Budget Politics: A Case Study of Actor Relations in the Formulation of Local government budget Policy in Polewali Mandar Regency in 2025

Budget politics is a strategic part of regional development. Sustainable regional development is closely related to the Regional Expenditure Budget. This study seeks to reveal how actor relations are in the formulation of Local government budgetPolicy in Polewali Mandar Regency in 2025, the actors in question are the executive represented by the Regional Government Budget Team and the legislative represented by the Local Legislative Assembly Budget Agency. It is interesting because the preparation of the 2025 Local government budgetwill be carried out in 2024 which is a political year and a year of leadership transition with the simultaneous Legislative and Regional Elections. This research uses a qualitative approach that with the type of case study of the object or social reality being researched, it is holistic, complex, dynamic and full of meaning. The results of the study found that the actors involved in the preparation of the Regional Expenditure Budget are very dominated by formal executive and legislative actors, there is no room for informal actors. The transition period of executive leadership and legislative membership transition is not an obstacle to formulating the 2025 Local government budget. Compromise and Consensus are produced in their entirety by prioritizing the principle of togetherness and the welfare of citizens (constituents). The Compromise aspect in the preparation of the 2025 Local government budgetis carried out by means of formal lobbying between the executive and the Legislature. The Consensus aspect was reached several agreements on efforts to make the Local government budgethealthy (no deficit), the alignment of the Local Government Budget with the Local go government medium term (5 year) development plan and Local Government Budget as much as possible in line with the visions and missions of the elected regent.

Poverty Reduction Through Adaptive Social Protection and Spatial Poverty Model in Labuan Bajo, Indonesia’s National Strategic Tourism Areas

Despite Indonesia’s significant economic progress, certain regions, such as West Manggarai Regency in East Nusa Tenggara, continue to face persistent poverty challenges. While strategic tourism initiatives in Labuan Bajo have spurred regional development, the benefits have not reached local communities equitably, highlighting a disconnect between economic growth and community well-being. Addressing this gap requires an integrated approach that links social protection, disaster risk reduction, climate adaptation, and economic diversification. This paper proposes an adaptive social protection (ASP) framework that aims to increase the resilience of vulnerable populations by integrating social protection systems with disaster preparedness and sustainable economic strategies. The research critically examines the Regional Medium-Term Development Plan (RPJMD) of Kabupaten Manggarai Barat (2021–2026), identifying existing policy gaps and opportunities for improvement. Using a mixed-methods approach, this study used cluster mapping and geographically weighted regression analysis to model and visualise poverty distribution alongside infrastructure conditions. These findings will inform the design of a targeted ASP programme to reduce poverty and build resilience to economic and environmental shocks. By aligning with sustainable development principles, the proposed framework addresses the dual goals of poverty reduction and disaster risk reduction. This study provides actionable recommendations for local governments to strengthen social protection mechanisms, promote inclusive economic growth, and ensure equitable distribution of tourism benefits. The findings provide a policy blueprint for promoting sustainable and inclusive development in West Manggarai Regency, with implications for similar contexts in other regions.

Analysis of the Implementation of the Legalization of Customary Law Communities (MHA) in North Lombok Regency

This study aims to analyze the implementation of Customary Law Communities (MHA) determination in North Lombok Regency (KLU), focusing on government actions, community responses, and encountered obstacles. This research employs an empirical legal research method. It was conducted from May to September 2024 through observation, interviews, and a literature review. Informants were selected using a purposive sampling technique. The study results show that determining MHA in KLU has only been completed at the Identification stage. The KLU MHA Identification Team identifies 13 (thirteen) Customary Law Communities (MHA): Bayan, Pansor, Salut, Wet Pengorong Amor-Amor, Wet Sesait, Kuripan, Pemaru Satan, Gubuk Bebekeq, Leong, Meleko, Orong Empak Pansan, Wet Sokong, and Jeliman Ireng. The thirteen aforementioned communities follow the criteria outlined in Article 6, Paragraph (6) of the North Lombok Regency Regional Regulation (PERDA KLU) No. 6 of 2020. The biggest obstacle in this process is the unavailability of technical guidance and the absence of definite work targets from the local government. The recommendation from the results of this study is that the KLU Regent who will be elected for the 2024-2029 period needs to include the MHA determination program in the KLU Regional Medium-Term Development Plan (RPJMD). Incorporating this program into the Regional Medium-Term Development Plan (RPJMD) document will ensure structured budgeting, develop technical guidelines, and measurable targets for effective implementation.

