THE ROLE OF MADRASAH IBTIDAIYAH TEACHER EDUCATION DEPARTMENT STUDENTS (PGMI)-4 UINSU IN COMMUNITY SERVICE TOWARDS THE EDUCATION FIELD AT TANJUNG MULIA

Students are the cornerstone of the country’s development. While we are students, we must remember that we have a huge responsibility to contribute to the realization of the Tri Dharma of Higher Education. One of the main pillars of the Tri Dharma of Higher Education is community service. Community service is the direct implementation of science, technology, and cultural arts to the community through scientific methodologies as the dissemination of the Tri Dharma of Higher Education and noble responsibilities in an effort to develop community capabilities, so as to accelerate the growth rate of achieving national development goals. This study is aimed to describe the role of PGMI 4 UINSU students in education field. The PGMI 4 UINSU students work programs in education focus on maghrib mengaji, teaching at MDTA and distributing sirah nabawiyah books. In this study, the researchers used a qualitative approach with observation and description methods. The participants of this study were the children in Tanjung Mulia, particularly MDTA students and local community. The result shows that in terms of education, the children lack of discipline and motivation, so they are possibly find it hard to develop their creativity. In addition, in terms of maghrib mengaji and distributing sirah nabawiyah books, it has been done successfully. Furthermore, students have a role as the facilitators and drivers of programs implementation

CОГЛАШЕНИЕ О ЗАЩИТЕ И ПООЩРЕНИИ КАПИТАЛОВЛОЖЕНИЙ КАК ИНСТРУМЕНТ ПОДДЕРЖКИ РЕАЛИЗАЦИИ ИНВЕСТИЦИОННЫХ ПРОЕКТОВ

Increasing sanctions pressure on Russia and the need to implement the Presidential Decree оn the National Development Goals of the Russian Federation through 2030 (July 21, 2020, No 474) determines the urgency of the search for effective tools encouraging real growth of fixed investment up to at least 25% GDP. One such instrument could be the Investment Protection and Promotion Agreement (IPPA) allowing private business to stabilize the business environment, which is especially important under conditions of growing uncertainty, when predictability becomes the rarest and most demanded resource. The purpose of the study is to analyze a tool designed to stimulate the implementation of investment projects on the territory of Russia – IPPA. The methodology of the study includes comparative, systematic and informative analysis. The main finding is that, despite some limitations, IPPA is a potentially effective tool to support the implementation of private investment projects under conditions of import substitution, helping to restart the investment cycle and attract «long-term» money to the real sector of the national economy

TRANSFORMATION OF STATE PROGRAMS INTO NATIONAL PROJECTS

The strategic planning system determines in which direction the state and all its structures should go. The strategic plan, planned for several years, is the basis for making all management decisions, as it characterizes the future model of the state, the global picture of its development prospects in a competitive market. Therefore, the issue of implementing strategic projects and programs is relevant not only in our domestic experience, but also abroad.
 This article examines the change in the strategic planning system of the Republic of Kazakhstan. During its existence, state programs have shown the need to revise and adopt other documents on strategic planning. Therefore, in 2021, national projects were adopted by the decision of the head of state. National projects are a tool for the implementation of national development goals, which is of priority importance at a certain stage of the development of the state and provides for a clearly defined end result for its solution, as well as requiring significant resources.
 The article presents the structure of national projects, the stages of development and their features and comparison with state programs. However, during the preliminary control and analysis of national projects, a number of shortcomings were identified.

Towards a South African developmental state: The Electricity Supply Commission (Eskom) – victor or villain in this endeavour?

