The use of AI in the organization of local government work

The article discusses the use of AI in organizing the work of local governments. The competencies required for employees in the management field were identified to enable them to effectively interact with automated systems based on AI algorithms. The most popular types of AI are identified, which are already used in the work of municipalities in Ukraine and abroad. Promising areas for the use of AI in public administration were identified. The results of the current study made it possible to identify a wide practice of using AI in the field of municipal management and describe new opportunities for its implementation in the practice of local self-government bodies in Ukraine. The practical result of the study is a set of recommendations for improving the effectiveness of the use of AI in the organization of the work of local self-government bodies. The theoretical result was the identification of the main regularities in the use of AI algorithms and automated systems created on their basis in the professional activities of specialists in the field of municipal management. It is emphasized that the transition to the use of modern technologies and means of implementing managerial decisions at a qualitatively new level has already become one of the necessary tools for the effective work of local authorities

This study was conducted to reconstruct brief counseling into a structured module counseling from the perspective of post-modern philosophy. When dealing with newly emerging issues in modern society, the limitations of traditional counseling methods of exploring past experience and original family dynamics were examined, and the core theme of “alienation and isolation” that penetrate four areas of social relationships, family relationships, career & study, and self was extracted from the cases of brief counseling. In addition, the direction of counseling in modern society was divided into five factors of burnout society, attention economy, consumerism, structural &cultural violence, and rights of minorities from the perspective of post-modern philosophy, and the roles of counselors and questions performed at each stage were modularized by focusing on the progress of the present, past, and future sessions of brief counseling. In conclusion, the modern meaning and implementation method of brief counseling were combined with post-modern philosophy to present a highly efficient structured module, which was intended to be helpful to counselors who study and practice counseling.

JUSTIFICATION OF THE FEASIBILITY OF CREATING PROSPECTIVE AIR TARGETS BASED ON LUNEBERG LENSES

To support the units and parts of the air defense of the Ground Forces in constant combat readiness to perform combat missions, it is necessary to conduct combat firing, including during military exercises, with personnel using combat weapons against modern air targets. Air targets imitate real existing modern means of air attack of the enemy, as well as false targets during combat operations. The article substantiates the feasibility of creating promising air targets based on unmanned aerial vehicles using Luneberg lenses. A control algorithm for implementing a promising air target based on the Luneberg lens is proposed. It provides for the following procedures: collecting and processing data on the tactical and technical characteristics of enemy air attack weapons, existing Luneberg lenses, unmanned aerial vehicles and processing information on the means of simulating infrared radiation of air targets; selecting the nomenclature of real air targets to be imitated by air targets; lenses for simulating the effective scattering area of air targets; means of simulating infrared radiation of air targets and unmanned aerial vehicles to create an air target; layout of the air target and manufacture of a prototype; organization and testing of a prototype of the air target; formation of a solution for organizing the production of the air target; analysis of the efficiency of the organization of the production of the air target and a block for adjusting the solution.

Reconstruction of the structure of the gene network for a set of genes associated with the disease makes it possible to determine the effectiveness of diagnosis and therapy, and to study the possibilities of targeted drug effects on target genes. The study of Angelman syndrome, a hereditary disorder of the development of the nervous system by modern means of bioinformatics, involves the search for associated genes as targets for medicinal effects. Angelman syndrome is characterized by developmental delay, severe learning difficulties, ataxia, convulsive disorder, and changes in character and behavior. Based on database queries, a set of genes was built and the gene network of this disease was reconstructed (graphical representation). Gene ontologies for genes associated with Angelman syndrome are considered, their connection with hormones and the development of the nervous system is shown. The structure of the network is investigated, nodal genes are found, and their functional annotation is presented. Network clusters are highlighted. The technique of using online bioinformatics tools for the reconstruction of gene networks of rare and complex diseases is shown. A network of related diseases has been built for Angelman syndrome, and the role of the UBE3A gene has been described. Using the example of Angelman syndrome, the role of database integration for gene search for therapy is discussed.

