The determinants of legislation for radiofrequency electromagnetic fields (RF-EMFs) with the onset of 5G: An empirical analysis with a worldwide cross-sectional dataset.

The unprecedented exposure of radiofrequency electromagnetic field (RF-EMF) to humans from mobile communications raises serious public concern about the possibility of unexpected adverse health effects and has stimulated authorities to adopt precautionary exposure limits. These limits are distinctly different across countries, and the causes of these differences are unclear from the literature. This article is the first empirical analysis on the determinants of RF-EMF exposure legislation, using a novel cross-sectional database of 164 countries worldwide. The analysis shows that decentralization and mobile competition in countries with low mobile network deployment tend to promote more stringent RF-EMF exposure limits across the dataset with 164 countries. In more decentralized countries, the regions had a greater influence on national legislation and could accommodate local demands with the advent of mobile technology in the 2000s. In contrast, decentralization and mobile competition in countries with high levels of mobile network deployment tend to relax RF-EMF exposure limits in the sample of 61 countries with fifth-generation (5G) technology. Indeed, restrictive RF-EMF exposure limits are constraining 5G deployment in a context of the widespread adoption of mobile-broadband technologies. These results should be useful for policymakers and mobile operators alike to anticipate the outcome of legislation in countries that have yet to introduce 5G technology. The results should also be useful when reviewing policies and strategies for the implementation of the upcoming 6G technology in frequency bands that will be increasingly higher (above 6GHz up to THz for very local usage), and hence where the health effects on humans are less well studied.

Way leaves, rights of way and ducting policies for 5G mobile network deployment in India using international best practices

PurposeThis paper aims to draw lessons for telecommunications (telecom) network deployment in India, from a study of policy and regulatory approaches taken by other federal administrations in streamlining processes for site clearances, grant of rights of way (RoW) and approvals for local infrastructure deployment and sharing. With the urgent need for setting up small cells and rapid fiberisation of networks in the 5G era, the importance of such processes has gained prominence.Design/methodology/approachThe authors adopt qualitative thematic content analysis with three-tier coding and classification to identify themes in archival and current documentary data and information obtained from subject-matter experts in the countries studied.FindingsFormulation and implementation of telecom policy is led by national governments. However, national telecom administrations, in recognition of new needs, have co-opted states and local authorities as partners in development of telecom networks, providing the overall framework, guidance and appropriate incentives where required.Practical implicationsThis cooperative model could work well in India, where telecom policy making and regulation is the prerogative of the central government, but administration of RoW and local clearances for cable laying, tower siting and associated infrastructure activities for expanding telecom networks are left to decentralised decision-making in the states and local bodies.Originality/valueThis research attempts to sytematise, thematise and draw cross-country comparisons to inform regulatory and administrative policy for 5G infrastructure rollout in India.

Flexible metasurfaces as sub-6 GHz frequency selective surfaces for 5G applications

The deployment of fifth-generation mobile network (5G), beyond 5G and sixth-generation mobile network platforms encounters challenges of blockage, interference, and path loss in radio mobile environments. Metasurfaces provide a promising solution to address these limitations. In this paper, we present a methodology for developing ultrathin flexible metasurface-based frequency selective surfaces (FSSs). Our approach combines thermal evaporation for metallic thin films with a macroscopic metasurface mask (something analogous to screen-printing but using thermal evaporation instead of inks). As a proof of concept, we fabricate a sub-6 GHz metasurface-based FSS using gold deposition on a flexible polyethylene terephthalate substrate. Experimental results are validated through numerical full-wave simulations using COMSOL Multiphysics and equivalent-circuit model simulations. The metasurface operates within the primary frequency band utilized in 5G networks (3–5 GHz), indicating its potential applicability across a wide range of flexible, conformal, and wearable devices. The fabricated FSS can be installed on surfaces of any shape, such as flat or curved windows, as well as on walls or other external surfaces. This methodology offers practical solutions for wireless communications and enhancing signal transmission in diverse environments.