Policy Harmony or Dissonance? Investigating Alignment in Indonesia's Multi-Level Governance System

Indonesia targets significant economic growth by 2045, mandating equitable development nationwide. This study analyzes the alignment of national, provincial, and city-level development plans and budgets, focusing on identifying policy gaps and fostering harmonization. We used a qualitative methodology to review relevant legislation and government documents and interviewed Bandung City officials and academics. Analysis revealed substantial discrepancies across planning documents – the National Medium-Term Development Plan (RPJMN), West Java's Provincial plan (RPJMD Regional), and Bandung City's local plan (RPJMD Local) – particularly in economic, infrastructure, and health sectors. Significant time lags between plan approvals, inconsistent program prioritization, and the influence of political promises on development planning were observed. Budget allocations frequently prioritized bureaucratic processes over direct community impact. Our findings highlight the critical need for enhanced intergovernmental coordination, stronger institutional mechanisms, and more transparent, data-driven decision-making to achieve development objectives. Weaknesses in intergovernmental consultation, institutional arrangements, and the influence of political factors hinder effective policy implementation. We propose institutional reforms and improved intergovernmental collaboration to strengthen integration and optimize budget allocation across all levels of government. This study offers crucial policy recommendations to overcome these challenges and accelerate Indonesia's equitable and sustainable development.

The evolution of Indonesian SAI maturity: Oversight, insight, and foresight functions of health-themed performance audits

The maturation of Supreme Audit Institutions varied considerably across countries, shaped by numerous factors influencing their development trajectory. This research examines the evolutionary maturation of the health sector performance audits conducted by Badan Pemeriksa Keuangan (BPK), distinguishing itself from previous studies focusing on capability development, implementation process, evaluation of government policy effectiveness, or assessment of BPK’s performance audits. Amid the limited research on Supreme Audit Institutions (SAI) maturity models across various countries, this study aims to address this gap in the existing literature. A mixed-methods approach was employed, analyzing 840 health-related performance audit reports and BPK viewpoints from 2008 to 2023. This analysis was complemented by a comprehensive literature review and triangulated through interviews with auditors and auditees. The findings reveal that BPK’s maturity development was influenced by multiple factors, encompassing the adoption of new public management concepts, efforts to achieve the National Medium-Term Development Plan (RPJMN), the impact of the COVID-19 pandemic, and the integration of Sustainable Development Goals (SDGs). It is recommended that in the future, BPK should prioritize the most recent public issues more. Furthermore, to enhance BPK’s maturity, it is essential to incorporate an insight- and foresight-driven approach with thematic performance audits.

This research is an empirical legal research based on events that occur in the field and research conducted directly. The sources of research data are primary data, secondary data and tertiary data. The analysis of legal materials uses analysis to test data from specific to general which is carried out in a juridical-qualitative manner and presented in a descriptive form. The results of the study show that: (1). Community participation is the active participation of community members as individuals, groups, or communities in joint decision-making, program planning and implementation, as well as the process of community development inside and outside the community. The basics of emotional awareness and responsibility. (2). internal obstacles to community participation in the formation of Oeletsala Village Regulations, related to low knowledge and education factors and community work factors that take up a lot of time, external community participation in the formation of Village Regulations, namely related to the role of the Oletsala Village government in building relationships with the community.

An Overview of Infrastructure, Corporate Involvement, Financing, and Conservation in the National Strategic Food Estate Project in Siria-Ria Village, Pollung District, Indonesia

This study investigates the role of infrastructure, corporate involvement, financing, and conservation in the success of the National Strategic Food Estate Project in Siria-Ria Village, Indonesia. Using data from 50 respondents (out of a total of 93 eligible participants), Structural Equation Modeling (SEM) and Partial Least Squares (PLS) methods were applied to evaluate the project's performance. The findings reveal that infrastructure (path coefficient = 0.369, p < 0.01) and financing (path coefficient = 0.437, p < 0.001) have significant positive effects on the project's success. Corporate involvement (path coefficient = 0.258, p = 0.054) shows a positive but marginal effect, while conservation (path coefficient = 0.110, p = 0.326) demonstrates no significant short-term impact. The study underscores the importance of improving infrastructure, financing schemes, and corporate partnerships to ensure project success. Acronyms RPJMN (National Medium-Term Development Plan) and PSN (National Strategic Project) are critical in understanding the context of Indonesia's food security agenda.

