Concerning the Issue of Obligatory State Regulation of Electric Power Complex

The necessity of state regulation in economy is explained by objective possibilities to prevent and smooth out adverse characteristics of economic laws, relationships between participants, macro- and micro- economic and geopolitical factors. At the current stage of development state acts not only as a regulator, but also as an equal active participant of social and economic processes, which implies realization of state dirigism. Through regulation mechanism state exerts accurate and composite impact on economy ensuring its sustainable development. The goal of the research is to shape lines in state regulation of the electric power complex in order to eliminate disproportions in social and economic development. The subject of the research includes economic relations arising in the process of state impact on economic processes in the electric power complex. The research is based on academic and specific methods of studying objective reality. During the research the authors used information of the Federal Antitrust Service, the Federal Service of State Statistics, materials of global independent analytical agencies and informational portals. The authors identified key lines in state regulation and development of competitive relations in the field of electric power engineering. The obtained findings can be used to shape well-balanced risk-oriented policy of state regulation that takes into account all risks of economic development.

СОЦІАЛЬНО-ЕКОНОМІЧНИЙ РОЗВИТОК УКРАЇНИ ТА ДЕРЖАВНЕ РЕГУЛЮВАННЯ ЕКОНОМІКИ

The article considers the important aspects of market self-regulation and state centralized management in their organic unity. The expediency of numerous pressing issues’ urgent solution for Ukraine was noted. Government, by planning and utilizing its power to shape the economic policies is guiding the agribusiness towards a free-market competition regime while performing supervision function.Fully unbounded market cannot be treated as a perfect form of goods and services exchange. Therefore, the Government uses various administrative and legal, direct and indirect economic regulation tools. It is specified that the creation of new forms of "optimal combination" of state regulation and self-regulation will stimulate the economic activity development. In article a scientific approaches to economic regulation were considered. It was determined the need for state intervention in the economy. The attention on the advantages and disadvantages of government regulation and market self-regulation was featured. In addition to the above considered, tools of state regulation were reflected. The mechanism of government’s economy regulation should be unique, tailored to any change directions, goals and objectives of government economic policy. The article reveals the essence of government economy regulation. The structure of government economy regulation and the direction of economic policy was examined and characterized in its components. Proved that the direction of economic policy should be carried out simultaneously with the assessment of the effectiveness and selected methods of government economy regulation according to its functions, in order to respond quickly to any changes in the economy. Issues connected with the necessity of state regulation in all spheres of economy are somewhat controversial. State regulation is a means of balancing the economy of the country as a whole and the sustainable development of certain territories. In no country, the government has not stopped the activity concerning the market economy development. On the contrary, there is a constant search for new directions of improving relations between the government and the producers, moreover, depending on many factors there is a reduction or strengthening of the governmental regulation intervention.

ПЛОДООВОЩНАЯ ОТРАСЛЬ ЮЖНО-КАЗАХСТАНСКОГО РЕГИОНА: СОСТОЯНИЕ И ПЕРСПЕКТИВЫ

The authors studied the possibilities and prospects for the development of fruit and vegetable industry of the South Kazakhstan region. One of the priority sectors of food industry is the fruit and vegetable sector. The article discusses topical issues of increasing the efficiency of functioning of fruit and vegetable production, the solution of which is important for ensuring the food security of the country, since due to the high biological value, vegetables and fruits occupy a special place in the balanced and fortified nutrition of the population. The scientific and practical significance of the prospects for expanding the volume of fruit and vegetable production is noted. Recommendations for the transition to industrial-innovative way, high level of competitiveness of processing of own fruit and vegetable products are presented. The assessment of the degree and conditions of innovative development in the South Kazakhstan region (Almaty, Turkestan, Zhambyl, Kyzylorda regions) is presented. The potential for growing fruit and vegetable crops has been determined. The aspects of the current state of production, storage, processing and marketing of a group of fruits and vegetables in South Kazakhstan are reflected. The directions of innovative activity in the fruit and vegetable subcomplex are analyzed. The necessity of state regulation and stimulation of production of fruits and vegetables has been substantiated. In modern conditions, the most promising area of economic growth in the region is organization of fruit and vegetable clusters. The main directions of further development of fruit and vegetable production in the Southern region are shown for a fuller use of its potential opportunities, expansion of the effective exploitation of natural and economic resources: land, atmospheric factors, irrigation water, cooperation, concentration of capital, new equipment and technologies, provision of the region with food and activation of exports to CIS and foreign countries.

