Marine protected areas and fishing community well-being: An example from statewide socioeconomic monitoring of the California MPA network

As marine protected areas (MPAs) continue to proliferate as an ocean conservation tool, it is important to understand their socioeconomic outcomes, both in the short-term following implementation and in the long-term as they become a more permanent part of the ocean landscape. This paper presents results from an effort to conduct long-term socioeconomic monitoring of commercial fishing communities in relation to California's statewide MPA network, which was fully implemented in 2012 and consists of 124 MPAs covering 16% of state waters. To assess commercial fishing community perceptions of well-being and outcomes from the MPA network, we held virtual focus groups in 18 major port-based commercial fishing communities across California with a total of 85 participants from 2020 to 2021. Focus groups had both quantitative and qualitative components, with participants rating their fishing community and engaging in discussions on topics related to their environmental, economic, and social well-being and MPA outcomes. Results revealed that perceptions of fishing community well-being varied throughout the state, but were overall low. Key areas for improvement included recruitment and retention of participants in the fishing industry, availability and maintenance of key fishing infrastructure, and access to harvestable resources. Fishing community perceptions of the management and outcomes from the MPA network were overwhelmingly low across the state with little variation. Common reasons for participant dissatisfaction included perceptions of negative ecological and livelihood outcomes from the MPAs and a perceived lack of clear MPA management goals in addition to poor communication of those goals. Overall findings highlight the value of collecting community well-being data in coordination with long-term socioeconomic MPA monitoring to understand the greater context in which MPAs are received. A well-being approach to socioeconomic MPA monitoring also broadens policy pathways that could help improve outcomes from and beyond MPAs to support overall fishing community health.

Enhancing climate change planning and adaptive management in marine protected areas through targets, thresholds, and social-ecological objectives

Marine Protected Areas (MPAs) are being deployed globally to protect the Earth’s biodiversity in rapidly changing oceans. Nesting climate change considerations within adaptive MPA management and monitoring is becoming a more common approach, and while climate change is increasingly addressed in MPA planning, implementation gaps remain. This study applied the climate robustness index (CRI) to MPA monitoring plans to assess how climate change is outlined within site- and regional-level plans. Previously developed to assess MPA management plans, the CRI scores plans based on their degree of incorporation of climate change adaptation principles, including core elements of adaptive management. We supplemented our CRI findings for monitoring plans by associating index scores of MPAs in the United States with selected MPA traits, as well as by examining specific physical, ecological, and sociological climate change impacts that were being considered within the monitoring scope of a subset of monitoring plans. We found considerable gaps in actionable targets and thresholds in MPA monitoring plans, consistent with a previous study evaluating MPA management plans, demonstrating that the adaptive management cycle is incomplete in many cases. We consider the importance of completing the adaptive management cycle as a core climate adaptation strategy, and explore the roles of social-ecological objectives and local partnerships as avenues to continue to improve MPA outcomes in a changing world.

Correspondence among multiple methods provides confidence when measuring marine protected area effects for species and assemblages

Abstract Marine protected areas (MPAs) have become a popular tool utilised across global oceans to achieve a variety of conservation goals. Because the reasons for MPA implementation can differ, it is imperative that resource managers design and execute management strategies that allow them to effectively assess MPA performance relative to the goals they set. We compared three MPA monitoring techniques commonly utilised to survey groundfish populations across different depth strata of temperate rocky reef habitat: underwater visual census (0–20 m), scientific hook and line fishing (10–50 m) and baited remote underwater video (30–100 m). We compared the strength and direction of standardised metrics, including response ratios, diversity indices and community structure, examining results through the lens of MPA performance. While each of our monitoring techniques detected similar MPA effects on groundfish biomass and density aggregated across species, MPA effects for individual species varied across methods. Each technique was shown to survey distinct groundfish community assemblages with varying levels of species diversity and richness. Synthesis and applications. While each technique was found to measure similar general trends in marine protected area (MPA) performance over time, we found compelling evidence that the utilization of multiple techniques allows managers to create the most comprehensive, effective and inclusive MPA monitoring regimes.