Under the leadership of the African National Congress (ANC), the South African Government has long mooted the notion of becoming a developmental state in response to rising unemployment, inequality and poverty. This idea was moulded along the folds of the rise of economic growth and industrialisation, as experienced by East Asian developmental states such as Taiwan, Singapore, South Korea and Hong Kong. There would be an attempt to channel the state’s administrative capacities, policies and resources towards attaining national development goals. A developmental state plays an active role in guiding economic development and using the country's resources to meet the needs of the people. State-owned enterprises (SOEs) such as the Electricity Supply Commission (Eskom) were meant to be the catalyst in the National Development Plan’s (NDP) bid to reignite the country’s stagnant economy. However, the country's state institutions, administrative capacities and resources have been challenged by the state capture debacle that shed light on the corrupt relationship between the political and business elite. As a lack of effective leadership, mismanagement and a complex regulatory framework appear to be at the core of the crisis at Eskom in particular, the main objective of this paper was to determine to what extent the aforementioned constructs perpetuated the energy crisis at Eskom and in turn, negatively impacted the socio-economic aims of the NDP and South Africa’s endeavour to become a developmental state. To achieve this objective, the paper pursued a qualitative research approach where secondary information about the crisis at Eskom, and South Africa’s goal to become a developmental state, were perused. One of the article’s recommendations was that Eskom's grip on the regional power economy must end and that independent power plants must be enabled.

ЭКОЛОГИЧЕСКИЕ ЦЕННОСТИ В СТРУКТУРЕ СОЦИАЛЬНЫХ ОРИЕНТАЦИЙ РОССИЙСКОЙ МОЛОДЕЖИ

Objective of the study is to substantiate the role of the modern higher education system in the formation of the ecological component of the social behavior of young Russians. The methodological basis of the research is based on the conceptual basis of the sociological theory of the development of creative culture. Research results. The article analyzes the insufficiently developed aspect of the problem of formation of ecological values in the structure of social orientations of young people in Russian sociology. The accents inherent in the sociological discourse regarding the barriers preventing the paradigm shift of the value orientation of young Russians from consumer to ecophile, and ways to overcome them, are revealed. Prospects of the study. The demand for strengthening the role of the university education system, first of all, in the conceptual updating of the structure of curricula and programs towards the practical implementation of environmental imperatives enshrined in the regulatory framework of the Russian Federation, in order to ensure the competence of students as a factor in achieving the goals of national development towards the modernization of all spheres of life of the Russian society, is sharply increasing.

EXPLORING APPROACHES TO COMMUNITY DEVELOPMENT TOWARDS NATIONAL DEVELOPMENT IN NIGERIA

Community development practitioners had evolved various approaches to achieve the desired level of development and improvement in human lives. In Nigeria, governmental and non-governmental organizations have adopted various approaches in the process of national development. However, many development efforts had failed to achieve desired goals due to the usage of wrong approaches. This paper, therefore, discussed various approaches to community development towards national development. In doing this the authors identified two major approaches relevant to national development in Nigeria. Economic Growth, Foreign Direct Investments and Official Development Assistance Nexus: Panel ARDL Approach

Scholars and practitioners are torn between diverging viewpoints on the contribution of foreign assistance and foreign direct investment to the economic development, economic growth, and prosperity of Africa. This paper aims to examine the long-term and causal relationship between foreign direct investment, official development assistance, and economic growth for 20 selected African countries from 2000–2018. Autoregressive distributed lags and the error correction model were used as the primary estimation techniques. The results indicated a notable positive long-term cointegrating relationship between official development assistance and economic growth, and between economic growth and foreign direct investment, as well as a cointegrating link between foreign direct investment and official development assistance. Economic growth was found to promote official development assistance, while foreign direct investment was found to encourage economic growth and official development assistance was found to promote economic growth in the long run. Since foreign direct investment and official development assistance are important to economic growth in a spiral effect, African countries are encouraged to put in place policies that attract foreign direct investment and official development assistance. Thus, African countries should align their foreign and domestic investment and official development aid policies with their national developmental goals to attract foreign donations and investments.

The Implementation of School-Based Management in Improving Quality of Education in Primary School

Quality education is an absolute requirement to achieve national development goals; thus, education will produce superior and competitive human resources. Many government efforts improve the quality of education, among others, with regional autonomy or decentralization, which produces school-based management in the world of education. School-Based Management enables schools to be more independent through the granting of authority (autonomy), greater flexibility for schools in managing resources, and encouraging the participation of school members and the community to improve the quality of education. This research aims to determine how to implement school-based management to improve the quality of education in elementary schools. This research uses a qualitative descriptive method with data collection through interviews and observation. The subjects in this study were principals, teachers, school committees, community leaders, and stakeholders. This data analysis used data reduction, data presentation, and data validation (concluding). The results of the research findings indicate that the implementation of school-based management in improving the quality of education in elementary schools has been going well; the activeness of the school committee evidence this by providing suggestions/considerations, supporters, controllers, and mediators, the direct participation of parents in the planning and implementation of the program. In schools as well as management of curriculum and teaching programs, management of students, management of educators and education staff, and management of facilities and infrastructure are carried out well.

