Transportation Mode Selection Preferences for Persons with Disabilities in the Disability-Friendly City of Yogyakarta

A disability-friendly city is a city that meets all the needs of people with disabilities according to service standards in education, health, employment, rehabilitation, social needs, and transportation. The Yogyakarta City Government has declared itself as a ‘Disability Friendly City’ since 2015. To fulfill the movement needs of people with disabilities, the Yogyakarta City government provides mass public transport, Trans Jogja. In addition to Trans Jogja, there are other modes, namely Difa Bike, two-wheeled private, public transportation, four-wheeled private, public transportation, and private vehicles. This study aims to determine the transportation mode selection preferences for persons with disabilities in Yogyakarta City as a Disability Friendly City. This study uses multiple linear regression analysis to determine the factors influencing persons with disabilities in choosing transportation modes. This study's findings state that most people with disabilities prefer private vehicle modes based on influential factors: travel destination, travel distance, travel time, transportation costs, and vehicle ownership.

Population Mobility and City Livability: An Empirical Study from Java Cities, Indonesia

Population mobility is one of the key factors contributing to the growth of the urban population. Consequently, cities encounter challenges related to livability, including limited access to basic services in education and healthcare, reduced safety, limited transportation accessibility, and affordability of recreational facilities. Literature on population mobility frames urban livability as a non-market good, thus requiring an approach to implicitly derive its value to quantify it into a city livability index. As quantitative research, this study aims to calculate the value of the city livability index and assess its impact on population mobility. We use secondary data, national socio-economic surveys and village potential published by the Central Bureau of Statistics. The findings of this study indicate that cities with high index values typically serve as capitals and hubs of government, commerce, industry, and services. Empirical findings found that livability substantially influences population mobility into cities, with basic services like education, healthcare, and public mass transportation playing pivotal roles. We recommend that city governments provide comprehensive and high-quality facilities to enhance the living experience for their residents.

Evaluation of robustness in underground networks

Since the development of urban public mass transport in cities, transport infrastructures are a milestone for the economies of the cities and those of their respective regions. The construction of underground systems has seen impressive growth in many transport networks in the past few years, becoming the hinge of mobility in many of the principal cities of the world. Due to the latter and because of the possibility of disruptive events (natural disasters, random failures, and intentional attacks), many scholars and governments have worried about how robust the networks are. For this reason, in this paper we reviewed the robustness of networks by using graph theory tools to analyze and measure them through a new centrality index, called Sum of Weighted Distances Index (SWDI). The index measures the percentage of changes in traveled distances in the event that the node and all edges containing it are disrupted. To evaluate the robustness of a network, we compare the outcomes of SWDI at a standard working configuration and at a degraded one, modeled as a reduction of performance at a certain edge, edge by edge. SWDI is able to show at what edges and nodes of the network the degradation will have the highest impact. Summing up the normalized SWDI outcomes for all the nodes and edges, the final evaluation of the robustness of the network is obtained. Applications to the two case studies of Boston and Barcelona are developed, compared, and discussed, limited to their topology.

Problems of financing urban mobility resilience in Poland

Motivation: The efficient functioning of transportation systems is subject to various types of disruptions and risks. Transportation systems are strongly affected by all kinds of local, regional, national, or global crises. The European Union’s transport policy indicates the need to build sustainable, intelligent, and resilient urban mobility systems based on public mass transit. The paradigm of resilience has gained particular importance in the context of the global crises of the last five years. Resilient urban mobility systems are intended to provide the ability to respond quickly to disruptions that occur, allowing urban organisms to achieve operational stability.Aim: The purpose of the study is to identify the main problems with financing the resilience of public mass transit systems in Polish cities. The specific aims are the identification of the factors determining the resilience of urban mobility systems and tools supporting it, measures of resilience and ways of financing it. The study sought to verify whether the mobility systems of Polish regional cities can be considered resilient from a financial point of view.Results: Financing urban public mass transport in Poland is based on two key sources of income: fees from ticket sales and payments (compensations) made by local governments. The economic and energy crisis contributed to a significant increase in the operating costs of public mass transportation providers. In this context, the key to building resilient public mass transport systems in urban areas is to make changes to existing models to ensure a stable PTA financing system.

