Hospital Information System (HIS) is an important component in supporting effective and efficient health services. Evaluation of the maturity of information systems is needed to ensure that the implementation of SIRS is in accordance with the standards and needs of the organization. This study aims to evaluate the maturity level of information systems at Amanah Hospital using the Information Technology Infrastructure Library (ITIL) version 3 framework, specifically in the Service Operation domain. The research method uses a quantitative approach with data collection through questionnaires distributed to respondents involved in managing information systems. The evaluation was carried out on five subdomains, namely Event Management, Incident Management, Request Fulfillment, Problem Management, and Access Management. The results showed that the maturity level of the Amanah Hospital information system was at level 3.81 (Managed), with the highest value in the Incident Management and Access Management subdomains (4.00), while the lowest value in Event Management and Request Fulfillment (3.66). Based on these results, several improvements are recommended including the development of an integrated monitoring system, strengthening operational procedures, improving HR competencies, and implementing more structured periodic evaluations to achieve an optimal level of maturity.

Digital capabilities of health workers to use electronic medical records: Digital maturity self-assessment in Indonesian hospitals

Digital skills influence the successful implementation of information systems and electronic medical records (EMR) in health care facilities. The Ministry of Health measures digital maturity levels to identify gaps in improving digital transformation, including the digital skill of health workers in hospitals in 2022. The digital maturity in all hospitals in Indonesia was measured quantitatively based on the 7 components of Hospital Information Systems Maturity Model (HISMM). The low response rate was anticipated with a number of efforts such as outreach, capacity building and a circular letter from the Ministry of Health. Internal and external consistency was conducted to ensure the quality of the self-assessment. Specifically, the level of digital skills was analysed by calculating the average score of one components of digital maturity, namely Human Resources, Skills and Use of Hospital Information Systems. There are 11 parameters for assessing the level of digital literacy, perceived usefulness and encouragement to use RME in hospitals. All parameters were assessed using a 5-point scale and were analysed quantitatively. The response rate was 31.9% (973 out of 3,052 hospitals) where overall average of digital maturity level was 2.6. Hospital type A, higher accreditation status and located in Jawa-Bali has relatively high maturity level compare to others. The digital skills of health workers in hospitals are relatively high, with the majority already using the hospital information system. This was align with the perception of the ease of use and usefulness of using a hospital information system. Even though there have been several digital health champions in the hospital, health workers have not been fully involved in the process of developing information systems in hospitals and not many hospitals have utilized HIS to assess the performance of health workers. It is clearly that health workers in hospitals are capable and quite aware of the use of digital technology. However, their role needs to be increased to support the development of appropriate digital technology.

Influences of Internal Control on Enterprise Performance: Does an Information System Make a Difference?

It is generally perceived that the effective implementation of an adequate internal control system prevents and controls an entity’s risks and improves its procedures and performance. This study empirically investigates the relationship between the internal control system and firms’ performance, with particular emphasis on the moderation role of an integrated information system. For this purpose, a survey was developed and sent to 215 Saudi firms that had implemented an integrated information system. A hundred and two valid responses were received. Partial least squares structural equation modeling was utilized for the data analysis and hypothesis testing. The findings confirmed that organizational structure, prospectors’ strategy, information system quality, and management support significantly influence the internal control system for the study sample. The finding also supports the role of an information system as a moderator variable in the relationship between internal control and organizational performance. Additionally, the study elucidates the importance of information system maturity for information system quality.

Academic Information System Success Model and Maturity Level Comparison for Improvement Recommendation

Evaluation of a system is needed to determine whether the system is still in accordance with organizational goals. Academic information system is a system that aims to perform data processing so that it can provide convenience for users in academic administrative activities. This study purposes to determine the level of governance maturity in the Monitor and Evaluate domain of academic information systems at Satya Negara Indonesia University and determined factors of the success of the information system. The results of the measurement process shown that the maturity level of the system is at level 2.1 and the factors that affected the success of the system are System Quality, Quality of Service, User Satisfaction and Net Benefits. The comparison specifically on System Quality and User Satisfaction relation has less significant impact (0.2) while IT Performance of Monitor and Evaluate process is at initial/ad hoc stage (level 1). In this study the Quality of Information has no affect on the success of the system. The results of this study provide recommendations for organizations to improve governance according to organizational goals to level 3 and to improve the Quality of Information of information systems.

