Performance evaluation system to support the coordination of bidding processes management in a University Hospital

Purpose: The purpose of this research is to structure a model to support the management of the Coordination of Bidding Processes at the Professor Polydoro Ernani de São Thiago University Hospital of Universidade Federal de Santa Catarina (Federal University of Santa Catarina). The main purpose is to build, in its manager, knowledge about the management context, allowing the visualization of the aspects deemed as necessary and sufficient to be taken into account in this process.
 Methodology: The Multicriteria Decision Aid - Constructivist (MCDA-C) methodology is used to structure a specific performance evaluation system considering the particularities of the context and its manager. Thus, the research uses a qualitative approach with primary data collection, in the form of a case study, based on interviews with the manager of the Coordination.
 Results: The structuring of the system allows the development of a hierarchical structure of value and qualitative performance indicators. The development of performance indicators enables the effectively monitoring of activities developed by the sector, leading to efficient management and better application of public resources. It also allows the visualization of aspects at compromising, market and excellence levels, highlighting the relevant factors for management.
 Contributions of the Study: The study contributes to filling the demonstrated gap based on the analysis of the literature on the topic. The system is considered to provide the manager with specific information to make decisions and promotes a discussion, not yet found in the literature, regarding the use of constructivist approaches for the bidding sector in a university hospital.

Evaluating the Performance of NIST’s Framework Cybersecurity Controls Through a Constructivist Multicriteria Methodology

This paper aims to show how creating a risk plan can be solved with the help of the constructivist multicriteria method. A case study using Multicriteria Decision Aid Constructivist (MCDA-C) was applied, with cybersecurity framework’s controls as a reference. The study was conducted in a large Brazilian bank in Brazil. The relevance of this work is the need to show that the application of multicriteria methods can be applied in the context of information security, which recommends the use of such methods to assist in risk analysis. The methodology used in this study was both quantitative and qualitative, obtaining primary data through brainstorming with decision-makers and forms answered by experts. The secondary data were obtained through the Framework for Improving Critical Infrastructure Cybersecurity, created by NIST - the National Institute of Standards and Technology of the United States. The problem was structured according to the constructivist method, and the data collected were processed and calculated. The study concluded that the category of Security Continuous Monitoring controls stood out compared to other categories. It also shows the importance of applying the constructivist method for the management of cyber risks by unravelling a problem and providing a basis for decision making. Our work contributes to a better understanding of risk management, encouraging the adoption of the constructivist method as a form of risk management best practice.

Management Support Model for Information Technology Outsourcing

This study deals with the problem of outsourcing management, presenting a structure to support decision-making on effective information-technology outsourcing and highlighting the advantages and disadvantages that must be addressed. Since the study involves multiple variables, partially defined and conflicting objectives, and the will of decision-makers to broaden their understanding of the impact of decisions, the study used the multicriteria decision aid constructivist method to lead data collection and analysis. The chief results presented are: (i) a structured appraisal arranged by 8 strategic objectives and 107 performance indicators; (ii) the strengths and weaknesses of the status quo; and (iii) a process diagram for generating improvements. To ensure presentation of scientific and practical recognition in accordance with the constructivist path, the epistemological view adopted meets the scientific and practical requirements to ensure validity, legitimacy, and effectiveness of a model to support a decision-making process in a practical environment.

Organizational knowledge retention management using a constructivist multi-criteria model

Purpose The purpose of this paper is to support the management of organizational knowledge retention through a multi-criteria decision aiding–constructivist model. Design/methodology/approach This exploratory and descriptive case study presents a decision support model guided by the constructivist approach and proactive in its operationalization. Findings The objectives and concerns of decision-makers regarding the retention of organizational knowledge are identified and organized into six strategic areas of concern, namely, recognition, knowledge dissemination, organizational culture, succession of professionals, management of vulnerability origins and knowledge management; a multi-criteria model is constructed and operationalized by a cluster of cardinal scales, showing and measuring the status quo of the performance profile, both in a local and global way, to support the management of the organization's knowledge retention; activities are classified into three performance levels (compromising, competitive and excellent), supported by graphical and numerical evidence; and the process to generate actions to improve the performance of critical activities and create the conditions to maximize the results of the organization is illustrated. Practical implications Based on the model, decision-makers are now aware of the essential aspects to support knowledge retention management, enabling them to monitor the current situation and proactively respond to ensure that the current knowledge potential is maintained and exploited. Originality/value Use of a constructivist approach to support the management of knowledge retention, incorporating into the model the specifics of the context and the values of its managers, and thus giving it legitimacy.