A Novel Framework for Cost Constrained Network Sharing

Network sharing is widely accepted as a cost effective approach for mobile network deployment. It remains uncertain, however, how regulators will evaluate network sharing agreements (NSA) for future networks in the context of the current competition law. For example, 5G mobile network operators (MNOs) seeking to enter NSAs may risk legal challenges, as regulators have not given MNOs sufficient guidance for self-evaluation of their NSAs. One way for MNOs to reduce the risk of legal challenge is to avoid sharing variable costs in the NSA. However, constraining costs to be non-variable (i.e., fixed) rules out the use of most pricing mechanisms that have been widely adopted for dynamic resource trading between MNOs. In this article, we propose a network sharing framework to allow dynamic resource sharing without the use of resource pricing. To incentivize sharing without pricing, our framework presents sharing as a means for MNOs differentiate services and better compete in the service market for profit. We evaluate our framework in a duopoly market model and demonstrate the economic and regulatory viability of our framework.

Evaluating the effects of ICT core elements on CO2 emissions: Recent evidence from OECD countries

This research aimed to inform policymakers about the actual climate relevance of the information and communication technology (ICT) ecosystem, which includes data centers and content provision, broadband networks, and consumer devices. To provide robust empirical evidence on the net environmental impact of these core ICT elements, we used OECD panel data for 34 Member States for the years 2002–2019 and panel fixed-effects regression models. In contrast to previous literature, we measured basic broadband and new fiber-based wireline broadband and 3G/4G mobile broadband network deployment. We also captured variations in end-user devices, ICT affinity, and famous online content. We found that, on average, the CO2-reducing effects appear to outweigh the CO2-increasing effects. In particular, we found that, in addition to the reduction effect associated with the use of basic broadband connections, there is a further, albeit smaller, reduction effect associated with new fiber-based broadband connections. Other ICT elements showed insignificant coefficient estimates, suggesting largely offsetting environmental impacts. Our main findings were subject to various robustness checks and were broadly consistent with previous literature using data from developed countries. Our results suggested that old and new broadband networks as enabling technology could generate positive environmental effects for society.

A Multi-Dimensional Matrix Pencil-Based Channel Prediction Method for Massive MIMO With Mobility

This paper addresses the mobility problem in massive multiple-input multiple-output systems, which leads to significant performance losses in the practical deployment of the fifth generation mobile communication networks. We propose a novel channel prediction method based on multi-dimensional matrix pencil (MDMP), which estimates the path parameters by exploiting the angular-frequency-domain and angular-time-domain structures of the wideband channel. The MDMP method also entails a novel path pairing scheme to pair the delay and Doppler, based on the super-resolution property of the angle estimation. Our method is able to deal with the realistic constraint of time-varying path delays introduced by user movements, which has not been considered so far in the literature. We prove theoretically that in the scenario with time-varying path delays, the prediction error converges to zero with the increasing number of the base station (BS) antennas, providing that only two arbitrary channel samples are known. We also derive a lower-bound of the number of the BS antennas to achieve a satisfactory performance. Simulation results under the industrial channel model of 3GPP demonstrate that our proposed MDMP method approaches the performance of the stationary scenario even when the users’ velocity reaches 120 km/h and the latency of the channel state information is as large as 16 ms.

Self-Triggered Coverage Control for Mobile Sensors

The deployment and coordination of mobile sensor networks for coverage control applications can present several practical challenges, including how to efficiently share limited communication resources and how to reduce the use of localization devices (e.g., radars and lidars). One potential solution to these challenges is to reduce the frequency at which agents communicate or sample each other's position. In this article, we present a distributed asynchronous self-triggered control policy for centroidal Voronoi coverage control that is shown to decrease the sampling or communication instants among agents without degrading the performance of the mobile sensor network. Each agent independently decides when to sample the position of nearby agents and uses outdated information of its neighbors until new information is required. We prove that the locational cost function describing the distribution of agents monotonically decreases everywhere outside of a bounded neighborhood around the group's optimal configuration and that the agents asymptotically converge to their Voronoi centroids if the data-sampled centroid errors approach zero. In addition, we show that the sampling intervals are always positive and lower bounded and, as illustrated by simulations and experiments, they tend to stabilize at a large value as the mobile sensor network comes to a steady state. Simulations and experiments with ground vehicles validate the control strategy and show that the proposed policy can achieve similar level of performance as a continuous or fast periodic implementation.