The Use of Online Social Media Platforms by Tanzania Journalists to Produce and Disseminate Development News

Advancement in Information and Communication Technologies (ICT) are revolutionizing Development Journalism (DJ) into an effective strategy for building competitive economies globally. However, many countries in Africa including Tanzania are slow in tapping potentials of ICT for development journalism. Digital penetration in the form of the Internet and social media are changing the way in which journalists are mobilizing and engaging communities in journalism practises, a key strategy for a competitive digitalised economy. This paper was guided by Development Communication Theory and Diffusion of Innovation Theory to explore the use of online social media by journalists in Tanzania to practice development journalism. Combining quantitative and qualitative methods, this paper analyses risks and benefits of online social media platforms in contributing to national development goals. A total of 15 social media journalists and managers from Mwananchi Digital, Ayo TV and Azam TV gave their insights in this paper. Use of online social media platforms for development news is still in its infancy stage, key findings show that out of 270 (100%) studied news items, only 66 (24%) manifested development news practice. Non-development news accounted for 204 (76%) of news items analysed. There were only four (4) (27%) journalists who use social media as a source of information, and platform for disseminating development news in Ayo TV compared to 3 (20%) in Mwananchi Digital and 5 (33%) in Azam TV. Results call upon some intensive national efforts to empower journalists in the use of ICT and mobilize audience in the changing communication patterns.

Teaching Method as a Critical Issue in Science Education in Ghana

Science education has received a lot of attention around the world. Given this, several works of literature have been produced to address the issue from various perspectives. Regardless of the investigator's background, there are some universal challenges that science educators are currently facing. This paper identified and highlighted teaching methods as a prevailing crucial problem in science education in Ghana, emphasizing its enormity and long term consequences. Furthermore, the article proposes a model that can help to address the situation. The study suggests that learner-centered teaching approaches are the best pedagogy for stimulating learners' interests and understanding in science education. The study did reveal the enormity of how science in the nation's education is not seeing the light of day, as well as how science is not becoming more influential in attaining national development goals. The theories adopted for this research are social constructivism and constructive controversy as they see learning as exchanges and interrogation between learners and learners, and teachers and learners. The study again made recommendations of models for implementation to help rebrand the teaching of science education in Ghana.

Modelling geographic access and school catchment areas across public primary schools to support subnational planning in Kenya

ABSTRACT Understanding the location of schools relative to the population they serve is important to contextualise the time, students must travel and to define school catchment areas (SCAs) for planning. We assembled a spatio-temporal database of public primary schools (PPS), population density of school-going children (SGC), and factors affecting travel in 2009 and 2020 in Kenya. We combined the assembled datasets within cost distance and cost allocation algorithms to compute travel time to the nearest PPS and define SCAs. We elucidated travel time and marginalised SGC living outside 24-minutes, government's threshold at sub-county level (decision-making units). Weassembled 2170 PPS in 2009 and 4682 in 2020, an increase of 115.8%, while the average travel time reduced from 28 to 17 minutes between 2009 and 2020. Nationally, 65% of SGC were within 24-minutes’ catchment in 2009, which increased to 89% in 2020. Subnationally, 19 and 61 out of 62 sub-counties had over 75% of SGC within the same threshold, in 2009 and 2020, respectively. Findings can be used to target the marginalised SGC, and monitor progress towards attainment of national and Sustainable Development Goals. The framework can be applied in other contexts to assemble geocoded school lists, characterise travel time and model SCA.

