Study on continuous professional education of specialist staffs of the National Library System of Moldova

The purpose of the study is to evaluate the level of functioning of the continuing professional training system of the specialist staff in the country’s libraries, as well as the attitude of the library staff towards the continuing education programs, the reasons and difficulties encountered in participating in the continuing education. To achieve the objectives of the study, a survey was carried out with the help of an online questionnaire, in which 842 specialists from public, university libraries, as well as those from general education institutions participated. The results of the analysis show that the highest participation rate is in 1-2 educational programs, the respondents prefer to be offered continuing professional training programs and it is essential to stimulate their motivation to participate in training programs. The majority of the ones investigated confirmed the need to develop the system of continuous professional training of library staff in the Republic of Moldova. The results of this study have implications for the planning and implementation of continuing professional development in libraries from the Republic of Moldova. The originality and value of this work lies in the fact that it presents the results of one of the few studies on the development of specialized library staff undertaken in our country.

Defining the Structure of Physical Education Lessons in Secondary Schools: A Didactic Problem and Its Solutions

Background and Study Aim. The organization of physical education lessons in secondary schools presents a didactic problem that requires choosing an optimal structure for the training session. This article aims to analyze the theoretical approaches of various scientists towards the typology of lessons, both in general didactic aspect and in relation to the educational subject of Physical Culture. 
 Methodology. The study employs a literature review using sources from the Vernadskyi National Library and Google search system, with 20 sources selected for analysis. The study focuses on the components of communicative competence and the assessment of its levels.
 Results. Results showed that the concept of "lesson structure" has been defined with investigation on relevant stages, components, and elements included. The study proved that the types of lessons, age of students, and level of education influence the choice of structure. The study explored the theoretical issues of defining the concept "lesson structure," including the relevant stages, components, and elements. The article provides definitions of these concepts and highlights how different types of lessons, student age, and educational level influence the structure of a physical education lesson.
 Conclusions. The study highlights the need for further attention towards determining the structure of physical culture lessons in general educational institutions by specialists in the field of theory and methods of physical education.

Exploring the Role of Teaching Aids in Enhancing Physical Education for Schoolchildren: A Literature Review

Background and Study Aim. Physical education is an important aspect of school curriculum, and teaching aids play a crucial role in this process. The purpose of this study is to explore different approaches to defining teaching aids and their functions, as well as to identify sources for selecting them in the context of physical education for schoolchildren.
 Methodology. The study is based on a review of relevant literature, including publications from the Vernadskyi National Library and Google search system. The search criteria used specific keywords related to the topic, and a total of 38 sources were selected for analysis.
 Results. The study reveals the various approaches to defining teaching aids and their functions in physical education, as well as their sources of selection. A classification of teaching aids used in the process of physical education for schoolchildren is proposed, and the impact of these aids on the content and organization of physical education is highlighted.
 Conclusions. The study concludes that there is no universally accepted definition of teaching aids, and the classification of these aids in the context of physical education for schoolchildren is yet to be established. Further research is needed to develop a comprehensive classification system that takes into account the various forms of physical education in schools. Ultimately, the findings of this study highlight the importance of teaching aids in the process of physical education and the need for a more systematic approach to their selection and use.

Enhancing the Quality of Physical Culture Education: Exploring the Role of Communicative Competence in Physical Culture Teachers

Background and study aim. Effective communication is crucial for teachers in ensuring a high-quality educational process. This study aims to analyze the communicative competence of physical culture teachers and its contribution to the quality of the educational process in their lessons.
 Methodology. The study employs a literature review using sources from the Vernadskyi National Library and Google search system, with 31 sources selected for analysis. The study focuses on the components of communicative competence and the assessment of its levels.
 Results. The study finds that the quality of the educational process is closely linked to the teacher's professional skills, with communicative competence being an essential component. The study defines the concepts of communication, pedagogical communication, and outlines the various aspects of communicative competence. It further establishes criteria for evaluating communicative competence and identifies three levels of competence.
 Conclusions. The study concludes that a physical culture teacher's communicative competence includes verbal and non-verbal means, such as silence, with non-verbal means further categorized into linguistic, kinetic, extralinguistic, and proxemic. Two groups of communicative skills are identified, with one aimed at resolving communicative tasks and the other providing a high level of communication. This study emphasizes the importance of improving teachers' communicative competence in enhancing the quality of the educational process in physical culture lessons.

