Environmental conflicts in the Arctic zone of the Russian Federation in the field of energy, economic and environmental security

The subject of the article is the provisions of strategic planning documents in the field of ensuring national, environmental, energy and economic security, as well as the provisions of strategic planning documents dedicated to the Russian Arctic. The purpose of the work is to study the above-mentioned documents, identify environmental conflicts consisting in their provisions and develop proposals for their resolution and prevention. The methodological basis of the study is based on the system of methods, means of cognition and logical techniques, in the process of work general scientific, private and special methods were used. Such as synthesis, analysis, deduction, analogy, induction, formal legal and others. The relevance of the research topic is indicated by the fact that the Arctic plays an important role in ensuring Russia's strategic national interests in such areas as the economy, transport, environmental protection, defense, and a number of others. Many aspects of Russia's national security depend on the state of the environment of the Russian Arctic, as well as on the implementation of economic activities on its territory, therefore, the resolution and prevention of environmental conflicts concerning this region is an important and urgent task, since without a balance of interests in this area, both the sustainable development of the Russian Arctic and preservation of its unique natural environment seems unlikely. The paper concludes that in order to resolve the main law-making environmental conflict that takes place in the strategic documents under consideration, it is necessary to exclude from the list of threats (challenges) to economic and energy security such a factor as redundancy of requirements in the field of environmental safety and the increase in the costs of their implementation. In turn, in order to ensure a balance of interests in the implementation of nature management and environmental protection in the Russian Arctic, it is proposed to use the best available technologies, as well as the natural and ecological framework of the territory.

Research on Red Rural Tourism Design Oriented by Public Art Planning

The purpose of this study is to explore the application of public art planning in red rural tourism design, and put forward the principles and methods of planning and design. This study found that red rural tourism design not only has the significance of excavating red culture and inheriting historical context, but also can promote the protection and improvement of rural communities and natural environment. Through literature research, field investigation and other methods, the study found problems such as inadequate planning and design, inadequate implementation monitoring, and proposed to strengthen the scientific nature of planning and design and the implementation of monitoring, promote the deep integration of public art planning and design and tourism planning, and strengthen policy support and financial security. The research results and conclusions can provide valuable reference for relevant departments and enterprises, promote the development of red rural tourism, and provide new ideas and directions for the development of cultural industries and cultural exchanges and dissemination.

Przyroda i jej elementy. Przedmiot ochrony prawnej czy podmioty prawa?

Nature and its elements. Objects of legal protection or subjects of law? The article discusses the legal status of nature and its selected elements. The author confronts the achievements of legal thought with the postulates of strengthening nature protection by empowering some of its resources. The author discusses whether the current legal order, which undoubtedly treats nature and the environment as objects of legal protection, allows for treating nature (environment) and its elements as subjects of law. The foundations of the legal protection of the environment, including nature, are presented in the Environmental Protection Act of 2001 and the Nature Conservation Act of 2004. These acts formulate legal definitions of the environment, natural environment and nature protection, while at the same time indicating elements of nature or natural resources. On the one hand, it is possible to discuss comprehensive nature protection, and on the other hand, the protection of individual natural resources (environment). The legal status of individual natural resources is rather diverse. The legislator does not diversify the legal protection granted to individual natural resources. In this case, one may ask why only some natural elements should be entitled to subjectivity since even natural scientists refuse to differentiate the rank and significance of natural elements. The author puts forward the thesis that the ideas of giving specific natural resources subjectivity and even legal personality, which is supposed to promote their better protection, are not correlated with the applicable legal regulations. In addition, they express skepticism as to more effective protection through further organizational and legal forms.

Do biased technological advances affect carbon productivity of service sector: Evidence from China

Increasing carbon productivity is regarded as one of the significant ways to strike a balance between national economic growth and environmental protection. As the proportion of China’s service sector in the national economy rises and the severity of environmental pollution increases, the matter of carbon productivity in service sector required to be explored in depth. This paper focuses on the biased technological advances index of China’s service sector and its impact on carbon productivity by constructing a two-layer nested CES production function, proposing policy countermeasures to raise service sector’s carbon productivity in China, which is of great practical significance in reducing carbon emissions of China’s service sector, improve carbon productivity of China’s service sector and promote the green transformation and sustainable development of China’s service sector. The results are as follows. (1) The average value of the biased technological advances index of services in China is negative, indicating that technological advances of services in China are biased towards non-energy elements. The biased technological advances indexes of China’s service sector in the western, middle and eastern regions are also negative, and the index of the eastern region is the smallest, indicating that the technological advances of the service sector in the eastern region are biased towards non-energy elements to the highest extent. (2) There is a negative correlation between the biased technological advances index and carbon productivity of services in China. In the western, middle and eastern regions of China, the bias of technological advances in eastern China has the greatest effect on China’s productivity of carbon in service sector. The policy implication is that in order to increase China’s services’ productivity of carbon, it is essential to reduce the biased technological advances index of China’s service sector.