Study of the influence of indicators of the development of the information society in terms of indicators characterizing electronic business on costs aimed at acquiring information, computer and equipment

In the context of the implementation of the main strategic goal of national development — digital transformation, the tasks of intensive implementation of information technologies in the business processes of enterprises come to the fore. To optimize this process, it is important to correctly determine the strategic direction of the enterprise development and choose a business model for digital transformation. The article deals with issues related to the assessment of the digital maturity of an enterprise. The possibility of using the indicators of the development of the information society of the Russian Federation to create a model of an integral indicator for assessing digital maturity is determined. The question of the interdependence of development indicators in the sections on the availability of financial resources and e-business is considered in detail. The studies are carried out using the method of pairwise correlation analysis based on the data of federal statistical observations on the issues of monitoring the development of the information society in the Russian Federation. In general, the impact of 29 out of 32 indicators from the "Electronic Business" section, which have a sufficient amount of statistical data, on the indicator "Volume of investments in fixed assets directed to information, computer and telecommunications equipment" was studied. Only two of them (The share of organizations that had special software for managing the purchase of goods (works, services), in the total number of surveyed organizations and the share of organizations that had special software for managing the sale of goods (works, services), in the total number of surveyed organizations) show little or no correlation. The rest demonstrate the tightness of the correlation from noticeable to very high. The identified indicators from the e-business section, which have stable relationships with the indicator "Volume of investments in fixed assets aimed at the acquisition of information, computer and telecommunications equipment", will be further included in the integral indicator for assessing the digital maturity of an enterprise, which allows for a quantitative assessment based on the model multiple regression.

Profil Kesehatan Pelajar Sekolah Dasar di Kecamatan Bambanglipuro, Kabupaten Bantul, DIY

The World Health Organization (WHO) reported the prevalence of underweight in children in the world was around 14.3% with the number of underweight children thinness as many as 95.2 million in 2015. One of the main goals of national development is to improve the quality of human resources. School-age children need good nutrition to support learning activities at school. This study aims to determine the health profile of students in grades one through six elementary schools in Bambanglipuro District, Bantul Regency, Special Region of Yogyakarta. This research is a descriptive study using secondary data. The inclusion criteria were elementary school students in Bambanglipuro District from grade one to grade six. The exclusion criteria were students who did not have complete health records. All data was analyzed by Microsoft excel. The total number of respondents in this study was 2,562 people. From the results of the study, the percentage of BMI in the normal category for male students was 52% while the female was 48%. The number of students with a BMI in the obese category was found to be a total of 12 (0.5%) students, divided into 5 male students and 7 female students. In the "thin" category found a total of 6 (0.2%) students consisting of 2 men and 4 women. In the "Obesity" category, a total of 2 (0.1%) female students were found. The percentage of visual acuity in the normal category for male students is 52% while the female is 48%. The percentage of nearsightedness in students in the nearsighted category is 0.2%, consisting of 3 male students while 2 female students. The percentage of dental caries for male students is 80% while the female is 79.2%. The immunization status of elementary school students in Bambanglipuro District is complete or 100% of these students have been immunized properly. The nutritional status of elementary school students in Bambanglipuro Subdistrict is in the normal category, for immunization status, all SD Bambanglipuro students are in the complete category.

Is mass rapid transit applicable for deep integration of freight-passenger transport? A multi-perspective analysis from urban China

• A deep freight-on-rail-transit strategy is proposed to integrate urban transport. • Drivers and barriers to deep FoRT strategy are identified. • Suitability of MRT-based integrated logistics system adoption in China is assessed. • Influencing factors of project adoption and policy implications are suggested. • Government support and public–private partnerships are critical to project success. Integrating goods movement into public/mass rapid transit (MRT) is an emerging initiative to improve urban freight transport services and sustainability. This paper explores new prospects to achieve extensive non-road city logistics based on a deep freight-on-rail-transit (FoRT) strategy. To begin, the strengths, weaknesses, opportunities, and threats (SWOT) of deep FoRT are analyzed in view of the development status quo of urban China. Next, a multi-criteria assessment model driven by real-world data and 11 quantified metrics is proposed to judge the suitability for developing the MRT-based integrated logistics system (MILS) in 16 Chinese cities. Finally, critical factors influencing MILS project adoption are explicated, and the possible supportive policies are discussed from aspects of planning, regulation, funding, marketization, and innovations. Results show that the alignment with national development goals, rich social-environmental benefits, and stakeholder interest are the primary drivers of deep FoRT strategy, whereas poor planning and decision-making, governance and management deficiencies, and high investment could be the main hurdles. Priority of MILS project adoption in the selected cities is divided into four tiers, where Shanghai, Beijing, and Shenzhen are recognized as the three best candidates. Strong and coordinated policies are needed to integrate the strategy into urban planning.