Maturity of information systems' security in Ethiopian banks: case of selected private banks

PurposeInformation systems' security is more critical than ever before since security threats are rapidly growing. Before putting in place information systems' security measures, organizations are required to determine the maturity level of their information security governance. Literature review reveals that there is no recent study on information systems' security maturity level of banks in Ethiopia. This study thus seeks to measure the existing maturity level and examine the security gaps in order to propose possible changes in Ethiopian private banking industry's information system security maturity indicators.Design/methodology/approachFour private banks are selected as a representative sample. The system security engineering capability maturity model (SSE-CMM) is used as the maturity measurement criteria, and the measurement was based on ISO/IEC 27001 information security control areas. The data for the study were gathered using a questionnaire.FindingsA total of 93 valid questionnaires were gathered from 110 participants in the study. Based on the SSE-CMM maturity model assessment criteria the private banking industry's current maturity level is level 2 (repeatable but intuitive). Institutions have a pattern that is repeated when completing information security operations but its existence was not thoroughly proven and institutional inconsistency still exists.Originality/valueThis study seeks to measure the existing maturity level and examine the security gaps in order to propose possible changes in Ethiopian private banking industry's information system security maturity indicators. This topic has not been attempted previously in the context of Ethiopian financial sector.

Management information system maturity concerns in Nigeria public organizations

AbstractGovernment departments are under increasing pressure to demonstrate technology effectiveness. One approach that government departments can use to be perceived as more technology effective is to understand the Management Information Systems (MIS) maturity issues that affect their departments. There are gaps in the academic literature about how African governments are dealing with the issues of MIS maturity; and this is also applicable to Nigeria. The purpose of this research is to gain a better understanding of some of the MIS maturity concerns of Nigerian Ministries, Department, and Agencies (MDAs). This is important because senior managers and policymakers can more effectively understand the challenges that affect their respective departments and develop context‐appropriate policies. This study is quantitative in nature and primary data in the form of questionnaires were collected from 109 key stakeholders from selected Nigerian government departments. The data were analyzed using Factor analysis as a primary tool. The analysis provided a deeper understanding of some of the issues affecting the maturity within the selected Nigerian MDAs. The results of the analysis were used to develop a model that outlines some of the maturity concerns for the selected Nigerian MDAs. The issues that affect MIS maturity in Nigerian MDAs are related to: (1) integration of MIS initiatives, creating MIS vision, implementation of MIS management policies and the development of supportive MIS objectives which influence MIS maturity, (2) robust MIS objectives and robust MIS management that influences service delivery.

Global core indicators for measuring WHO’s paediatric quality-of-care standards in health facilities: development and expert consensus

BackgroundThere are currently no global recommendations on a parsimonious and robust set of indicators that can be measured routinely or periodically to monitor quality of hospital care for children and young adolescents. We describe a systematic methodology used to prioritize and define a core set of such indicators and their metadata for progress tracking, accountability, learning and improvement, at facility, (sub) national, national, and global levels.MethodsWe used a deductive methodology which involved the use of the World Health Organization Standards for improving the quality-of-care for children and young adolescents in health facilities as the organizing framework for indicator development. The entire process involved 9 complementary steps which included: a rapid literature review of available evidence, the application of a peer-reviewed systematic algorithm for indicator systematization and prioritization, and multiple iterative expert consultations to establish consensus on the proposed indicators and their metadata.ResultsWe derived a robust set of 25 core indicators and their metadata, representing all 8 World Health Organization quality standards, 40 quality statements and 520 quality measures. Most of these indicators are process-related (64%) and 20% are outcome/impact indicators. A large proportion (84%) of indicators were proposed for measurement at both outpatient and inpatient levels. By virtue of being a parsimonious set and given the stringent criteria for prioritizing indicators with “quality measurement” attributes, the recommended set is not evenly distributed across the 8 quality standards.ConclusionsTo support ongoing global and national initiatives around paediatric quality-of-care programming at country level, the recommended indicators can be adopted using a tiered approach that considers indicator measurability in the short-, medium-, and long-terms, within the context of the country’s health information system readiness and maturity. However, there is a need for further research to assess the feasibility of implementing these indicators across contexts, and the need for their validation for global common reporting.

