In order to develop foreign trade relations with the ASEAN countries in recent years, China has begun the construction of a new international land-sea trade corridor as part of the implementation of the China-Singapore (Chongqing) Demonstration Initiative on strategic interconnectedness. The transit of goods from the central and western provinces of China to the ASEAN countries, relying on the central logistics center of the Chengdu-Chongqing Economic Circle, will pass through the Pan-Asian Railway and Highway Network, that will be built with the help of Chinese companies. As well as by sea transportation of goods from the ports of Beibu Bay and Yangpu Port in Hainan Province. The development and ratification of the Comprehensive Regional Economic Partnership Agreement, which has become a generator of growth in the volume of foreign trade between China and the ASEAN countries, Japan, and the Republic of Korea, required adequate measures to ensure regional cargo transit. In this regard, a large national logistics operator has been founded in China, and there are plans to build a financial center in Chongqing by 2025, which will become an important platform for further development of cross-border payments in yuan and deepening financial cooperation with ASEAN countries. The new corridor allows to significantly reduce the time and cost of cargo transportation from the western provinces of China to the ASEAN countries. In the future, with the connection of the Eurasian land-sea route and the Kashgar-Gwadar Port railway (as part of the development of the Chinese-Pakistani economic corridor) through the Economic Circle of Chengdu-Chongqing, it also allows to ensure the access of the central and western region to the markets of Europe, Africa, the Middle East, South and Central Asia. China is striving to reformulate the Belt and Road route into a global closed logistics route, from the possibility of joining which and using its synergetic and multiplicative effects, all participants in regional and global transit traffic will be able to receive significant and significant benefits

Retracted] Research on the Prediction of Port Economic Synergy Development Trend Based on Deep Neural Networks

After entering the new century, along with the further deepening of global economic and trade cooperation, the industrial division of labor has been newly developed globally, which brings the cooperation among countries in the international logistics chain more and more closely. As the core node linking domestic and foreign water transportation, ports play a very key role in the international logistics chain and have an extremely central position in the national logistics planning. The coordinated development of port economy is an important part of the economic development planning of port cities, and it is also the premise and basis for the comprehensive planning of port logistics infrastructure construction scale, logistics space layout, and port city logistics development direction and function positioning. Therefore, according to the availability of realistic data, this paper establishes a deep neural network prediction model for the collaborative development of ports and uses various port logistics indicators to predict the economic development trend, so as to realize a nonlinear mapping relationship between the level of port economic development and the side of port logistics demand. Meanwhile, the research of this paper will provide theoretical basis and corresponding practical tools for the coordinated development between regional economy and port logistics industry.

THE ROLE OF THE INDONESIAN MINISTRY OF DEFENSE AGAINST THREATS TO THE AGRICULTURAL SECTOR FROM A NON-MILITARY DEFENSE PERSPECTIVE

<div><p class="Els-history-head">The agricultural sector is the main element in the food supply, especially to achieve food security, climate change, damage to agricultural infrastructure, land conversion and declining agricultural production are threats in the agricultural sector that are currently occurring both globally and nationally can cause a food crisis. One of the government's efforts to maintain sustainable food availability is the food estate program involving the Ministry of Defense. This study aims to identify the role of the Indonesian Ministry of Defense in overcoming threats to the agricultural sector for the welfare and interests of national defense. This study uses a qualitative method with a literature study approach. The data collection technique is to examine empirical information or data sourced from books, journals, scientific research reports, and other literature that has links to the national defense sector and the agricultural sector, as well as open library materials such as magazines, newspapers, and websites. From the perspective of non-military defense, it can be concluded that the role of defense institutions in overcoming non-military threats, in this case, the threat of a food crisis, is as a form of support capacity in securing national food availability, both production and distribution as well as supporting non-military defense functions in the context of realizing national logistics reserves. To support the implementation of a non-military defense system in agriculture that can maintain the safety of the nation from the threat of a food crisis, it is necessary to empower non-military defense so that it has strong deterrence in preventing all threats that arise.</p></div>