POSTPARTUM MODERN CONTRACEPTIVE UTILIZATION IN ADDIS ABABA: ANTEPARTUM DECIDEDNESS FOR POSTPARTUM UPTAKE

Introduction: Family planning (FP) slows population growth and helps achieve national and international development goals. FP counselling is the first intervention in family planning programs and can be done during late pregnancy. Antepartum FP counseling is not practiced adequately during the antenatal care (ANC) service delivery at which time women can decide to use Post-Partum Modern Contraceptive (PPMC). Women’s antenatal decidedness rate to use PPMC is not known. Objective: To assess the prevalence of antenatal decidedness to use PPMC among pregnant women in Addis Ababa city. Methods: A cross-sectional study was conducted from Tir 01, 2012 to Tir 30, 2012 EC on a population of women who had their 4th ANC visits in 98 health centers in Addis Ababa. The calculated sample size was 422; and the sampling procedure was made in 2 stages: Cluster Sampling and Simple Random Sampling. Study subjects were enrolled in a continuous all-inclusive manner starting from the first woman who came on her scheduled 4th ANC visit on day one of the study period until the total number of study subjects was obtained. A semi-structured, anonymous, self-prepared & pre-tested questionnaire was used to collect data; and data collection was as an exit interview. Data was entered & analyzed using SPSS version 25 software. Results: During the routine ANC follow up only 153 (36.9%) have had FP counseling, and the study team delivered the service for 262 (63.1%). Three hundred eighteen (76.6%) have antenatally decided to use PPMC. The rate of antenatal decidedness to use PPMC was higher for those who had FP counseling by the study team compared to those counseled during the routine ANC follow up (77.9% Vs 74.5%). Religion, the round of ANC visit the FP counseling was given, and the number of topics covered during the FP counseling were found to be determining factors for women’s antenatal decidedness to use PPMC. Conclusion: The FP counseling service delivery rate during the routine ANC service is low. Women will decide to use PPMC antenatally if they get a FP planning counseling conducted during the ANC follow up. The FP counseling should include 4 major topics (available types, efficacy, advantages & disadvantages, and side effects of each method), and an adequate duration should be allocated for it. Further study to find out why ANC care providers at health centers are not providing FP counseling service to all of their clients is recommended.

Динамика уровня жизни населения Санкт-Петербурга в условиях пандемии

The indicators reflecting the achievement of national development goals in terms of living standards in St. Petersburg are analyzed.It was found that the pandemic had the greatest negative impact on the implementation of the national projects "Demography" and "Health Care". And in the country as a whole, and in St. Petersburg, in particular, the mortality rate has increased and the life expectancy of the population has decreased. Housing construction is actively underway in St. Petersburg, although its volumes have decreased slightly. The pandemic has not significantly affected the implementation of goals in this area. The availability of the Internet information and telecommunications network for residents of St. Petersburg is at one of the highest levels in the country, and the pandemic has given this process an additional impetus. It is proposed to revise the deadlines for the implementation of the national projects "Demography" and "Healthcare". It is also necessary to make adjustments to the content of these programs, taking into account the peculiarities of demographic development during the pandemic, in particular, health professionals should develop in-depth medical examination programs that will identify the consequences of COVID-19 for human health.

