Abstract
The article considers and analyzes the regulatory and legal support for the development and operation of out-of-school education institutions. The author draws attention to the importance and necessity of state regulation and state support for the development of out-of-school education in Ukraine. The main legal framework for out-of-school education in Ukraine consists of Laws of Ukraine, Presidential Decrees, resolutions and orders of the Cabinet of Ministers of Ukraine, Orders of the Ministry, decisions of local governments, orders of local authorities. The author divides the current legal documents on out-ofschool education into blocks: ensuring the rights of children to out-of-school education; national-patriotic education of children and students; organization and content of educational activities of out-of-school educational institutions; competitive activities for students, teachers and heads of institutions. It is claimed that the developed and current system of legal support of out-ofschool education is a guarantee of improving the quality and accessibility of out-of-school education, expanding the functions of out-of-school education institutions as centers of educational, cultural and civic activities not only for students and youth. The state educational policy in the field of out-of-school education, as one of the priority tasks of the state, should be aimed at developing the out-ofschool education system and network of out-of-school educational institutions in accordance with modern trends, ensuring equal access and opportunities for children to receive out-of-school education services and methods of operation of institutions, ensuring the competent staff of teachers and adequate funding. Based on the analysis, practical recommendations aimed at improving public policy in the field of extracurricular activities that will enhance its quality and effectiveness.