A Bidirectional WDM-PON Free Space Optical (FSO) System for Fronthaul 5 G C-RAN Networks

High-speed cellular technologies require low-latency and high-capacity optical networks. The Centralized Radio Access Network (C-RAN) architecture offers a cost-effective solution for mobile network deployment. To maximize flexibility and minimize deployment costs of fronthaul networks, we propose a hybrid bidirectional fronthaul C-RAN topology based on Wavelength Division Multiplexing (WDM) passive optical networks (PONs) and free space optical communication (FSO). The wavelength reuse scheme utilized here relies on reflective semiconductor optical amplifiers (RSOAs) to reduce cost and increase capacity. The system was demonstrated for 20 Gbps 16 <inline-formula xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink"><tex-math notation="LaTeX">$-$</tex-math></inline-formula> quadrature amplitude modulation (16-QAM) intensity-modulated orthogonal frequency-division multiplexing (OFDM) downstream signals and 5 Gbps On-off keying (OOK) upstream signals, respectively. A Gamma-Gamma channel model is used to demonstrate optical signal transmission over an FSO link. The bit error rate (BER) results indicate that the hybrid WDM-PON-FSO based fronthaul architecture could achieve 320 Gbps over 20 km of single-mode fiber (SMF) and 700 m free space transmission.

Dynamic Joint Functional Split and Resource Allocation Optimization in Elastic Optical Fronthaul

Dynamic reconfigurability in optical and mobile networks can facilitate heterogeneous service provisioning while utilizing minimal resources. This allows cost-efficient service delivery resulting in high revenues for network operators. Deployment of elastic mobile and optical networks is a key driver for enabling reconfigurability in modern networks. Elastic optical networks can be exploited as the fronthaul portion of new generation of mobile networks. Such elastic optical fronthaul networks facilitate joint reconfiguration of flexible radio and optical elements and provide considerable performance improvements. In this paper, we focus on the joint dynamic selection of functional splits and configuration of optical transponders and illustrate that designing a converged network with optical and radio elements improves network power efficiency. A time-averaged stochastic optimization problem is formulated and its solution is derived using a modified version of the Lyapunov drift technique. Simulation results demonstrate that the proposed scheme can reduce the average power consumption by up to 70% compared to a cloud radio access network with a traditional optical fronthaul. Further, the results show that the modified Lyapunov technique can afford stringent fronthaul delays below 250 <inline-formula xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink"> <tex-math notation="LaTeX">$\mu \text{s}$ </tex-math></inline-formula> . We also discuss how future technology upgrades such as increasing the number of radio antenna ports and decreasing the granularity of fiber spectrum grid may influence the results.

Mobility management of multi-hop mobile integrated access and backhaul network

As services and applications utilizing mobile networks grow exponentially, base station (BS) density becomes increasingly dense. There is an increasing demand for wireless backhaul technology for efficient deployment of high-density mobile networks. Although integrated access and backhaul (IAB) technology for efficient operation of wireless backhaul is attracting attention, consideration for mobile IAB (MIAB) is very insufficient. In this work, we propose a novel handover (HO) scheme for MIAB network to reduce handover interruption time (HIT) and radio link failure (RLF) that have a significant impact on users' quality of service (QoS). We investigate HO cases that cover intra-gNB HO, inter-gNB HO, and parent MIAB node HO, and develop their probabilistic models according to the velocities of parent MIAB node and child MIAB node. In addition, we investigate the latency in uplink (UP) control plane (CP) data transmission and each HO case for the baseline MIAB network. Our proposed HO scheme consists of low-latency UL CP data transmission with semi-persistent resource pre-allocation and RACH-less HO procedure for child MIAB nodes. Through simulation, we verify our proposed MIAB HO scheme outperforms the baseline HO scheme in terms of HO delay and HO overhead.