Apoio à decisão aplicado à seleção dos requisitos para certificação de incubadoras de base tecnológica no Cerne 2

O Cerne é um modelo de gestão para incubadoras que adota práticas dentro de processos-chave associados a níveis de maturidade (Cerne 1 ao 4) direcionados a melhoria contínua. Neste contexto, este artigo objetiva apresentar a aplicação da Metodologia Multicritério de Apoio à Decisão Construtivista – MCDA-C no estabelecimento e ranqueamento de ações prioritárias para a implementação de práticas do Cerne 2 na Incubadora Tecnológica (INTEC). Para tal, foram aplicados dois questionários para gestores da incubadora. No primeiro são respondidos, por meio de escala Likert, níveis de concordância quanto ao atendimento de requisitos para definir prioridades entre práticas-chave. O segundo compara pares de requisitos ranqueando-os com auxílio do software MacBeth. Em seguida, procedeu-se à análise numérica dos dados obtidos nos questionários, estabelecendo a ordem de prioridade no tratamento de requisitos do Cerne 2. Por fim, observa-se necessidade de maior atenção para requisitos de registro de atividades e menor para utilização de indicadores.

AVALIAÇÃO DE DESEMPENHO MULTICRITÉRIO DA RELAÇÃO UNIVERSIDADE EMPRESA: ESTUDO DE CASO EM UMA UNIVERSIDADE PÚBLICA

A presente pesquisa objetiva construir um modelo de avaliação de desempenho da relação da Universidade Tecnológica Federal do Paraná - Câmpus Pato Branco com as Empresas, por meio da Metodologia Multicritério de Apoio à Decisão Construtivista. O estudo caracteriza-se como estudo de caso, de natureza exploratória. Para coleta de dados utilizou-se entrevistas e análise documental. Entre os principais achados identificou-se 53 indicadores. Conclui-se que o instrumento de avaliação de desempenho desenvolvido é útil para auxiliar o gestor no gerenciamento das atividades, pois se considerou as particularidades do contexto e contribuiu para a ampliação dos conhecimentos do decisor.

Developing criteria for performance assessment in municipal solid waste management

Abstract Sustainable development is being approached as new economic paradigm that establishes a general context for organizations and institutions develop their strategies and processes. This is particularly true for public administration, where a change process is being taking place towards the development of sustainable and smart cities. Complex operations networks and closed-loop supply chains define structures for managing the flow of materials, energy and information. This paper addresses the problem of managing solid waste in small cities, and based on an in depth case study that is used to illustrate the application of a performance measurement assessment exercise. The development of the assessment model is based on an adaptation of the methodology for Multi-criteria Decision Aid – Constructivist (MCDA-C), that allows the comparison of the proposed strategic objectives for solid waste management and the available performance information. Experts play an important role in aligning objectives with the performance measurement system, as the performance indicators could be objectively defined, and integrated to the assessment model, which produces at the end a global score that could be used for benchmarking, particularly for tracking the evolution over the years. The model is applied in the context of a small city that formally addresses sustainability in its institutional strategic plan. The model is tailor-made for the application case, and it is verified that the sustainability index for assessing the solid waste management obtained a score of 30.5 points, considering as reference the anchorage of intervals with performance Neutral 0 (zero) points and Good” 100 (one hundred) points. It is identified objective opportunities for improvement in areas associated to governance and operational efficiency. It could be concluded that the performance assessment of the municipal solid waste management becomes an important element to ensure compliance, and to realize the sustainability strategy plan. Besides that, it provides information to control and an integrated management of the key performance dimensions, mainly due to the identification of factors that connect measures to diagnosis and improvement processes. Based on a case study, a performance assessment could take place and shows its value to the practice of municipal solid waste management.

Multicriteria decision aid tool for the operational management of an industry: a constructivist case

The objective of this work is to construct a performance evaluation model to provide support to a production director in the management of the productive operations of a furniture industry. In this sense, we sought through the Multicriteria Decision Aid Constructivist Methodology (i) to identify the factors considered important by the production director for evaluating the performance of productive operations, (ii) to measure each criterion of performance evaluation, (iii) to integrate the criteria to allow the evaluation of organizational performance at the tactical and strategic levels and (iv) to develop a process to manage the actions of productive operations improvement.As a research result we have a performance evaluation model for supporting the management of the productive operations. We conclude that the MCDA-C allowed for building the knowledge of the decision-maker on how to identify and measure the critical variables and manage the performance of the productive operations.