NTEGRATION OF LOGISTICS SYSTEMS OF DEVELOPING COUNTRIES INTO INTERNATIONAL LOGISTICS CHANNELS

Modern logistics significantly influences the globalization and internationalization processes. Logistics systems are becoming increasingly important in today’s rapidly changing environment. The aim of the article was to investigate the national logistics systems of developing countries in the context of their integration capabilities. The main methods used in this study are statistical analysis, index, graphical and analytical methods, methods for estimating structural dynamic shifts, comparisons. Commonly used methods of economic research, as well as statistical analysis and interstate comparisons, economic modelling (trend analysis to determine the forecast level of LPI for Ukraine), etc. were also involved. The logistics environment of Poland, Bulgaria, India and Ukraine, as well as the factors of its formation are evaluated. The components of the logistic portrait of the country in the context of integration capabilities of the logistic system are offered. It was found for the studied countries that the destimulator of the national logistics system is infrastructure (for Poland), infrastructure and customs (for Bulgaria and Ukraine), customs (for India). It is these components that need priority attention in the context of increasing the integration capabilities of logistics systems, because the results indicate that they lag far behind international standards. Prospects for further research involve studies of the impact of pandemics, globalization, digitalization on logistics systems, including that of developing countries.

Optimization of the mechanism of financial incentives for the development of logistics activities in the polish construction industry

The article explores the role of various financial incentive instruments in optimizing the financial mechanism of logistics development in the construction sector of the economy. The author focuses on the necessary to use a synergistic approach in the study of efficiency issues of two related industries - logistic and construction sectors of the national economy. Positive factors such as convenient location, available transport potential, established logistics system, material and resource base and the potential of domestic producers determine the rapid development of the construction industry, which brings its significant contribution to the development of the national economy of Poland. At the same time, the main factor contributing to the development of construction business is domestic production of construction materials. In this context, it should be noted that the country has developed the potential of its own production of building materials, there is a sufficient fleet of construction machinery and construction equipment, innovative technologies are being introduced, highly qualified personnel, etc. Comprehensive assessment of financial-investment and transport-logistic potentials in the context of the regions, as well as differentiated approach allowed to offer a matrix of financial stimulation tools for the development of logistics in construction in a horizontal and vertical strategy. At a time of intensifying crisis phenomena, simultaneous stagnation of regional development and increasing competition in the globalized world, the issues of selecting effective instruments of financial support for the development of national transport and logistics system and construction sector of economy gain priority importance, as they can generate a significant increase in the gross domestic income of the state budget and become one of the main sources of ensuring Polish competitiveness.

LOGISTICS DEVELOPMENT POTENTIAL OF GEORGIA AND COVID 19

. In recent years, logistics have gained great importance both locally and internationally. The status of a "transit country" has long been an important precondition for the development of the economy and international relations of Georgia. With the growth of the economy, Georgia's function as a trans-Caucasian corridor has expanded. This is the shortest route connecting East Asia with the Europe. Significant railway, motorway and pipeline transport passes through the territory of Georgia – by means of which, it is possible to cheaply and efficiently transport goods from the Caspian Sea to the Black Sea and vice versa. As a result of economic and infrastructural reforms carried out in recent years, the transport and logistics sector in Georgia has developed significantly, but not sufficiently yet. As a result of infrastructure modernization, simplification of customs procedures and liberalization of services in key sectors of the economy, the country's transit and logistics potential has been increased, providing better international connections with global markets. Georgia is currently modernizing and expanding its transport infrastructure, which includes a growing national expressway system, new rail routes, international airports and expanded seaports / terminals. At the same time, legislative approximation with the EU continues in the field of transport, which is a priority issue in the process of Georgia's European integration. The development of the country's infrastructure, transport, logistics, communications, energy, technology, education and financial hubs is important for realizing the potential. Donors are providing their assistance in achieving Georgia's logistics goals. With their help, the National Logistics Strategy of Georgia for 2021-2030 was prepared, which states that the logistics sector of Georgia is in the process of transformation. An important indicator of the state of the logistics sector in Georgia is the World Bank Logistics Index (LPI), where Georgia is not in the most favorable place (119th place among 160 countries). The Logistics Index reflects the vision of international service providers and business operators on how countries integrate into the global logistics network through their major trade gateways. Therefore, it reflects not only the changes throughout the country, but also problems associated with the access overseas. It should be noted that over the past decade Georgia has invested heavily in the development of road infrastructure, but logistics and intermodal infrastructure continues to be developed, resulting in low efficiency of maintenance of logistics system, relatively its high cost and less reliability of the logistics system, which negatively affects international transportation. COVID-19 has affected not only on the healthcare system, but also on global critical infrastructure, including transport and logistics. The start of pandemic highlighted a critical importance of transport and logistics systems, both on international and local level, which previously had not gained much attention. Despite the success achieved, number of problems has remained for transformation of Georgia into a regional transit and logistics hub. Efforts to improve transport infrastructure and services should continue until existing constraints are completely removed. Poor service quality, outdated logistics infrastructure and equipment, ineffective supply chain management, as well as disorganization of personnel and their poor qualification are not a complete list of problems. An effective and consistent policy for the development of transport and logistics will make Georgia more attractive for investment and improve the country's economic potential.

