Transitory Effects of Disamenities on Residential Housing Values: The Case of Public and Senior Housing

Executive Summary. This article investigates the effect of low-income and senior housing on the value of nearby residential properties. It is unique in that, in addition to testing for the effect on establishment, it also tests for the duration of the impact. Thirteen projects, including three public senior housing facilities (two large and one moderate in size) are included in the analysis. We investigate the extent and the longevity of the effect of the projects on a sample of 6,321 residential properties. We find that while public housing in general and senior housing in particular has an initial negative impact on nearby property values the effect is neither substantial nor long lasting.

Environmental Management of Landfill Sites

AbstractThe paper reviews various options adopted in the UK for engineered protection measures aimed at preventing pollution to the environs of landfill sites. The advantages and limitations of both natural and synthetic lining materials are discussed, recognizing the constraints posed by the geometry and geology of prospective landfill sites. Particular attention is given to the Environmental Safety Centre experience with techniques designed to minimize both leachate and gaseous emissions, and hence prevent pollution of ground and surface waters, and reduce hazards to nearby property. Options for operational practices and restoration procedures are discussed in relation to the control of degradation processes and polluting potential. Included in these options are design and operation of leachate and gas collection/treatment systems, phasing of landfilling operations, and progressive restoration of sites. Monitoring requirements are emphasized as a vital measure of the success or failure of site designs and operational practices in ensuring that appropriate environmental protection is achieved and maintained.

Estimating the value of beach recreation from property values: An exploration with comparisons to nourishment costs

This paper explores how the economic value of recreation at local public beaches can be estimated from nearby property values. The negative effect of distance from the nearest public beach on coastal property values was used to reveal recreational value. Estimates of recreational value were also compared to the costs of beach nourishment that were calculated from a simulation of beach erosion caused, in part, by increases in relative sea-level. Although a complete benefit-cost analysis was not feasible, the results suggest that potential losses of recreational value by local users alone could establish the efficiency of beach nourishment projects.

Waste Facility Impacts on Residential Property Values

Property‐value guarantees (PVGs) by the proponent of a waste facility may be an effective tool to compensate nearby property owners if the facility impacts property values adversely. A review of the theory, and of 13 empirical property‐value studies, shows inconsistent results. For a thorough test, physicalimpact analyses and property‐value‐differential analyses are carried out at two typical waste facilities, a landfill and an incinerator. However, no significant effects of observed physical impacts on property sales prices are shown to be present. The insignificant results are possibly caused by the violation of three crucial assumptions: Buyers are usually not perfectly informed about facility impacts; buyers may be less sensitive to the impacts; offsetting property‐value increases may occur due to development in the host community. Further, sellers may prefer to hold out, refuse to sell, or wait longer to sell for a better price. Property‐value decreases are, therefore, inaccurate indicators for facility impacts or host community opposition. Hence, if property‐value guarantees are effective in gaining the acceptance of the host community, it is because they address fears about facility impacts rather than compensate for objectively measurable property‐value losses.

Fire‐Hydrant Tester Saves Water and Energy

This article describes a fire‐hydrant tester that reduces water waste, eliminates water hammer, avoids erosion damage and flooding to nearby property, and reduces sedimentation. The device requires less than one gallon of water for operation. Details of construction and use of this device are provided.

Gimmicks and gadgets revisited—Fire hydrant flow diffuser is a success story

A fire hydrant diffuser featured in OpFlow April 1976 has sparked much interest. The device, designed by employees of the Omaha Municipal Utilities District, allows one person to open several hydrants without great danger to bystanders or nearby property. The diffuser is also used for dewatering large mains or chlorinating new mains. Diffuser design and availability information is given.

Studies in the variation of soil reaction. I. Field variations at Barooga, NSW

A study has been made of the variability of soil reaction, in the field, on Barooga Field Station, N.S.W., and on portion of a nearby property. Soil samples were taken at two depths, 0-4 in. and 4-8 in., at 4-chain intervals according to a rectangular grid. Other samples were taken at ½-chain intervals on restricted areas, and at 1-foot intervals on grids 4 feet by 3 feet. Differences of more than 3 pH units have been found for samples taken in one continuous area of a single soil type, and differences in excess of 2.5 pH units for individual samples taken 4 chains apart. The differences between individual samples at distances of ½ chain and 1 foot were found to be as large as 1.2-2.0 pH units and 0.6-1.1 pH units respectively. The standard deviation of the differences between adjacent points was considerably smaller in the samples spaced at 1-foot intervals.