THE ESSENCE AND FEATURES OF STATE REGULATION OF RURAL DEVELOPMENT

The article substantiates the need for effective state regulation of rural development, since overcoming the crisis requires both the mobilization of significant resources and the introduction of effective regulatory methods. The functions of state regulation of rural development are outlined and the relationship with the problems of rural development identified. The main problems of the modern village from the point of view of sustainable development are considered, which takes into account the real unity and interaction of the basic structural elements of rural territories.It has been found that effective state regulation of rural development should be based on a system of principles that should take into account the specific features of rural areas as an object of state regulation. The directions of actions of the authorities within each principle are determined. It is substantiated that the effectiveness of regulation of rural development depends on the mechanisms of state influence on their development. The instruments, methods and methods of action of the state authorities in terms of each mechanism are considered. It is noted that the peculiarities of state regulation of rural development lay in the real unity of their basic structural elements: economic base, social and environmental spheres. Characteristics of such components of rural population as "quality of life" and "standard of living" are given, as well as terms used in the conceptual and conceptual field of quality of life research. The analysis of scientific works on the quality and standard of living of the population revealed the components that are most commonly used in its assessment at the regional level. The concept of "state regulation of rural development" is formulated. It is substantiated that the necessity of state regulation of rural territories implies the use of functional- territorial system of public administration, which will allow to ensure optimal interaction between public authorities and local self-government.

Financialization of world economy: new trends and regulatory issues

In the study is to analyze the current systemic problems of world finance, including the dominant changes in the architecture of world finance, the expansion of the role of central banks and states in general in the regulation of the global financial market. Structural and historical analysis methods are used in the course of the study. The paradigm of the transition from the financialization of the world economy to its definancialization is determined, in connection with which the necessity of state regulation of national financial markets and cross-border movements of capital between developed and developing countries is justified. The factors and the historical evolution of the financialization of the economy have been investigated, the main consequences of financialization for the national financial markets and the global economy are identified. The destructive impact of the level of financial depth of the economy on the world economy as a whole has been proved. The need to develop national and supranational measures to regulate financial markets is justified, with the allocation of structural, institutional and monetary and financial conditions for their implementation in practice, including optimization of adoption mechanisms strategic decisions and planning, methods and tools aimed at expanding state supervision and regulation of financial markets and generally definancing the global economy and developing its real sector.

REGULATORY AND LEGAL SUPPORT OF DEVELOPMENT EXTRACURRICULAR EDUCATION IN UKRAINE

The article considers and analyzes the regulatory and legal support for the development and operation of out-of-school education institutions. The author draws attention to the importance and necessity of state regulation and state support for the development of out-of-school education in Ukraine. The main legal framework for out-of-school education in Ukraine consists of Laws of Ukraine, Presidential Decrees, resolutions and orders of the Cabinet of Ministers of Ukraine, Orders of the Ministry, decisions of local governments, orders of local authorities. The author divides the current legal documents on out-ofschool education into blocks: ensuring the rights of children to out-of-school education; national-patriotic education of children and students; organization and content of educational activities of out-of-school educational institutions; competitive activities for students, teachers and heads of institutions. It is claimed that the developed and current system of legal support of out-ofschool education is a guarantee of improving the quality and accessibility of out-of-school education, expanding the functions of out-of-school education institutions as centers of educational, cultural and civic activities not only for students and youth. The state educational policy in the field of out-of-school education, as one of the priority tasks of the state, should be aimed at developing the out-ofschool education system and network of out-of-school educational institutions in accordance with modern trends, ensuring equal access and opportunities for children to receive out-of-school education services and methods of operation of institutions, ensuring the competent staff of teachers and adequate funding. Based on the analysis, practical recommendations aimed at improving public policy in the field of extracurricular activities that will enhance its quality and effectiveness.

OBJECTIVE NATURE OF LAND MANAGEMENT AND ITS SOCIO-ECONOMIC CONTENT

The article describes the basic principles of land relations regulation. The necessity of state regulation of land relations on the basis of unity of application of legal, organizational, administrative and economic methods is proved. The structure of state regulation economic mechanism in the sphere of land relations in the Russian Federation is given. The material of the study was the system of land management, including certain land management actions, documentation, bodies (services), which is the main tool for the implementation of economic mechanism of land relations regulation in the Russian Federation. Land is the greatest national wealth and its proper use is of great importance in the economy of agriculture and the country as a whole. Land resources in the agricultural economy are the main, special, irreplaceable means of labor and the main means of production. The land involved in production, in the process of which labor joins it, becomes a means of production. The economic side of land management in a market economy takes on a special meaning. The purpose of economic measures is to create the best socio-economic conditions for the use of land as an object of real estate and the main means of production in agriculture and forestry, the main conditions and the spatial operational basis for the placement of sectors of the economy, enterprises, organizations and institutions. Land policy conducted by the state is always based on the approval of land relations that correspond to the land structure of society. The land system of society determines the system of state and social organization, characterized by certain land relations and the corresponding, according to their regulation, political organization of society. Any state carries out land management policies, affecting land line.