Exploring barriers and facilitators to integrated policy formulation and implementation of family planning and urban development programmes in Nigeria

BackgroundAs more people now live in urban areas than in rural communities in Nigeria, urban development (UD) requires urgent policy and programmatic attention. Although the population factor has been identified as important to achieving national development goals, and evidence suggests that meeting the family planning (FP) and reproductive health (RH) needs of the vulnerable urban population can serve as an important recipe for achieving population growth rates consistent with building sustainable, habitable and prosperous urban settings, FP remains a neglected subject in UD initiatives in Nigeria. This study explored barriers and facilitators in achieving integrated policy formulation and implementation of FP and UD programmes in Nigeria.MethodsWe conducted key informant interviews (n = 37) with relevant FP/RH and UD stakeholders in Ibadan and Kaduna—two megacities that have undergone several UD and FP intervention programmes in the south and north of Nigeria. The sample size was determined by data saturation. Data were organized using ATLAS.ti and NVivo 12 software, and analysis was conducted using a thematic approach.ResultsWe found that relevant government agencies largely work in silos. Other identified barriers to integrated policy formulation/implementation of FP and UD programmes in Nigeria include lack of knowledge about the FP–UD nexus between professionals, ineffective implementation and monitoring of existing guidelines, lack of policy documentation that clearly links FP and UD, and frequent transfer of government stakeholders. Notwithstanding the identified barriers, the study established ways of achieving synergy between FP and UD sectors, including stakeholder engagement, intersectoral collaborations, sensitization and publicity, roundtable discussion, interdisciplinary research, conferences and other interactive and knowledge-sharing fora.ConclusionsWe conclude that addressing barriers to the intersectoral linkage between FP and UD is fundamental to achieving sustainable urbanization in Nigeria.

Teman Tani : Solusi Inklusif Layanan Asuransi Mikro Terintegrasi Sektor Pertanian Dalam Mencapai SDG 2030

The agricultural sector is one of the main motors driving the wheels of a country's economy. The development and improvement of the sector is an integral part of the national development goals that have a significant and comprehensive impact. However, the risk of business uncertainty such as crop failure due to natural disasters and pest attacks also poses a threat to business continuity. Thus, the existence of financial instruments such as agricultural insurance is the right solution to minimize economic losses from these risks. Unfortunately, the existing agricultural insurance system is not yet effective enough to provide fast, easy, and inclusive services for farmers. Seeing these problems, the author proposes a policy recommendation, namely Teman Tani, as an improvement to the more integrated Rice Farmer Business Insurance (AUTP) system for the agricultural sector. Under this system, insurance companies will carry out branchless insurance through the OJK's Laku Pandai program which involves agents to expand insurance coverage to farmers. Then, the process of determining the amount of premiums and submitting claims will be made faster and on target through a decentralized data-exchange process that involves collaboration with the DataBott Company's Hara Application. In the process of payment and withdrawal of insurance funds, cooperation with banks and telecommunications companies will be carried out to make it easier for farmers through the mobile banking system. Therefore, the Teman Tani program can protect farmers from the risk of business uncertainty so as to increase productivity and achieve the goal of financial inclusion.

Veterinary and biological industry on the guard of animal health: modernity and prospects

Ensuring epizootic well-being on the territory of the Russian Federation is an integral part of the concept of national security of the country. In order to implement plans to improve the epizootic situation in the Russian Federation, the National Association of Veterinary and Biological Industry Organizations (Association "Vetbioprom") was established.The strategic goal of the enterprises belonging to the Association "Vetbioprom" is economic stability, the main goals and objectives are the development, improvement and introduction of promising domestic technologies in the field of veterinary medicine and immunobiotechnology, and the creation of new domestic immunobiological drugs for veterinary use.The main goals and objectives of the enterprises that are members of the Vetbioprom Association are the development, improvement and implementation of promising domestic technologies in the field of veterinary medicine and immunobiotechnology, and the creation of new domestic immunobiological drugs for veterinary use.The enterprises belonging to the Vetbioprom Association produce medicines for veterinary use, immunobiological preparations for diagnosing animal diseases, as well as disinfectants for veterinary use.The potential of domestic enterprises, the available capacities today allow to increase production volumes and output for veterinary use by 1.5 2 times. In addition, all enterprises carry out innovative developments in the field of veterinary vaccines and are ready, subject to state support, to bring them into production and provide farmers with replacements for imported analogues.The development of the domestic production of veterinary vaccines will contribute to the achievement of the national development goals of the Russian Federation and the implementation of a set of measures aimed at creating and implementing competitive domestic technologies based on the latest scientific achievements and ensuring the production of highquality medicines and diagnostics for veterinary use.