Mapping information systems maturity: the case of the portuguese hospitality industry

Hospitality is a highly competitive market that struggles to improve its performance. The use of technology is a critical factor for more efficient performance. To understand decision-makers' perception of information systems' influence and importance in their organisations, we conduct a case study in Portugal. The objective was to assess information systems' maturity level of independent hotels and small hotel chains, mapping the level to the hotel's characteristics. In addition, this study explores the types of systems used and hoteliers' main factors, drivers, and limitations to invest in information systems' maturity. We examined 86 companies, representing a total of 195 hotels. The analysis design was done following the Network Exploitation Capability (NEC) model. We found that, generally, hoteliers consider that their companies take more advantage of technology and information systems than they really do. These findings emphasise the importance of the use of technology in hospitality performance and the lack of knowledge that hoteliers have on the subject.

Progress of research regarding the influenza early warning system, based on "Big Data"

Shortcomings have been inherited in the traditional influenza early warning system, often expressed through the scope, accuracy on prediction and real-time performance of the monitor related programs. With the new round of scientific and technological revolution and the increasingly maturity of modern information system, related technology on influenza early warning has become the focus of research in this field, based on big data analysis technology. Using the traditional influenza surveillance and early warning system as reference, this paper summarizes the progress of influenza early warning research, based on the Internet, influencing factors, time and space trends, and risk assessment etc., to summarize the trends on the advantages, shortcomings and future development of big data, used in the early warning system on influenza.

In general, the measurement of the maturity of the process of delivering IT services in an information system must provide complete information or information systems and information systems related to academic requirements. Academic of Sriwijaya University, and provide suggestions for Sriwijaya University, and provide advice for Sriwijaya University, as well as provide suggestions for improvements in the use of IT in the future based on the COBIT 4.1 framework.

Enabling continuous improvement in online teaching and learning through e-learning capability and maturity assessment

PurposeThe University of Mauritius (UoM) established as a traditional face-to-face university has been engaged in distance education since 1993 and in e-learning since 2001 to establish itself as a dual-mode institution. In a context where it has engaged itself to promote its internationalization of online courses and a digital learning transformation process, there is a need to assess and evaluate its current e-learning capability to identify areas of good practices and opportunities for improvement to ensure a high quality of e-learning provisions. The paper reports the results of an assessment of the e-learning capability and the related quality assurance processes of the University of the Mauritius using the e-learning Maturity Model (eMM). Quality assurance in higher education is still a key issue, especially with the ever-growing influence of technology and the disruption that the Internet has caused with respect to e-learning and distance education provisions. No university in Mauritius has ever engaged in such an assessment of their e-learning capabilities.Design/methodology/approachThe EMM and the Open Learning Consortium Quality Scorecard Suite were found to be the most complete models in terms of available documentation and description of how to carry out the evaluation with respect to each process area as compared to the other models described in the literature review section. The EMM was, however, chosen as the model to be used for the UoM, given that there already exists a body of knowledge about its applications in different universities that operate in similar contexts. The researcher is at the heart of the process in the role of an ‘eLearning quality auditor’. Therefore, the research used mainly desk studies, and analysis of annual reports as well as a consultative approach with key stakeholders based on a consensus model to reach a rating for each element in the EMMv2.3 instrument. The rating is based on evidence that is available and verifiable through desk research and documentation.FindingsWe found out that the main strengths of the university were in the learning process areas mainly because of the need to follow existing quality assurance procedures in place at different phases of a course of life cycle, irrespective of the course modality. On the other hand, across all process areas, the university fared well in the delivery dimension, and this finding is consistent with other universities that were assessed using the EMM. However, it was found that the EMM in current form was more adapted for the assessment of universities operating fully as open or virtual universities rather than those operating as dual-mode institutions or as traditional universities promoting technology-enabled learning. The weakest link was the optimization dimension across all process areas, and the process area that needs more attention for improvement was the evaluation process area. Overall, the university can reasonably be pitched at level two (Repeatable) of the capability maturity model scale used for information systems maturity assessment, but operating towards level three (Defined).Originality/valueThe work presented here has never been carried out for any university in Mauritius, and there have been no reported evaluations or applications within the African region. It allows the university to benchmark and compare its standing with respect to other universities operating as dual-mode institutions and as a reference for other universities in Mauritius as well.

