The impact of marine technological innovation on the upgrade of China's marine industrial structure

China's national marine economic strategy aims to address the urgent need to shift the country's marine economic development toward quality-oriented growth, taking marine science and technology innovation as the core driving force, promoting the upgrade of the marine industrial structure, and providing new growth impetus for the development of the marine economy. Based on panel data for 11 coastal areas in China from 2006 to 2017, this paper constructs panel fixed effect model and random effect model to measure marine science and technology innovation and the level of rationalization and advancement of the marine industrial structure and explores the impact of such innovation on the upgrade of the sector's industrial structure. The results show that (1) there are large gaps in the level of marine industrial structure rationalization across coastal areas, though the relative gaps in industrial structure advancement are small; and (2) marine science and technology innovation plays a significant role in promoting rationalization and advancement of the marine industrial structure. Finally, according to the research results, we put forward suggestions to promote the optimization and upgrading of marine industrial structure: we should strengthen the ability of marine science and technology innovation, attach importance to the cultivation of marine science and technology talents, improve the financial support for marine science and technology innovation, deepen international cooperation and maintain the “steady growth” of foreign investment.

Can economic development alleviate storm surge disaster losses in coastal areas of China?

Storm surge disasters are a major obstacle to the sustainable and healthy development of China's marine economy and society. By constructing a comprehensive index of storm surge disaster losses, this study uses the feasible generalized least squares (FGLS) method and impulse response analysis to evaluate the impact of the economic development level of 11 coastal areas on storm surge disaster losses from 2007 to 2016. The results show that a higher level of economic development in coastal areas increases the magnitude and duration of losses owing to storm surge disasters. With green marine science and technology innovation, the upward pressure that economic development exerts on storm surge disaster losses can be weakened, or even eliminated. Therefore, the economic development in coastal areas should be accompanied by enhanced green marine science and technology innovation. It is also necessary to accelerate the cultivation of sea-related skills, strengthen the environmental regulation, and improve early warning technology to reduce the losses caused by storm surge disasters.

Application of DPSIR model in prediction of ecological sustainable development capacity in Bohai Sea

The Bohai Sea is one of the three major marine economic zones in China, and its sustainable development capabilities have a key impact on economic development trends. Therefore, the DPSIR model is used to predict the ecological sustainability of the Bohai Sea. Through the DPSIR model, the development capability was predicted from five aspects (driving force, pressure, status, sustainable development impact, and response), and a prediction system was constructed. The analytic hierarchy process and entropy method are used to calculate the feature weights of the economic development data of Bohai Sea. The weights were inputted of the above indicators into the development capacity prediction model, and data training on the model was perform to complete the prediction of the sustainable development capacity of Bohai Sea. Finally, an empirical analysis of the Bohai Sea ecological sustainable development indicators is carried out. The study found that in recent years, the Bohai Rim provinces have experienced rapid economic growth, the people’s income level has increased significantly, the marine economy has continued to advance, and the driving subsystem forecast indicators have steadily increased. Optimizing the structure of the marine industry can improve the level of marine scientific and technological innovation and is an effective measure to improve the sustainable development of China’s Bohai Sea ecology.

How do environmental regulation and technological innovation affect the sustainable development of marine economy: New evidence from China’s coastal provinces and cities

As marine economy has entered a new normal, the transformation and upgrading of marine economy has reached a crossroads in coastal regions, and there is an urgent need to change the development mode and the growth momentum of marine economy. Exploring reasonable environmental regulation means and appropriate environmental regulation intensity to promote green technological innovation and lead the transformation of marine economy is the only way for China's marine sustainable development in the future. Through theoretical analysis and empirical tests, this study examines the influential mechanisms of environmental regulation and technological innovation on GTFP of marine economy to provide a theoretical basis for local government and enterprises to make decisions under environmental regulation. The empirical process adopts a direct effect, an intermediary effect, and a threshold effect model based on panel data from 11 provinces and cities in China's coastal regions. The results show that China's marine environmental regulation is still in its initial stage, which is not conducive to the improvement of GTFP of marine economy. Technological innovation plays an intermediary role between environmental regulation and GTFP of marine economy, but the intermediary effect is very small-only 0.0920, so there is still significant room to improve. During the sample period, taking marine technological innovation as the threshold variable, environmental regulation has significant double threshold effect of technological innovation on GTFP of marine economy. Different levels of technological innovation decide which effect, either the “offset effect” or the “compensation effect” dominates. Finally, this paper puts forward the corresponding policy recommendations.