New edition of the Guida al sistema italiano di indicizzazione per soggetto

This contribution reproduces the text of the speech that was held in the framework of the presentation of the second edition of the volume Nuovo soggettario. Guida al sistema italiano di indicizzazione per soggetto, that took place in Florence on June 7th, 2022. As happened in these years with the subject indexing tools of important national libraries, the National Central Library of Florence, too, has updated the Nuovo soggettario, that saw the light in 2007, today employed by the Italian National Bibliography (BNI) and by most libraries of the National Library System (SBN). The intervention recalls the context factors that led to the project and to the elaboration of the second edition of the Guida, fully revised and updated: the evolution of the international scene related to indexing (new standards, new conceptual models), the semantic web and the linked open data; the development of the Nuovo soggettario system as a whole (increase of terminology, connections with equivalents in other languages, with resources of archives and museums, availability of the Thesaurus in exchange formats and standard protocols, etc.). The second edition’s novelties are then illustrated: a better organized exposure of the standards, more functional to their use, a totally new first part dedicated to the principles and to the general aspects of the indexing, the confrontation with IFLA LRM, the references to the indexing of non-bibliographical resources (figurative works, photographs) of ancient works, etc. Finally, it ends by stressing the importance that the cooperation with other partner institutions and with ICCU has had in this work, and shall continue to have in the future, for a greater and greater sharing of the semantic data on behalf of the Italian libraries.

Import substitution of the software used in the educational process in Russian universities

The article aims to draw the attention of the faculty and academic as well as managerial staff of Russian higher education institutions to the necessity of switching the educational process to national software. The article presents the result of structural modeling of the problem under examination, namely import substitution of the software used in the educational process in Russian universities. The analysis of relevant scientific literature and the documentation available on the official websites of several Russian universities made it possible to describe the set of information and communication platforms used to run distance learning classes and secure other objectives of academic electronic and educational environment. Additionally, the examination of a wide array of educational and methodological literature provided by the leading national electronic library systems resulted in the description of the current state of the educational and methodological support for the use of national office software in the process of teaching informatics and the range of academic disciplines “Information Technologies” to higher education students studying humanities and social sciences. To conduct training sessions in these areas, the experience of using the Russian Р7-Office software package described in the article can be adopted in the educational process. To support the thesis that Russian office software and fonts can be used in educational and research work “here and now”, the author wrote this article in the PT Astra Serif font in the Р7-Office text editor. The work was saved without any loss of formatting as a Microsoft Word document with the Times New Roman font required by editors of scientific journals. Switching to the use of national software in the educational process poses a problem of varying degrees of seriousness to universities in other states, including strategic partners of the USA, the country under whose jurisdiction the copyright holders of most information and communication programs, office software reside.

Sociocultural activity of the library in the conditions of its digitalization

The purpose of the article is to outline the main most effective online means of communication that contribute to the socio-cultural objectives of the library in terms of its humanistic mission. Today the issues of transformation of the national library system are relevant, which is due to global trends in thetransformation of the classical library into a modern socio-cultural and information institution of a new type, which would be interesting for society. One of the main directions of modernization of library services is its digitalization because digital technologies are actively entering all spheres of modern society. The digital economy sets the vector by which socio-cultural institutions will develop. The methodology is based on the use of general scientific methods, namely synthesis, deduction, induction, description, and explanation. Scientific novelty. The study describes the main most effective digital tools that contribute to the socio-cultural objectives of the library in terms of its humanistic mission. The authors emphasize that digitalization is one of the main directions of modernization of the library institution, and outline its advantages while emphasizing the ambiguity of the impact of digitalization on society. The study represents the level of productivity of the main network means of communication in the implementation of socio-cultural objectives of the library in terms of library practitioners. Research of socio-cultural activity of the library in the conditions of its digitalization allows use in the practice of the basic network means of communication taking into account their productivity. Today libraries are faced with the need to digitize their activities,which is the focus of public policy in the library field. Conclusions. Among the most effective digital tools that contribute to the socio-cultural objectives of the library, there are two groups: first, online communication tools, which include library sites, social media pages, library blogs, virtual exhibitions,virtual literature reviews, podcasts, book trailers, digitized library holdings, and second, more traditional events that use digital technology.Key words: archive, innovation, management, digitization, information, rebranding, technologization, fund.