Development of Sustainable Integrated Transit Area in Gorontalo Province, Indonesia

Transportation integration is the integration of air, rail and land transportation modes with the aim of improving transportation performance more efficiently and effectively. The development of transit areas is important in order to realize a sustainable transportation system. Isimu Terminal in Gorontalo Province is a gateway to access to various modes of mass public transportation that serve inter and intra-provincial transportation. This research aims to evaluate the existing conditions of the Isimu terminal based on the evolution of the implementation of transit area development according to the categories: seamless mobility, sustainable neighborhood and optimum growth. This research is qualitative deductive. Primary data was obtained through in-depth interviews with station users and direct observation. Secondary data is obtained through institutional surveys to relevant parties. The result the integration of services between Djalaludin airport and Isimu terminal does not seem to be optimally connected and the loading and unloading of goods outside the terminal is visible. However, this area has the prospect of functioning as an intermodal connectivity node with the planned infrastructure development of the train station, Djalaludin airport, and Isimu terminal, and as further suggestions this area can be developed into an integrated transit area and transhipment node.

Implementasi Program Teman Bus Dalam Pengembangan Transportasi Publik Di Kota Denpasar

One of the public services engaged in services provided by the government is transportation services. Transportation is one of the various basic human needs and this is an inseparable part of social life, especially for urban communities, because in daily activities when traveling, access is required to reach every place within a specified effective time. The aim of this research is to find out and analyze the obstacles in implementing the economical, easy, reliable and comfortable transportation policy (Bus Friends) in Denpasar City. The presence of TEMAN BUS in Bali is the third service in the Buy The Service (BTS) program by the Ministry of Transportation of the Republic of Indonesia. The operator that runs the TEMAN BUS service operations is PT. Trans Metro Dewata. The implementation of the Trans Sarbagita Program for 5 (five) years has been able to develop the existence of public transportation, but is still unable to deal with the problem of congestion that occurs on several roads. Implementation of SPM (Minimum Service Standards) is the minimum service standard for Trans Sarbagita Mass Public Transport. The factor that is classified as an obstacle is that Sarbagita does not have a special route, this results in it being unable to reach small areas/areas. Another inhibiting factor is the existence of buses that are starting to break down, so the service provided is less than optimal.

Transit Oriented Development (TOD) network arrangement system in the City of Jakarta

The city of Jakarta has grown very rapidly with more than 18.6 million private vehicles passing through it. Around 47.5 million people move in Jakarta and its surroundings, only 24 percent use public transportation. This trend of using transportation that is fast and uncontrollable, but not many people use public transportation. The purpose of this research is to provide direction to the public and the government so that the use of pedestrian-oriented public transportation and mass public transportation through the application of the TOD concept. This research method is descriptive argumentative in nature supported by data sources and processed qualitatively. The results of this study show that the application of TOD to mass transportation systems in Jakarta that currently exist or exist such as Commuter line stops or stations, Mass Rapid Transit (MRT), Trans Jakarta Bus Rapid Transit (BRT), Light Rapid Transit (LRT) has provided convenience and comfort for its users, as well as regional arrangement, passenger flow, and integration between mode. The conclusion of this study is that the TOD system that has been built can connect the downtown area with connected buffer areas via the BRT, MRT and LRT. This transportation system was developed managed by Jabodetabek Transportation Management Agency (PT. BPTJ).

An Evaluation of Sustainable Public Services in Light of Turkstat Data on The 100TH Anniversary of The Turkish Republic

Diversifying the expectations of internal and external stakeholders, as well as increasing consumption, require a management practice that takes into account both the use of current resources and the needs of future generations. This situation has been addressed by the participating countries, which have implemented a number of regulations to support the global implementation of the sustainability vision. Although targets and regulations may be established, the primary actor responsible for implementing and achieving sustainability is public institutions. These institutions serve a large group of people and utilize resources on a large scale. The sustainable service delivery performance of public institutions has a direct impact on the welfare and future of society. Sustainable public service is the process of implementing management practices that effectively and efficiently utilize available resources to meet the needs of both today and tomorrow's generations while preserving those resources for future use. This study examines citizen satisfaction levels as a concrete indicator of public service performance in various service areas between 2003 and 2022, in the context of the 100-year achievements of the Republic of Turkey. TUIK data was used and associated with the UN 2030 Sustainability Goals. Based on the data, it was determined that the highest level of general satisfaction is in public security services, while the lowest is in pavement and sidewalk, education, and greenbelt services. To address low satisfaction, it is urgent to develop innovative, digital, and smart solutions and systems in education, network water, sewer services, waste collection, and mass public transportation. Additionally, developing new policies and practices to increase the number of green spaces and improve satisfaction in health services, which have recently decreased, would be appropriate for sustainable public service delivery and welfare in the second century of the Republic of Turkey.