Using Modern Conducting Approaches in the Performance of Classical Repertoire

The study aims to reveal the conducting techniques as a complex unified system. Its components are profoundly interconnected and have inherent functions, content and significance. The research methods chosen were a remote survey, assembly methods, analysis and comparison of the critical elements of the phenomenon called “the means of the conducting system in the 21st century”. The study has highlighted the importance of several modern principles of conducting. The study discovered a set of modern technical means of creating a performance: multimedia resources, software, modernised engineering equipment, and Internet communication tools. The dramaturgical plan of a piece of music is effectively implemented with their help, according to 81% of respondents. The crystallisation of the compositional structure based on modernised conducting tools is fully realised, as 85% of students say. The effect produced by the sound quality and a system of new gestures gazes, and articulation is best achieved, according to 89% of respondents. Prospects for further research in this area lie in the need to systematise modern conducting techniques when performing pieces of classical music and music of other styles, national schools, and eras.

Challenges of modern work environments and means of overcoming them in the context of psychosocial risk assessments

BackgroundModern work environments constitute an underrepresented part of psychosocial risk assessments at work. Little is known about whether there is an increased stress load at all and what possible improvements could be made in such a case.MethodsModern work environments were assessed in an online questionnaire in 33 companies across a period of more than 4 years. A total of 3431 employees participated in the study. Both quantitative and qualitative data was applied to obtain a differentiated picture.ResultsIncreased stress caused by modern work environments was an issue for around a third of the sample. 31.6% of the participants at least sometimes struggled to balance work and private life. Quite a few of the participants (36.3%) worked sometimes or more outside regular working hours. For 32.4% of participants, the workload has increased due to new technologies, but for 30.4% it has not. The majority (81.4%) feel they can work productively in home offices. The data from 178 completed free text fields on improving modern work environments from the employees’ perspective was analysed. Many named suggestions relate to improvements in time management.ConclusionThis study provides both detailed insights into various aspects of modern work environments and offers solutions to counteract possible negative consequences. Assessing modern work environments in psychosocial risk assessments would be a valuable addition to its completeness.

The Enlightenment and Influence of Chinese Painting on Animation Art

Chinese painting emphasizes "artistic conception" and "spiritual charm", and its expression is often implicit and poetic. This aesthetic concept, which focuses on emotional expression and spiritual connotation, has a profound influence on animation art. The application of Chinese painting has enriched the visual expressiveness of animation, enhanced emotional rendering and artistic conception, allowing animation works to display a unique Eastern aesthetic. The brush and ink techniques and line application in Chinese painting have been borrowed and innovated in animation, such as ink animation, which is directly inspired by Chinese painting techniques. By simulating the effects of ink painting, a unique animation style is created. It contains rich elements of traditional Chinese culture, such as myths and legends, historical stories, etc. The use of these elements in animation not only spreads Chinese traditional culture but also gives the animation works a profound cultural connotation. In modern animation creation, the elements and concepts of Chinese painting are continuously innovated and developed, constantly integrating modern technical means to present traditional Chinese painting elements in a new form, promoting the development of animation art. The enlightenment and influence of Chinese painting on animation art are all-round, enriching the artistic expression of animation and promoting cultural dissemination and artistic innovation.

TECHNO-JAHILIYYAH: EXAMINING TRANSHUMANISM THROUGH THE ISLAMIC LENS

This paper explores the philosophical underpinnings of Transhumanism through the lens of the Islamic concept of Jahiliyyah. By examining the metanarratives of modernity that shape the transhumanist worldview, particularly those of autonomy, progress, and techno-salvationism, the paper argues that Transhumanism represents a form of secular enchantment. The analysis posits that Transhumanism emerges as a reaction to the crisis of meaning and purpose in modernity. Transhumanism's secular enchantment arises from its attempt to address the nihilistic implications of modernity. Applying the Qutbian framework of Jahiliyyah, the paper posits that Transhumanism is a manifestation of techno-jahiliyyah—a state of existential ignorance marked by an unwavering faith in science and technology as the exclusive means of transcendence and salvation. In response, the paper presents an Islamic counternarrative that emphasizes divine guidance, the integration of faith and reason, and the role of humans as Khalifah on earth.