Global agricultural trade architecture: contemporary triggers

The key changes observed in modern international trade in agricultural products have been analyzed from the position of assessing the challenges faced by agricultural markets in recent years. The features of the agro-industrial products international trade evolution have been considered, the main trends and changes in global production and consumption have been assessed, and medium-term development prospects have been defined. The world land fund transformation due to international trade development, which has become significantly diversified, has been shown, and the preservation of differentiation among net exporters and net importers of agricultural products has been noted. The changes in the world production and consumption of agricultural commodities formulated in the course of the study have become the key trigger for modernization of the global architecture of international trade. It has been shown that it will remain a key factor in the further development of agricultural production, but the process achieved in exports and imports liberalization is significant in terms of ensuring food security of the least developed importing countries. It has also been found that world agricultural commodity prices will stabilize in the medium term, which is an important factor in the food security of developing countries.

Analisis Isu Strategis Rancangan Teknokratik RPJMD Kabupaten Badung Tahun 2025-2029

The writing of this policy paper is to describe the formulation of strategic issues for medium-term development planning in Badung Regency in 2025-2029. This study uses a qualitative method, namely an in-depth data processing method with data from observations, and literature. There are ten strategic issues of the 2025-2029 Badung Regency RPJMD technocratic design which are produced through weighting based on their linkage with global, national and Bali Province strategic issues, namely: geopolitics and geoeconomics; conversion of agricultural land; blue economy; Environment; technological developments; population explosion; climate change and disasters; public service infrastructure; green workforce; and talent management. The suggestion that can be implemented is that the Badung Regency Government needs to carry out a more in-depth discussion on the strategic issue of the 2025-2029 Badung Regency RPJMD technocratic design together with all regional apparatus and related stakeholders so that the development of Badung Regency has the right goals and objectives and can answer development problems in the next five years.

Jagoan : Transportation Digitalization Innovation Through Application-Based Geotrail Development to Creat a Tourism Center of Excellent in the Geopark of Pasuruan Distric

Abstract Bromo Tengger Semeru Geopark is one of the well-known tourist destinations included in the National Tourism Strategic Area in Pasuruan Regency. As for the Regional Medium-term Development Plan of East Java Province 2019-2024, the Bromo Tengger Semeru Geopark is included in the priority program for developing the National Tourism Strategic Area through increasing geotrail site connectivity and developing a tourism center of excellence. However, the implementation of this program has not been well integrated due to limited access to information and transportation regarding tourist variations gate, and alternative transportation routes. This makes tourists only focus on Mount Bromo caldera tourism, resulting in fewer visitation to geo-site tourist destinations, biodiversity tourism, and cultural tourism around aspiring national geopark. For this reason, it would be beneficial if tourists could access and obtain information regarding all variations of geopark tourism destination in one mobile application called JAGOAN. This application provides a tour package selection feature along with travel schedules, and alternative transportation routes (geotrail) which are integrated with google map directions, booking and reservations, geopark events, weather conditions, and other important information in real-time. The scenarios for tourist visits in the National Tourism Strategic Area and geo-trails were analyzed using scoring and network analysis methods. Meanwhile, making an application prototype involves the process of feature planning, creating user flow, sketching lofi, creating digital designs, and prototyping. It is hoped that the results of the analysis of determining geotrail routes and developing application-based tourism will make it easier for tourists to obtain information so that they can increase tourist visits to support the realization of a tourism center of excellence in the Bromo Tengger Semeru Aspiring Geopark, Pasuruan Regency.

