EU OPEN STRATEGIC AUTONOMY POLICY AS A TRIGGER OF INDUSTRIAL DEVELOPMENT AND A CHALLENGE FOR REGULATORY COOPERATION

The purpose of the article is to study the instruments of the policy of strategic autonomy of the European Union with an emphasis on projects of common European interest, and to assess its impact on the development of the industrial potential of member countries in the context of intensified economic competition in the international arena, accompanied by the erosion of regulatory cooperation. EU strategic autonomy aims to reduce the productivity gap between the EU and the US in all sectors of the economy. Strategic autonomy, among other things, is aimed at updating the EU’s comprehensive industrial strategy, which will help counteract trends of deindustrialization, expand access to venture capital, and accelerate the formation of a truly single capacious market of EU member states. Strategic autonomy will affect the prospects for building a sustainable, climate-neutral and cost-effective system that contributes to the growth of citizens’ well-being. It has been established that the new approach to industrial policy is closely related to the policy of strategic autonomy of the EU; a whole range of measures is aimed at increasing the effectiveness of industrial policy: the adoption of an Action Plan for the proper implementation and compliance with the rules of the single market; review of EU competition rules; development of an Action Plan for the protection of intellectual property, which involves ensuring the technological sovereignty of the EU; combating the theft of intellectual property, improving legislation in the field of public procurement, taking into account environmental requirements. The New Industrial Policy identifies the key factors in the EU’s industrial transformation and aims to achieve a threefold objective: maintaining global industrial competitiveness and a level playing field both in the domestic market and at the global level; turning Europe into a climate-neutral part of the world by 2050; achieving digital leadership in the world. In essence, we are talking about a new quality of economic growth, a new environmental model. The strategy is aimed at increasing the strategic autonomy of the EU in a period of increasing global competition and provides for reducing dependence on external supplies of critical raw materials, developing key technologies strategically important for the industrial future of Europe. The EU’s strategic autonomy policy restricts trade and competition in several ways: through the implementation of quantitative restrictions (quotas; import bans; bans on foreign investment); through price controls, subsidies and standards that apply equally to domestic and foreign suppliers; by establishing new digital policy rules (new restrictions on data regulation; data exchange obligations; taxes on digital services; regulation of digital services markets). Choosing unbalanced policy priorities can lead to reduced investment efficiency, slower competition, slower innovation, and worsening productivity and technology gaps between the EU and the US. The regulatory potential of strategic autonomy to promote market distortions is usually justified by the benefits of safety for society, ethical and environmental considerations, welfare effects for consumers and increased competitiveness of producers, however, it is predicted that it will inevitably produce losses that will be incurred by economic entities. manufacturing practices, review of value chains and supply chains, and due to legal uncertainty associated with how regulation is developed and applied. This inevitably indicates the risks of increased regulatory competition on an international scale.

Regional development of Kazakhstan based on “Smart Specialization” model

In the conditions of increasing competition in the technological sector of the economy and the intensification of innovation, innovative management tools are needed to facilitate the effective planning, organization, stimulation and control of the introduction and implementation of innovations in the resource regions of Kazakhstan. Consequently, new scientific approaches are required to manage the innovative development of the commodity region, which will increase the effectiveness of regional socio-economic systems.Currently, an advanced tool in the field of determining the territories of cluster localization is the model of “smart specialization”, which is a special scientific approach to the formation of regional clusters. The “smart specialization” model emphasizes the need to search for and select such spheres of activity which are capable of making the maximum contribution to the socio-economic development of the region by supporting and stimulating innovative research and development in the identified spheres of regional specialization. An important condition for regional economic progress is the identification of potential poles of innovative growth in the region based on the analysis of its own potential and best international practices. The purpose of the article is to substantiate the priority areas and develop methods, tools for managing the innovative development of resource regions of Kazakhstan on the basis of the model of “smart specialization” to create a new quality of economic growth of territories. The article analyzes the scientific literature and substantiates the priority, the effectiveness of applying the “smart specialization” model to the process of innovative development of the resource region. The methodological approaches (methodological principles, conditions, criteria, scenario variants, algorithm) of formation of rapidly developing sectors of economy of raw material region on the model of “smart specialization” are specified. The authors of the article specify the methodological tools, which will allow to carry out the choice of the most promising technologies for the formation of rapidly developing sectors of the economy of the commodity region.

