Strategic Management Model in Achieving Presidential Regulation on Electronic-Based Government System in Medan City Government

This research aims to determine the quality of public services through the Electronic-Based Government System (SPBE), as well as to know and analyze the Implementation of Strategies for Achieving PERPRES No. 95 of 2018 concerning SPBE in the Medan City Government. This research is important to obtain a Strategic Management Model in Achieving PERPRES No.95 of 2018 concerning SPBE in the Medan City Government. The research paradigm used is Constructivist Paradigm, with Qualitative Research Method. Data were collected through in-depth interviews, discussions with several informants from the Medan City Office, DPRD, UPT Kecamatan, and community leaders. In addition, data was also collected through literature study, document study, and secondary data. The results showed the following: First, there is coordination between agencies in the development of application services. The coordination is conducted by the Diskominfo of Medan City Government. A number of Departments used external consultants in the development of SPBE. Diskominfo made new rules to address ICT service issues. The services use external programmers and experts and if an error occurs, the City Government is not responsible for the service. Secondly, Medan City Government conducted a Memorandum of Understanding with Tangerang City to collaborate and share resources through the innovation of E-Files application for correspondence needs. The use of shared correspondence applications by the Government in Tangerang City was adjusted based on the specific needs of each city. The platform used is the same, but with different application names, E-Files in Tangerang and Sarana in Medan. Third, there are 3 SPBE service providers in Medan City Government, including: Telkom (PT. Telekomunikasi Indonesia) for Kelurahan/Kecamatan, GDS (Global Digital Solusi) for Diskominfo and other OPDs, and TNC (Telemedia Network Cakrawala) for Medan City Office. Fourth, Medan City Government uses a Strategic Management Model that combines the Environmental Model with the Collaboration Model in developing the Achievement of PERPRES No.95/2018 on SPBE in Medan City Government. The Environmental Model/Flow emphasizes vertical and horizontal coordination between work units in Medan City Government. The Collaboration Model develops a strategy of collaborative cooperation with other local governments or state-owned/private enterprises.

Implementation of Law Number 8 of 2016 on the Empowerment of People with Disabilities in Medan City

Individuals with disabilities are citizens of the Republic of Indonesia who, as stipulated by the 1945 Constitution, are entitled to the same status, rights, obligations, and roles as all other citizens. In the realm of public services, they are afforded equal access across all sectors. This study aims to examine the implementation of Law Number 8 of 2016 concerning the empowerment of people with disabilities and to identify the specific programs initiated by the Medan City Government to enhance the empowerment of this community. The research adopts a qualitative approach, employing data collection and interview techniques. The findings reveal that, as of June 2023, there are 1,805 individuals with disabilities (based on data from 2022-2023). The study concludes that the implementation of Law Number 8 of 2016 has been effectively executed, with the Social Service playing a key role in administering the Medan City Government’s programs, including the distribution of assistance to individuals with disabilities.

The purpose of this article is to explain the credit system that exists at the moment. The method used is to study the theories of riba and its prohibitions contained in the Quran and Hadith. Through this study, it can be conceptually formulated Islamic economic practices, especially in terms of financing by buying and selling system. The results of the discussion showed that the Basic Rules of credit sales are allowed. Shaykh Ibn Usaimin said: buying and selling on credit is someone selling something (goods) at a certain price and immediately paying it off, this is allowed according to the original law in accordance with the command of Allah QS. Al-Baqarah: 282. In this case, the Medan City Government Civil Servant Cooperative (KPN Pemko Medan) in its work system has not been separated from ribawi elements that are not in accordance with Islamic economic principles.

POLICY AND REALITY: A DESCRIPTIVE ANALYSIS OF TOLERANCE IN MEDAN

Setara Institute studied the application of tolerance values in urban Indonesia. This study places Medan in the 10 cities with the lowest tolerance index. One of the indicators is government policy. Therefore, this research aimed to describe: 1) the tolerance policy in Medan City, 2) the realization of the tolerance policy in Medan City, and 3) intolerant events or disturbance of religious/belief harmony in Medan City. The research was conducted with a qualitative-descriptive approach. Interview, observation, and documentation are the data collection techniques used. The informants were selected purposively consisting of the government, FKUB, and PAMK of Medan city. Data analysis was conducted in stages: data reduction, data presentation, and conclusion drawing. To ensure data validity, FGDs, triangulation of sources, techniques, and time were conducted. The results showed that: 1) The Medan City Government's policies in the 2021-2024 period have sufficiently contained aspects of religious tolerance and moderation. 2) Policy realization is carried out regularly and incidentally by the Government and FKUB of Medan city, and 3) There is a decrease in intolerant events or disturbance of KBB in 2021-2022.