Local Sustainability Assessment of the Wonogiri Multipurpose Reservoir Catchment Area in Central Java Province, Indonesia

The sustainability of watershed management is a crucial issue that must be addressed to guarantee the persistence of watershed services including agriculture, food production, and energy supply. This issue has also been addressed in Presidential Regulation No. 18/2020 concerning the National Medium-Term Development Plans for 2020–2024, which stipulate the restoration of priority watersheds, including the Upstream Bengawan Solo Watershed. This study seeks to address this information gap by assessing the local sustainability of the watershed from a temporal dynamics perspective by calculating the Local Sustainability Index (LSI), Local Moran Index, and spatial associations. Measuring sustainable development indices locally is essential because each location has different characteristics, and using specific indicators at the local level is rarely done. The enactment of the national law on village autonomy in Indonesia necessitates the formulation of sustainable development indicators at the village level. These indicators serve as the metrics and frameworks for local government policies and initiatives. Our results show that village sustainability in the social and economic dimensions has increased from 2007 to 2021, especially in urban activity center areas that serve social and economic facilities. This seems different in the environmental dimension, where the sustainability value decreased from 2007 to 2021. The concentration of low sustainability values on ecological conditions occurred in pocket areas. Environmental problems were indicated by land-use conversion and disaster areas.

Evaluation of the Integrated and Champion Puskesmas Program (PUSPA) 2023

Integrated and Champion Puskesmas (PUSPA) is one of the programs created to overcome health problems in West Java Province. This study aims to evaluate the achievements of the PUSPA program in 2023, which is included in the 2018-2023 West Java Province Regional Medium-Term Development Plan (RPJMD) document, to ensure the implementation of the PUSPA program has successfully achieved the target of each indicator and to find out the factors that affect the achievement of each indicator. This study uses an ex-post evaluation model and employs quantitative descriptive and comparative analysis techniques. The results of the study show that from 3 indicators of the achievement of the non-communicable disease program, only 1 program was achieved, namely the presentation of diabetic patients getting services according to standards; from 6 indicators of the achievement of the nutrition program, only 4 indicators have reached the target, namely the percentage of toddlers weighed, the number of people/families who received education on growth and development monitoring, the percentage of pregnant women who received at least 90 tablets during pregnancy, and the percentage of pregnant women who were monitored for the consumption of 90 tablets during pregnancy; and from 2 indicators of the achievement of the immunization program, none has been achieved.

Analisis model kebijakan program penyaluran “KUR” dalam rangka meningkatkan perilaku kepatuhan wajib pajak pelaku “UMKM”

The Micro, Small, and Medium Enterprises (MSMEs) sector has long been a significant driver of Indonesia's economy, drawing considerable attention from the government. According to the National Medium-Term Development Plan (RPJMN), various strategic measures have been implemented to promote the growth and resilience of MSMEs as a means to enhance national economic independence. However, despite their substantial economic contribution, MSMEs' tax compliance remains low, as reflected in their minimal contribution to tax revenue. The small contribution is an indication that the level of compliance of MSMEs actors in fulfilling their tax obligations is still very low. This research was conducted using a qualitative approach and began by analyzing and evaluating the policy of the People's Business Credit (KUR) distribution program in relation to tax aspects. The analysis and evaluation were based on data sourced from literature studies and interviews with relevant resource persons from the point of view of technical feasibility, economic and financial possibility, political viability, and administrative operability. The results show that the existing policy has not fully accommodated taxation aspects. This is unfortunate considering that the KUR interest subsidy provided by the government to MSMEs actors is financed by the State Budget (APBN), which is mostly sourced from taxes. Furthermore, the study proposes policy model to encourage the development of the MSMEs actors.

Enhancing Basic Education Quality through the Implementation of the Regional Medium-Term Development Plan in Oil-Rich Areas

This study investigates the implementation of basic education quality improvement policies in Balikpapan City, a region known for its pivotal role in Indonesia’s oil industry, often referred to as an oil-rich area. The research aims to assess the effectiveness of the Regional Medium-Term Development Plan (2021-2026) in addressing educational quality, considering the city's economic dependence on oil. Adopting a qualitative approach, the study focuses on the Department of Education and Culture in Balikpapan, engaging key informants to evaluate the efficacy of policy implementation. The analysis framework encompasses an evaluation of policy standards, resources, inter-organisational communication, and the characteristics of the implementing agencies. The findings reveal that, while considerable progress has been made in enhancing educational facilities and teacher competencies, challenges persist due to the city’s heavy reliance on the oil sector and its impact on local resources. Furthermore, the study explores the relationship between these challenges and Sustainable Development Goal (SDG) 4 (quality education) by addressing disparities in resource allocation and the city's limited capacity for economic diversification. The research recommends the integration of more diverse data sources, continuous monitoring, and deeper analysis of the social and economic impacts to further improve educational outcomes. Balikpapan's economic context, as an oil-dependent city, significantly influences its ability to implement and sustain effective educational policies, highlighting the necessity for balanced development strategies aligned with broader SDGs.