УКРАЇНА У ВИМІРАХ ІНКЛЮЗИВНОСТІ ТА ІНСТИТУЦІЙНОГО РОЗВИТКУ

The article considers analytical dimensions of traditional and inclusive economic growth, development and functioning of institutions in the process of actualization of value shift in society and change of economic transformations goal from economic growth as such to qualitative changes in the structure of a new spectrum of economic processes that play decisive and nowadays even vital role. Ukraine's place in this coordinate system was determined, and high untapped potential for inclusive development of the country was revealed. It is quite possible to restructure Ukraine's economic and social processes, even at the current level of GDP, in such a way as to ensure significantly higher rates of structural changes promoting inclusiveness. The means of preserving the predominantly extractive structure of the economy are outlined. It is substantiated that the problem of inequality is becoming more and more acute and is growing from economic (in terms of income and wealth) issue into a matter of education, health care, etc. However, a simple increase in the average level of GDP per capita will not automatically solve the issues, because these are structural problems that need coverage and attention from a completely different angle. The priority of implementation the structural reforms to increase the level of inclusiveness of institutions in key areas in the long term is argued. The greatest potential for the formation of inclusive society as a basis for ensuring a new quality of economic growth in Ukraine is contained in the Sustainable Development Goals 8 and 5, the combination of which creates a synergistic effect. In order to increase the level of inclusiveness of institutions, certain changes in the legislation are needed regarding anti-corruption institutions, the Tax Code of Ukraine, gender issues, approaches to rent distribution, oligarchic corporations, Big Tech activities in the country and many other issues. However, the main problem in Ukraine is not so much the laws as their implementation, because the rules should work, not the recommendations.

The interaction of environmental systems and human development in a time of wild cards. A big data enhanced foresight study

The article contributes to the research discussion around the human-natural and social-ecological systems by identification of a comprehensive list of global trends related to integrated interaction between environmental systems and human development, including climate change, pollution, new quality of economic growth, and challenges for education and healthcare. The foresight study behind it encompasses a combination of quantitative (big data ) and qualitative (expert) methods. This approach allows for a systemic vision of structural shifts, assessing their probability and impact. The outcomes of the study include the list of global environmental and human development trends and factors classified by STEEPV categories, their effects that split into opportunities and threats, and an assessment of their inter-relation and mutual impact. Policy implications focus on possible areas of intervention for sustainable growth.

Russia's World-Class Research Centres: Key Results for 2020

Introduction. Russia's transition to a new quality of economic growth and level of competitiveness depends crucially on the level of scientific and technological development of our country. The national Science Project has a special role to play in accelerating scientific and technological growth. One of the main instruments in achieving Russia's leadership position in the world is the creation of a network of world-class research centres. Monitoring Tools. In conducting this research, methods of analysis, synthesis, and a systematic approach were applied. The main sources of information for analysis and assessment are the annual reporting data of world-class research centres, analytical data from the Russian Research Institute for Economics, Policy and Law in Science and Technology (RIEPL), as well as statistical information from open sources and official websites. Results. The performance of world-class research centres, comprising a network of international mathematical centres and centres carrying out research and development on S&T development priorities for 2020, were analysed. A comparison of the planned and actual results of the implementation of scientific activities, the achievement of targets, the formation of the staffing structure of world-class mathematics centres and world-class research centres is presented. Conclusion. The formation of world-class science centres will create attractive working conditions for Russian and foreign scientists and ensure Russia's presence among the world's top 10 countries in terms of research and development. The contribution of this scientific article can aid the Ministry of Education and Science of Russia in the development of proposals for the implementation of National Project "Science" activities.

EVOLUTION OF LABOR RELATIONS IN THE REPUBLIC OF BELARUS IN THE CONTEXT OF DIGITALIZATION AND ROBOTIZATION OF THE ECONOMY

The article is devoted to the study of the evolution of labor relations in the Republic of Belarus. It was revealed that the dynamics of labor relations in the Republic of Belarus corresponds to global trends, ensuring the transition of our country to a new quality of economic growth. It is concluded that the positive effects for the national economy will be the higher, the more it is possible to introduce digital technologies and robotic systems in the real sector of the economy, as well as in the presence of an effective state system for reducing the level of structural unemployment generated by the further development of the digital economy.