Household farms of the population in conditions of modernization of agricultural sector of Kazakhstan

Household farming contributes to a country's food security, increased livelihoods, better management of natural resources, environmental protection and sustainable rural development. The goal is to study the socio-economic characteristics of the potential of household farms in the context of modernization of agricultural sector, which determine the real competitiveness of rural entrepreneurs. Methods – analysis, comparison, generalization, allowing to identify the problems of individual-household agricultural sector of Kazakhstan, to assess the current state of the social and labor sphere of small forms of business, to show the main reasons for the reduction in employment in this segment, the backlog of rural areas in terms of social conditions of life and underestimated labor motivation due to the lack of a stable payed job. Results – the author notes that low productivity of the use of labor potential in rural families, the withdrawal of large areas of agricultural land from economic circulation and their subsequent degradation, the outflow of the population, especially young people, from the village are negative. On the basis of a sociological survey, the significance of sociocultural and motivational factors that contribute to the growth of the prestige of individual household forms and development of cooperation by uniting small farmers for the joint economic activities, expanding the scale of production, increasing investment attractiveness and competitiveness of agro-industrial complex is substantiated. Conclusions – the need for a comprehensive implementation of social, economic, environmental and spiritual interests of rural residents, assistance measures to increase production and labor resources of subjects of the rural household economy has been proved; expediency of consistent and systematic state support. All this contributes to the influx of agricultural personnel in agriculture, their consolidation in rural areas.

Cohesion Policy and environmental protection: The attitude of Polish public organisations

The quality of public organisations, which is highly dependent on the institutional quality, is one of the fundamental factors determining policy effectiveness and socio-economic growth trajectories in a long-term perspective. The article provides an insight into the topic of the informal institutions characterising Polish public organisations by paying special attention to informal institutions referring to the awareness of the need for sustainability and an attitude towards Cohesion Policy implementation in the field of environmental protection. Therefore, the main research goal was to verify the following hypothesis: “The staff of Polish public organisations are characterised by the awareness of the need for sustainability and a positive attitude towards Cohesion Policy implementation in the field of environmental protection”. To this end, a direct research technique (e-questionnaire) involving representatives of organisations responsible for Cohesion Policy implementation and for natural environment protection was applied. This made it possible to gather unique data and to elaborate the structure indicators describing the beliefs of staff employed in public organisations. Overall, their positive attitude towards the directions and assumptions of Cohesion Policy in the field of environmental protection was proved. The examined groups of organisations were characterised by a similar way of thinking about Cohesion Policy funds as an environmental protection factor, which seems to be an important institutional building block affecting Cohesion Policy effectiveness. Some of the respondents demonstrated critical thinking, and they developed their own ideas regarding the most important environmental protection factors including mainly both formal and informal institutional elements, such as legal regulations or ecological education.

Using information provision and interactive risk maps to motivate testing for radon

Radon exposure in homes is a leading cause of lung cancer, but the rate at which householders test for this environmental risk is low. In a pre-registered experiment with a nationally representative sample of adults (N = 1700), we used psychological theory to design information interventions to influence perceptions of risk from radon and motivate testing. Results show that information about radon increased belief that exposure would lead to negative consequences, but not perceived likelihood of exposure. Interactive maps depicting the geographical distribution of radon risk increased perceived likelihood of exposure, general worry and willingness to test for radon, but the effects depended on the map's attributes. Maps communicating risk using numeric frequencies of the number of homes in an area likely to be affected by radon (e.g., 1 in 5 homes) were more effective than ones that used simple statements (e.g., your home is at high risk). Adding an intermediate “moderate” risk category increased perceived risk compared to a binary high/low classification system among those in the moderate risk area, without altering perceptions of those at high risk. Other map features (colour and search functionality) had little impact. The best performing map led to 72% more people being willing to test for radon, compared to the map in use by the national Environmental Protection Agency at the time of the study. The results have implications for theories of risk perception and show the potential for techniques from psychological science to help mitigate a real-world environmental risk.