Monitoring benthic habitats in English Marine Protected Areas: Lessons learned, challenges and future directions

Thousands of Marine Protected Areas (MPAs) have been designated around the globe to conserve benthic habitats, following the adoption of Convention on Biodiversity Aichi Target 11 and widespread endorsement of the ‘30by30’ initiative. When designed and managed effectively, MPAs can enrich biodiversity, enhance ecosystem services and regulate stakeholder access. High quality dedicated monitoring programmes are essential to determine MPA effectiveness at the correct spatial and temporal scales; however, such programmes can be fraught with complexities and many MPAs have not yet implemented them following designation. There is, therefore, a clear need and opportunity for scientists to share and draw on collective experiences to help reduce barriers to successful MPA monitoring. This study synthesises lessons learned and challenges encountered in the English MPA monitoring programme, reflecting on solutions and future directions. Twenty-three MPA monitoring reports were reviewed and the key findings were extracted. The majority were centred around the need to consider monitoring approaches at the scale of each individual MPA, rather than adoption of generic ‘one-size-fits-all’ practices. Various challenges were found to be inherent, whilst some were prioritised for further development: MPA-scale measures of condition, fishing activity data, seabed imagery acquisition and analysis, DNA technologies, habitat mapping, and ecosystem approaches to MPA monitoring. This study highlights the benefits of strong multi-disciplinary partnerships for addressing the complex issues encountered in MPA monitoring programmes. We endorse further studies, technical advancements and a more holistic ecosystem approach to understanding human impacts on the benthos, thus optimising MPA management and positive conservation outcomes.

Transforming marine monitoring: Using eDNA metabarcoding to improve the monitoring of the Mediterranean Marine Protected Areas network

The creation of Marine Protected Areas (MPAs) is central to the European Union’s strategy for protecting and restoring marine environments. However, current research indicates that monitoring of MPAs is insufficient to ensure their protective role. In response, the European Commission encourages the development and adoption of more effective monitoring tools for MPAs. Environmental DNA (eDNA) methods may serve this function, but their use in MPA monitoring and management remains relatively unexplored. The current study addresses this gap by examining the potential for eDNA to enhance monitoring within Mediterranean MPAs, where monitoring challenges are especially severe. We addressed the gap by synthesizing the results of two analyses. First, a systematic literature review examined existing applications of eDNA metabarcoding to monitor marine habitats. From the experiences documented in the reviewed literature, we applied a SWOT analysis (a framework used to identify and analyze strengths, weaknesses, opportunities and threats) to assess the tool’s appropriateness for EU monitoring requirements. Second, we probed the tool’s suitability for Mediterranean MPAs with a questionnaire on monitoring and other challenges completed by the managers of 29 MPAs in the region. The findings of our SWOT analysis demonstrated that when compared to conventional monitoring methods, eDNA frequently outperformed them or acted as a crucial supplement. We also found that eDNA is suitable for most criteria set forth in EU requirements. Our questionnaire revealed monitoring strategy limitations that eDNA approaches may alleviate. Still, eDNA approaches do have drawbacks which may jeopardize its accuracy and sufficiency. Incorporating eDNA monitoring methods has great potential to enhance protection efforts in MPAs in the Mediterranean and elsewhere. Their successful adoption will require improved coordination among stakeholders and current, comprehensive, and customized recommendations for MPA managers. This will improve the overall functioning of MPA networks and thus support the role of MPAs in safeguarding vulnerable marine environments.

