The Role of Nusantara Task Force in Preventing Political Vulnerability in Pati Police Jurisdiction

Political insecurity ahead of the 2019 presidential and vice presidential election candidates often arises in the Pati Police jurisdiction. The establishment of this task force aims to minimize the occurrence of various political vulnerabilities ahead of the presidential and vice presidential elections so as not to develop into social conflict. The purpose of this study is to analyze the problems of political vulnerability that existed during the 2019 Presidential Election in the Pati Police jurisdiction, describe and explain the role of the Nusantara Task Force in preventing the occurrence of problems of political vulnerability that existed during the 2019 Presidential Election in the Pati Police area, and analyze the factors factors influencing the implementation of the Task Force of the Archipelago in preventing the occurrence of problems of political insecurity that existed during the 2019 Presidential Election in the Pati Police jurisdiction. Theories used in this research are the Role Theory and Voter Behavior Theory. The concept used is the Nusantara Task Force Concept. Progressivity Of Criminal Handling Fraud And Disease By The Directorate Of The General Criminal Reserse Of Central Java Regional Police (POLDA)

This study aims to determine and analyze the process of handling fraud and embezzlement by Central Java Regional Police Criminal Investigation investigators and the progress of handling fraud and embezzlement crime at the Central Java Regional Police Criminal Investigation Directorate. The approach method used is empirical juridical with descriptive analytical research specifications. The data used in the form of primary data and secondary data so that the method of data collection through field studies and literature studies. Data analysis method used is qualitative analysis. As a knife of analysis, the concepts of restorative justice, legal system theory and progressive legal theory are used.The results of the study concluded that the process of investigating fraud and embezzlement in the East Java Regional Police Criminal Investigation Directorate was in accordance with the provisions of the Criminal Procedure Code and the National Police Chief Regulation Number 6 of 2019 on Criminal Investigations. The progress in handling fraud and embezzlement in the Central Java Regional Police Criminal Investigation Directorate is related to the application of restorative justice in investigating criminal acts that starts with two components of the legal basis, namely rules and behavior. Penanganan Laporan Pengaduan Masyarakat terhadap Proses Penyidikan Polri di Tingkat Polres dan Polsek

The purpose of the study was to analyze the handling of public complaint reports that could not be handled properly with the police investigation process and the regulation of the National Police Chief regarding the handling of reports of public complaints against the police investigation process at the level of Polres and Polsek in the future. The problem approach used is normative juridical supported by empirical juridical. The data used are primary data. Analysis Techniques used in normative legal research. The results of the study indicate that officers of the Polres supervision section are expected to be able to serve well every community complaint and be thorough in the investigation process of the National Police at the Polres and Polsek levels. The need for a change in the organizational structure of the Polres supervision section with the addition of a section specifically handling community complaints in the Polres Supervision Sub Section so that it does not overlap with other work.DOI: https://doi.org/10.26905/mlj.v1i1.4292.

The formulation of the problem in this study is how the authority of investigators to handle cases of land use crime without permission from the rightful or legal authority and how to enforce the law against the land user without the permission of the rightful or authorized attorney in the North Sumatra Regional Police jurisdiction and its obstacles . Then the research method used is descriptive with normative juridical approach. The results of the research at the Directorate of Criminal Investigation of the North Sumatra Regional Police that, who conduct investigations into criminal cases of land users without the permission of the rightful or authorized attorney only at the Directorate of Criminal Investigation of the North Sumatra Police. Based on Article 166 paragraph (3) letter f of the National Police Chief Regulation Number 22 Year 2010 Concerning Organizational Structure and Work Procedures at the Regional Police Level (Polda), Ditsabhara carries out the technical fostering function of maintaining public order in the form of law enforcement of minor criminal offenses and TPTKP. As a result, the case settlement rate is low each year, ranging from 17.56% to 48.7%. This condition can lead to embezzlement of cases (quo vadis) and loss of public confidence in the performance of the North Sumatra Regional Police Directorate General Criminal Investigation.

Local governance in the centralized French system of policing: From co-production to conflict of legitimacy

This article deals with the complex aspect of French public safety policies and offers a big-picture view of the factors that impact both their design and their implementation processes. Indeed, many players are involved in their development: city mayors and local police forces when they exist, but also local agents of the national police forces who have the main responsibilities in this field, and the Public Prosecutor. Whereas cooperation between national police forces and local authorities is statutory and needed in order to address safety issues, conflicts and tensions are not rare. Each stakeholder pursues their own objectives: mayors are seeking public support and try to meet local expectations, while national police chiefs favour priorities set by the Ministry of Home Affairs. Far from following only a rational choice process, the implementation of local safety policy results from power relationships and the position of each player in the game. To gain the upper hand over a partner, a stakeholder can rely on material resources but also on the control of information about security issues, knowledge and expertise in this field, and its legitimacy among the public. In the French case, two forms of legitimacy are in conflict as far as security policy is concerned. If mayors base their arguments on their status conferred by a democratic election, the police chiefs use the fact that they belong to a national service based on a principle of equality – even if it is not applied: every citizen has the same rights and duties, and is subjected to national policies. Because the French Republic does not recognize communities and local peculiarities, institutions tend to favour their own positions rather than dealing concretely with the safety issues.

Communicating with the Public About Marauding Terrorist Firearms Attacks: Results from a Survey Experiment on Factors Influencing Intention to "Run, Hide, Tell" in the United Kingdom and Denmark.

