What prolongs the duration of NEET status for youth? Evidence from Japanese panel data

This paper examines the determinants of transition to the labor force status for non-labor force youth, known as NEET (not in employment, education, or training). We use panel data of Japanese youth who experience the NEET status to estimate the competing risk model from transition out of the status. The results show that although many NEETs exit the status within a year, there exists a negative duration dependence of joblessness. We also find that higher educational qualifications and job experience improve the transition from NEET, the impact of which varies with gender with respect to educational background. For men, graduation from university or a graduate school promotes the transition from NEET, but for women, graduation from a professional school and junior college also promotes the transition. Considering the difference between regular and non-regular employment, women tend to engage in work as non-regular employees, while men tend to be unwilling to work in non-regular employment. The hurdle for employment might be relatively higher among men, because their reservation values for work may be higher relative to women.

Phenomenon and determinant characteristics of NEET (Not in Employment, Education or Training) youth in matrilineal province

Economic development positions human as an important factor of production. Therefore quality human resources are needed for sustainable development. Indonesia as a country with a large population potential is expected to take advantage of the opportunity through demographic bonuses that will occur in 2020-2030. However, the emergence of NEET (not in employment, education or training) has become a new problem that threatens the success of development. NEET is a measure that includes young people in the age range of 15-24 years old, who are not in employment, education or training. NEET is considered more comprehensive than unemployment because it can see the dynamics and activeness of youth in the labor market. The presence of NEET is inseparable from the determinant characteristics the chances of someone becoming a NEET youth. This study uses Sakernas data for 2017 and 2018 to see the phenomenon and determinant characteristics of NEET status. The result showed NEET youth in West Sumatera was dominated by economically inactive youth. And by using logistic regression analysis, obtained several characteristic that significantly influence the chance of youth’s vulnerability to become a NEET. Youth who live in rural areas have a greater opportunity to become NEET youth, while youth with high level education are even more vulnerable to becoming NEET. Gender does not have a significant effect on determinants of NEET status in areas that adhere to this matrilineal kinship system. Based on the result of this study, the government as the holder of authority is expected to implement policies to reduce the proportion of NEET youth.

Risk factors for young people not in education, employment or training (NEET) using the Scottish Longitudinal Study

BackgroundThe high level of young people not in education, employment or training (NEET) has been an important long-standing issue in Scotland. The experience of being NEET has long term detrimental effects.
 Main AimIdentify risk factors that could inform interventions aimed at reducing the number of NEETs.
 MethodsWe use the Scottish Longitudinal Study (SLS) which provides a 5.3% representative sample of Scotland’s population based around the Censuses of 1991, 2001 and 2011. The SLS includes Vital Event data, Census data for the SLS sample and also those living in the same household and, since 2007, school census data.
 This allows us to study two cohorts of 16-19 year olds (the ages used in Scotland when considering NEET status) over a period of 10 years:
 
 those 6-9 years old at the time of the 1991 Census to the 2001 Census when they were 16-19 years old
 those 6-9 years old at the time of the 2001 Census to the 2011 Census when they were 16-19 years old
 
 We used logistic regression to investigate whether NEET status is associated with individual, family and household characteristics measured 10 years previously and later data including school qualification, school behaviour, areal characteristics and teenage pregnancy.
 ResultsThese analyses found several factors were associated with the likelihood of being NEET for both cohorts, including having no qualifications, teenage pregnancy and living in an area where there was a relatively high level of NEETs (100% census data). For the later cohort, school census data were available and school behaviour were important factors, whereas household characteristics at childhood were important factors for the earlier cohort.
 ConclusionA number of factors are associated with NEET but those closer in time to the NEET ages of 16-19 appear to be more important than childhood factors.

Not in Employment, Education or Training (NEET); more than a youth policy issue

Background with rationaleAustralians who are Not in Employment, Education or Training (NEET) and receive income support span a wide spectrum of working ages. Australian research has concentrated on NEETs aged 15–29 years, in line with international standards. This paper investigates extending the NEET concept to include all working age persons 15–64 years and the value added to welfare policy through analysis of a new linked dataset.
 Main AimTo determine whether the NEET concept is policy relevant when applied to all working ages.
 Methods/ApproachIndividuals aged 15-64 years recorded as receiving Department of Social Services (DSS) income support payments from September 2011 were linked with Australian Bureau of Statistics (ABS) Census data from August 2011 to create a linked dataset for analysis. Descriptive analyses were undertaken of NEET status by Census socio-demographic characteristics, and we modelled the adjusted likelihood of NEET status by Census demographics.
 ResultsSome 1.37 million or 45.2% of linked DSS payment recipients qualified as NEET. Of NEETs, more than twice as many were female, nearly half were aged 45–64 years, and under 1-in-5 were aged 15–29 years. Multivariate analyses showed that NEETs were more likely to be older, have low educational attainment, have a disability, and to be Indigenous.
 ConclusionYoung NEETs aged 15–29 years represented less than 20 per cent of linked DSS payment recipients classified as NEET, suggesting that standard NEETs reporting neglects information on around 80 per cent of the working age NEET population in Australia. Combined with other demographic insights, these results have implications for welfare policy, and indicate a wider range of demographics should be considered under the NEET classification. This may also have implications for OECD reporting.

