Abstract: “Moral creativity “ is defined in terms of vision, efficacy, and responsibility. These are defined in relation to acts of unusual moral responsibility and to ordinary moral action. It is argued that there is a large overlap between moral action—especially in the public domain—and citizenship, and that education for citizenship should take account for this. The recent National Curriculum Council (NCC) document, which acts as a blueprint for citizenship education in British schools, is discussed in light of these issues and its limitations considered. The NCC document is compared with an alternative, informal document relating to “Green”; issues and children's potential for action in this area.