Realization of Good Governance Through Medan One Data Program as a Form of Regional Autonomous Implementation of Medan City Government

<em>The concept of good governance can be realized if the three main actors, namely the government, private sector and civil society, synergi ze with each other. The one data program is closely related to the concept of good governance. This concept is better interpreted as a solution to realize effective and efficient government performance in the city of Medan. The Medan One Data Program has several main objectives and benefits in improving good governance in Medan City. Here are some of them: Increasing Transparency, Efficiency of Decision Making, Reducing Redundancy and Reducing Costs, Improving Public Services, Performance Monitoring and Evaluation, Community Empowerment. The initiative is a Presidential mandate as specified in Presidential Regulation No. 39 of 2019. The research method used in this research is a qualitative descriptive method that describes conditions and phenomena found in the field. Thus, the research results show that the one data program can increase the effectiveness of Medan City government implementation. The Medan One Data Program not only helps improve the efficiency and effectiveness of government administration, but also strengthens the principles of good governance, transparency, community participation and accountability in the administration of Medan City government.</em>

The Influence of System Quality, Information Quality, Perceived Usefulness, User Competency, And Employee Performance on User Satisfaction of Accounting Information Systems at the Medan City Government

User satisfaction as an indicator of the success of the information system becomes very important if the information system is mandatory. This study aims to determine the effect of system quality, quality of information, perceived usefulness, user competency, and employee performance on the satisfaction of accounting information system users in the Medan City Government. This type of research is quantitative. Data sources were obtained by distributing questionnaires to employees in Medan City Government. In this study, the saturated sample was all employees who became information systems users in Medan Pemko, totaling 91 people. This study uses the Partial Least Square-Structural Equation Modeling (PLS-SEM) technique through SmartPLS software. The results of this study indicate that partially, the quality of the system, quality of information, perceived usefulness, user competency, and employee performance have a positive and significant effect on the satisfaction of accounting information system users. Simultaneously, the system, quality of information, perceived usefulness, user competency, and employee performance influence 94.8% in predicting the satisfaction variables of accounting information systems. The remaining 5.2% are influenced by other variables not examined in this study. Analisis Efektivitas Realisasi Anggaran Pendapatan Belanja Daerah Kota Medan Tahun 2021-2023

Medan city is one of the largest cities in Indonesia. The increasing need for infrastructure amidst the increasing population in the city of Medan is a challenge that must be resolved. This research was conducted to evaluate the effectiveness of the Medan City Revenue and Expenditure Budget considering that the budget allocation for improving infrastructure that has been carried out by the Medan City Government is the government's priority. The research method used in this research is a descriptive analysis method with a qualitative approach. The results of the research found that effectiveness in managing the APBD is still less effective. In this case, the effectiveness of budget management still needs to be improved so that fund allocation can be optimized and create more inclusive and sustainable development.

FAKTOR-FAKTOR PENENTU KUALITAS INFORMASI AKUNTANSI PADA INSTANSI PEMERINTAH

This research examines the influence of accounting understanding, information technology utilization, and information system user capability on the quality of accounting information. This research includes quantitative research. The population in this research is all regional apparatus in the Medan City Government, which consists of 27 regional apparatus. The sample was determined using census research. The total sample in this study was 108 respondents, composed of staff of financial administration officials, treasurers, program preparers, and heads of agencies at the Medan City Government. The sample obtained after distributing the questionnaire was 68 respondents. This research uses primary data by distributing questionnaires via Google Forms. The influence test of independent variables toward dependent variables employs a multiple linear regression model. The research results show that accounting understanding, information technology utilization, and information system user capability influence the quality of accounting information. The results also show that understanding accounting, information technology utilization, and information system user capability influence the quality of accounting information partially.