The casualties of transition: the health impact of NEET status and some approaches to managing it

ABSTRACTYouth unemployment can be understood as a public health risk. This paper explores the multi-disciplinary literature in this field, and its relevance to support for NEET (not in education, employment or training) young people. Unemployment may have a scarring effect on health, with lifelong consequences for individuals and for society. To the extent that illness has social causation, it may potentially have social remedies. Evidence for the effectiveness of mental health prevention with young people is limited, but recent research suggests that moving people on from unemployment leads to health improvements. Schools, colleges, training providers, and the welfare benefits system all have a role to play in reducing the impact of unemployment. Career guidance services are particularly well placed to reach potentially vulnerable young people.

Opportunity structures and educational marginality: the post-16 transitions of young people outside education and employment

This paper reports on findings from a three-year ethnographic study of 24 young people in northern England who were classified as not in education, employment or training (NEET), or at risk of becoming so. Drawing on conceptions of opportunity structure and educational marginality, the paper discusses the processes leading to young people becoming NEET after leaving school. It presents findings concerning the family backgrounds, school experiences, and educational attainment of participants, and traces their initial post-16 destinations and their pathways to NEET status. Although most participants did not become NEET immediately after leaving school, restricted labour market opportunities and a lack of high-quality education and training for middle- and low-attaining young people exacerbated social and educational disadvantage. Over time, participants became increasingly restricted to marginal forms of learning. The paper argues that a focus on opportunity structures provides a powerful way of understanding these processes, and that alongside sustained NEET status, educational marginality should be of equal concern to policy makers.

Long term health effects of NEET experiences: evidence from a longitudinal analysis of young people in Scotland

ABSTRACTBackgroundThis paper examines whether experiences of young people who are not in employment, education or training (NEET) are associated with adverse long-term outcomes in health. We used the Scottish Longitudinal Study (SLS), which includes information from the 1991, 2001, and 2011 censuses as well as from vital events, for a 5.3% representative sample of the Scottish population. Linked health data such as hospital admissions and prescribing in general practice are also available. We followed around 14,000 young people who were aged 16-19 in 1991 up to 2011.
 MethodWe explored whether NEET young people in 1991 displayed higher risks of poor physical and mental health in the follow-up period. Poor physical health is measured by any admission into hospital and poor mental health is measured by prescription of anti-depressant and anti-anxiety medicine. We used descriptive and modelling approaches in our analysis. Covariates include a number of individual socioeconomic characteristics and local area characteristics in the models.
 ResultsOur research found that over 40% of the cohort members have been admitted into hospital, while over 30% have been prescribed with anti-depressant and anti-anxiety drugs. The NEET status in 1991 appears to be associated with hospitalisation with adjusted odds ratio (OR) of 1.24 (95% Confidence Intervals (CIs): 1.08 – 1.42). Also the NEET experiences are associated with poor mental health with OR of 1.47 (95% CI: 1.27 – 1.71). Policy intervention is necessary in assisting NEET young people to re-engage in education or employment.

Cancer-related health behaviours of young people not in education, employment or training (\u2018NEET\u2019): a cross-sectional study

BackgroundLinks between participating in unhealthy behaviours, e.g. smoking, and an increased risk of developing some cancers are well established. Unemployed adults are more likely to participate in cancer-related health behaviours than their employed counterparts. However, evidence of whether this is true in young adults not in education, employment or training (NEET) compared to their ‘non-NEET’ peers is either limited or inconclusive. Using cross-sectional health data from across the UK, this study aims to investigate whether participation in cancer-related health behaviours varies by NEET status.MethodsData for 16–24 year olds were extracted from the 2010–12 Health Surveys for England (HSE) and Scottish Health Surveys (SHeS). Information on economic activity in the last week was used to determine NEET status. Data on whether respondents had been seeking employment within the last four weeks and availability to start within the next two weeks allowed NEETs to be further identified as unemployed (UE) or economically inactive (EI). Logistic regression modelled the effect of being NEET on odds of being a current smoker; heavy drinker; not participating in sport; having eaten less than five portions of fruit or vegetables the day before survey interview and having an unhealthy body mass index (BMI). Analyses were performed before and after exclusion of EI NEETs.ResultsData were extracted for 4272 individuals, of which 715 (17%) were defined as NEET with 371 (52%) and 342 (48%) further classified as UE and EI respectively. Two NEETs could not be further defined as UE or EI due to missing information. Relative to non-NEETs, NEETs were significantly more likely to be current smokers, not participate in sport and have an ‘unhealthy’ BMI. These results held after adjustment for socio-demographic characteristics both before and after exclusion of EI NEETs. Before exclusion of EI NEETs, NEETs were significantly less likely to be heavy drinkers than non-NEETs. There was no significant difference in likelihood of heavy drinking between NEETs and non-NEETs when excluding EI NEETs.ConclusionsNEETs were generally at an increased risk of participating in cancer-related health behaviours than non-NEETs. As the likelihood of becoming NEET is greater in socioeconomically-disadvantaged groups, interventions to discourage unhealthy behaviours in NEETs may contribute to a reduction in health inequalities.