Effective risk communication is an integral part of responding to terrorism, but until recently, there has been very little pre-event communication in a European context to provide advice to the public on how to protect themselves during an attack. Following terrorist attacks involving mass shootings in Paris, France, in November 2015, the U.K. National Police Chiefs' Council released a Stay Safe film and leaflet that advises the public to "run," "hide," and "tell" in the event of a firearms or weapons attack. However, other countries, including Denmark, do not provide preparedness information of this kind, in large part because of concern about scaring the public. In this survey experiment, 3,003 U.K. and Danish participants were randomly assigned to one of three conditions: no information, a leaflet intervention, and a film intervention to examine the impact of "Run, Hide, Tell" advice on perceptions about terrorism, the security services, and intended responses to a hypothetical terrorist firearms attack. Results demonstrate important benefits of pre-event communication in relation to enhancing trust, encouraging protective health behaviors, and discouraging potentially dangerous actions. However, these findings also suggest that future communications should address perceived response costs and target specific problem behaviors. Cross-national similarities in response suggest this advice is suitable for adaptation in other countries.

The Effectiveness Of Indonesian National Police Chief Regulation Number 8 Of 2011 Regarding Fiduciary Execution Protection

The present study analyzed the implementation of fiduciary execution protection particularly in Surakarta and Karanganyar Regency as it is mentioned in Indonesian National Police Chief Regulation number 8 of 2011 regarding Fiduciary Execution Protection (Hereinafter referred to as Peraturan Kapolri nomor 8 Tahun 2011). This study is classified as a descriptive-empirical study. This study took place in Karanganyar City Police, Surakarta District Court, and Karanganyar District Court. This study found that sociologically, Indonesian National Police Chief number 8 of 2011 regarding Fiduciary Execution Protection in Surakarta had been effective based on the expert observation. However, there was incongruence between the statement in the regulation and the field fact so that the regulation became less effective particularly in its implementation in Surakarta and Karanganyar Regency. It needed improvement so that the implementation of fiduciary execution protection can be in accordance with the Indonesian National Police Chief Regulation number 8 of 2011 regarding Fiduciary Execution Protection. So it can be clearly stated that the Indonesian National Police Chief regulation number 8 of 2011 regarding Fiduciary Execution Protection and its implementation effectively prevails.

Shifting the blame: towards a self-reforming police service in England and Wales

PurposeThe police service has been encouraged to become a “self-reforming sector”, yet there is an acknowledgement of a “blame culture” within the policing. The purpose of this paper is to explore the barriers to “self-reform”, as identified by chief officers, and propose a series of strategies to help inform the future of police leadership.Design/methodology/approachThe research is primarily underpinned by a series of semi-structured interviews with chief constables and a series of four workshops.FindingsThe paper argues that contemporary police cultures, and approaches to failure, are not conducive to the realisation of a “self-reforming” sector. It is proposed that strategic future leaders should consider establishing a common process for organisational learning whilst simultaneously encouraging cultural change that de-stigmatises failure and supports the development of adaptive and networked learning organisations.Research limitations/implicationsThe research is limited by exclusively drawing on the perspective of chief officers and does not engage a representative cross section of the police service. The absence of detailed analysis of Her Majesty’s Inspectorate of Constabulary findings to complement the review of IPCC recommendations is a limitation that weakens subsequent conclusions. Finally, this research would benefit considerations of potential structural and organisational changes that would support the realisation of a “self-reforming sector”.Practical implicationsThis research supports work by the National Police Chiefs’ Council to deliver police reform.Originality/valueThe paper is informed by new and original qualitative research explicitly focused on the perspective of senior police leaders.

As a barometer of political stability, defense and security. The program is intended for the police closer to the community so that people are encouraged / motivated to cooperate with the police in assisting the principal task of the police to create security and order (security and public order). Identification of problems in this study were 1) How the duties and functions of the Police and Community Partnership Forum in resolving conflicts in society, 2) Any barriers and Efforts faced by Police and Community Partnership Forum in resolving conflicts in the community The purpose of this study was to determine the duties and functions FKPM, barriers, and efforts to resolve conflicts in society. In writing this essay, the writer used descriptive analytical research. This research method is used to make the description clear, systematic, transparent and precise about the facts / specific nature of the area and population which is then analyzed to obtain the desired facts. Results of this study concluded that the duties and functions of the Police and Community Partnership Forum in resolving conflicts in society in order to realize the maximum and community policing has not yet impact on the increasing public perception of the police. The direct impact of the policy community policing in all areas is simply the birth of the board-board FKPM. In terms of implementation, it appears less optimal competence of officers in the police station and police station level. Instructive culture within the police, which was adopted from the military norm policing policy making by officials on the ground is seen more as a mere 'implementation of new tasks' rather than the 'improvement of quality of service'.

All three Philippine presidents following Ferdinand Marcos have their respec tive claims to fame. Coraz?n Aquino is credited for the restoration of formal democratic institutions and rights. Fidel Ramos's term from 1992 to 1998 saw the real economic growth rate reaching to its highest levels in over fifteen years at 6 per cent and market reforms put on track. Joseph Erap Ejercito Estrada, on the other hand, vowed to help the poor ride the wave of economic development through what has been described as an ambitious synthesis of pro-poor and pro-market polices. This promise of social and economic re forms and individual charisma catapulted him to an overwhelming electoral victory in May 1998 and gave him tremendous confidence in his stature as head of state. As year 1999 drew to a close, however, national newspapers feasted on the reported dip in the Philippine President's popularity. The growing disaffec tion stemmed from the spate of corruption and cronyism scandals that struck the administration, and from President Estrada's drive to initiate a constitu tional change amid other pressing concerns. Multiple hikes in oil prices and the slow delivery of pro-poor programmes further dampened enthusiasm for the populist president. Two big rallies in Metro Manila and other cities in August and September 1999, attended by former President Coraz?n Aquino and Manila Archbishop Cardinal Jaime Sin, signalled the downslide. The year also saw an upsurge in rebel activity in the country.