A systematic literature review on maturity models for information systems in higher education institutions

ABSTRACT Maturity models have been introduced over the last five decades as guides and references for information system (IS) management in organizations from different sectors. In the education sector, maturity models have also been used to evaluate higher education institutions (HEIs) across several dimensions, such as information and communication technology (ICT), management, process management, course curricula, course/HEI accreditation, e-/m-learning, online courses and pedagogical strategies. In fact, HEIs are faced with enormous complexity due to the specificity and quantity of their processes. Based on the guidelines concerning a methodology for a systematic literature review, the maturity models of different subareas of education are identified and categorized in this paper. For each maturity model associated with HEIs’ ISs, the appropriate methodology for development and validation is identified, as well as the scope, stages and their dimensional characteristics. This study highlights the need to develop an IS maturity model that supports HEIs in their core business activities and management.

Evaluasi Penerapan Sistem Informasi Smart Prodi dengan Pendekatan Delone Mclean dan Framework Cobit 5

Implementation of Information Systems used to improve the quality of service in the field of education at STMIK Amikom Purwokerto, the increasing problems in STMIK Amikom Purwokerto have not yet had a difference in terms of information systems to increase the system's prosperity. The method used is descriptive method using quantitative. The concept of this study uses the theory of DeLone and McLean combined with the COBIT 5 Framework which consists of 6 indicators including system quality, information, services, users, user satisfaction and net benefits. The results of this study are information systems that have been quite good and successful in the range of 0.80 the highest value of system quality, this explains about system users who have been carried out as daily activities to help use the operational process. The lowest value is service quality (0.50). This explains the quality of service received well needs improvement. And found some services that are less good and between good variables. Benefits of users, found to be related between information system development and information system maturity level (H0 rejected), but opposed not too strong or significant (0.38).

Application of GIS technology in the construction of urban traffic sharing multimedia information platform

With the gradual maturity of geographical multimedia information system, applying geographical multimedia information system to urban intelligent traffic management information system and urban traffic sharing information platform can realize unified management and real-time update of traffic information. Through the urban traffic sharing information platform, it can increase the value of information. The multimedia information of the entire intelligent traffic management system can be stored, organized and processed by the shared multimedia information platform. It can more effectively ensure the correctness, comprehensibility and avoid redundancy of data relationships. Then it improves the utilization and transmission speed of multimedia information in the system. The urban traffic multimedia information management system has improved the use efficiency of urban road construction in China. And it also made the traffic multimedia information system more scientific and intelligent. It can also improve its management level and play an important role in urban traffic management. This paper first briefly analyzes the current traffic situation and the development of intelligent traffic multimedia information system in China. The basic concepts of GIS and urban intelligent transportation system based on GIS are introduced secondly. At last, the possibility about GIS as urban intelligent traffic management system sharing multimedia information platform is analyzed. The system framework and the basic function of GIS platform are put forward, and the application of GIS in urban traffic common information platform using the key technical support was discussed. It expounds the application of GIS in urban traffic common multimedia information platform.