Do young people not in education, employment or training experience long-term occupational scarring? A longitudinal analysis over 20 years of follow-up

Not in education, employment or training (NEET) is a contested concept in the literature. However, it is consistently used by policy-makers and shown in research to be associated with negative outcomes. In this paper we examine whether NEET status is associated with subsequent occupational scarring using the Scottish Longitudinal Study which provides a 5.3% sample of Scotland, based on the censuses of 1991, 2001 and 2011. We model occupational position, using CAMSIS, controlling for the influence of sex, limiting long-term illness, educational attainment and geographical deprivation. We find the NEET categorisation to be a strong marker of subsequent negative outcomes at the aggregate level. This appears to be redolent of a Matthew effect, whereby disadvantage accumulates to the already disadvantaged. Our results also show that negative NEET effects are variable when stratifying by educational attainment and are different for men and women. These findings confirm that there are negative effects on occupational position associated with prior NEET status but that outcomes are heterogeneous depending on levels of education and gender.

Depression course, functional disability, and NEET status in young adults with mental health problems

IntroductionRole functioning is key to optimal health and inoculates against life-long inequality. Depression is a leading cause of functional disability. In most cases, improved symptomatology corresponds with improved functioning; however, functioning does not always return to “normal”, despite symptom remission. Furthermore, the relationship between symptom remission and the likelihood of being Not in Employment, Education or Training (NEET) is unknown.Objectives and aimTo examine the temporal associations between depression course, functioning, and NEET status in young adults with mental health problems.MethodsA prospective and multisite clinical cohort study of young people aged 15–25 years seeking help from a primary mental health service (n = 448). Participants completed a clinical interview (incl. QIDS-C16) and self-report battery (incl. WHODAS 2.0, employment, education) at baseline which was repeated at 12-month follow-up whilst continuing treatment as usual.ResultsRemitted depression was significantly associated with improved functioning; however, 12 month functioning was still lower than the normative ranges for age-matched peers. Remittance of depression did not change the likelihood of being NEET. Only 10% of those who were NEET had received vocational support during the study.ConclusionRemittance of depression was associated with improved functioning but it did not reduce the likelihood of being NEET. This may be explained by economic influences or alternatively, a time lag may exist where improvements in functioning do not immediately correspond with reduced NEET rates. Lastly, there may be a scarring effect of depression such that change in NEET status requires an additional intervention to depression treatment.Disclosure of interestThe authors have not supplied their declaration of competing interest.

The purpose of this paper is twofold. First, drawing on data from the Household Labor Force Surveys over the period 2004-2013, it examines the determinants of the NEET (Not in Employment, Education or Training) status for the Turkish youth. This is particularly important for Turkey as it has the highest NEET rate among the OECD countries. Second, it describes the movement of the youth across four states: education, employment, unemployment and inactivity. Probit results indicate that gender and educational attainment are key factors for explaining the NEET status. Findings also show that a greater number of household members that are in employment is associated with a lower likelihood of NEET. Transition analyses reveal that the state of inactivity remains highly persistent despite the substantial fall over the sample period. In addition, the rise in the persistence of education between 2007 and 2009 underlines the choice of the youth to stay in education in response to the fall in labor market prospects.

Committed to work but vulnerable: self-perceptions and mental health in NEET 18-year olds from a contemporary British cohort.