Others’ Books, Catalogues of our own: non-roman scripts in SBN

The catalogue of the Italian National Library System (SBN) is a roman-script-only database. Local libraries, on the other hand, are facing requests from an increasing number of users from other countries, and are filling the gaps of the national system by developing isolated, non-collaborative ways to manage resources in non-roman scripts. Though a couple of Institutions have recently, but independently each other, developed projects to catalogue resources in native scripts, it is still impossible to predict when this feature will be finally implemented. In the next future, Italian cataloguers will therefore still rely on romanization only. After having briefly reviewed the romanization methods recommended by the Italian cataloging rules (REICAT), the article suggests to expand its repertoire by establishing a method for identifying the most suitable romanization standards.

Usability study of Abhilekh Patal, National Archives of India (NAI), India

This study contains the results of a research conducted to know the user's perception about a national digital library system in India called Abhilekh Patal of National Archive of India, New Delhi. This paper aims to gain an insight about the broad scenario of usability studies in India and the researcher has collected necessary data using a structured questionnaire based on a modified criterion containing eight usability attributes. This research also aims to know the problem area of digital platforms developed for users of National Archive of India.

About the fate of Ukrainian book publishing: reality and prospects

The article raises important issues of the role and place of the publishing industry among other sectors of the economy. Four core strategic directions of development of domestic book publishing, book distribution, modernization and renewal of the funds of the national library system are considered. Emphasis is placed on the inefficiency and slowness of decision-making by public authorities. Calculations and ways of solving problems are given, based on world trends, the experience of developed European countries and taking into account the recommendations of such authoritative organizations as the International Association of Librarians.

Revisión del liderazgo, sus estilos y modelos de medición en la última década

En el presente artículo se realiza un análisis bibliométrico y documental del liderazgo, sus estilos y métodos de identificación en las empresas en la última década, a partir de una revisión sistemática de publicaciones científicas entre los años 2009 y 2019, en las bases de datos Scopus, consultadas a través del sistema de bibliotecas de la Universidad Nacional de Colombia y Google Académico. En la investigación se contó con un total de 950 artículos científicos para el análisis bibliométrico. Como resultado de este análisis se identifica que existen distintos estilos de liderazgo y su cantidad varía dependiendo del autor que los menciona, así como la forma utilizada para su identificación. Se concluye que prevalece en la literatura científica el estilo de liderazgo transformacional, además, se evidencia que el instrumento de medición Multifactorial Leadership Questionnaire (MLQ) es aquel que permite identificar con mayor profundidad aquellas características propias de dicho estilo.

DIGITALIZATION OF THE RUSSIAN ENERGY SECTOR: STATE-OF-THE-ART AND POTENTIAL FOR FUTURE RESEARCH

In this paper, we review forty seven best papers on digitalization of the Russian fuel and energy complex. All the papers are written in Russian and published in a number of Russian academic journals that are mostly distributed via closed national library systems and, consequently, are not available for foreign scholars interested in studying Russia's energy policies. Our review identifies a total of five research directions in the Russian scholarship: (i) general trends in digitalization of the Russian fuel and energy complex; (ii) concepts and approaches used by the Russian scholars; (iii) government policies; (iv) digital technologies; and (v) security concerns. Each research direction is carefully covered and analyzed. A public library cannot live on books alone: A lesson from history

For almost half a century Romania was under a totalitarian regime. In times of severe censorship and information control the communist regime promoted public libraries. This paper will present the main phases of the public library system development and discuss how the state’s emphasis on providing large collections of books influenced library services. As part of an oral history project, this paper will use memories of people who worked in public libraries of various sizes in the 1970s and the 1980s, archival documents and secondary sources to contribute to a more nuanced discussion about the recent history of Romanian public libraries. What were the phases of the development of the national library system and how important was the library collection for the institutional survival of the public library? The paper will also discuss the collection development policy and contrast it with the impoverished professional development within the library system.