ENHANCING THE ACCESSIBILITY OF RAILWAY TRANSPORTATION FOR INDIVIDUALS WITH PHYSICAL DISABILITIES

The purpose of public mass transport is the general accessibility for all of its users. The lack of (or insufficient adjustment of) the tourist transport infrastructure to the needs of persons with disabilities and seniors is an obstacle to their free movement. The aim of this article is to determine to what extent the railway infrastructure is adjusted to the needs of disabled persons and what problems these persons struggle with most frequently. The aim of this article is to determine and discuss various aspects of disability. The primary research method used in the paper is the Failure Mode and Effects Analysis (FMEA), which is a method used to assess the state of adaptation of the station for people with disabilities. The purpose of the tests is to identify existing and potential defects as well as their causes and effects. Research results verify the degree of adaptation of rail transport for people with disabilities and have diagnostic value. Future research should focus on the full usability of transport infrastructure for people with disabilities. The results of the current research have a number of practical implications, mainly for people involved in the transport industry. Building awareness regarding problems related to the mobility of people with disabilities, sensitize to the needs and challenges of such people has significant social implications. This paper has cognitive value for the development of knowledge, science, and quality in terms of adapting transport for people with disabilities. To achieve the study’s purpose, the FMEA was conducted on the example of the main railway station in Bielsko-Biała, Poland. Suggestions were also formulated to allow persons with disabilities to use railway transport to a greater extent.

Sistem pengendalian manajemen berbasis nilai publik: Studi kasus pada Suroboyo Bus

The objective of this paper is to deeply study about how the management control system of a public sector organisation contributes to the creation of public value as expected by the stakeholders. This research is designed as a qualitative case study with the interpretive paradigm. Suroboyo Bus case was chosen as it fits with the purpose of the study and its accessibility. Public Value Management (PVM) theory explains the investigated phenomenon, with the levers of control framework used as the theoretical reference to explain the MCS of Suroboyo Bus. This research found that the MCS of Suroboyo Bus was designed to support the creation of public value. The internalised value of the Suroboyo Bus managers and staff have made the MCS implementation focus upon the public values. The change from UPTD to BLUD became the foundation to facilitate the public value creation. The MCS in operational, budgetary and administration cycles are focused upon maintaining and improving the service quality of the mass public transport of Suroboyo Bus. However, this result may differ across organisational context, hence it is necessary to further advance the study to other public organisations to enhance the knowledge of MCS and public value creation.

ANALISIS PENGARUH KEPUASAN PENUMPANG ANGKUTAN MASSAL BERBASIS JALAN PERKOTAAN TERHADAP LOYALITAS PENUMPANG (STUDI KASUS : TRANS METRO DELI)

Road-based mass transit systems or commonly referred to as Bus Rapid Transit (BRT) are currently experiencing quite rapid development in various countries including Indonesia. At the end of 2020 the Government has inaugurated urban road-based mass public transportation with the Buy The Service (BTS) Service Scheme in 5 (five) major cities including the city of Medan. Evaluation or strategy must continue to be carried out so that this BTS mode can continue to be sustainable. One of the steps that can be taken is to examine the level of satisfaction and loyalty of current users to continue using the BTS mode. This underlies this research to analyze the level of passenger satisfaction of the Trans Metro Deli Bus and to analyze the effect of passenger satisfaction on the loyalty of the Trans Metro Deli Bus passengers. The Importance Performance Analysis (IPA) Method is used to analyze the satisfaction level of Trans Metro Deli Bus passengers because this method can be used to evaluate and design management from the results of the analysis of service user perceptions regarding the suitability between expectations and quality received. While the Partial Least Square – Structural Equation Modeling (PLS – SEM) Method is used to analyze the effect of passenger satisfaction on passenger loyalty because this method can be used to estimate model relationships. This analysis method uses Smart PLS software. Through measurements using the IPA method, the results show that the highest level of passenger satisfaction is found in the safety attribute (92.59%), then the safety attribute (90.54%), and comfort (91.11%). All three are included in the achievement quadrant that must be maintained, and the attributes of equality (87.24%) and regularity (87.74%) are included in the low priority quadrant while the affordability attribute (84.79%) is included in the quadrant which is the main priority for improvement . Meanwhile, if analyzed per each corridor, in the Medan Tuntungan – Merdeka Square corridor, the affordability attribute is included in the low priority quadrant because in terms of quality it is still low, but expectations are also low. And when analyzed on a job basis, the regularity attribute is included in the top priority to be improved. The results of the analysis of the effect of passenger satisfaction on passenger loyalty using the PLS-SEM method concluded that the effect of passenger satisfaction on passenger loyalty was significant with an influence value of 0.647 and the direction of the relationship between the two variables was positive.