ОСНОВНІ НАПРЯМИ СОЦІАЛЬНО-ЕКОНОМІЧНОГО РОЗВИТКУ УКРАЇНИ ТА ШЛЯХИ ПОДОЛАННЯ ЕКОНОМІЧНОЇ КРИЗИ

The article identifies the prerequisites, features and highlights the problematic aspects of socio-economic development of Ukraine, conducted a systematic analysis. The necessity of state regulation of transformation processes in the sphere of economy in the conditions of economic crisis is substantiated. It is noted that the protracted economic crisis in the country indicates the dominance of economic problems over many political problems, as well as their simultaneous interconnection and destructive impact on the restorative proportions between production and consumption. Among the many influential factors on the construction of a modern socio-economic system of investment, institutional factors, cluster associations and the development of information systems as complex polysystemic socio-economic entities. It is theoretically substantiated that clusters can be considered a new type of production and economic model, built on the interaction and cooperation of industrial, commercial enterprises, financial and credit and educational and scientific institutions. It is determined that in recent decades, many countries around the world are developing cluster strategies aimed at integrating financial and intellectual capital and realizing the competitive advantages of the national economy. The importance of transformations in the cultural and ideological sphere, which involve changes in the values of public consciousness, the formation of a new paradigm of humanitarian development, which is to abandon the ideology of consumption and affirm new values to balance production and demand. Public policy instruments should be aimed at removing obstacles to the formation of clusters, improving infrastructure, simplifying the mechanism for attracting sources of funding and foreign investment, and removing restrictions on the introduction of innovations. It is a comprehensive approach to solving the problems outlined at the state level that will be the key to successful modernization of Ukraine's economy and building its own model of economic growth. The key areas for improving the efficiency of management of socioeconomic processes in Ukraine, which will ensure the implementation of the model of stabilization and economic growth of the country in the near future.

ДІАГНОСТИКА ПРОБЛЕМ ДЕРЖАВНОЇ РЕГУЛЯТОРНОЇ ПОЛІТИКИ У АГРОПРОМИСЛОВІЙ СФЕРІ ВІТЧИЗНЯНОЇ ЕКОНОМІКИ

Доведено необхідність та значимість державного регулювання функціонування суб’єктів господарювання агропромислової сфери. Виявлено проблеми державної регуляторної політики у агропромисловій сфері вітчизняної економіки та окреслено перелік напрямків їх усунення. Проведено дослідження сучасного стану державного регулювання функціонування суб’єктів аграрної сфери та його впливу на розвиток сільськогосподарських підприємств в Україні. Конкретизовано функції державного регулювання сільського господарства. Охарактеризовано організаційно–правові форми підприємництва, які використовуються в сільському господарстві України. Проаналізовані різні види підприємств, що провадять свою діяльність у сільськогосподарській сфері. Наголошено на необхідності законодавчого закріплення основоположних принципів державної підтримки сільськогосподарських товаровиробників, такі як системність і стабільність. Доведено необхідність державного регулювання функціонування підприємницьких структур у сільському господарстві. Проідентифікувались теоретичні й загальнометодологічні проблеми державного регулювання організаційно–правових форм сільськогосподарських підприємств. Деталізувалися правові проблеми державного регулювання сільського господарства в Україні. Обґрунтовано недостатню ефективність державної політики щодо створення умов формування кооперативних та інших некомерційних об’єднань сільськогосподарських підприємств у сфері виробництва та збуту сільськогосподарської продукції. Проводиться виявлення недоліків у організації та регулюванні агропромислового виробництва в Україні.

Конституционные основы заработной платы и социального страхования в России

In accordance with the author´s intention, and in accordance with the constitutional framework, the article analyzes the wages and social insurance in Russia, unjustified super differentiation in wages, which excludes financial participation of low-income workers in the compulsory social insurance, who should be included in the system of compulsory social insurance without any conditions and restrictions. The author analyzes the state of wages, the necessity of state regulation of wages, the basic state guarantee on wages — minimum wages and salaries in Russia, with the aim to determine the conceptual basis for legal regulation of the wages in Russia in the interests of its population, in particular, it is argued that consumer demand is the main and only engine of the market economy and it has to be moderately in advance of the production capabilities. The author draws the attention to the use of state and contractual regulation of labour, as it is objectively necessary and socially justified if public and private regulation of labor relations in the sphere of remuneration are correctly interrelated. The main purpose of contractual regulation of remuneration should be the improvement of the situation of workers on the basis of the agreement between the parties to social partnership. For its part, the state should not interfere with the balance and supply of labour in the labour market, the formation of a natural price for labour. According to the author, it is necessary to constitutionalize the concepts of “decent work” and “decent wages”, “compulsory social insurance”. “Decent work” and “decent wage” should be recognized at the constitutional level as the principles of work organization.

FINANCIAL, PRICING AND TARIFF POLICY IN THE FIELD OF HOUSING AND UTILITIES: MAIN ISSUES, TRENDS AND SOLUTIONS

Reasons of low efficiency of institutional transformations in the field of housing and utilities are being studied; and specific features of public utility companies related to natural monopolies, as well as possible options of solving such issues are being considered; necessity of state regulation of their activity has been justified. Provisions to be taken into account at establishment of tariff policy in housing and utilities services have been shown.

Objective Necessity of State Regulation of National Economy

The necessity for a modern market economy to use government regulation of national economy are revealed. Especially, the necessity increases with the development of crisis situations in the national economy.