The Road Network in East Rumelia – New Data

For its brief existence – less than a decade, Eastern Rumelia left historians with numerous unresolved questions, with answers being sought for more than a century. Until now, the primary focus of research has been on the province’s railway network, as it was the most modern means of transporting people and goods in the second half of the 19th century. However, despite this interest in railways, information about Eastern Rumelia’s road network is extremely limited. This study aims to address this gap by analyzing the available documents that describe the road network in the region, completing the overall picture of Eastern Rumelia’s infrastructure. The main documents providing information about the development of infrastructure in the autonomous region have been preserved because they were printed in special collections in the city of Plovdiv. The survival of these documents during World War I, and especially World War II, despite the bombing of Sofia, is essential for this study. These documents have been preserved thanks to the efforts of the staff at the National Library in Sofia. While peripheral data might also be found in the Ottoman Empire’s archives, the research focuses on the normative framework and how the rulers of Eastern Rumelia envisioned the future construction of the road network. Although the road network would not be essential for the economy for many years, it remained a vital element for the local population.

A Cross-Sectional Study on Social Isolation and Loneliness Related to COVID-19 Among Middle and Late-Stage Elderly in Jazan, Saudi Arabia.

Precautionary measures implemented to reduce the spread of COVID-19, such as social distancing and stay-at-home orders, have inevitably affected the mental health of older adults. This study aimed to measure loneliness among the elderly living in the Jazan region, Saudi Arabia, during the COVID-19 pandemic. This cross-sectional study was conducted between February and April 2022 in the Jazan area, Saudi Arabia. A convenience sampling method was employed to recruit 100 elderly participants (≥ 60 years) from various public locations, including malls, social gatherings, parks, and beaches, across different neighborhoods in Jazan. Qualitative survey data was collected by interviewing each participant. Loneliness level was measured using the De Jong Gierveld Scale, complemented by self-made questions addressing sociodemographic information, communication means, frequency of contact with family and friends, and ability to perform daily activities. The chi-square test was utilized to identify factors associated with loneliness. The De Jong Gierveld scale revealed that most study participants (80%) experienced moderate loneliness despite living arrangements, as 87% were living with their family members. In contrast, only 12% of participants reported severe loneliness. Of all sociodemographic variables, only age and housing companion showed statistically significant relations with loneliness levels (p = 0.005 and < 0.001, respectively). Additionally, loneliness levels were found to be significantly associated with the frequency of communication with family and/or friends (p = 0.002) and knowledge of modern communication means (p = 0.048). This study highlights a high prevalence of social and emotional loneliness among elderly individuals in Jazan, Saudi Arabia, during the COVID-19 pandemic. It indicates that robust family living arrangements alone did not mitigate loneliness in this population. The findings suggest that limited adoption of digital communication and cultural factors contributed to loneliness. While these insights provide a foundation for understanding elderly loneliness in Saudi Arabia, further research is needed to explore these factors in greater depth and assess the effectiveness of potential interventions like mental health counseling and social support programs.

Концептуальна модель державно-церковних відносин в сучасній Україні

The article summarizes and analyzes the basic concepts related to state-church relations, the models of these relations, and proposes the author's conceptual model of state-church relations for modern Ukraine. The relevance of the study is due to the fact that in Ukraine the share of citizens who declare themselves believers is more than 70%, the church is a public institution with a high level of trust from society, and the presence of 35,778 religious communities in Ukraine. However, the insufficient conceptual justification of the model of relations that would be effective in modern conditions is noted. First of all, it is noted that although the concept of "state-church relations" is often used in scientific discourse, it is not enshrined in either international or domestic legislation. The analysis of regulatory documents and scientific sources allowed us to establish that these relations concern the relations between public authorities and religious organizations. The main regulatory legal acts that regulate the issues of state-church relations are summarized. It has been established that although religious organizations have separate state regulation, they can use all the rights provided for by law for public associations. This opens up great opportunities for socially beneficial initiatives of religious organizations. The following models of state-church relations are summarized: 1) antagonistic: ignoring the state's hostile attitude towards the church; 2) separation of the church from the state: the state does not identify itself with any of the religions (churches); 3) state church: legally enshrined privileged position of one of the religions (churches); 4) cooperative: the church and the state are separated, but interact; 5) partnership: the church and the state interact on a partnership basis; 6) subordination of the church to the state; 7) primacy of the church: dominance of the church in all spheres of public life; 8) separation: the state does not create special legislation regulating state-church relations; 9) syncretic: assumes the possible existence of a state church; 10) theocracy: political power in the state belongs to the clergy or the leadership of the church; 11) caesaropapism: the head of state is simultaneously the head of the church. In Ukraine, the model of autonomy in state-church relations is legally enshrined. However, in practice, a partnership model is already being implemented: after all, memoranda are concluded between state and religious organizations, advisory bodies are created, cooperation is carried out in the social sphere, etc. Taking into account this trend, it is proposed to implement in practice a partnership model of state-church interaction. This model combines the principles of separation of the church from the state with elements of cooperation and partnership in specific areas of public life. The model provides for state support for the initiatives of religious organizations, if they do not contradict the legislation. Within the framework of the model, a set of principles is proposed that allow state-church relations to acquire a modern meaning and bring more social benefit to the society of Ukraine