Housing market shifts favouring transit-oriented development in emerging economies: the link between metro rails and housing price dynamics in Delhi

PurposeThis paper aims to understand the spatiotemporal influence of metro rail connectivity on housing prices in surrounding areas. The study assesses the average annual price shift for apartments around metro stations in Delhi during the previous decade, specifically from 2010 to 2019. The authors examine the spatiotemporal extents to which housing prices are determined by the prominence of metro stations and spatial development around metro stations.Design/methodology/approachThe authors perform the cross-tabulation analysis to calculate chi-square values to test the hypotheses concerning the responsiveness of the housing market in Delhi to the number of locational variables in the areas connected with the mass public transportation system.FindingsThe empirical findings verify the existence of a housing market overvaluation in Delhi around metro stations until 2013, which was eventually re-adjusted after 2014. The key findings of the study suggest the role of location variables concerning metro rails in the shooting up of the housing prices in the city. In addition, the research establishes the association of annual housing price shifts to the metro rails in the short-term, mid-term and long-term in conjunction with the distance from the metro station.Originality/valueIn the market, the prices are often overvalued by real estate agents due to better connectivity to the metro stations. The overvaluation eventually causes massive downfalls in housing markets and rollouts as a risk for the investors. However, the effect of mass transportation on housing prices is mixed in nature, limited to a certain extent only and not as influential as frequently portrayed by the market forces. This effect loses colour with time.

Sexual Governmentality and the Woman at/as Risk in Revolutionary Egypt

How can a collective sexual assault that took place in the mid-1990s in front of a private school in a middle-class neighborhood of Cairo help us reconsider the “circles of hell” that proliferated in protests during the Egyptian January 25 Revolution? This article weaves together three past and contemporary instances of sexual harassment and assault in educational settings to counter the social/political dichotomy that has dominated scholarly discussions about public sexual violence in Egypt and to situate these forms of violence in relation to broader historical processes, including the development of women’s education and mass public transportation and the emergence of the modern city in the late nineteenth century. Building on the work of Michel Foucault and Fatima Mernissi, the essay regards public sexual violence as a mechanism of sexual governmentality aimed at shaping and managing women’s conduct through the conceptualization of women as simultaneously at risk and a risk in public space. Drawing on research conducted in Cairo in 2014–15, I examine the ways in which the activist initiatives OpAntiSH and HarassMap subverted these notions through projects of direct action and community intervention that challenged notions of feminine vulnerability and masculine protection while creating horizontal structures of care in the spaces of protest and in the neighborhood. I conclude by discussing how these approaches can contribute to decolonizing feminism and reinvigorate anti-sexual-violence organizing in the current #MeToo moment.

The selection of PPP scheme using VfM analysis for Sekupang – Batam Centre Corridor

The study on public mass transportation in Batam City was started in 2010 by BP Batam. The study is still in a long polemic due to problems arise in technical and non-technical aspects, such as limited funding capacity of local government. Therefore, the government wants to involve private sectors in the development plan. This study aims to analyse the selection of Public Private Partnership (PPP) scheme using value for money (VfM) as one of the solutions for public transportation funding problems. The methodology used in this study is the benchmarking method from several scenarios with an emphasis on the point of view of economic and financial feasibility studies. Several scenarios of PPP Scheme with different concession period and investment proportion were analyzed based on its VfM policy. The result of the VfM analysis shows that the VfM value for actual condition is 1,139,946 (IDR Mill). The most significant factors that affect the value of VfM is the changes in the concession period. The concession period of 20 years gives the maximum VfM value. In all scenarios, there is no negative VfM value which indicates that this public project is better if it is carried out with the PPP scheme.