Understanding mobility in networks

Motivated by the growing number of mobile devices capable of connecting and exchanging messages, we propose a methodology aiming to model and analyze node mobility in networks. We note that many existing solutions in the literature rely on topological measurements calculated directly on the graph of node contacts, aiming to capture the notion of the node's importance in terms of connectivity and mobility patterns beneficial for prototyping, design, and deployment of mobile networks. However, each measure has its specificity and fails to generalize the node importance notions that ultimately change over time. Unlike previous approaches, our methodology is based on a node embedding method that models and unveils the nodes' importance in mobility and connectivity patterns while preserving their spatial and temporal characteristics. We focus on a case study based on a trace of group meetings. The results show that our methodology provides a rich representation for extracting different mobility and connectivity patterns, which can be helpful for various applications and services in mobile networks.

VIBROSEISMIC INVESTIGATIONS OF THE BAIKAL RIFT ZONE WITH A POWERFUL CVO-100 VIBRATOR

The article provides an overview of vibroseismic studies carried out in the Baikal rift zone using LargeScale Research Facilities – a powerful CVO-100 seismic vibrator, installed at the South Baikal geodynamic test site SB RAS. Research is carried out according to several methods focused on different tasks: study of the structure of the Earth’s crust and upper mantle in the BRZ, active vibroseismic monitoring, and verification of velocity models of the Earth’s crust. To study the structure of the Earth’s crust and the upper mantle, there were done the vibrator-generated wavefield recordings at the stationary regional network of seismic stations in the Buryat and Baikal branches of the Federal Research Center of the GS RAS, as well as the experimental studies involving the mobile networks deployment (ICMMG SB RAS, SIPE RAS, GIN SB RAS). The aim of the work is to carry out deep vibroseismic sounding of the Earth’s crust (vibro-DSS) at the junction of the Siberian platform, the BRZ and the Sayan-Baikal folded area. The methodology is based on the study of vibration seismograms with the determination of arrival times of the main groups of waves and their correlation with the velocity models of the Earth’s crust in the BRZ. A CVO-100 vibrator and a regional network of seismic stations are used to carry out active vibroseismic monitoring of the southern part of the BRZ. The active monitoring area is about 500×200 km. During vibroseismic monitoring, there were done thorough studies of seasonal variations of the vibrator-generated wavefield and the development of techniques for spectral correction of seismograms. A seismic vibrator CVO-100 was used to carry out experimental verification of the velocity models of the Earth’s crust, developed based on the BEST and PASSCAL experimental data. The vibrational deep seismic sounding (vibro-DSS) on the Baikal – Ulan Bator profile was carried out by the ICMMG SB RAS, GIN SB RAS and BB FRC GS RAS (Russia) in cooperation with IAG MAN (Mongolia).

Reconfigurable Intelligent Surfaces: A signal processing perspective with wireless applications

Antenna array technology enables the directional transmission and reception of wireless signals for communication, localization, and sensing purposes. The signal processing algorithms that underpin it began to be developed several decades ago <xref ref-type="bibr" rid="ref1" xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">[1]</xref> , but it was with the deployment of 5G wireless mobile networks that the technology became mainstream <xref ref-type="bibr" rid="ref2" xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">[2]</xref> . The number of antenna elements in the arrays of 5G base stations (BSs) and user devices can be measured on the order of hundreds and tens, respectively. As networks shift toward using higher-frequency bands, more antennas fit into a given aperture. For communication purposes, the arrays are harnessed to form beams in desired directions to improve the signal-to-noise ratio (SNR) and multiplex data signals in the spatial domain (to one or multiple devices) and to suppress interference by spatial filtering <xref ref-type="bibr" rid="ref2" xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">[2]</xref> . For localization purposes, these arrays are employed to maintain the SNR when operating across wider bandwidths, for angle-of-arrival estimation, and to separate multiple sources and scatterers <xref ref-type="bibr" rid="ref3" xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">[3]</xref> . The practical use of these features requires that each antenna array is equipped with well-designed signal processing algorithms.