The Effectiveness of the National Logistic Ecosystem Program in Improving the Performance of the National Logistics System, Recovering the Investment Climate, and Increasing the Competitiveness of the National Economy

Logistics costs in Indonesia are one of the highest compared to 5 other ASEAN countries. Logistics performance is also said to have not improved in recent years. The National Logistic Ecosystem (NLE) program which is run by the Directorate General of Customs and Excise under the supervision of the Ministry of Finance is the government's real effort to improve national logistics performance, improve investment and increase the competitiveness of the national economy. The purpose of this research is to analyze the implementation, effectiveness and the impact of the application of the NLE program. This study uses a qualitative method with a descriptive approach. The results show that (1) of the six indicators of implementation assessment, there are two indicators that have not gone well, namely the attitude of the implementers and communication because there is still a planning agenda that will be carried out until 2024 and socialization is still being carried out (2) of the five appropriate indicators assessment of the effectiveness of the policy, only on target which cannot be seen thoroughly because there is still a process that must be passed in order to achieve the target. (3) The impact that has been felt is the realization of transparency of logistics service transactions, encouraging time and cost transparency and providing certainty of value added for every rupiah of costs incurred.

Implementation of the National Logistic Ecosystem Program in Increasing the Performance of the National Logistics System, Improving the Investment Climate, and Increasing the Competitiveness of the National Economy

Indonesia is one of the countries with the largest logistics costs in ASEAN. In this regard, the government needs to take strategic steps. One of them is the issuance of Presidential Instruction Number 5 of 2020 which is then used as the legal basis for the establishment of a national logistics ecosystem digital platform or National Logistic Ecosystem (NLE). This policy is the responsibility of the General Directorate of Customs and Excise under the supervision of the Indonesian Ministry of Finance. The objective of this research was to analyze the implementation of the NLE program in terms of increasing the performance of the national logistics system, improving the investment climate, and increasing the competitiveness of the national economy in Indonesia. The research method used was qualitative with a descriptive approach. The results of this study indicated that of the six dimensions that were used as benchmarks, four dimensions had worked well. Only two dimensions were not going well. They were the dimension of implementers’ attitude and the dimension of communication. This was due to ongoing planning and policies that still needed to be disseminated more widely. By having the NLE platform, it would certainly increase the performance of the National logistics system, improve the investment climate, and increase the competitiveness of the National economy in Indonesia .

On the application of the concept of circular economy to ensure balanced sustainable development of the national logistics system in Ukraine

The evolution and preconditions of formation, challenges and factors for circular economy development are investigated in the article. Were analyzed and generalized the existing scientific approaches to the definition of "circular economy", which are conditionally systematized into 9 groups: section of economy, paradigm, strategy, model, system, ecological opportunity, recycling technology, tool of "green" economy, type of economic activity. It is proposed to consider the term "circular economy" from such aspects as: the modern paradigm of logistics systems’ development; sustainable development strategy; sustainable business model of the national economy; economic model based on industrial waste recycling technology; logistics flow management tool, which is based on an integrated approach (integration of system, process, situational, functional); activities aimed at implementing a closed cycle of logistics flows to increase the level of the national economy environmental security. Were was accomplished a statistical analysis of the national logistics system development in consideration of the environmental component. It was established that the "green" transformation of Ukrainian logistics system in a circular economy is not effective enough. This is due to the limited amount of funding for environmental protection and insufficient development of the industrial waste recycling system. These issues require the development of a set of appropriate institutional measures and the adoption of radical logistics decisions based on European best practices.

Developing and validating a national logistics cost in Thailand

National logistics cost can be used as a key indicator to reflect a country's overall logistics performance and monitor their respective logistics policies. However, not all countries have developed this indicator, and some have used differing methodologies. This paper provides an approach for calculating national logistics cost per gross domestic product (NLC/GDP) in the context of Thailand and demonstrates its veracity and validity using an action research methodology with key stakeholders. The approach utilizes easily obtainable macro level data combined with survey data. The calculation method has progressively improved in its accuracy and efficacy to reflect Thailand's logistic context. The proposed approach contributes to the national logistics cost debate and can inform academics, managers, and policy makers not just in Thailand but, in other countries when developing their own NLC/GDP to evaluate their respective logistics development activities.