Tax policy in the system of post COVID-19 anti-crisis measures

Research Background: Tax policy and reforms are the means to overcome the COVID-19 crisis, contributing to economic growth. The study is based on an analysis of tax regimes before the pandemic. Purpose of the article: Purpose of the article is to develop instruments of tax regulation in anti-crisis tax policy. Methods: The analysis employs macroeconomic indicators from the IMF, and WB databases. The comparative analysis of countries in terms of Total Tax and Contribution Rate (TTCR), Labour Tax TTCR, other taxes TTCR has been conducted on the basis of WB/PWC tax ranking methodology. The paper presents a classification of tax systems according to six rankings, and suggests tax policy modifications. Findings & Value added: The main directions of tax policy reform are: 1) The tax system should maintain its progressive character while increasing social equity, a new quality of economic growth and life. 2) Income taxation is less conducive to economic growth than consumption taxation. The study suggests differentiation in tax policies for developed and developing countries. 3) The choice between a flat and a progressive personal income tax scale should be made on the bases of the thorough analysis of the tax systems of countries leading in the quality of life. Their regimes can serve as a benchmark. 4) The taxation of interest, dividends and capital gains under dual treatment is a promising tax policy direction. 5) Reforming the CIT on the basis of differentiated rental income would allow for part of the income to costs and part to profits.

New trends in the development of the world economy in view of the effects of the emerged crisis

The paper deals with measures taken in different countries in order to mitigate the consequences of the economic recession. The authors of the paper have characterized their impact on the transformation of the paradigm of the development of both the world and national economies, taking into account the trends relating to the technology shift. Attention is drawn to the possibility of ensuring a fundamentally new quality of economic growth of the world economy based on digitalization, technological breakthroughs and a system approach to ensuring a balanced spatial development of territories. The authors have substantiated national priorities in the development of socio-economic measures aimed not only at the recovery of the world and national economies from the crisis, but also at ensuring further growth. A set of recommendations aimed at enhanced development of economic processes has been determined; these recommendations are based on international experience in overcoming crises, including those caused by sharp changes in the pace of scientific and technological development as well as the results of the implementation of government measures taken to support enterprises in the face of the coronavirus pandemic.

Lines for improving the mechanism of sustainable development of regional agri-food complexes of the Republic of Belarus

Agri-food complex of the Republic of Belarus and its regional entities are at the stage when transition to new quality of economic growth based on forming sustainable competitive potential of industries and enterprises, maximum use of reserves of performance and efficiency growth, innovation and investment activities activation taking into account world market trends, is of particular relevance. In this regard, it is required to analyze the stability of regional agri-food complexes based on methodology considering their features, identify the enabling factors and conditions, assess the impact of negative trends and propose ways to improve regulatory mechanisms. The paper presents the results of research of methodological and practical aspects of ensuring sustainable development of agri-food complex. Criteria, evaluation indicators, principles and basic regulatory mechanisms were developed. Based on a special methodology for arranging a system of partial and integral criteria, the stability of agri-food complex functioning in the regions of Belarus was assessed, the main factors according to effect line were identified and classified. Methodological recommendations for assessing sustainability of agricultural production at the level of districts and organizations have been developed and tested on the example of Vitebsk region, they contain groups of indicators and algorithm that allows ranking objects according to potential for sustainability and achieved production and economic results, as well as applying differentiated approaches for state regulation. A functional model for controlling sustainable development of the regional agri-food complex is presented, including target, regulatory and regulated subsystems, based on pervasive arrangement and integration of control functions and tasks.

The article reveals the features and structure of the Russian specific agricultural transformation cycle of 1990-2019, which is characterized by a special dynamics of the long-term situation of the agri-food market with its own phases (periods) of development. The necessity of applying special forms and methods of state regulation of demand and supply at the stages of recovery and recovery growth is justified. Scenarios of the post-transformation cycle of the long-term conjuncture in the agri-food market with long-term phases of rise and a new quality of economic growth are considered.

The article is a generalization of the path of innovative development in Russia. The methodological base includes an approach to the formation of the innovative state of the economy. As a research objective, a method of the economic evaluation of innovative development of the Russian economy has been developed. Based on the performed analysis, the authors propose a concept for regulating of innovative development of our country, providing a new quality of economic growth. As a result of the study, the authors came to the conclusion that the forming an unified plan for science and production is the basis for managing by the economy.