Biomass accrual benefits of community-based marine protected areas outweigh their operational costs

The costs and benefits of customary top-down Marine Protected Areas (MPAs) have been studied at length. But the costs and benefits of community-based MPAs –an increasingly common tool in conservation and fisheries management– remain understudied. Here, we quantify the operational costs of maintaining community-based MPA monitoring programs in nine small-scale fishing communities in Mexico. We then compare these costs to the potential extractive use value of invertebrate and fish biomass contained in the reserves. We find that the annual monitoring costs (median: 1,130 MXN/ha; range: 23-3,561 MXN/ha) represent between 0.3% and 55% of the extractive use value of the biomass contained in the reserves (median: 21.31 thousand MXN/ha; 5.22 - 49/12 thousand MXN/ha). These results suggest that the direct monetary benefits of community-based marine conservation can outweigh the costs of monitoring programs, providing further support for these types of management schemes. While further research should explore other mechanisms that would allow fishers to leverage the non-extractive use value of reserves (e.g., tourism) or the non-use value (i.e. existence value of biodiversity) to sustainably finance their conservation efforts, a stop-gap measure to ensuring long-term monitoring costs are covered might include limited extractive use of resources contained in the reserves.

A review of new and existing non-extractive techniques for monitoring marine protected areas

Ocean biodiversity loss is being driven by several anthropogenic threats and significant efforts are required to halt losses and promote healthy marine ecosystems. The establishment of a network of Marine Protected Areas (MPAs) can help restrict damaging activities and have been recognised as a potential solution to aid marine conservation. When managed correctly they can deliver both ecological and socio-economic benefits. In recent times, MPA designations have increased rapidly while many countries have set future MPA targets for the decades ahead. An integral element of MPA management is adequate monitoring that collects data to assess if conservation objectives are being achieved. Data acquired by monitoring can vary widely as can the techniques employed to collect such data. Ideally, non-destructive and non-invasive methods are preferred to prevent damage to habitats and species, though this may rule out a number of traditional extractive sampling approaches such as dredges and trawls. Moreover, advances in ocean observation technologies enable the collection of large amounts of data at high resolutions, while automated data processing is beginning to make analyses more logistically feasible and less time-consuming. Therefore, developments to existing marine monitoring techniques and new emerging technologies have led to a diverse array of options when choosing to implement an MPA monitoring programme. Here, we present a review of new and existing non-extractive techniques which can be applied to MPA monitoring. We summarise their capabilities, applications, advantages, limitations and possible future developments. The review is intended to aid MPA managers and researchers in determining the suitability of available monitoring techniques based on data requirements and site conditions.

MPA-FishMApp – A Citizen Science App That Simplifies Monitoring of Coral Reef Fish Density and Biomass in Marine Protected Areas

Monitoring changes in fish density and biomass inside marine protected areas (MPAs) through fish visual census (FVC) can determine if MPAs are achieving their goal of promoting fish population recovery. Simplified FVC methods have been developed for citizen scientists to enable them to monitor fish populations in MPAs. However, MPA monitoring programs led by local stakeholders remain rare and difficult to sustain due to technical barriers related to FVC data management. Here, we describe and evaluate a novel online app called MPA-FishMApp, which we developed to help stakeholders of MPAs that protect coral reefs in the Philippines efficiently store, analyze, and visualize FVC data. MPA-FishMApp is coupled to a simplified FVC method wherein the observer records only 21 reef fish species groups during surveys. The app provides a simple data entry interface, cloud storage, and algorithms to estimate fish density and biomass. Spatial and temporal trends in fish density and biomass can be instantaneously visualized in the app based on relative importance to fisheries. Field testing suggested that the MPA-FishMApp methodology (simplified FVC and app) is sensitive enough to detect qualitative patterns showing differences in density and biomass that may develop between MPAs and fished sites, especially in fishes that are highly important to fisheries. However, users must have sufficient training and experience in simplified FVC to produce reliable data. MPA-FishMApp may help reverse the lack of monitoring in MPAs across the Philippines and offers an accessible, transparent, and auditable venue for collaboration between citizen scientists and professional scientists.