Maturity Assessment Methodology for HISMM - Hospital Information System Maturity Model

Maturity models have been adopted in organizations from different sectors of activity, as guides and references for information system (IS) management. In the healthcare field, maturity models have also been used to deal with the enormous complexity and demands of hospital information systems (HIS). This article presents a research project that aimed to develop a new comprehensive model of maturity for a health area. HISMM (hospital information system maturity model) was developed to address the complexity of HIS and intends to offer a useful tool to meet the demands of its management. The HISMM has the peculiarity of combining a set of key maturity influence factors and their respective characteristics, enabling not only the assessment of the global maturity of an HIS but also of the individual maturities of its various dimensions. In this article, we present a methodology for the application and implementation of this model in HIS, thus contributing to its widespread practical application and acceptance.

Information System Maturity Models in Healthcare.

The use of information systems in healthcare (HIS) has been recognised as having crucial importance in improving the efficiency, cost-effectiveness, quality, and safety of medical care delivery. HIS has the potential to improve individuals' health and providers' performance by producing better quality, cost savings, and greater patient involvement in their own health. There have been two major drivers for the HIS investments in healthcare: The ever-increasing burden from chronic disease with costs growing significantly faster and the recognition of the need for greatly improved quality and safety in health delivery. Maturity models (MM) are based on the premises that people, organizations, functional areas and processes evolve through a process of development or growth towards a more advanced maturity, going through a distinct number of levels. Through a state-of-the-art review of HIS, focused on their maturity state, we identify and characterize a set of critical factors recognized as determinants in the context of HIS maturity. The article identifies a broad spectrum of MM applied to the health sector and its characteristics and reinforces the belief that the maturity of HIS can contribute to the quality of information and knowledge management in the sector.

A health data analytics maturity model for hospitals information systems

In the last five decades, maturity models have been introduced as reference frameworks for Information System (IS) management in organizations within different industries. In the healthcare domain, maturity models have also been used to address a wide variety of challenges and the high demand for hospital IS (HIS) implementations. The increasing volume of data, is exceeded the ability of health organizations to process it for improving clinical and financial efficiencies and quality of care. It is believed that careful and attentive use of Data Analytics in healthcare can transform data into knowledge that can improve patient outcomes and operational efficiency. A maturity model in this conjuncture, is a way of identifying strengths and weaknesses of the HIS maturity and thus, find a way for improvement and evolution. This paper presents a proposal to measure Hospitals Information Systems maturity with regard to Data Analytics. The outcome of this paper is a maturity model, which includes six stages of HIS growth and maturity progression.

The Importance Role E-Collaboration Capability and Information System Maturity on Knowledge Sharing and SMEs Marketing Performance

This article discusses the effect of e-collaboration capability and information system maturity on knowledge sharing and SMEs marketing performance. This study was conducted at SMEs in Central Java which had used information system and technology in collaborating with partners and customers. There were 160 respondents in this research who were the owners or managers of SMEs in Central Java, Indonesia. This research used structural equation modeling analysis. AMOS version 21 was used to process the data. The result of this research showed that all proposed hypotheses were accepted. First, e-collaboration capability has positively and significantly influenced knowledge sharing. Second, knowledge sharing has positively and significantly influenced SME marketing performance. Third, e-collaboration capability has positively and significantly influenced SME marketing performance. Fourth, information system maturity has positively and significantly influenced knowledge sharing. Fifth, information system maturity has positively and significantly influenced SME marketing performance.

The Concept of the Relationship between Information System Maturity and Industry Performance in Indonesia

Industry in Indonesia continues to grow from year to year. Along with these developments, the use of information technology, which is the basis of information systems, should be considered as a handy tool to survive in the competition in the industry. Various previous studies have discussed much the use of information systems and their role at the strategic level. But more in-depth research is still needed to find out the extent to which the maturity of the use of information systems through its elements can affect the performance of companies in various sectors industries in Indonesia. It is hoped that this concept can be used as a subsequent research by distributing questionnaires based on the method of statements that have been defined by researchers. With this concepts, the next development will continue to measure the relationship information systems maturity in general with the organizations performance. The result of the concept proposed by the researcher is expected to be able to measure the maturity relationship of an information system with the connection with the consumer, demand/supply planning element, innovation, performance measurement, IT impact management and also internal process.