From Divergence to Convergence in Hungarian Librarianship: Towards a Common Digital Platform

Abstract Hungarian librarianship and related research are sadly underrepresented in international literature. With this article we intend to fill this gap and inform the experts of library and information science of some of the most recent Hungarian innovations. After showcasing the international professional connections of Hungarian librarianship, we present the structure of the Hungarian public library network and its mode of operation. We also analyse current and future main digital development plans, projects and the most important related professional activities of Hungarian libraries. Emphasis is placed on information systems promoting cooperation between libraries and the issues of the National Library System Project, which is a large-scale modernisation programme carried out between 2016 and 2018, designed to develop the IT system of the National Széchényi Library. After introducing the information systems of academic and specialised libraries and the access models of scientific databases provided by multinational and Hungarian content services, we also discuss the endeavours of public libraries aiming for multifunctionality and community organisation. The paper ends by providing insights into how the outcomes of the recent initiatives have been fed back into Hungarian LIS training courses offered in higher education.

The effectiveness of the National Library and Information System Authority of Trinidad and Tobago in its role as a national library

The National Library and Information System Authority of Trinidad and Tobago (NALIS) aims to provide both the functions of a national library as well as a national library service. The objective of this study was to determine the effectiveness of NALIS in its role as a national library. Utilising a qualitative approach, the study used mixed methods: semi-structured interviews with NALIS’ senior management; review of the International Organization for Standardization performance indicators; and comparative analysis of the strategic plans of the National Library of Jamaica and NALIS. Findings revealed that, despite NALIS performing the functions of a national library, key aspects of its services remain unfulfilled. Participants could not agree on the description of NALIS as outlined in the NALIS Act but 60% concluded that, in their personal opinion, NALIS could best be described as a public library which provides a national library service. Point score analysis determined that the most important function was ‘Central Collection of the Nation’s Literature’. The strategic planning of NALIS was found to be in alignment with the age of the organisation, as it is currently in an early phase of operation when policy formulation is critical. Given the turbulent economic environment and the many constraints that NALIS faced, it proved to be effective in the performance of national library functions and continues to strive for excellence in service delivery. It was noted that effective quality management was not adequately performed. Thus, in order to improve the level of service delivery, better quality management measures must be implemented.

Estudio de valoración contigente de la red de bibliotecas públicas de Chile

espanolEn este trabajo se utiliza el metodo de valoracion contingente para estimar parte del bienestar social que genera el Sistema Nacional de Bibliotecas Publicas de Chile, y la relacion entre ese beneficio social y algunas caracteristicas socioeconomicas de quienes asisten a ellas. Con la excepcion de Baez y Herrero (2012), este metodo no ha sido utilizado en el ambito de la politica cultural en Chile. Ademas, en el caso de las bibliotecas publicas, el metodo ha sido escasamente aplicado incluso a nivel internacional. Entre otros resultados, este trabajo concluye que tanto usuarios como no usuarios estan dispuestos a realizar una contribucion monetaria para mantener la red de bibliotecas; y entre quienes no estan dispuestos a realizar un aporte monetario, hay muchos que estarian dispuestos a contribuir con trabajo voluntario para gestionar las bibliotecas locales. EnglishThis study uses the contingent valuation method to estimate part of the social welfare generated by Chile’s national public library system and the relationship between this social benefit and some socioeconomic characteristics of library users. With the exception of Baez and Herrero (2012), this method has never been used in relation to cultural policy in Chile, and indeed it has only rarely been applied to public libraries elsewhere in the world. Among other findings, the study concludes that both users and nonusers are willing to make a monetary contribution to maintaining the library network, while many of those who are unwilling to do so would be willing to volunteer to help run their local libraries.

El rol del bibliotecario y la construcción de conocimiento: estrategias de articulación con instructores

El presente artículo refleja los resultados obtenidos durante el IV Encuentro Nacional del Sistema de Bibliotecas realizado en el 2015, por el Equipo de Gestión del Sistema de Bibliotecas de la Escuela Nacional de Instructores ´Rodolfo Martínez Tono´, donde se desarrolló una propuesta didáctica con el fin de construir de forma conjunta propuestas para la intervención en la cultura de la información. La perspectiva metodológica se inscribe en el marco de la investigación acción; los resultados permiten concluir que los bibliotecarios expresan una actitud de preocupación por dinamizar su rol e involucrar a los instructores en la construcción de conocimiento y que el saber que poseen, producto de su práctica cotidiana, debe ser reconocido y dinamizado mediante espacios de diálogo y participación.