Examining the Profits and Losses of Medan City Roadside Ditch Scraping by the Medan City Government on MSMEs

The practice of digging roadside ditches by the Medan City Government is an important part of the flood mitigation strategy and improvement of the urban drainage system. However, this practice not only provides benefits for reducing flood risk, but also has a significant impact on Micro, Small and Medium Enterprises (MSMEs) around the area. This research aims to investigate the dynamics of profit and loss from the practice of trenching for MSMEs in Medan, focusing on identifying the challenges they face and opportunities to improve the sustainability of their businesses. Through a triangulation approach, including direct surveys, interviews with stakeholders, and secondary data analysis, this study reveals the complexity of the impact of trenching practices on MSMEs and the adaptation strategies adopted. The results show that MSMEs experience accessibility problems, material losses, and damage to business infrastructure due to this practice. However, MSMEs have also taken adaptation steps such as product diversification and increased connectivity. Support from sustainability-oriented public policies has also helped MSMEs increase their competitiveness and resilience. Despite this, challenges in implementing sustainable policies remain the main focus, with limited resources and lack of coordination between government agencies as the main obstacles. In conclusion, this research highlights the need for a holistic approach and close collaboration between stakeholders to create an environment that supports the growth and sustainability of MSMEs amidst changes in urban infrastructure.

Analisis Peran Koperasi Dalam Meningkatkan Kesejahteraan Anggotanya

The purpose of the study was to analyze how the role of Civil Service Cooperatives Medan city government in improving the welfare of its members. This research is in the form of descriptive qualitative research. Researchers conducted observations, notes, and interviews during the data collection process. From the results of the study shows that the cooperative civil servants (KPN) Medan City Government has a very large role in the welfare of its members. The benefits include the provision of ease of Business Financing assistance services, educational scholarships for family members and the provision of training/workshops to improve the ability of human resources (HR). And also advised to cooperatives should cooperatives always improve and maintain the efforts that have been made in improving the welfare of members who are members and always make improvements to the efforts that the target has not been achieved. cooperatives always remain guided by the principles, foundations, principles, and goals of cooperatives in improving the welfare of cooperative members.

Socio-cultural Impact of Stunting Phenomenon on Children's Health in Medan City

Stunting is a health disorder that affects the growth and development of children caused by chronic nutrition and impacts cognitive and motor development. Other factors, such as the social and economic environment, can cause stunting. Medan City also has many stunting cases, which is caused by a lack of public understanding of the phenomenon. This research used a descriptive qualitative research method with a literature review approach. Data collection techniques through secondary data in the form of previous research, online media, and journals. Data analysis techniques using data reduction, data display, and conclusion drawing. The results of the study show that the efforts made by the Medan City government, such as nutritional interventions to conduct socialization in the community, still need to be improved. This is due to cultural perceptions that stunting is not a severe disease but is caused by several factors, such as genetics, misconceptions, and religion.

Analisis Efektivitas dan Kontribusi Penerimaan Pajak Bumi dan Bangunan (PBB) terhadap Pendapatan Asli Daerah di Kota Medan: Study Kasus Kantor Dispenda Medan

This study aims to : (1) Analyze Land and Building Tax (PBB) revenues in accordance with the targets set during 2017 to 2021 ; (2) Determine the contribution of Land and Building Tax (PBB) revenues to Regional Original Income (PAD) in the Medan City government from 2017 to 2021 ; (3) Analyze the factors that led to a decrease in the number of Tax Returns Payable (SPPT) in paying Bunt and Building Tax (PBB) in 2017 to with 2021. In this study the authors took a descriptive approach, the data source used primary data. The data analysis technique used in this study used the effevtiveness ratio and contribution formula. The result of this study advanced that (1) Realization of Land and Building Tax (PBB) revenues in general reched the target set with the average revenue effectiveness categorized as quite effective (2) The contribution of Land and Building Tax (PBB) to Regional Original Income (PAD) has agretes value compared to other regional taxes with an average contribution categorized as moderate (3) Factors that influence the reduction of Tax Returns Payable (SPPT) in paying taxes caused by internal factors and external factors

