuance), FR0090 (reopening) series. FR0089 (reopening). The purpose of a person participating in the auction of Sovereign Debt Instruments is to invest, considering that Government Securities are included in bonds, which is one of the products traded in the capital market as an investment scope. Sovereign Debt Instruments are securities in the form of debt acknowledgments that are guaranteed payment of interest and principal by the Republic of Indonesia according to their validity period, so everything in the object of Government Securities must be accountable by the government, both from the legal aspect and from the economic aspect.
 The research method of this writing uses normative juridical research methods. The approach used in this study uses an analytical descriptive analysis method regarding the security of Government Securities sold at auction in terms of the principle of accountability. The technique of collecting legal materials is carried out through library research and analysis of library materials, as well as internet browsing studies including articles and scientific journals related to this research. After the legal materials have been collected, they are then analyzed using descriptive analytical and critical techniques.
 The Government Securities Auction is conducted using an auction system organized by Bank Indonesia, which is open (open auction), using the multi-price method. Auction winners who submit non-competitive bids will pay according to the weighted average yield of the winning competitive bids. In the application of the principle of accountability, the government must provide certainty and security guarantees for the object of the auction of Government Securities, both juridically and economically. Bearing in mind that Government Securities are part of assets, in which assets there are potential risks in them, which can potentially harm and/or benefit the parties who control the object.

A STUDY ON ARRIVALS AND PRICES OF MAJOR AGRICULTURAL COMMODITIES AT LARGEST APMC IN VIDARBHA REGION

The present Research Article, "A Study on Arrivals and Prices of Major Agricultural Commodities at Largest APMC in Vidarbha Region" therefore, is a small attempt in reviewing the performance of the Regulated market by Analysing the trends in Arrivals and Prices and Marketing Channel of Major Commodities at the micro-level. This study, thus by way of evaluates the performance of market regulation through various dimensions. Chhatrapati Shivaji Market Yard, Hinganghat is on the forefront in business activities and on developmental aspects. The Hinganghat APMC has been ideally outlined on an area of 10.03 ha. The market provides all essential amenities to farmers and trader’s viz., auction platform, shopcum-godown, weighbridge, city bus service terminus. The market has spacious auction platforms, sale halls, parking space. It has built commercial shops. The Hinganghat APMC has 2 sub-markets with all amenities. The APMC is famous for Cotton and Soybean marketing. The main sources of income were market and license fees and the expenditure items were salary and miscellaneous. Market committee follows sale of produce by open auction method only which is prescribed in the Maharashtra Agricultural Produce Marketing (Regulation) Act, 1963. The declining trend was observed in number of market functionaries over the study period. It is noticed that although trend of arrivals of some commodities viz., Cotton, Soybean and Gram was increasing but the prices of all the selected commodities showed the significant increasing trend during the period of 10 years i.e., 2012-13 to 2021-22. Further, it is observed that prices were more dependable upon lagged year prices in case of all commodities.

Selling Mechanism Design for Peer-to-Peer Lending and Related Markets: The Multi-Unit Uniform-Price Open Auction Versus Fixed Price

In the past two decades, there has been a decline in the use of uniform-price auctions in favor of fixed prices in markets of peer-to-peer lending, equity crowdfunding, and initial public offerings. This article aims to analytically study why this trend might be occurring. The analysis reveals that, relative to a fixed price, a uniform-price auction leads to more herding and strategic delay of bid submission and, consequently, a smaller transaction completion probability and lower expected revenue. These predictions are consistent with the empirical regularities observed for the bidding behavior and funding outcomes on Prosper, one of the leading peer-to-peer online lending platforms, and those documented in the literature for markets of equity crowdfunding and initial public offerings.

Call Auctions with Contingent Orders

We introduce a new mechanism for call auctions which are widely used in stock exchanges. Our unique design incorporates contingent claims (buy stock A, if selling stock B) into the price discovery process. With our proposed mechanism, we show that higher liquidity during the call auctions is achieved, as well as lower volatility after the call auctions. Moreover, we show that current call auctions and the proposed mechanism have similar incentive properties. Hence, we argue that the proposed mechanism would be an improvement over the existing opening auction rules at stock exchanges.

Why are open ascending auctions popular? The role of information aggregation and behavioral biases

The popularity of open ascending auctions is often attributed to the fact that openly observable bidding allows to aggregate dispersed information. Another reason behind the frequent utilization of open auction formats may be that they activate revenue enhancing biases. In an experiment, we compare three auctions that differ in how much information is revealed and in the potential activation of behavioral biases: (i) the ascending Vickrey auction, a closed format; and two open formats, (ii) the Japanese–English auction, and (iii) the Oral Outcry auction. Even though bidders react to information conveyed in others' bids, information aggregation fails in both open formats. In contrast, the Oral Outcry raises higher revenue than the other two formats by stimulating bidders to submit unprofitable jump bids and triggering a quasi‐endowment effect.

Post-integration Effect of e-NAM in Nawapara APMC, Chhattisgarh

The present study was carried out in Nawapara APMC in Chhattisgarh to examine the changes brought about by the e-NAM intervention in the arrivals and prices of paddy. To identify the factors that influence farmers’ participation in the e-NAM platform, several 75 farmers were selected and interviewed. F test and t-test were adopted to analyze the equality of variances and means of the market arrivals and prices of paddy before and after e-NAM adoption. The study results show that both the monthly arrivals and modal prices of paddy were higher post-e-NAM integration than before it was integrated. The percentage changes before and after e-NAM in the arrivals and prices were 29.28 percent and 24.21 percent, respectively. There is no significant ratio in variances, whereas there is a significant difference in the means of both the arrivals and prices, as shown by F and t t-test results. The factors that motivated the farmers to do trading on the e-NAM platform were found to be influenced mainly by remunerative price followed by better price than the open auction, more transparency, and absence of middlemen. This indicated that the implementation of the e-NAM platform has a positive impact on arrivals and prices. The impact may be more visible once it is implemented in the true sense of conceptualized.

Egalitarian and market land reforms in the context of basic human rights and public welfare

Based on the generalization and analysis of modern scientific and applied approaches and real results of land transformations in the last century in transition economies, the article reveals the essence of the nature of market and egalitarian land reforms, as well as their goals and general economic results. Egalitarian reform has as its main priority a rapid reduction of rural poverty and development of the new landowners' skills to build their potential for its implementation in the general societal context. Market-oriented land reform aims at economic efficiency of the market based allocation of resources to ensure the growth of export-oriented agricultural production. Egalitarian land reform focuses on human and the realization of his or her basic rights, while market land reform focuses on the economy. Empirical data on land reforms in China show that their egalitarian nature was based on the creation of a society with equal opportunities of its members in the management of and access to land resources and material benefits obtained from them, and on ensuring a wide spread of the benefits from rural growth in society as a whole. Currently, China is the only country in the world that progressed from a "country of low human development" in 1990 to a "country of high human development" in 2018. The author proves that the purpose of land reform cannot be primitivized to a simple division of land into plots for transfer to private ownership based on free market turnover. Guaranteeing basic human rights and achieving public welfare from a land reform are achieved not only via obtaining land in private ownership, but also via supporting these acts with a fair distribution of control over the production process. Imposing on society a pseudo-scientific concept that land is a commodity that, like an apartment, mobile phone or bag of feed, can be freely bought and sold on market at open auctions, which will consolidate the country's economic power would inevitably lead to even greater income polarization, violation of basic human rights and, consequently, to social confrontations and significant social upheavals.