The impact of logistics and intermodality on airport efficiency

This paper studies the relationship between logistics, intermodality and airport efficiency. To this end, using Data Envelopment Analysis (DEA), the efficiency of the 21 largest European airports has been estimated over the 2009–2014 period. In a second stage, this research analyses the effect of Logistics and Modal Integration on airport efficiency.The airport's ability to compete globally depends, greatly, on the passengers and cargo’ access to efficient networks. The results show evidence of the positive impact of the quality of the national logistics system on Airport efficiency. The effect of Logistics on overall airport efficiency is estimated at 0.15% for every 1% increase in the Logistic Performance (LPI), ceteris paribus. Furthermore, airports that have a direct link to a High-Speed Rail (HSR) network are expected to perform, on average, 27 per cent above the rest of the airports. Finally, airports that offer more facilities to optimise the interface between airport and aircraft are expected to achieve higher efficiency levels.

Estimating the national logistics outsourcing market size: a multi-method approach and an application to the Italian context

PurposeToday logistics is an ever-growing multi-billion-dollar business, and logistics operations have been increasingly outsourced to specialised players. The intended aim of this paper is to offer a multi-method approach for estimating the size of the national logistics outsourcing market by building upon financial-reporting data of logistics service providers (LSPs).Design/methodology/approachThe proposed approach is structured into four steps, clustered around two main stages: framework setting and data collection, and processing. A combination of methods is offered, including a review of academic literature and secondary sources, focus groups, interviews and data extractions from national databases.FindingsThe proposed approach is meant to be replicable in different countries, thus allowing for comparison amongst markets. With reference to a specific country and year, the following outputs are provided: market size in terms of the number of players and generated turnover – total and split by LSPs type – and market concentration measures. A practical application of the proposed approach to a specific context, i.e. Italy is finally offered.Originality/valueThe study focusses on the logistics outsourcing market and considers financial-reporting data from LSPs, avoiding the need for introducing assumptions about the value of logistics operations for shippers. The proposed approach can contribute to strengthening the accuracy of LSPs' market analyses, and supporting the development of national policies by local governments. The adoption of multiple methods brings rigour and reliability to the study. Finally, high flexibility is ensured, as the method may be adaptable over time to cope with future changes in the logistics landscape.

The Organizational and Economic Mechanism of Implementing the Concept of Green Logistics

The article analyses the preconditions for shaping and developing the concept of a green economy. The stages of the evolutionary development of the circular economy are considered: work with waste; environmental performance strategies; maximum conservation in the era of resource depletion. Having analysed the scientific opinions on the emergence of “circular economy”, the paper has found out that this concept is identified with the terms “round economy”, “cyclical economy”, “recovery economy”, “closed-cycle economy”, “green economy”. The approaches of different scientific schools to the category of “circular economy” are analysed and conventionally systematized into 12 groups: closed-cycle economy; renewable resource economy; alternative to traditional linear economy; global economic model; closed-loop economic system based on R-principles; the concept of economic development; sustainable development strategy; a "green" economy instrument; business philosophy; economic activity; use of production waste; recycling of secondary raw materials. There is proposed the authors' formulation of the circular economy as an innovative approach to organizing logistics processes based on the closed movement of resources with their minimum losses in the form of waste and the maximum involvement of secondary resources in production in order to achieve sustainable development of logistics systems. The article identifies the barriers preventing the implementation of the circular economy concept, among them being regulatory, institutional, economic, financial and investment, market, technological, informational, and cultural. The article considers the best practices of effective implementation of circular economy solutions on the example of Finland. The indicators of the development of the green technologies market in the world and the national logistics system of Ukraine under conditions of a circular economy are analysed. It has been established that many conceptual approaches to the definition of the terms “green logistics” and “environmental logistics” are generally accepted and have a broader meaning, without taking into account the functioning specificity of various spheres of economic activity, including transport and logistics. Scientific views on interpreting the essence and content of the concept "green logistics" are generalized. It is proposed to consider the term "green logistics" from three angles: a circular economy instrument; a component of business corporate social responsibility; and a type of economic activity aimed at reducing the negative impact on the ecosystem and the environment. In order to effectively implement the concept of green logistics, an organizational and economic mechanism has been developed, the main elements of which are: diagnostics of the current state, features and trends in the logistics systems' development, taking into account the environmental component; exogenous and endogenous factors affecting the development of logistics systems; risks in organizing the processes of logistics activities; subjects and objects of management, goals, objectives, principles, functions, tools, methods, management tools, information technology, criteria. The priority principles of forming an organizational and economic mechanism include consistency, integration, reliability, dynamism, compliance with the goals of sustainable development, and efficiency. A structural diagram of forming an organizational and economic mechanism for implementing the concept of green logistics is proposed, including the following blocks: management of material resources’ supplies and purchases; products manufacturing; warehousing and stocks; logistic flows; the risks of logistics activities; logistics service processes; recycling of waste; innovation and transformations. Introduction of the proposed organizational and economic mechanism will reduce the cost of managing the movement of logistics flows and increase the level of environmental safety. This is one of the most important requirements for implementing the concept of business corporate social responsibility in a circular economy.