PROMOTING THE STRENGTH OF THE GREAT UNITY BLOC OF ETHNIC MINORITIES TO PARTICIPATE IN THE CONSTRUCTION AND DEVELOPMENT OF THE CENTRAL HIGHLANDS IN A SUSTAINABLE AND COMPREHENSIVE MANNER IN THE CURRENT INTEGRATION CONTEXT

The Central Highlands is an important strategic region in terms of socio-economic, national defense and security, foreign affairs and ecological environment of our country. The rapid and sustainable development of the Central Highlands region is one of the major undertakings of the Party, State, National Assembly and Government, at the same time to be an important task of the whole country in the current integration context, first of all, the provinces in the region. In particular, especially the construction and development of the Central Highlands region, it is necessary to harmoniously combine economic, socio-cultural development, protection of natural resources and environment in general and ethnic minority areas in particular… This is the basis and premise for making an important contribution to the successful implementation of political tasks, socio-economic development, building a strong Party and political system, maintaining political stability, promoting the great national unity bloc, social order and safety in the Central Highlands provinces in the current integration context.

State management of financial support in the field of nature management and environmental protection as a strategic direction for the development of territories

This study examines topical issues of the environmental tension in the regions, ensuring environmental safety, as well as increasing the anthropogenic impact on the environment as a result of the growth of industrial development and the increase in the amount of resources consumed in the socio-economic development of territories in the context of state regulation of nature management. The purpose of this study is to analyze the current legislation and assess the volume of financial support for activities aimed at ensuring environmental safety and environmental protection. As part of the study, the evolution of legislation in the field of environmental development and security of territories was studied, followed by an assessment of the dynamics of spending on the implementation of the national project «Ecology». The importance of developing a management mechanism in the field of nature management and environmental protection to improve the ecological situation of the territories is shown. On the basis of a complex indicator, the dynamics of the ranking of regions was assessed. The share of expenses of the consolidated budgets of the constituent entities of the Ural Federal District for environmental protection has been calculated and analyzed. It has been established that the costs of environmental protection and conservation activities are an important part of the costs of the regional budgets of the Russian Federation, although they are not a significant part of it. The rank of the regions that are part of the Ural Federal District is analyzed in terms of budget expenditures on environmental protection per capita among all subjects of the Russian Federation. Along with state regulation of the environmental sphere and building relationships with enterprises that use natural resources, in order to reduce environmental damage, the need to form an ecological culture of the population as a new way of life for people is reflected.

From the Perspectives of Pollution Governance and Public Health: A Research of China's Fiscal Expenditure on Energy Conservation and Environmental Protection.

Improving the scale and effectiveness of China's energy conservation and environmental protection fiscal expenditure is crucial to enhancing the capacity of ecological and environmental governance of China, considering the dual perspectives of pollution governance and public health. This article first explains the mechanism by which national energy conservation and environmental protection fiscal expenditure can improve pollution control and promote public health. Secondly, this article scrutinizes the current status and limitations of China's fiscal expenditure, highlighting the contribution of fiscal expenditure in the construction of ecological civilization from the standpoints of environmental governance and public health. Additionally, this study empirically uses DEA to measure the efficiency of the government's fiscal expenditure. Conclusions found that: First, environmental protection fiscal expenditure is mainly focused on technological transformation and pollution control, while relatively little is spent on public health protection. Second, the efficiency of environmental protection fiscal funds is relatively low. These suggestions aim to optimize the positive impact of energy conservation and environmental protection fiscal expenditure for improving pollution governance and promoting public health.