Comparison of lethal and non-lethal age-based growth estimation methodologies to assess an endemic bay population of Atlantic cod (Gadus morhua)

The Gilbert Bay, Labrador, MPA (Marine Protected Area) was created in 2005 to protect a genomically distinct and locally adapted bay resident population of Atlantic cod (Gadus morhua) from commercial overfishing. Since then research showed that significant numbers of individuals migrate beyond MPA boundaries creating a concern that fishing continues to impact this endemic population. As part of research and MPA monitoring to assess the health of the protected cod population, lethal sampling of Gilbert Bay cod was conducted from 1998 to 2009 to gather length-at-age data from otoliths. Since then only non-lethal sampling methods were used so as to help conserve the protected population. This study was conducted to compare non-lethally (mark-recapture and length-frequency) obtained age and growth data with lethally (otolith-length-at-age) obtained data. The three methods produced similar results for the 1998 to 2009 period, and both of the non-lethal methods considered were consistent over the 20 year study, confirming their preference over lethal methods for this small endemic fish population.

Application of Omics Tools in Designing and Monitoring Marine Protected Areas For a Sustainable Blue Economy.

A key component of the global blue economy strategy is the sustainable extraction of marine resources and conservation of marine environments through networks of marine protected areas (MPAs). Connectivity and representativity are essential factors that underlie successful implementation of MPA networks, which can safeguard biological diversity and ecosystem function, and ultimately support the blue economy strategy by balancing ocean use with conservation. New “big data” omics approaches, including genomics and transcriptomics, are becoming essential tools for the development and maintenance of MPA networks. Current molecular omics techniques, including population-scale genome sequencing, have direct applications for assessing population connectivity and for evaluating how genetic variation is represented within and among MPAs. Effective baseline characterization and long-term, scalable, and comprehensive monitoring are essential for successful MPA management, and omics approaches hold great promise to characterize the full range of marine life, spanning the microbiome to megafauna across a range of environmental conditions (shallow sea to the deep ocean). Omics tools, such as eDNA metabarcoding can provide a cost-effective basis for biodiversity monitoring in large and remote conservation areas. Here we provide an overview of current omics applications for conservation planning and monitoring, with a focus on metabarcoding, metagenomics, and population genomics. Emerging approaches, including whole-genome sequencing, characterization of genomic architecture, epigenomics, and genomic vulnerability to climate change are also reviewed. We demonstrate that the operationalization of omics tools can enhance the design, monitoring, and management of MPAs and thus will play an important role in a modern and comprehensive blue economy strategy.

High‐resolution satellite imagery meets the challenge of monitoring remote marine protected areas in the Antarctic and beyond

AbstractRemote, high‐latitude oceans can prove challenging for the designation and implementation of marine protected areas (MPAs), partly due to issues in monitoring inaccessible localities and large spatial scales. A lack of protection combined with damage from growing human activities has contributed to the degradation of some of the Earth's richest marine biodiversity and highlights the urgent need to support improved marine conservation. High‐resolution satellite imagery (VHR; 0.3–0.6 m spatial resolution) provides a much‐needed tool for monitoring sentinel species in remote oceans, which would strengthen current and future MPA research and monitoring programs across the globe. This perspective specifies how recent advances in VHR studies have contributed to knowledge regarding occurrence, habitat suitability, and abundance of mesopredators in the Southern Ocean. We demonstrate how knowledge gained through VHR offers a cost‐effective and easily accessible method for collecting previously unobtainable data to inform a representative network of Southern Ocean MPAs, and how the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) could utilize this technology. As VHR and automated detection algorithms continue to improve, we showcase a promising opportunity to use these methods to complement current research and monitoring efforts, thus strengthening MPA efforts in the Southern Ocean and beyond.