Интеллектуальная защита судовой электроэнергетической системы от перегрузки

Modern means of protecting ship’s electrical power systems from overload are considered. It is shown that a promising approach is the implementation of preventive protection. This protection allows providing power supply to the most important consumers of the vessel through structural switching without going into an emergency state, in which a blackout of vessel will take place. Definitions of the main concepts used in the work are given and analyzed. The content of the concepts, state and survivability which are fundamental in the synthesis of algorithms for preventive protection of ship electrical power are disclosed. It is noted that the concept of survivability given in the standard requires clarification, and the concept of state is characterized by internal parameters of the object under study and is continuously changing. At the same time, it is possible to distinguish stable types of states that are fundamental in the synthesis of algorithms for preventive protection and unloading of ship electrical power systems. The functional diagram of the device providing preventive unloading of ship electrical power systems based on the ideas of smart control is considered. It is noted that control options are possible for independent and dependent tolerances that determine the area of operability of the equipment in the technical implementation of the unit for identification and the unit for monitoring the operating condition of the object under study. A structural diagram showing identification of the technical condition of the object under study is given. It based on fuzzy logic, which allows synthesizing elements of the device for preventive unloading of the ship's electrical power system based on smart protection methods. An example of the practical implementation of the proposed device for preventive unloading of a ship's power plant is considered. This power plant includes two generator units. A distinctive feature of the preventive unloading algorithm and the device implementing it is the ability to disconnect not only secondary but also important consumers of electrical energy.

КРИТЕРІЇ ТА РІВНІ СФОРМОВАНОСТІ ЕМОЦІЙНО-ЕТИЧНОЇ КОМПЕТЕНТНОСТІ МАЙБУТНЬОГО ВЧИТЕЛЯ ПОЧАТКОВОЇ ШКОЛИ

The paper specifies that the emotional and ethical competence of a primary school teacher is the ability of an individual to be aware of his own sensations, feelings, emotions and needs, to manage his own emotional states, as well as to interact constructively and safely with the participants of the educational process on the basis of empathy, in compliance with moral and ethical norms and rules.Based on the analysis of the essence and content characteristics of the concept of «emotional-ethical competence of the individual», criteria and indicators of the formation of emotional-ethical competence of future primary school teachers (cognitive, motivational-value and activity) were developed. The cognitive criterion is characterized by the presence and completeness of knowledge of moral and ethical norms of professional activity, the ability to identify one’s own emotional states and the states of other people, the causes of emotional states and behavior; understanding of modern technologies and means of self-regulation, overcoming stress, aware and empathetic listening, non-violent and conflict-free communication. The motivational-value criterion determines the future teacher's attitude to moral and ethical norms as a component of professional activity, the need to develop emotional intelligence, a humanistic approach to communication and interaction with participants in the educational process. The activity criterion assumes the ability of the student of higher education to apply emotional and ethical competence in communication and pedagogical interaction. Three levels of formation of emotional and ethical competence of future primary school teachers are substantiated: high, medium and low.