Niños con hemofilia y su atención odontológica por estomatología pediátrica. Revisión de la literatura / Children with Hemophilia and their Dental Care by Pediatric Stomatology. Review of Literature

<strong>ABSTRACT. </strong><strong><em>Purpose</em></strong>: To carry out systematic review of literature about diagnostics, severity, and dental treatment considerations of children with Hemophilia A. <strong><em>Methods</em></strong>: The search for articles and other document was conducted through the databases available at the National Library System of the National University of Colombia. The English and Spanish terms used in the search were “pediatric dentistry,” “hemophilia A,” dental care,” “coagulation factors,” and/or “coagulation disorders.” <strong><em>Results</em></strong>: The sample consisted of 29 articles that met the inclusion criteria. Hemophilia A is a congenital disorder caused by a deficiency of coagulation factor VIII. Treatment of hemophilia depends on its severity and focuses on avoiding risking life of children due to preventable bleeding by timely applying local therapies such as tranexamic acid or factor VIII, depending on dental needs. Dental treatment of hemophilia A should be interdisciplinary and must emphasize primary health care, health promotion, and prevention in order to avoid invasive dental treatments that could cause bleeding. In addition, treatments seek to maintain oral health and to provide quality of life to children living with hemophilia A.

Rancangan Sistem Penilaian Kinerja Perpustakaan Berbasis Indikator Kinerja Iso 11620:2008 Pada Layanan Terbuka Perpustakaan Nasional RI

Library performance measurement is one of a strategy to evaluate utilization of library resources. The objective of this study was to identify indicators needed to measure the performance and to design an counting system measurement at Open Service at National Library of Indonesia. The measurement indicators were based on ISO 11620:2008 consisting of 45 indicators. It was selected 10 indicators: 1) percentage of required titles in the collection (RTC); 2) shelving accuracy (SA); 3) staff per capita (LS); 4) collection turnover (CT); 5) loans per capita (LPC); 6) in-library use per capita (IUC); 7) library visits per capita (LVC); 8) percentage of target population reached (PTPR); 9) user satisfaction (AUS); 10) user services staff as a percentage of total staff (USSPTS). The indicators were selected through four stages: 1) selecting indicators related to activities in the Indonesia National Library and removing indicators related to activities that are not conducted in the institution; 2) removing indicators related to cost; 3) identifying and selecting indicators related to vision and mission by the questionnaire; 4) analizing the results of the questionnaire and setting the indicators that have an average value of the results greater than 0 as an selected indicator. The results of managements attitude that required the a performance counting system. System design was developed based on the system requirements and management’s needs. The system that was able to process data into information of performance. The system was integrated with the integrated national library system (INLIS) and the data that were not available in INLIS were manually input. Steps of system developing were defining use case, description use case, activity diagram, class diagram, sequence diagram, object role/relational mapping and entity relationship diagram. Modernization of Libraries in a Postcommunist State: The Roles of the George Soros, Andrew W. Mellon, and Bill & Melinda Gates Foundations in the Development of Latvian Libraries

This paper presents the most important changes in the library system of Latvia in the late 1980s, when, as a result of a nonviolent struggle, Latvia regained full independence from the Soviet Union in 1990. Particular attention is paid to contributions by private foundations in the United States—the George Soros, Andrew W. Mellon, and Bill & Melinda Gates Foundations—to fulfill the main goal of library work: namely, helping to create a democratic society in which everyone has the opportunity to express their views and be able to freely access information. During the Soviet period, libraries were mainly agents of the dominant power; they were often forced to ignore the needs of Latvian society or even to work against them. The activities of libraries were strictly regulated and controlled. Latvian independence has allowed the libraries to end political censorship and strict control, and to independently determine their future directions and work methods. Political changes occurred so rapidly that the immediate normalization of professional work after fifty years of occupation was not possible. However, US private foundations supported strategically important areas of library work: automation and access to the internet, the creation of the State Unified Library Information System (SULIS), and the professional development of library staff. The US foundations, through requirements for the cofinancing of large-scale projects, also motivated state and municipalities in Latvia to increase their investment in libraries. The interest expressed in libraries by these foundations emphasized that Latvian libraries were vital. Consequently, targeted investments shortly after independence ensured the timely inclusion of the basic elements of the national library system—the National Library of Latvia and public, school, and academic libraries—in the modern information environment, thus allowing them to fulfill the main task of all libraries: the provision of public access to information.