Current status of sustainability of Belawan Port toward SDG program

Belawan Port is one of the main ports in Indonesia whose role and function are important in the national logistics system. Belawan Port is a gateway for the Province of North Sumatra. The port must have sustainability in carrying out its role and function as transportation and economic infrastructure. In this research, Belawan Port sustainability will be evaluated from several aspects or dimensions, namely ecology, economy, social culture, technology, and institutions and law. Belawan port sustainability analysis using the Multidimensional Scaling method, using the modified Rapfish program. The analysis is carried out on five dimensions and 49 attributes/factors, which are used as a reference in the SDGs program. Not every SDG will be relevant for every business, however, every SDG should be considered. SDGs no.4 and no.5 are not directly related to port management activities, while SDGs no.8,9,11,14,17 are directly related. From the analysis obtained Ecology sustainability index = 48.38 (less-sustainable), Economic sustainability index = 42.89 (Less-Sustainable), Socio-Cultural sustainability index = 52.47 (Fair-Sustainable), Technological sustainability index = 54.11 (Fair-Sustainable), Institutional and Legal sustainability index = 50.74 (Fair-Sustainable). With policy and program interventions, the sustainability of the existing Belawan Port in the short term can be improved to be fair-sustainable for all dimensions (ecology, economy, social & culture, Technology, Institution & Law) evaluated.

Relationships between Logistics Performance and Aspects of Sustainability: A Cross-Country Analysis

The purpose of this study is to investigate relationships between national logistics performance and dimensions of sustainability. A series of hypotheses are developed and tested using regression analysis of secondary data. The sources of data are the Sustainable Society Index (SSI) and the World Bank’s Logistics Performance Index (LPI). Fundamental aspects of social sustainability and well-being—a healthy, educated population, equality, good governance, and reasonable income distribution—are related to higher levels of logistics performance. In addition, while logistics performance is a driver of economic activity and success, it is also a contributor to environmental degradation in the form of harmful emissions. If economic growth is among a nation’s goals, its leaders are advised to support social well-being, along with technologies and practices for greater energy efficiency (and lower emissions) in transportation.

Organizaciono-upravljački aspekti logističkog odgovora na krizu izazvanu pandemijom kovid-19 u Srbiji

Successful management before, during, as well as in the period of recovery from the crisis, is extremely important for reducing the consequences. Like any other type of management, crisis management involves planning, organizing, assigning tasks (command), coordination and control. These activities must be carried out in accordance with regulations, competences and procedures, especially in amorphous, fragmented and large systems such as national logistics. In this paper, the emphasis is placed on the analysis of 63 current regulations and procedures related to the logistical aspect of the response to the COVID-19 pandemic. The considered documents represent the regulatory basis for the management of the security system and its logistics. The analysis of the existing regulations governing crisis management, and especially the planning process, led to conclusions that indicate a lack of clear division of responsibilities, integrated or coordinated planning, but also the possibility of effective or appropriate preparation and management of necessary resources, which does not contribute much to the system resistance. It was also noticed that modelling and simulations, as modern methods, are not a part of the forecasting process. The current economic situation influences Serbia's strategic orientation to increase reserves and stocks as the main source of supply in crisis situations. The existence of logistical resources and sufficient capacities also influences the choice of an adequate strategy, which was clearly shown in the Serbian case during the epidemic. The paper highlights the positive aspects and makes recommendations that could improve the organization and management of logistical support to crisis situations in Serbia, especially in terms of resilience, but also flexibility.