Lobster reserves as a management tool in coastal waters: Two decades of experience in Norway

The positive effects of reduced fishing pressure in marine protected areas (MPAs) are now well documented globally. Yet, evidence of MPA benefits from long-term replicated before-after control-impact (BACI) studies and their usefulness in protecting target species are still rare, especially in northern temperate areas. Scientific rigor in the monitoring of MPAs is considered important for obtaining trust and compliance and can increase interest and enthusiasm for the benefits of marine conservation. Off the coast of southern Norway, a MPA implementation process started up in 2002. Based on comprehensive consultations with local fishers and managers, four experimental lobster reserves were appointed in 2004. Two years later (2006), the reserves came into effect as the Norwegian Directorate of Fisheries implemented regulations as a by-law of the Saltwater Fisheries Act that effectively banned all fixed gear. Long-term monitoring of the MPAs and adjacent control areas has enabled a rigorous scientific evaluation of the effects of these MPAs on lobster populations, including effects on density, growth, demography, behavior, and phenotypic diversity. As protection effects started to manifest, the lobster reserves attracted high public attention and were soon considered a credible supplement to traditional fisheries management. In the period from 2002 to 2021, more than 50 lobster reserves have been implemented in Norway. Here, we review the experiences since the lobster reserves were designated, implemented, and embraced by local communities in Norway, and over two decades have become an important tool for fishery management. Thoughts on the future of MPAs along the coast of Norway are discussed.

A decade implementing ecosystem approach to fisheries management improves diversity of taxa and traits within a marine protected area in the UK

AbstractAimEcosystem Approach to Fisheries Management has highlighted the importance of studying ecosystem functions and services, and the biological traits that drive them. Yet, ecosystem services and the associated benefits that they provide are rarely the motive for creating marine protected area (MPA). Therefore, many MPA monitoring projects do not explicitly study these functions and services or the underlying biological traits linked to them.LocationLyme Bay MPA, located in the SW of England, was established in 2008 to protect the reef biodiversity across a 206‐km2 area, which includes rocky reef habitats, pebbly sand and soft muddy sediments. Mobile demersal fishing was excluded across the whole site to allow the recovery of the reef habitats.MethodsUsing a combination of towed underwater video and Baited Remote Underwater Video Systems changes in diversity (taxonomic and trait), and traits affected by mobile demersal fishing were assessed in Lyme Bay MPA over 10 years.ResultsThere was a consistent increase in the number of taxa and the trait diversity they provide within the MPA as well as an increase in functional redundancy, which may increase community resilience to perturbations. Outside of the MPA there was an increase in the abundance of mobile species, while the MPA showed an increase in filter feeders.Main conclusionsThe MPA showed a trend towards more diverse and potentially resilient rocky reef habitats. This study constitutes a novel MPA assessment using multiple sampling methods to encompass a wide range of taxa. It also reinforces the importance of effective MPA monitoring, which has demonstrated changes in trait diversity and trait composition driven by changes in taxonomic diversity.

Self-financed marine protected areas

Marine protected areas (MPAs) are an important tool for conservation but can be victims of their own success—higher fish biomass within MPAs create incentives to poach. This insight underpins the finding that fishing persists in most MPAs worldwide, and it raises questions about MPA monitoring and enforcement. We propose a novel institution to enhance MPA design—a ‘Conservation Finance Area (CFA)’—that utilizes leased fishing zones inside of MPAs, fed by spillover, to finance monitoring and enforcement and achieve greater conservation success. Using a bioeconomic model we show that CFAs can fully finance enforcement, deter illegal fishing, and ultimately maximize fish biomass. Moreover, we show that unless a large, exogenous, and perpetual enforcement budget is available, implementing a CFA in a no-take MPA would always result in higher biomass than without. We also explore real-world enabling conditions, providing a plausible funding pathway to improve outcomes for existing and future MPAs.

Benefits beyond 'features': Cooperative monitoring highlights MPA value for enhanced seabed integrity