Design of DCU Smart Lighting for Public Streetlights in Medan City

Currently, Medan City is developing a public streetlight project along the highways of Medan City. The Medan city government has spent billions to fix this. The construction of these public streetlights also consumes the city's electricity resources. Efficiency measures are needed to reduce the use of electricity for public streetlights. We propose this research using smart lighting technology. This device will detect human and vehicle movements, time settings, and step dimming that allows dynamic lighting and dimming. This technology also allows for communication from one device to another, such as if a pedestrian or car is detected, then the surrounding streetlights will turn on. This device will be equipped with PIR sensors, ultrasonic sensors, and light sensors. With the development of Internet of Things technology currently, it is expected to help control remotely and have an integrated system. The control and monitoring system is connected via the internet. The parameters to be controlled are the presence of humans, vehicles, and lighting, and all these parameters can be monitored with web-based and Android applications. Based on the above studies, this research will design a public streetlight system using a Data Control Unit (DCU) to facilitate the control system, and this device will be integrated with sensors such as human sensors (PIR), light sensors, and ultrasonic sensors. The system is in the form of smart lighting that can be monitored remotely, such as whether lights will be bright or dim if there are road users and vehicles, and each streetlamp will be connected to each other wirelessly.

CHILD PROTECTION FROM THE PERSPECTIVE OF ISLAMIC LAW AND THE CONVENTION ON THE RIGHTS OF CHILDREN IN MEDAN CITY

<p align="justify">In particular, handling children's problems is included in the social rehabilitation sector which is under the Social Rehabilitation Section for Children and the Elderly Outside of Homes and/or Institutions, although it is also related to other sections within the Medan City Social Service. The importance of this study is to carry out integration between the concept of human rights in the global context and human rights in Islam. It still needs to be reduced to an integrated child protection concept, so that it can be implemented in the form of policies in the local context, especially in the field of social welfare. To derive these two concepts, a systems approach is needed that can explain the position and role of the CRC and Islamic law in child protection and the role of the Medan City Government, especially within the Medan City Social Service, in implementing existing policies. This research uses a qualitative approach to describe and analyze how Islamic law and the Convention on the Rights of the Child (CRC) view child protection from their respective perspectives and will then be analyzed as a whole. The role of the Medan City Social Service relating to the field of child protection is carried out through the duties of the Social Rehabilitation Sector, in point (g) that "Guidance, development and control of social service efforts in the field of social rehabilitation services for street children, abandoned children, delinquent children and service provision for neglected elderly people and social rehabilitation of delinquent children.</p>

Analisis Realisasi Anggaran Pendapatan dan Belanja Daerah Pemerintah Kota Medan

This research aims to determine the Realization of the Regional Revenue and Expenditure Budget of the Medan City Government FY 2017-2021. This research uses a qualitative approach using Medan City Regional Income and Expenditure data 2017-2021. From the results of the discussion, it was found that the realization of Medan City's regional income still had not reached the set target, with the realization percentage below 100% during that period. The COVID-19 pandemic had a significant impact on regional income, especially in 2020, which caused a decrease in Original Regional Income and transfer income. Realization of Medan City regional spending tends to be below the budgeted budget, although there was an increase in 2019 and a decrease in 2020 due to the handling of the pandemic. Direct and indirect spending reflects the policies and strategies of the Medan City government in facing various challenges, especially related to handling the pandemic.

Pengaruh Disiplin Kerja dan Motivasi terhadap Kinerja Pegawai Pemerintahan Kota Medan

The aim of the research is to determine the influence of work discipline and motivation on the performance of Medan City Government Employees. This research was carried out at the Medan City Government with a population and sample of 55 employees. This research instrument is a questionnaire with a Likert scale model. Requirements tests are carried out to test normality. The data analysis technique used is the Multiple Regression technique at a significance level of a = 0.05. The results of this research show that Work Discipline (X1) has a significant and influential effect on the performance of Medan City Government Employees. The calculated t is greater than the t table (2.954 ˃ 1.674) with a significant value of 0.000. Meanwhile, Motivation (X2) has a significant influence on the performance of Medan City Government Employees with a calculated t value greater than the t table (3.693 ˃ 1.674) with a significant value of 0.0001. Based on the SPSS output, it is known that the R squared value is 0.363, meaning that the variance of the Performance variable can be explained by the Work Discipline and Motivation variables of 36.3 percent, while the remaining 63.7 percent is explained by other variables not included in this model. In other words, there are still other independent variables that influence performance.

Based on the SPSS output, it is known that the R squared value is 0.350, meaning that the variance in the Performance variable can be explained by the Work Experience and Motivation variables by 35 percent, while the remaining 70 percent is explained by other variables not included in this model. In other words, there are still other independent variables that influence performance.