Avaliação multicritério de desempenho: o caso de um Tribunal de Justiça

A pesquisa desenvolveu um modelo de avaliação de desempenho alinhado aos interesses do gestor público e com o propósito de apoiar suas decisões. O contexto pesquisado corresponde a um setor administrativo e estratégico do Tribunal de Justiça de Santa Catarina (TJSC). A Metodologia Multicritério de Apoio à Decisão Construtivista (MCDA-C) foi o instrumento de intervenção adotado para a obtenção e análise dos dados, por possibilitar construir conhecimento no decisor a respeito do contexto que se propõe avaliar, a partir de sua prória percepção. Como resultados do estudo destacam-se: (i) o desenvolvimento de um modelo de avaliação de desem­penho específico; (ii) a evidenciação de quatro Pontos de Vistas Fundamentais (PVF); (iii) a construção de seis descritores para o PVF “Gestão Interna”, que abrangem aspectos compreendidos pelo decisor como relevantes sobre o tema; (iv) após a aferição do status quo dos indicadores, a identificação de que um dos indicadores da PVF “Gestão Interna” mereceria atuação premente; (v) a verificação de que o modelo construído permite subsidiar o gestor no processo de tomada de decisão no tocante à gestão do desempenho de seu setor; (vi) a viabilidade de replicar o procedimento para construção de modelo próprio para os demais setores que compõem o Tribunal de Justiça de Santa Catarina (TJSC).

SOPHISTICATION IN THE USE OF BUDGETING PRACTICES

Previous studies regarding the budgeting practices topic seek to conduct surveys about what budgeting practices are used by companies, but there is no initiative to indicate which of them can be best suited. This paper aims to construct a model to assess the level of sophistication of the budgeting practices of companies. To build the model, we used MCDA-C (Multicriteria Decision Aiding - Constructivist) methodology. We developed the model with the use of a value function for conversion of the scale, the method of the Direct Score was used. The model enables the demonstration of the sophistication level in the use of surveyed budgeting practices as well as for comparisons between research in different countries and industries. Using an instrument from another area of knowledge, the model contributes to measure the sophistication level of budgeting practices used.

Modelo multicritério de apoio à decisão construtivista para avaliação de desempenho do trade marketing: um caso ilustrado no setor farmacêutico

Desde sua introdução, no início dos anos 1990, o conceito de trade marketing tem ocupado relevante papel nas empresas e em seus canais de distribuição, tendo como foco a consolidação da estratégia de marketing no ponto de venda. Na prática, um dos principais limitantes de seu uso mais generalizado tem sido a ausência de instrumentos gerenciais que permitam visualizar as consequências do trade marketing nos objetivos da organização. Dentro desse contexto, este trabalho expõe o emprego da metodologia multicritério de apoio à decisão construtivista como instrumento de intervenção no estudo de caso realizado em uma indústria farmacêutica, com o objetivo de desenvolver um modelo personalizado de avaliação para auxiliar a gestão de trade marketing por meio da identificação, organização, mensuração, e integração dos fatores considerados pelo gestor como necessários e suficientes para sua gestão. O processo de construção do modelo ocorreu de forma interativa por meio de entrevistas com os decisores. O modelo construído permitiu aos executivos incorporarem aspectos singulares da empresa e do ambiente, ampliando as possibilidades de avaliação de desempenho do trade marketing organizacional.

An Analysis on the Web Portals of the Municipalities Comprising the Regional Development Bureau of Joinville (SC), Based on a Multicriteria Decisionmaking Model

The present work seeks to evaluate the level of transparency demonstrated by the online portals of city governments that make up the Regional Development Bureau –RDB– of the municipality of Joinville, in the State of Santa Catarina, Brazil, employing a mixed quali-quantitative approach to the research problem. The study being of exploratory and descriptive character, the model proposed by Nunes (2013) was used, which was developed by way of an application of the Multicriteria Decision Aid – Constructivist (MCDA-C) methodology. The results showed, in general, a low level of transparency in the web portals of the municipalities analyzed, with an average of two points. In synthesis, the comprehensive evaluation of each municipality indicated that 50% of them do not disclose that which is required by Brazilian legislation. The positive standout among the sample is the City of Joinville, which showed the highest level of transparency with 29 points; conversely, the City of Balneario Barra do Sul stood out in a negative light, with the lowest score, at -12 points. The application of the Nunes (2003) model as well as comparisons with the results of previous studies made evident several contrasts in the level of transparency of municipal web portals from different regions of the state, while also demonstrating the potential of the same for continued evaluation of the level of transparency of the web portals and its capacity for suggesting steps for enhancing them.