Research on Application of Cold Chain Logistics Management Based on Big Data Technology

Compared with developed countries, the cold chain logistics of agricultural products in china is wasteful, which not only consumes a lot of labor and natural resources, but also reduces the domestic and international competitiveness of agricultural products. The paper analyzes outstanding issues such as cold chain "broken chain", "information islands", and cold chain "food safety". Through the integration of advanced information technologies such as big data and mobile internet, a cold chain logistics engineering management technology platform is established to establish a national The data analysis center and the national cold chain logistics big data real-time monitoring and early warning platform, open up the logistics information chain, realize the full traceability of logistics information, promote the effective docking of logistics information and public service information, and encourage the sharing of information on logistics platforms between regions and industries. interconnection.

Strengthening the Development of State Defense Resources and Building the National Logistic Reserves

National resources for national defense in principle include human resources, natural resources, artificial resources and national infrastructure for national defense. The existence of resources and infrastructure will be a systematic implementation of development programs if proactive citizens support and participate in defense efforts of the state as well as in supporting the construction of national logistics reserves. SWOT analysis is used in addition to seeing the red thread between the two problems, also determining both internal and external factors for effective extraction strategies. Through a combination of comprehensive study literature and library research, it is hoped that analysis will lead to discrete efforts involving government programs in embody one of these 2021 state defense policies. The interplay of resources, the use of methods to determine the correct strategy goals is believed to direct the strategy to the right programs. The results of this study, internal factors in the strategic perspective can be elaborated with several external factors, namely the Opportunity aspect, namely the stability of stable civil-military relations, the potential for Natural Resources & Artificial Resources and the availability of Sarpras and Infrastructure as well as threats including high law violations, terrorism and radicalism and primordialism which are still high. These efforts are optimized to produce a solution strategy in solving the problem of developing defense resources and building national logistical reserves. The strategy determined based on SWOT calculations and weighting is in Quadrant I which means a favorable situation so that the strategy implemented is to fully support government policy.

Circular Economics: Concept Formation, Evolution of Development, Barriers, Problems and Prospects

The article examines the evolution and preconditions for the formation, challenges and factors of the circular economy. The existing scientific approaches to the definition of “circular economy” are analyzed and generalized. It is proposed to consider the term “circular economy” from three positions: as a modern paradigm of development of logistics systems; strategic direction of sustainable development; economic model, which is based on the technology of recycling industrial waste in order to achieve sustainable operation of business models in the national economy. The statistical analysis of the development of the national logistics system taking into account the ecological component is performed. It is established that the “green” transformation of the logistics system of Ukraine in a circular economy is not effective enough. This is due to the limited amount of funding for environmental protection and insufficient development of the industrial waste recycling system. These issues require the development of a set of appropriate institutional measures and the adoption of radical logistics decisions, taking into account the best European experience.

ЛОГІСТИКА ЯК ЧИННИК ЗАБЕЗПЕЧЕННЯ КОНКУРЕНТОСПРОМОЖНОСТІ УКРАЇНИ У СФЕРІ ЗОВНІШНЬОЕКОНОМІЧНОЇ ДІЯЛЬНОСТІ

The dynamics of the level of global competitiveness of Ukraine according to the rating of the World Economic Forum is studied. Analysis of these trends shows a relatively low rating level of our country in the global dimension. The components of the Global Competitiveness Index of the national economy are analyzed and it is revealed that the main regression can be traced in the sphere of financial systems and healthcare. Instead, the country's position on the criteria of «goods market», «labor market» and «institutional development» is significantly improving. The current state and structure of Ukraine's foreign trade are revealed. It was found that the volumes of exports and imports of goods and services of Ukraine tend to decrease. It is noted that the weak link in Ukraine's foreign trade is the structure of exports, in which most of the raw materials and primary products. It is noted that Ukraine's logistics system is progressing. This is clearly demonstrated by the dynamics of the national Logistics Performance Index (LPI). In 2018, Ukraine ranks 66th among 160 countries in terms of the efficiency of the logistics system. The value of the LPI in 2018 is 2.83 points. The most developed component of the domestic logistics system is the timeliness (3.42), and the least developed –infrastructure (2.22). Ways to increase Ukraine's competitiveness in the field of foreign economic activity through the efficient use of logistics are considered. A set of measures to optimize the logistics of Ukraine's foreign trade is proposed, which should be aimed at unification of national legislation, harmonization of transport and logistics infrastructure so that it has common technical parameters and ensures the use of a single technology of international delivery. The proposed recommendations for the development of national logistics infrastructure are aimed at ensuring the competitiveness of national logistics operators at the international level, improving the efficiency of export-import operations, increasing the level of national competitiveness of Ukraine.