The global marine environment has seen recent rapid growth in Marine Protected Areas (MPAs). In UK (English) waters, MPAs incorporate Special Protection Areas (SPAs), Special Areas of Conservation (SACs) and Marine Conservation Zones (MCZs), each with specific conservation objectives. In accordance with legislation, the UK has adopted a feature-based approach to MPA designation and monitoring, whereby protection of listed species and habitats are prioritised. The Eddystone Reef (part of the Start Point to Plymouth Sound and Eddystone SAC, South West UK) is designated solely for its reef features. The reef is at high risk from fisheries, particularly bottom-towed fishing gear. On 1st of January 2014 bottom-towed fisheries were prohibited within designated areas of the reef. In this study, images from drop-down camera surveys were analysed to quantitatively assess patterns in diversity and abundance of benthic fauna on reef and mixed substratum habitats that are closed, and remain open, to bottom-towed fisheries. Coarse sediments in areas closed to bottom-towed gear supported a greater abundance of sessile, upright, slow growing species (e.g. pink sea fans, ross coral, branching sponges) than were present in areas still actively towed over. Coarse sediments open to bottom-towed gear had greater abundances of motile, scavenging or opportunistic species. This study highlights the potential for positive conservation benefits beyond the traditional feature-based approach to MPA designation and monitoring. Further conservation gains could be made by reducing fragmentation of protected habitats and by increasing area coverage of statutory controls on bottom-towed fishing in already designated MPAs.

In situ Growth Rate Assessment of the Hexactinellid Sponge Asconema setubalense Using 3D Photogrammetric Reconstruction

We describe the first application of a non-invasive and novel approach to estimate the growth rate of Asconema setubalense (Porifera, Hexactinellida) through the use of 3D photogrammetric methodology. Structure-from-Motion techniques (SfM) were applied to videos acquired with the Politolana ROTV in the El Cachucho Marine Protected Area (MPA) (Cantabrian Sea) on three different dates (2014, 2017, and 2019) over six years. With these data, a multi-temporal study was conducted within the framework of MPA monitoring. A complete 3D reconstruction of the deep-sea floor was achieved with Pix4D Mapper Pro software for each date. Having 3D point clouds of the study area enabled a series of measurements that were impossible to obtain in 2D images. In 3D space, the sizes (height, diameter, cup-perimeter, and cup-surface area) of several A. setubalense specimens were measured each year. The annual growth rates recorded ranged from zero (“no growth”) for a large size specimen, to an average of 2.2 cm year–1 in cup-diameter, and 2.5 cm year–1 in height for developing specimens. Von Bertalanffy growth parameters were estimated. Taking into account the size indicators used in this study and based on the von Bertalanffy growth model, this sponge reaches 95% maximum size at 98 years of age. During the MPA monitoring program, a high number of specimens disappeared. This raised suspicions of a phenomenon affecting the survival of this species in the area. This type of image-based methodology does not cause damage or alterations to benthic communities and should be employed in vulnerable ecosystem studies and MPA monitoring.

The impact of trammel nets as an MPA soft bottom monitoring method

With the global increase of marine protected area (MPA) implementation, the need for monitoring and the evaluation of their effectiveness becomes ever more important. Currently there is a severe lack of information about the protection effects of soft-substrate ecosystems. While many different methods have been established for the monitoring of hard-substrate ecosystems, most of these minimally invasive methods prove ineffective for soft- bottom habitats. Information and quantification of the impact of monitoring methods is needed to provide decision makers with the necessary knowledge to choose appropriate and feasible monitoring methods. In this study we quantify the impact of experimental trammel net fishing as a monitoring method of the soft-substrate demersal fish community using the Arrábida MPA (Portugal) as a case study. Over the 14 biannual sampling campaigns (between 2010 and 2019) 21,873 individuals and 5.61 tonnes of fish were caught. The gear is highly effective with an average catch per unit effort higher than reported for commercial fisheries in adjacent areas. When excluding the pelagic species, mortality rates are 41.2% and 30.4% in numbers and biomass, respectively. Most of the dead individuals belong to small, non-protected species with relatively little commercial value while MPA conservation target groups such as Soleidae and Rajidae have high survival rates. Due to its low size- and species-selectivity and the high survival rate of protected valuable species, the trammel net experimental fishing proved to be an effective monitoring method for soft-substrate demersal fish communities. Given their relatively low impact on the local ecosystem experimental trammel nets are a good alternative for areas where non-extractive methods are not effective. Nevertheless, quantification of the impact of other monitoring methods is necessary to enable the determination of the methods with the lowest mortality and impact for future soft-substrate MPA monitoring.