Desenvolvimento de produtos usando a abordagem MCDA-C

O objetivo do presente trabalho consiste em construir um modelo para auxiliar a gestão do desenvolvimento de produtos de uma empresa de eletrodomésticos. Trata-se de um estudo de caso, exploratório e de natureza prática, que segue uma abordagem quali-quantitativa. Os dados para estruturação do problema foram coletados diretamente com o gestor do departamento de cocção e em documentos internos da empresa. O instrumento de intervenção utilizado foi a Abordagem Multicritério de Apoio à Decisão Construtivista (MCDA-C), que permitiu ao gestor desse contexto visualizar os critérios que devem ser considerados em um processo de avaliação de fogões, bem como permitiu a mensuração ordinal e cardinal do desempenho dos fogões de mesa, auxiliando assim nas decisões de elaboração de projetos de desenvolvimento e aprimoramento desses produtos. Para facilitar o entendimento deste artigo, os autores optaram por dar foco a um dos critérios do modelo: a usabilidade.

The effectiveness of multi-criteria decision aid methodology

Purpose – The innovation expected by clients is identified as a business success factor of industrial companies in the current decade and the accountability of it is primarily attributable to Research and Development (R&D), which makes it a strategic topic for studies on the decision-making process. In light of this, the purpose of this paper is to present a decision aiding methodology used to support R&D management in the technology-based company, specialised in refrigeration solutions and world leader in the hermetic compressor market. Design/methodology/approach – It is an exploratory study and has deductive-inductive logic and uses a quail-quantitative approach. It uses the Knowledge Development Process Constructivist (ProKnow-C) to systemically revise the literature surrounding the theme in order to identify research opportunities in the subject and adopts the Multi-Criteria Decision Aiding Constructivist (MCDA-C) methodology as an instrument of organisational performance evaluation to fulfil the research opportunities identified. Findings – In the theoretical aspect, this research fulfilled the opportunities observed in recent and qualified literature about R&D performance evaluation. The paper also offers practical implications for the performance evaluation in R&D, since the methodology allowed the R&D manager to build knowledge to understand the consequences of his decisions in the criteria deemed important by himself. Originality/value – The importance of this work covers academic and practical interests, as it documents the application of MCDA-C and increases knowledge concerning R&D management, whilst developing a recurrent tool of decision aiding in the context of the company studied.

Avaliação de desempenho dos municípios brasileiros a partir da implantação do PMAT, fundamentado na metodologia MCDA-C

Since 1997, the Federal Government has offered Brazilian cities, through BNDES, the Tax Administration Modernization Program – PMAT that releases funds with special terms of payment. The purpose of the Program is to enable cities to achieve greater financial autonomy by modernizing their tax administration and strengthening their own revenue. In light of the volume of investment at the disposal of the cities, it becomes necessary to implement measures to monitor and control the results of the application of PMAT funds. The objective of this research is to build a model of performance evaluation for municipalities that implemented the PMAT, based on Multicriteria Decision Aid Constructivist - MCDA / C, where it intends to: i) identify the criteria required by the PMAT to enable municipalities municipal ii) develop the structure of the model performance evaluation, iii) identify a set of descriptors (indicators) focusing on the results of PMAT. To achieve the research objectives was conducted an exploratory study with a qualitative / quantitative. Data were collected through semi-structured interviews. The research results have to structure a model for evaluating the performance of the PMAT, containing 68 descriptors (indicators) linked the 14 fundamental views, organized into four areas of interest. The model contributes to the improvement of municipal public management, generating subsidies for the process of decision making.

ESTRUTURAÇÃO DE UM MODELO DE AVALIAÇÃO DE DESEMPENHO PARA A GESTÃO DO CURSO DE CIÊNCIAS CONTÁBEIS DA UNIVERSIDADE TECNOLÓGICA FEDERAL DO PARANÁ

A review of the literature reveals the need to structure a Performance Assessment model for the internal management of higher education courses. In this context, the aim of this research was to structure a Performance Assessment model for the Accountancy program at Universidade Tecnológica Federal do Paraná that integrates the internal and external assessment perspectives, using the Multicriteria Decision Aid Constructivist (MCDA-C). To respond to the research objectives, an exploratory research was undertaken, including the application of a case study. Based on the structured model, the following were identified: (i) three large areas that correspond to the general course performance: Teaching, Research and Community Services; (ii) eight Fundamental Viewpoints, four for teaching (teaching staff, infrastructure, internal processes and curriculum), two for research (scientific production and scientific dissemination) and two for community services (external projects and external partnerships); and (iii) 84 performance indicators to be considered in Performance Assessment in this context. In conclusion, an assessment model could be structured to respond to the particularities of the Accountancy program.