Labour market disengagement among youths has lasting negative economic and social consequences, yet is poorly understood. We compared four types of work-related self-perceptions, as well as vulnerability to mental health and substance abuse problems, among youths not in education, employment or training (NEET) and among their peers. Participants were from the Environmental Risk (E-Risk) longitudinal study, a nationally representative UK cohort of 2,232 twins born in 1994-1995. We measured commitment to work, job-search effort, professional/technical skills, 'soft' skills (e.g. teamwork, decision-making, communication), optimism about getting ahead, and mental health and substance use disorders at age 18. We also examined childhood mental health. At age 18, 11.6% of participants were NEET. NEET participants reported themselves as committed to work and searching for jobs with greater diligence than their non-NEET peers. However, they reported fewer 'soft' skills (B=-0.98, p<.001) and felt less optimistic about their likelihood of getting ahead in life (B=-2.41, p<.001). NEET youths also had higher rates of concurrent mental health and substance abuse problems, but these did not explain the relationship with work-related self-perceptions. Nearly 60% of NEET (vs. 35% of non-NEET) youths had already experienced ≥1 mental health problem in childhood/adolescence. Associations of NEET status with concurrent mental health problems were independent of pre-existing mental health vulnerability. Our findings indicate that while NEET is clearly an economic and mental health issue, it does not appear to be a motivation issue. Alongside skills, work-related self-perceptions and mental health problems may be targets for intervention and service provision among this high-risk population.

The association between economic inactivity and mental health among young people: a longitudinal study of young adults who are not in employment, education or training.

Increasing rates of young people not in education, employment or training (NEETs) are a cause of concern both in Ireland and internationally, but little longitudinal research has examined the link between psychiatric disorder in young people and NEET status. The Challenging Times (CT) Study is a longitudinal, population-based study of psychopathology among 212 young Irish people. Clinical interviews were performed at two time points: 12-15 years and 19-24 years. NEET status in young adulthood was associated with a sevenfold increased risk of current suicidal ideation. This result was independent of prior adolescent mental disorder. NEET young people had a fourfold increased odds of being diagnosed with a mental disorder in childhood or early adolescence compared with their economically active peers. NEET young people were at an almost threefold increased risk of any mental health disorder a twofold increased risk of anxiety disorder and threefold increased odds of suicide attempts over their lifetime compared with economically active peers. NEET young people are at increased risk for mental disorder and suicidal ideation. The association is bidirectional, as prior mental disorder in adolescence appeared to account for much of the association between NEET status and current mental health problems. However, economic inactivity conveys an increased risk for suicidal ideation over and above that due to prior disorder. Our findings provide a compelling economic and societal argument for early intervention and treatment of mental disorder and the importance of vocational interventions for reducing suicide risk in young adults.

Should we 'hug a hoodie'? Protocol for a systematic review and meta-analysis of interventions with young people not in employment, education or training (so-called NEETs).

BackgroundWhilst the majority of young people succeed in education and make a positive transition to the world of work and adult life, recent statistics identify that youth comprise 40% of the world's unemployed, equating to nearly 75 million individuals. These numbers are associated with both decreased economic activity and adverse well-being, with accompanying social, health and financial costs. As a result, a wide range of providers have implemented interventions targeting this population; however, their relative effectiveness is unknown. This is exacerbated by a diverse literature base, the delivery of provision and policy across multiple sectors and disparate approaches to programme evaluation.Methods and designWe will undertake a systematic review of interventions targeting youth not in employment, education or training (NEET) populations. Only randomised and non-randomised controlled trials will be included. The objectives of the review will be to: (i) systematically review, synthesise and quality appraise experimental evidence on the effects of interventions with NEET young people, (ii) estimate effects on current NEET status, well-being and other relevant psychological and behavioural outcomes, (iii) investigate potential variation in intervention effects among sub-groups stratified by pre-trial duration of current status, socioeconomic status, gender, sub-classifications of NEET individuals and intervention components (e.g. type, frequency, duration, provider and setting) and (iv) assess the robustness of results in separate sensitivity analyses that exclude studies with higher risk of bias (e.g. in terms of study quality) or follow-up length. A rigorous literature search of English language publications post-1990 will be conducted using the following electronic databases: Medline, Embase, PsycINFO, ERIC, EPPI-Centre (Bibliomap), Social Science Citation Index, British Education Index, Conference Proceedings Index, Dissertation s, Popline and grey literature collections (e.g. GLADNET). These database searches will be supplemented with hand searching, requests for unpublished literature and website searches.DiscussionA report and executive summary will be developed by the research team with input from consultant stakeholders to aid translation of the findings into practice. Early Occupational Aspirations and Fractured Transitions: A Study of Entry into ‘NEET’ Status in the UK

AbstractThere has been significant recent research and policy interest in issues of young people's occupational aspirations, transitions to employment and the antecedents of NEET (not in employment, education or training) status. Many have argued that changes to the youth labour market over the past 30 years have led to transitions to work becoming more individualised, complex and troublesome for many, particularly those from poorer backgrounds. However, little research has examined the connection between early uncertainty or misalignment in occupational aspirations and entry into NEET status. This paper draws on the British Cohort Study to investigate these issues, and finds that young people with uncertain occupational aspirations or ones misaligned with their educational expectations are considerably more likely to become NEET by age 18. Uncertainty and misalignment are both more widespread and more detrimental for those from poorer backgrounds. These findings are discussed in the context of recent research and debates on emerging adulthood and the youth labour market.