Multiplicatively weighted Voronoi-based sensor collaborative redeployment in software-defined wireless sensor networks

Large-scale deployment of mobile wireless sensor networks has been widely used in some dangerous and hostile urban security surveillance scenarios. As a new network architecture, software-defined networks was introduced into wireless sensor networks to form a new software-defined wireless sensor networks to solve the problem of balanced large-scale deployment of sensor networks and simplify the complexity of network management. In this article, we first develop an original confident information coverage–based multiplicatively weighted Voronoi diagram through sensor clustering and sensor collaborative sensing. And then, we propose two sensor collaborative redeployment algorithms based on the novel confident information coverage–based multiplicatively weighted Voronoi diagram and software-defined wireless sensor networks architecture to provide high-confidence coverage and improve the coverage ratio. Finally, we demonstrate the superiority of the confident information coverage–based multiplicatively weighted Voronoi diagram and the effectiveness and efficiency of our proposed algorithms via a series of experiments.

Role of Network Slicing in Software Defined Networking for 5G: Use Cases and Future Directions

Network slicing is expected to be critical in the deployment of 5G mobile networks and systems. On top of a single physical infrastructure, the technology enables operators to operate several virtual networks. As the 5G commercialization was recently deployed, network function virtualization (NFV) and software-defined networking (SDN) will drive network slicing. In this article, we present an overview of SDN in 5G, and the motivation, role, and market growth of network slicing. We then discuss usage scenarios of SDN in network slicing for 5G. The proposed architecture comprises the three usage scenarios: enhanced mobile broadband (eMBB) provides the support to varying types of services used; ultra-reliable low-latency communications (URLLC) provides a certain class of applications such as higher bandwidth, high definition video streaming, mobile TV, and so on; massive machine type communications (mMTC) throws light on the types of services used to connect huge numbers of devices. Finally, challenges and solutions based on network slicing in 5G are presented.

Integrated Solutions for Deployment of 6G Mobile Networks

The promise of future generations of mobile communication, both 5.5 and 6G, is that of continued increases in capacity and coverage of the wireless communication network together with novel applications demanding higher levels of performance between the mobile devices and their applications on servers in the cloud. In addition, the growing shift towards virtualization of network function itself offers perhaps the most stringent requirements on the network. To continue to offer ever higher capacities and speeds, future networks will be required to further densify addressing capacity and coverage demands through the use of small cells or new radio spectral bands, such as 7-20GHZ or sub-THZ, with inherently shorter range. Therein lies the dilemma. A denser and ever more complex network of access points, with higher speeds and performance, but continued pressure on the deployment and costs. To address this challenge solutions which address all aspects of the End to End network must be considered together &#x2013; the mobile access points, transport networks, deployment options, and edge cloud all contribute equally to the success of the new consumer and industrial applications promised for next generation networks as well as the operation of the networks themselves. In this paper we will outline the expected requirements of next generation networks as well as new technologies and methods which address the simultaneous challenges of higher capacity, lower costs, and reliable deterministic performance.

On the Spectral Efficiency for Distributed Massive MIMO Systems

Distributed MIMO (D-MIMO) systems are expected to play a key role in deployments for future mobile communications. Together with massive MIMO technology, D-MIMO aims to maximize the spectral efficiency and data rate in mobile networks. This paper proposes a deep study on the spectral efficiency of D-MIMO systems for essential channel parameters, such as the channel power balance or the correlation between propagation channels. For that purpose, several propagation channels were acquired in both anechoic and reverberation chambers and were emulated using channel simulators. In addition, several frequency bands were studied, both the sub–6 GHz band and mmWave band. The results of this study revealed the high influence of channel correlation and power balance on the physical channel performance. Low-correlated and high-power balance propagation channels show better performances than high correlated and power unbalance channels in terms of spectral efficiency. Given these results, it will be fundamental to take into account the spectral efficiency of D-MIMO systems when designing criteria to establish multi-connectivity in future mobile network deployments.