Peran Dewan Perwakilan Rakyat Kabupaten Aceh Singkil dalam Rencana Kebijakan Pembangunan Daerah Berdasarkan Peraturan Menteri dalam Negeri Nomor 86 Tahun 2017

The Regional People's Representative Council's Pokir is the result of absorbing community aspirations conveyed by members of the Regional People's Representative Council in official and informal forums. This Pokir aims to ensure that regional development policies reflect the needs and desires of the local community.To determine the role of the Aceh Singkil Regency People's Representative Council in formulating regional development policy plans through the Main Thoughts (Pokir) of the Regency People's Representative Council In legal research, there are two types of research, namely normative (doctrinal) research and empirical research. The type of research used in compiling this thesis is a combination of normative (doctrinal) research and empirical research. Data collection methods are techniques or methods that can be used by researchers to collect data. Techniques in designating an abstract word that is not manifested in objects, but can only be seen in its use through: questionnaires, interviews, observations, exams (tests), documentation, and others. The data analysis technique used in this legal research uses qualitative analysis methods Based on the results of the study, the Regency People's Representative Council also plays a role in determining the regional budget that will fund various development programs. In this process, the District People's Representative Council must ensure that the budget prepared reflects the development priorities that have been set based on community aspirations. Thus, the District People's Representative Council not only acts as a political representative, but also as a supervisor of budget use to ensure transparency and accountability in regional financial management. The results of the discussion regarding the role of the Aceh Singkil District People's Representative Council (DPRK) in preparing the main ideas (Pokir) show that the DPRK has a crucial role in regional development policy planning. In accordance with the Regulation of the Minister of Home Affairs Number 86 of 2017, the DPRK functions as a liaison between the community and the regional government by preparing Pokir that reflects the aspirations and needs of the community.So it can be concluded that according to the regulations, the District People's Representative Council is tasked with preparing the Main Ideas (Pokir) which are the results of absorbing community aspirations. This Pokir is then submitted to the regional government to be used as a basis for preparing development planning documents, such as the Regional Medium-Term Development Plan (RPJMD) and the Regional Government Work Plan (RKPD).

The Site Selection Criteria for Designing the Essential Science Techno Park

Abstract: Trenggalek Regency is an area in the south of East Java province with a variety of potential in natural resources in the field of essential plants. Therefore, the government is trying to support the use and development in the Essentials sector by including the development of the Bendungan Trenggalek District Area as an Agricultural Technology Park and Essentials Science Techno Park area in the RPJMD (Regional Medium Term Development Plan) for Trenggalek Regency for 2021 - 2026 by carrying out Science Techno planning Park Atsiri. The planning for the Essential Science Techno Park is a form of effort to increase and support national research and improve the regional economy by carrying out research and development in the field of Essential Oils. The purpose of this research is to carry out landscape design and site analysis for educational tourism and the essential research center in Trenggalek Regency in order to realize a design that is in accordance with the vision and mission of the establishment of the Atsiri Science Techno Park. Analysis of Millennial Unemployment Among Higher Education Graduates in West Java in 2022

In August 2022, Indonesia has an open unemployment rate (TPT) of 5,86 percent with the highest province, West Java at 8,31 percent, which is still quite far from the target of the 2020?2024 National Medium-Term Development Plan (RPJMN) of 3,6?4,3 percent. This situation is exacerbated by the highly educated labour force (diplomas and bachelors) which is only absorbed by 11,81 percent, and the percentage of highly educated millennial unemployment covered by the age of 25?44 years is 46,1 percent. This study was conducted to analyze the general picture and variables that affect millennial unemployment of university graduates in West Java in 2022 using the firth logit method. The data used is raw data from the August 2022 National Labor Force Survey (Sakernas) in West Java. The results of this study are 3.61 percent who have the status of unemployed millennial college graduates, then there are variables of marital status, ownership of training certificates, and work experience have a significant effect on the unemployment status of millennial college graduates in West Java in 2022.