Crop Production and Security in Ningjin County of the North China Plain

Stable growth in grain production is a critical challenge to ensure food security in North China Plain (NCP), an area dominated by smallholder farming. Food production and security of NCP largely depend on how smallholders farm their land. This study took Ningjin County of the NCP as an example to describe the characteristics of crop planting structure and the changes in crop production based on household surveys, statistics, various documents, and literature by descriptive statistics, calculation of crop self-sufficiency, and curve fitting, and aimed to reveal crop security and the influencing factors of crop production at the household level. The results were as follows: (1) Wheat and maize sown area accounted for 61.69% and 47.96% of the total sown area of crops during 2000–2020, increasing at a rate of 3.42% and 5.93%, respectively. Their planted areas increased from 27.52% and 15.54% in 2000 to 47.82% and 44.75% in 2020, respectively. (2) The self-sufficiency rate of maize showed a significant upward trend and reached its peak in 2019. the self-sufficiency rate of wheat also showed an increasing trend, from 192.87% to 617.37%, which indicates that wheat and maize can meet food self-sufficiency and the per capita grain yield is in a safe state. (3) The trends on wheat yield and fertilizer initially grew, then decreased, closely resembling an inverted “U”, while the maize yield showed a pattern of increasing first and then basically remaining stable, similar to an “S” shape. A turning point for fertilizer use (550 kg/ha) was identified, indicating the limits of fertilizer use to increase yield. The national agricultural production and environmental protection policies, continuous improvement of crop varieties, as well as the farmers’ traditional practices have significant impacts on crop production. This study will enhance management practices for improved yield, which can support the integrated management of agricultural production in intensive agricultural areas.

THEY ARE SHAPING THE SUSTAINABLE DEVELOPMENT OF THE NATIONAL ECONOMY BASED ON INCLUSIVENESS

A characteristic feature of the last century was humanity’s desire to ensure economic and technological development, which was considered the basis for achieving well-being and improving the standard of living. However, this progress was accompanied by using natural resources and environmental pollution, and the economy, environment, and social institutions functioned in isolation from each other. Global environmental problems, hunger, impoverishment of a large part of the population, moral degradation, and other challenges that the world faced at the beginning of the 21st century prompted the progressive international community and non-governmental organizations to start a new approach – the concept of sustainable development. This concept, which arose as a continuation of V. Vernadskyi’s concept of the noosphere, envisages the coordinated development of the economy, ecology, and social sphere to ensure the quality of people’s lives, the preservation of the environment, and social progress. The purpose of the article is to discuss the process of forming the sustainable development of the national economy based on inclusiveness. The words “sustainable” and “inclusive” have been combined into the term “sustainable, inclusive development”, which reflects an attempt to combine two essential aspects of development: environmental sustainability and social inclusion. It has been determined that sustainable development is defined as development that meets the current needs of people without impairing the ability of future generations to meet their own needs. Accordingly, it is designed to balance economic, social, and ecological aspects of development, ensuring the preservation of natural resources and environmental protection. An assessment of Ukraine’s sustainable, inclusive development was carried out, during which it was determined that the term “sustainable inclusive development” reflects an attempt to combine two essential aspects of development: environmental sustainability and social inclusion. Such development reflects the importance of ensuring the harmonious development of society, which considers both the needs of current generations and the needs of future generations, as well as the inclusion of all members of society. The main principles of sustainable, inclusive development are defined: as non-discrimination, equal opportunities, and access to education, health care, and social services.

Current Status and Suggestions of Ecological Animal Husbandry in the New Era

The construction of ecological civilization was placed in a prominent position as early as the 18th National Congress of the Communist Party of China in 2012. It must be integrated with social, economic, political, and cultural constructions to build a beautiful China and reverse the continuously deteriorating ecological environment. This has nothing to do with people's well-being and the future of the nation is closely linked. At the same time, at the 19th National Congress of the Communist Party of China in 2019, General Secretary Xi Jinping once again proposed "adhering to the harmonious coexistence between man and nature", which shows that our understanding of natural environmental protection has deepened and our determination to strengthen the construction of ecological civilization has become firmer. In the new era, in order to promote the construction of ecological civilization, it is necessary to change the traditional animal husbandry model, vigorously develop ecological breeding, and implement the concept of green and sustainable development. The purpose of this article is to make a brief summary of ecological animal husbandry and make suggestions.