ROLE AND PLACE OF ECONOMIC SECURITY IN THE SYSTEM OF STATE REGULATION PROVIDING FOR NATIONAL SECURITY OF UKRAINE

The essence of such concepts as “national security”, “economic security” is disclosed; the components of the national and economic security of Ukraine are defined; mechanisms of public administration economic security; the main indicators of economic security are described; detected threats that affect economic security; Recommendations are developed to improve the effectiveness of implemented measures to minimize existing threats. It is determined that at present state administration of the subjects of ensuring national security taking into account real and potential threats should be directed to the improvement of the organizational structure of the management of the subjects of ensuring national security, namely: clarification of the functions of ministries and other central executive bodies, elimination of surplus administrative units, simplification and relatively cheaper control of the management apparatus, taking into account the assessment of the impact of information networks on the management of entities with bezpechennya national security in a single information space. Having considered the components of national security, it was concluded that the most important in the overall system of national security is economic security, since it is the material basis of national sovereignty, which determines the real possibilities for securing other types of security. It is noted that the main content of economic reforms in Ukraine is the creation of conditions for overcoming poverty and excessive property stratification in society, bringing social standards closer to the level of the states of Central and Eastern Europe — the EU member states, achieving the economic criteria necessary for Ukraine to become a member of the EU. According to the adopted “Strategy of National Security of Ukraine”, the main condition for a new quality of economic growth is the provision of economic security.

Digital economy: backgrounds, main drivers and new challenges

The industry development over the last hundred years has had a huge impact on the development of technological infrastructure and life change. Three main components of this development are related to personalization: a car as a personal vehicle and greater personal freedom; a personal computer as a means of intellectual autonomy; a personal phone as a means of freedom of communication and access to information. These three development factors significantly changed the employee psychology and created the conditions for diffusion of qualitatively new, synthesized (cyber-physical) technologies that became the basis of the Industry 4.0 and the Internet of Things – two main working concepts of industrial and infrastructural development for the next 20 years. The conventional or classical industrial systems that are dominant to the present day have mainly been based on the principles of human muscle energy replacement, but the technological changes of our days raise the question of the substantial scale of displacement of the living manpower both in production and in management and services. The process of technological and industrial transformation that has already begun will inevitably lead to the transformation of social and economic systems, and here the key problem will not only be the provision of a new quality of economic growth, but also the solution of the employment problem interfacing a new technological platform, the information and social infrastructure of society.

RUSSIAN REGIONS INVESTMENT AND INNOVATION POTENTIAL

Purpose : the main purpose of the article is to study the current state of the investment and innovation process in the regions of Russia. To achieve this goal, the article solved the following problemsthe: to describe measures to ensure a balanced innovative growth of Russian regions; to substantiate the need for large-scale increase and effective use of investment funds to stimulate the transition to a new quality of economic growth based on the deployment of innovative processes; to investigate the problems of development of large and small business in the regions, as sources of innovation and job creation; to carry out an analysis the cluster approach as the most priority area with great potential for creating new competitive advantages of the regional economy; to evaluate the effectiveness of management tools that have a direct impact on the innovation space in the regions. Methods: the study was conducted using systematic, logical, comparative analysis, grouping and generalization methods, which made it possible to ensure the validity of the results and conclusions of the study. Results: the factors influencing on the investment and innovation development of the regions have been identified, the management tasks solved in interaction at the level of the state, the region and the industrial complex have been identified. These factors allow multiplying and effectively using the opportunities for large and small business in order to modernize, provide the necessary investment support for the innovative development of regions and the country. Using these approaches give the opportunity to increase the effectiveness and quality of the influence of these factors and tasks on the innovative development of the regions and to adapt their strategy of innovative modernization. Conclusions and relevance : the article show the special role of active investment-innovative interaction between the national and regional levels of public administration for implementation of modernization processes in the economy in order to build a common innovation space in the whole country.

Infonomics and the Value of Information in the Digital Economy

Abstract Globalization and integrated development of the economy significantly expands the possibilities of business. The world has entered a new digital epoch: here the activity of the organizations is mainly in the production and use of information technologies and accumulated information to make all other forms of production more efficient and thereby ensure a new quality of economic growth, and creating greater wealth of information (information products and services). Distinctive feature of a new science “infonomics” is: information obtains a measurable economic value and other features that qualify it as any other kind of asset, significant strategic, operational and financial reasons to do so exist. It is noteworthy that the information may meet accounting standards, but nevertheless it is not reflected in any public balance sheet of a company. Based on the data obtained during the research the author comes to the conclusion that the era of major information transformations in order to remain competitive and profitable, management of the enterprises must learn to use the information of their companies to create new products and services or even a new market. The results of the study expand the notion of infonomics: shows the methods of accounting information as well as factors affecting the information assets and their economic value, noted that infonomics it is a discipline that deals with the determination of the value of information, however, at present this phenomenon raises more questions than it answers, but the more interesting it becomes his study.