Modelo multicritério de apoio à decisão construtivista no processo de avaliação de fornecedores

O presente trabalho tem como objetivo geral avaliar os fornecedores de equipamentos mecânicos de uma empresa de engenharia e, com isso, viabilizar o aumento da competitividade da organização. Para isso, utilizou-se a metodologia multicritério de apoio à decisão construtivista (MCDA-C), a qual compreende as seguintes etapas: i) Estruturação; ii) Avaliação; e iii) Recomendações. A aplicação dessa metodologia permitiu construir conhecimento acerca do contexto abordado considerando, nesse sentido, seus aspectos mais importantes, e suportar a tomada de decisão. A importância deste trabalho alicerça-se na poderosa ferramenta deixada como legado aos envolvidos diretamente no processo (empresa de engenharia e fornecedores); nas melhorias consequentes em toda a cadeia de infraestrutura do Brasil, assim contribuindo para o desenvolvimento nacional; e no enobrecimento e extrapolação da fronteira do conhecimento teórico e prático na grande área de avaliação de desempenho.

Modelo de avaliação de desempenho de fogões com foco em ergonomia, utilizando o método MCDA-C

Este artigo apresenta uma aplicação do método Multicritério de Apoio à Decisão Construtivista (MCDA-C) em uma situação de avaliação de desempenho de fogões. Utilizando técnicas de estruturação de problemas, o MCDA-C permitiu aos decisores deste contexto visualizar os critérios que devem ser tidos em conta num processo de seleção de fogões, auxiliando assim nas decisões de elaboração de projetos de desenvolvimento de produtos, bem como permitiu a mensuração ordinal e cardinal do desempenho dos fogões. A apresentação do estudo de caso deste trabalho irá utilizar como exemplo a área de ergonomia dos fogões.

PROPOSTA DE UM MODELO DE AVALIAÇÃO DE DESEMPENHO PARA APOIAR DECISÕES DE INVESTIMENTO EM EMPRESAS DA BOVESPA: A PERSPECTIVA DA MCDA-C

O presente artigo objetiva desenvolver um modelo de avaliação de desempenho econômico-financeiro com o fim de apoiar decisões de investimento em empresas participantes da BOVESPA. Este estudo exploratório é guiado pela seguinte questão de pesquisa: Como integrar as percepções de um decisor em um modelo de avaliação de desempenho com vistas a apoiar a seleção de empresas a investir? Apresenta-se a contribuição da Metodologia Multicritério de Apoio à Decisão - Construtivista (MCDA-C), no sentido de levar em consideração a percepção do investidor na construção do modelo de avaliação e integrar os diversos indicadores para que se possa fazer uma avaliação global de desempenho. O modelo foi aplicado em uma sociedade anônima – Positivo Informática S.A., gerando como resultado global um desempenho de 7 pontos em 2006 e 20 pontos em 2007, o que foi considerado um desempenho pouco competitivo, haja vista que um bom desempenho equivale a 100 pontos. Conclui-se que a Metodologia Multicritério de Apoio à Decisão - Construtivista (MCDA-C) pode auxiliar na avaliação de desempenho econômico-financeiro por meio da integração dos indicadores e fornecer informações úteis para que o investidor possa tomar a decisão que melhor represente suas percepções.

A metodologia multicritério de apoio à decisão construtivista para a identificação eavaliação de habilidades para o setor de estamparia têxtil

Neste artigo, será apresentado o estudo de caso realizado em um setor produtivo de estamparia têxtil, objetivando a elaboração de uma sistemática construtivista para identificar, avaliar e desenvolver habilidades e competências dos colaboradores deste setor. O construto teórico vale-se de uma abordagem acerca das habilidades e competências, sob o viéis organizacional, mais especificamente no chão de fábrica. Foi aplicada a Metodologia Multicritério de Apoio à Decisão – Construtivista (MCDA – C) para gerar conhecimento sobre o problema em questão e construção da proposta. Os procedimentos adotados na construção da metodologia foram: pesquisa documental e bibliográfica, aliadas à pesquisa de campo, por meio de entrevistas semi-estruturadas. Por meio deste estudo, exploratório e empírico, foi possível gerar um entendimento, que não havia antes, acerca dos elementos influenciados pelas habilidades e competências no setor em questão. O estudo identificou 67 critérios relevantes e que avaliam o desempenho atual, em relação ao desempenho esperado, onde foi verificado que o desempenho atual está bem abaixo do esperado, segundo a metodologia, está com um desempenho de 10 pontos em uma escala de zero a cem. O estudo conta também, com algumas recomendações e análise de sensibilidade a alterações hipotéticas, no desempenho de alguns critérios.Palavras-chave: Metodologia multicritério de apoio à decisão (MCDA-C); Gestão por competências; Habilidades; Setor têxtil.