Classification of Art Objects in the Context of Interior Space Design

The aim of the article is to establish the main categories for classifying art objects with the definition and study of their characteristics regarding the visual and functional impact on the design of interior space, taking into account both traditional and modern trends. Research methods include comparative analysis, field survey, description, systematization and generalization, as well as the results of many years of creative project practice. The scientific novelty lies in the proposed classification of art objects to create a coherent system in terms of its use in the design of interior space. The results of the research are based on the analysis of examples of modern art and project practice. Conclusions. In the process of research, a classification of art objects was created according to six basic categories, which allow tracking the peculiarities of the functioning of a certain art object in the interior. The first of the categories considered the distinction by types of art, according to which it was determined that in relation to traditional types of art, the art object functions, complementing the general artistic concept of the interior, establishing a figurative connection with its space; instead, correlated with modern forms of art, the art object acquires features and a way of functioning of non-traditional arts with modern means of expression, technologies and materials. The second category of division is by function: the predominance of the utilitarian function in an art object allows its introduction as a constructive element of the interior or equipment; while the predominance of the aesthetic function can state the decorative use of the art object. The third category of dividing art objects is by size: large-sized art objects are designed for perception in a sufficiently large space from a long distance; small-sized art objects are designed for perception from a close distance in smaller rooms. The fourth category is based on the form of expression: the realistic form is based on images that correspond to nature and gives the interior space a traditional character; instead, the abstract form with the use of non-realistic means of expression endows the interior space with features of modernity and uncertain content. The fifth category of division is by style: accordingly, the modern style of art objects involves involvement in various currents and directions of modern art, and the means of expression change the traditional appearance of space and its filling; instead, traditional stylistics uses classical forms and means of expression characteristic of known historical trends. The sixth category of division is based on materials: art objects with the use of traditional materials reveal the specificity and structure corresponding to nature, and in the visual perception of the interior space, they give it comprehensibility, basicity and reliability; instead, modern materials allow you to create new forms in the interior space with the help of art objects.

Analysis of methods and systems for multiwavelength polarimetric diagnostics of biological layers

The modern methods and means of multiwavelength laser polarimetry of biological layers are analysed, their advantages and disadvantages are determined. On the basis of the analysed data, approaches to the improvement of laser polarimetric diagnostics systems are formulated.

COMPLEX PHYSICAL THERAPY OF PATIENTS WITH ADHESIVE CAPSULITIS

Adhesive capsulitis is predominantly an idiopathic condition and is more common in patients with metabolic disorders. PS contracture can be of varying degrees of severity, depending on the pathology of the PS with which we are dealing. This condition greatly aff ects work capacity and quality of life due to the presence of pain, discomfort and limitation of daily life activities. Prolonged pain syndrome can provoke sleep disorders and depression. Disruption of normal sleep, pain and depression form a pathological closed circle and contribute to the maintenance of the pathological process in the locus morbi.The development of a comprehensive program of physical therapy for patients with adhesive capsulitis with the use of modern means of recovery, which will reduce the risk of the disease re-emerging, and will also contribute to the faster recovery of the functional capacity of the musculoskeletal system of the patients.The objective of the study. The develop and practically substantiate a comprehensive program of therapy for patients with adhesive capsulitis using physical therapy.Materials and Research Methods. The study is based on a comprehensive therapeutic approach for 36 patients diagnosed with adhesive capsulitis in the acute phase of the condition. The assessed parameters included X-ray and computed tomography results, evaluation of range of motion in the shoulder joint, joint- muscle apparatus, and analysis of pain intensity indicators.Conclusions. To improve the condition of patients and optimize the process of treatment and rehabilitation of patients with adhesive capsulitis of the shoulder joint in the acute period, it is advisable to use with the diff erentiation of means of therapeutic intervention according to the diagnosis of the international classifi cation of functioning, optimization of physiotherapeutic means and special means of physical therapy allowed to shorten the terms of treatment and recovery of patients with adhesive capsulitis. It was determined that the best combination of means of therapeutic intervention for patients with adhesive capsulitis is the use of a complex of ideomotor exercises to create the patient’s idea of correct movement; correct positioning of the limb during sleep, everyday and professional activity; passive exercises to increase the volume of painless movements (bending, external rotation); restorationof the pattern of typical motor actions and optimization of physiotherapeutic means due to the use of shock wave and TENS therapy signifi cantly improved the eff ectiveness of their recovery in the short-term and long-term stages of the acute period of rehabilitation.