Regional difference and convergence analysis of marine science and technology innovation efficiency in China

Based on panel data of 11 coastal provinces and cities in China during 2006–2015, stochastic frontier analysis(SFA) is used to calculate the efficiency of marine science and technology innovation in this study. Then, the regional differences and influencing factors of this efficiency are analyzed, and finally, a panel unit root test method is used to conduct a stochastic convergence analysis of the efficiency of marine science and technology innovation. According to the results, the overall marine science and technology innovation efficiency shows an upward trend during the statistical period and substantially differs among the 11 coastal provinces and cities. Among them, the 10-year average efficiency of marine science and technology innovation in Shandong province is the highest. In addition, there is a significant negative relation between the degree of government support and efficiency of marine science and technology innovation. The scale of marine scientific research institutions, structure of scientific research personnel, development degree of marine economy, and structure of marine industry have significant positive impacts on the marine scientific and technology innovation efficiency. In summary, there is no stochastic convergence among the Bohai Rim, Yangtze River Delta, and Pan-Pearl River Delta regions. Expanding the scale of marine scientific research institutions and promoting the development of senior personnel in the marine industry, development of marine secondary industries, and integration of marine science and technology innovation with economic development are expected to play positive roles in improving the marine science and technology innovation efficiency.

Will understanding the ocean lead to “the ocean we want”?

The United Nations Decade of Ocean Science for Sustainable Development (2021–2030, henceforth the Ocean Decade) aims to galvanize the international community to acquire and apply scientific knowledge of the ocean. The Ocean Decade is specifically intended to help achieve the Sustainable Development Goals (SDGs), including its promise to “leave no one behind,” which includes coastal Least Developed Countries and Small Island Developing States, and will undoubtedly influence research agendas and financing well beyond 2030. This focus is captured in the phrase “the science we need for the ocean we want” (1). This first-of-its-kind UN Decade will require ambition and commitment, especially during the coronavirus disease 2019 (COVID-19) crisis. Researchers hoping to help deliver the “ocean we want” as a society-first principle need to understand how science can benefit ocean-dependent people. This requires a science model that co-designs and co-delivers solutions in collaboration with people whose livelihood depends on the ocean, such as the Madagascar fishers pictured here. The current draft of the Ocean Decade Implementation Plan establishes a framework of outcomes, actions, and objectives, acknowledging the need for interdisciplinary approaches to design and deliver solution-oriented research alongside ocean-dependent people (1). Recent proposals from the academic literature for the Ocean Decade emphasize increasing our global biophysical understanding through exploration and observation of, and experimentation on, the ocean (2⇓⇓–5). But will understanding the ocean lead to “the ocean we want”? We argue that proposals for the UN Decade should consider a crucial point: To achieve the ocean we want, we must better understand the needs and priorities of ocean-dependent peoples and evaluate potential solutions for them. The Coupling evaluation model of Marine Industrial Structure and Scientific and Technological Innovation in Shandong Province

The relationships between marine industrial structure and technological innovation are mutual influence and interdependence. Their coordinated development plays an important role in the transformation of China’s marine economy. By constructing a comprehensive index evaluation system of marine industrial structure and technological innovation, the coupled coordination model is applied to the marine industrial structure and technological innovation of Shandong Province. This paper measures the coupled development status of these, quantitatively evaluate the current status of their collaborative development, and propose corresponding countermeasures.

Marine economic growth, technological innovation, and industrial upgrading: A vector error correction model for China

Few studies have discussed marine industrial upgrading and its association with marine economic growth and technological innovation. This study uses a vector error correction model (VECM) to explore the short-term and long-term relationship between marine economic growth, technological innovation, and industrial upgrading in China from 2006 to 2016. Results reveal the existence of two co-integration relationships between the three variables: specifically, in the long term, marine economic growth positively affects marine technological innovation, and vice versa; however, neither promote industrial upgrading and neither are promoted thereby. These findings indicate that marine economic growth and technological innovation are mutually promoting in the long term, but the mutual driving mechanism between the upgrading of marine industry and the other two variables has not yet formed. The study also reveals that the shift from secondary industry toward tertiary industry is not conducive to improving marine technological innovation, which is especially alarming given the current service-oriented tendency of China's marine industry. Key policy implications include the need to expand the relative size of the marine economy, prioritize developing marine secondary industry, develop marine technology, and train high-level marine professionals.