Sentiment Analysis in Environmental Sustainability Field by Machine Learning

Environmental sustainability is one of the influential topics of the last decade. Most people have become more environmentally aware and educated environmentally conscious. Sustainability concerns the sustainability of natural resources and environmental protection. The four pillars of sustainability include human, social, economic and environmental. Twitter is a popular social media platform that keeps us updated on the latest news, events and trends from around the world. In 2022, the number of Twitter users in Thailand reached around 11.45 million, accounting for 16.4 % of all Thai people. Also, the fastest growing conversation in Twitter is related to the environment and sustainability. Nowadays, customers pay attention to the environmental and social impact of products they buy. Sentiment Analysis is the process of analyzing emotions or feelings by using machine learning techniques. The main objective of this exploratory study is to conduct social media opinion mining in case of the environmental sustainability field of Thai people. The paper presents the linguistic analysis of the collected data and explains discovered phenomena, including data preprocessing steps, feature extraction, and model construction to determine positive, negative and neutral sentiments. The result reveals that sentiment analysis takes place around the sustainability context mostly in positive terms to make a better understanding of the dynamics and changes in environmental sustainability society.

Steering ‘green’ innovation policy toward sustainability? Lessons from implementing EIP-AGRI in Sweden

This article critically examines the state's steering capacity of ‘green innovation’ programs using Sweden's implementation of the agricultural European Innovation Partnership (EIP-AGRI) as a case representing part of the EU's Green Deal. The innovations should promote the competitiveness of rural areas and contribute to national environmental protection and climate goals.We found that despite expectations, implementation rests on compartmentalized networking within the agricultural sector, prioritizing increased ‘competitiveness’ before ‘green’ development, and interpreting ‘innovation’ mainly in the technical sense. The results indicate that the state´s steering capacity of ‘green innovation’ programs meets several obstacles: the overall goals from the top tend to be both too many and too vague, leaving it to the administration to interpret what kinds of features should be prioritized from below. The state's steering in the case of EIP-AGRI relies mostly on internal agricultural expertise contrary to previous research that suggests a recent ‘de-compartmentalisation’ of European agricultural policymaking.

Does an Environmental Management System Affect Green Inno-Vation: The Role of Green Financing in China’s Tourism Sector in a Circular Economy

The occurrence of climate change is becoming a challenge for the survival of business organizations. These changes pressure business organizations to adopt strategies to protect the natural environment. In order to cope with these changes, business organizations concentrate on strategic decisions regarding the protection of the natural environment due to the demand of various stakeholders. Continuous and updated information on environmental issues is required to successfully formulate and implement decisions to protect the natural environment. Therefore, the environmental management system (EMS) is an important mechanism that enables business organization to collect information about the demands of various stakeholders regarding the natural environment. Most studies have examined the green innovation (GI) of the tourism sector and related the innovation of natural environmental protection activities with management’s capabilities and strategic decisions. Limited studieshave considered EMSs as important to bring GI into the tourism sector. GI comprises various environmental initiatives that play a vital role in impacting the GI of the tourism sector worldwide. However, these are ignored by researchers. Therefore, we examined the effect of the EMS on GI. Moreover, we also examined the extent to which green financing of the tourism sector intervenes in the EMS and GI link. Data were collected from 322 managers in the tourism sector. The collected data were analyzed with the help of correlation and regression techniques. The study findings confirmed that the EMS positively affects GI, while green financing mediates the connection between the EMS and GI. Hence, this study offers numerous practical suggestions for improving the GI of the tourism sector in the emerging circular economy.

MOFs-based Fe@YAU-101/GCE electrochemical sensor platform for highly selective detecting trace multiplex heavy metal ions

The construction of sensors with specific recognition functions can easily, sensitively and efficiently detect heavy metal ions, which is a demand in the field of electrochemical sensing and an important topic in the detection of environmental pollutants. An electrochemical sensor based on MOFs composites was developed for sensing of multiplex metal ions. The large surface area, adjustable porosities and channels in MOFs facilitate successful loading of sufficient quantities highly active units. The active units and pore structures of MOFs are regulated and synergetic with each other to enhance the electrochemical activity of MOFs composites. Thus, the selectivity, sensitivity and reproducibility of MOFs composites have been improved. Fortunately, after characterization, Fe@YAU-101/GCE sensor with strong signal was successfully constructed. In the presence of target metal ions in solution, the Fe@YAU-101/GCE can efficiently and synchronously identify Hg2+, Pb2+, and Cd2+. The detection limits (LOD) are 6.67 × 10−10 M(Cd2+), 3.33 × 10−10 M(Pb2+) and 1.33 × 10−8 M (Hg2+), and are superior to the permissible limits set by the National Environmental Protection Agency. The electrochemical sensor is simple without sophisticated instrumentation and testing processes, hence promising for practical applications.
