The United States in search of a « grand design » : the blueprint of the « neo-liberals ». The minimum common denominator of the "neo-liberals" is to elaborate an industrial strategy, to draft a new social contract and to unstrain foreign policy by making it less Manichean (East versus West) and more Third World-oriented. Supported by many politicians at the national and state levels, some academics and a few businessmen, the "neo-liberals" are at pains to get their message across in the general public.