Minat Generasi Muda dalam Usaha Tani Padi Organik di Desa Gentungan Kecamatan Mojogedang Kabupaten Karanganyar

<p>The development of organic rice farming in Gentungan Village faced aging farmers. This research aims to assess the interest of the younger generation in organic rice farming in Gentungan Village, analyze the efforts made to increase youth interest in organic rice farming, and the impact of the existence of the Taruna Tani Lestari group. This research method uses descriptive qualitative. The location selection was purposively in Gentungan Village, Mojogedang Sub-district, Karanganyar. The number of informants in this research was 18, consisting of youth members of the Taruna Tani group, youth farmers not members of the Taruna Tani groups, and non-youth farmers—data analysis using Miles and Huberman using the Promethee method. Data validity used triangulation of sources and data collection methods. The results showed that youth interest in organic rice farming began to increase due to various efforts made by the village in collaboration with universities and other agricultural start-ups. The existing efforts include forming the Taruna Tani group, introducing technology and development of agricultural infrastructure, education and training in agriculture, collaborating with various stakeholders, establishing agro-tourism, and developing other commodities. However, the Gentungan Village government needs to formulate multiple policies in the Village Medium Term Development Plan (RPJM) related to efforts to increase youth interest in organic farming businesses to realize Gentungan Village as an Organic Village in 2030.</p>

Sustainability Analysis At KnK Koffee Resources

MSMEs become one of the backbones of the national economy have enormous economic potential. Semarang City has 17,564 MSMEs (95%) and in the last five years, the turnover of MSMEs assisted by the Central Java Provincial Government has increased by Rp. 30.45 trillion. However, that does not mean that MSMEs do not encounter obstacles. This obstacle is exacerbated by the conditions of the Corona Virus Disease 2019 (Covid-19) Pandemic, the majority of business people experiencing a decline in turnover. The MSMEs affected by the pandemic are approximately 1,538 MSMEs, as many as 50% of MSMEs are food processing, and the remaining 50% are mixed MSMEs. It is necessary to assist the Community Service Team of the State University of Semarang (PPM Unnes) with the target audience of MSMEs in the City of Semarang, namely Strengthening Knk Koffee Resources Partners. This home-based coffee processing industry is a café stockist from 60 coffee shops (75% supplier) in Semarang, with an average turnover of 100 million per month. This activity is in line with the Regional Medium-Term Development Plan (RPJMD) of Semarang City for 2016-2021. The community/locality development (CD/LD) model used includes community services, empowering, and relations, with the stages of collecting facts, problem formulation, program planning, action and communication, and evaluation. This activity is expected to improve the quality of partners/MSMEs by increasing the competitiveness, production, turnover and welfare of partners. Government support, research institutions and banks with motivating forces, credit, upkeep gear, and quality standard help will increment efficiency and quality whereas expanding smallholder coffee costs.

Implementasi Program Satu Nagari Satu Event (SNSE) Sebagai Program Unggulan Pemerintah Kabupaten Tanah Datar dalam Melestarikan Kebudayaan Lokal

This research aims to analyze the implementation of the One Nagari One Event (SNSE) policy in the Tanah Datar Regency. The background to this research is that SNSE is the flagship program of the Tanah Datar Regency government in preserving local Nagari culture. Currently, the regional government's flagship program SNSE has not been implemented by all nagari in Tanah Datar Regency. This program will be implemented starting in 2022 based on the Regency Regional Regulation Tanah Datar No.22 Th. 2022 dated July 15 2022 concerning Roadmap for Implementation of Featured Programs in the 2021-2026 Regional Medium Term Development Plan. In this research, researchers used a qualitative approach with descriptive methods. The data obtained was collected through the process of interviews, observation and documentation. The results of the research show that the implementation of the SNSE program as the flagship program of the Tanah Datar Regency government in preserving local Nagari culture has not been optimal because not all Nagari in Tanah Datar Regency have implemented this program; furthermore, this program does not stop at Nagari in Tanah Datar Regency only but will be judged, and the best Nagari will be displayed at the peak event at the end of the year, namely the Minangkabau Enchantment Festival.