Assessing the Repeatability of Automated Seafloor Classification Algorithms, with Application in Marine Protected Area Monitoring

The number and areal extent of marine protected areas worldwide is rapidly increasing as a result of numerous national targets that aim to see up to 30% of their waters protected by 2030. Automated seabed classification algorithms are arising as faster and objective methods to generate benthic habitat maps to monitor these areas. However, no study has yet systematically compared their repeatability. Here we aim to address that problem by comparing the repeatability of maps derived from acoustic datasets collected on consecutive days using three automated seafloor classification algorithms: (1) Random Forest (RF), (2) K–Nearest Neighbour (KNN) and (3) K means (KMEANS). The most robust and repeatable approach is then used to evaluate the change in seafloor habitats between 2012 and 2015 within the Greater Haig Fras Marine Conservation Zone, Celtic Sea, UK. Our results demonstrate that only RF and KNN provide statistically repeatable maps, with 60.3% and 47.2% agreement between consecutive days. Additionally, this study suggests that in low-relief areas, bathymetric derivatives are non-essential input parameters, while backscatter textural features, in particular Grey Level Co-occurrence Matrices, are substantially more effective in the detection of different habitats. Habitat persistence in the test area between 2012 and 2015 was 48.8%, with swapping of habitats driving the changes in 38.2% of the area. Overall, this study highlights the importance of investigating the repeatability of automated seafloor classification methods before they can be fully used in the monitoring of benthic habitats.

Low-quality management of Marine Protected Areas in the North-East Atlantic

The effectiveness of a marine protected area (MPA) requires adequate management plans (MgPs), good management performance and effective governance. This study diagnosed management quality on 126 MPAs and 57 MgPs in four countries in the NE Atlantic Ocean (France, England, Spain and Portugal) by adapting the MPA Management Effectiveness Assessment Tool to assess management quality, and management effort, strengths and weaknesses. Despite the fact that these MPAs were, in 2013, on average 14-year old, fewer than 30% showed sufficient management capacity, 18% showed operational management, and only 3% showed effective management. Therefore, 70% could be considered unmanaged or “paper” reserves. Among their strengths, MPAs were in general well legislated in the four countries and had operational management bodies in France and England. However three key factors need to be improved in all countries: (i) periodic MgP updated; (ii) periodic MPA monitoring and assessment; and (iii) education and communication activities. Enforcement should be improved in England, France and Portugal; Portugal and Spain also need to improve the management body and England and Portugal the community participation.

Challenges of habitat mapping to inform marine protected area (MPA) designation and monitoring: An operational perspective

The UK has adopted a feature-based approach to MPA designation and monitoring to meet international and national obligations. Despite operational challenges, this approach is considered key to optimising conservation outcomes whilst making efficient use of limited resources. Drawing on lessons learnt from the UK's MPA Programme we discuss the practical issues which arise from: i) effective selection of conservation features identified as surrogates for biodiversity, ii) adequacy of feature representation across the MPA network and iii) implementation of quantifiable conservation objectives and ability to monitor progress in relation to them [4,5]. There is recognition that high-level feature surrogates adopted for MPA designation may not adequately represent the full range of biodiversity present across UK marine habitats, and several of these features are indiscernible using acoustic mapping techniques. This results in our inability to accurately map their distribution and extent. Additionally, monitoring progress in relation to conservation targets is hampered by a lack of reliable indicators to assess change in their ecological status. Recommendations for the optimisation of MPA designation and monitoring using a systematic, evidence based approach are provided. These include: 1) flexibility in feature classifications to allow additional features to be designated as required, 2) communication of limitations in the evidence base to enable informed use in adaptive management decisions, 3) use of innovative technologies to more accurately map habitat features and 4) development of wider UK and regional sea scale monitoring programmes which align with an ecosystem based approach to the ongoing assessment of marine biodiversity.
