Trajectories in public administration reforms in European Continental countries

The aim of this article is to study key New Public Management (NPM) transformations undertaken at central level in the European Union public administrations of Germanic, Nordic and Southern European countries. Our study shows that there is no global tendency towards the same NPM model, although, within public administration models, there are strong similarities. Although some NPM initiatives have been taken as steps towards implementing these reforms, in other contexts they could have been adopted in order to ward off deeper reforms.

Structures of New Public Management in Malaysia and Singapore: Alternative Views

Abstract During the recent two decades, there has emerged a considerable volume of literature articulating, examining, evaluating, and critiquing the so-called New Public Management (NPM), which originated in advanced capitalist nations and expanded globally as a new model of governance. Founded largely upon the assumptions, principles, structures, and strategies of business management, this new model of public management, to various degrees, has been embraced by many developing countries among which Malaysia and Singapore are quite well-known cases. This article focuses mainly on the structural dimensions of NPM-including its functional, organizational, and managerial systems and its relations with the political, social, and market domains—with special reference to these two cases. Constructing a Long Spoon for Comparative Education: Charting the career of the 'New Zealand model'

This article seeks to put forward one tentative basis on which comparative education might profit from an engagement with 'globalisation', and to circumvent the danger that that engagement will lead to a shift in purpose, from 'how to make education better' to 'how to make education do better'. It uses the example of the career of the New Zealand model of neo-liberalism and new public management to expose, from the perspective of how a 'localism' becomes globalised, something of the nature of the processes, discourses and mechanisms of globalisation and of the subjects who drive them. The article examines the local conditions that enabled the development and installation of the New Zealand model, the discursive and formal characteristics that made it desirable and possible for it to be incorporated at a global level, and the means through which this was done. It concludes by drawing some possible theoretical and methodological implications of the career of the New Zealand model for the relationship between comparative education and globalisation.

The New Public Selection? Anti-corruption, psychometric selection and the new public management in Nepal

This article uses a case study of public recruitment in Nepal as the vehicle for a discussion of the value of three current public management models: an anticorruption model, a psychometric selection model and the new public management (NPM) model. The political context of Nepal and the role and functions of the Public Service Commission (PSC) are described. The article argues that, in contrast to current NPM doctrine, preserving the current remit of the PSC as a central agency responsible for recruitment is necessary to preserve the integrity of recruitment, which is an important element in an anticorruption strategy. The article also reviews the case for selective introduction of psychometric methods of selection. The article implies an increased importance for public recruitment in development thinking, and argues for the vital role of Service Commissions in limiting corruption. While recognizing the reality of the problems which the NPM model was developed to tackle, the article provides evidence for rejecting its claim to universality.

Organizações sociais de saúde: o modelo do Estado de São Paulo

A experiência de um novo modelo de gestão dos serviços públicos de saúde implantada no Estado de São Paulo é analisada neste artigo, a partir da caracterização da especificidade da lei que regulamenta a criação das Organizações Sociais de Saúde, tendo como referencial a gestão estadual do Sistema Único de Saúde, seus antecedentes e a situação atual. Os dados apresentados foram coletados a partir de relatórios produzidos pela equipe técnica responsável pelo convênio entre a Secretaria e a Faculdade de Saúde Pública -- USP, para acompanhamento do projeto. Os resultados encontrados demonstraram o cumprimento satisfatório por parte das OSS/SUS, a partir das metas estabelecidas no contrato de gestão pela Secretaria, para o primeiro ano de atividade. O trabalho aborda, ainda, as perspectivas do novo modelo e da atual política. Os autores alertam para o fato de que a regulação, através de um novo contrato de gestão, deve considerar o desempenho das OSS, enfatizando processos, resultados e inserção sistêmica, referenciada pela demanda de saúde regional.