Wrocław public transport passengers’ satisfaction survey by means of CSI and IPA

The purpose of this paper was to assess the level of satisfaction of passengers using public transport services in Wrocław and to identify the quality characteristics that the service provider needs to improve if it wants to increase the overall quality of its services. The passenger satisfaction survey was conducted according to the stages of the developed procedure outlined in the article. In pursuit of the stated goal, CSI and IPA were used. The main measurement tool used was a survey questionnaire. The survey was conducted on a sample of 500 respondents, which allows us to trust the results at 95%, assuming an “estimation error” of ± 5%. A total of 14 transport demands were selected to evaluate the level of satisfaction of passengers using services provided by MPK Wrocław. Statistical analysis of the data was carried out using Statistica 13.3 software and using functions and commands available in Microsoft Excel. The results obtained allowed us to conduct a detailed analysis related to the level of the services quality of the Wrocław’s public transport. These results should be used by urban transport organisers and operators to shape their transport offerings, primarily in terms of increasing the quality of transport services. This is very important since it is, among other things, the quality of public mass transport that determines the quality of life of residents, as well as the conditions for economic development of the transport network.

Passenger Counting in Mass Public Transport Systems using Computer Vision and Deep Learning

Estimating the number of people in vehicles and stations in public transport systems is crucial to improve service quality. The TransMilenio system in Bogota has serious drawbacks due to the lack of information in congestion situations. In this work we present a computer vision method that estimates the number of people in TransMilenio stations using deep learning techniques. We offer free use of the TransMilenio-Javeriana database with nearly 900,000 head labels on buses and stations. From these images a deep learning architecture tuned for crowd counting was trained to generate density maps around the heads in the scene. Several head count methods were evaluated on the density maps. After testing the method with 10,800 images, the results show a mean absolute error of 1 head per frame, equivalent to 11% relative error. The accuracy of this method is much better than its manual counterpart. This method is also scalable and low cost, which indicates that it has great potential to provide information for the planning and operation of public transport systems.

Digital Nomads as A Strategy to Accelerate the Religious Tourism Recovery in Post-Pandemic

This study aims to analyze the potential of Kudus Regency in implementing digital nomads as a strategy to accelerate Islamic religious tourism recovery after the COVID-19 pandemic. This research is important because even though pandemic control has gotten better, there is no guarantee that a virulent virus like COVID-19 will not emerge again and then have an impact on the tourism vacuum. To examine the potential of digital nomads in the Kudus Regency, the research results will be displayed using four aspects of tourism products including attraction, accessibility, amenity, and ancillary, and then discussed with SWOT as an analytical tool. This study uses a qualitative and descriptive approach where data collection is done by observation, interviews with seven informants, and focus group discussions with ten experts. The research results showed that: First, the attraction aspect is very promising because of the many and a varied number of Islamic religious tourism destinations in Kudus. Second, the accessibility aspect still needs improvement because the bus is the only mass public transportation option that directly reaches Kudus. Third, the amenities aspect requires adjustments to prices and health protocol standards. Fourth, the ancillary aspect is quite promising because health facilities, banking, and internet networks are wellavailable. Thus, attraction and ancillary become elements of strength (S), accessibility becomes weakness (W), and amenities become opportunity (O). However, attraction can also turn into a threat (T) if it is not managed properly because many tourist objects have died after the pandemic.

An evaluation framework for operational interventions on urban mass public transport during a pandemic

Decision making in a rapidly changing context, such as the development and progression of a pandemic, requires a dynamic assessment of multiple variable and competing factors. Seemingly beneficial courses of action can rapidly fail to deliver a positive outcome as the context changes. In this paper, we present a flexible data-driven agent-based simulation framework that considers multiple outcome criteria to increase opportunities for safe mobility and economic interactions on urban transit networks while reducing the potential for Covid-19 contagion in a dynamic setting. Using a case study of the Victoria line on the London Underground, we model a number of operational interventions with varied demand levels and social distancing constraints including: alterations to train headways, dwell times, signalling schemes, and train paths. Our model demonstrates that substantial performance gains ranging from 12.3–195.7% can be achieved in metro service provision when comparing the best performing operational scheme and headway with those realised on the Victoria line during the pandemic.