Empirical Research on the Interaction between Marine Scientific and Technological Innovation and Marine Economic Development

This study selected marine technology innovation and marine economic growth data from 2005 to 2017 of Hainan Province, China, and constructed a vector autoregressive model to conduct an empirical analysis of the interactive relationship between marine technological innovation and marine economic growth in Hainan. The results show that there is a significant co-integration relationship between investment in scientific and technological innovation and economic growth. The growth of Hainan's marine economy is the Granger cause for the increase in the number of scientific researchers in area marine scientific institutions; the increase in marine scientific research personnel and the increase of marine scientific research funding in turn will drive marine economy development. Based on the above conclusions, corresponding policy suggestions are proposed from the perspective of the government's top-level design, personnel training and introduction system, and marine intellectual property protection, to boost the high-quality development of Hainan's marine economy.

An Empirical Analysis of High-Quality Marine Economic Development Driven by Marine Technological Innovation

Coconut Creek (Florida), ISSN 0749-0208.In this paper, firstly, the relationship among basic research, application research, exploitation research and industrialization in marine technological innovation and the mechanism of driving the high-quality marine economic development are analyzed, and empirical tests are carried out. The results show that there are long-term and short-term differences in the impact of marine technological innovation on the high-quality marine economic development. In the long run, marine application research has greater elasticity, while marine exploitation research has less elasticity to promote the high-quality marine economic development. In the short term, the impact of marine exploitation research on the high-quality marine economic development has changed, which also reflects the close proximity of marine exploitation experiments to actual conditions and the short-term and fast-acting input cycles; the short-term effect of marine application research is lower than that of exploitation research; and neither short-term nor long-term models of marine basic research have passed the significance test, which does not mean that basic marine research is not important to the high-quality marine economic development, but that too little investment is made in current marine technological innovation in this regard.

The development of marine economy promotes the progress of marine science and technology. Under the strategic background of “marine power”, marine economy plays an increasingly important role in the national economy. Ecological efficiency takes into account the ecological and economic benefits of economic activities. It requires that the intensity of environmental impact and resource utilization be adapted to the level of the earth's carrying capacity. It is a concentrated expression of the goal of sustainable development. The spatial spillover degree of energy ecological efficiency in a certain area is stronger than that of error impact in the adjacent area. There are positive spatial correlation and spatial agglomeration phenomena in marine economic efficiency of coastal areas. The spatial correlation patterns of different areas have no obvious difference. There is obvious spatial spillover effect under the influence of geographical distance. Therefore, improving the efficiency of marine science and technology innovation is of great significance for accelerating the construction of a powerful marine country and a powerful scientific and technological country.

Nonlinear effects of marine economic growth and technological innovation on marine pollution: Panel threshold analysis for China's 11 coastal regions

Conventional wisdom has it that marine economic growth and technological innovation help to reduce pollution of the oceans. Few studies, however, have examined whether the relationship is nonlinear and to what extent the effects have been realized. To fill this gap, this study takes 11 coastal regions of China during the period 2000–2016 and, using the panel threshold model, examines the nonlinear effects of per capita gross ocean product (GOP) and marine patents on marine pollution as represented by the quantity of industrial wastewater discharged directly into the sea. The results reveal that the increase in per capita GOP strongly promotes marine pollution across the three phases of panel threshold model, but the degree of influence is gradually declining, implying that China is still located in the first half of the Environment Kuznets Curve (EKC), before the peak. Thus, a negative correlation of the GOP–pollution nexus can be expected if current trends continue, which suggests that the development of the marine economy may alleviate ocean environmental pressures. As for marine patents, no significant correlations in the low- and mid-level phases were found, but a strong impact by marine patents on pollution is shown in the high-level phase, indicating that the accumulation of technological innovation related to the marine economy is playing an increasingly important role in reducing marine pollution. Finally, the numbers of provinces/municipalities in the three phases have been identified. Several important policy implications for development of the marine economy are highlighted.

The experience of developed coastal countries and regions shows that marine finance is an important pillar for marine science and technology innovation and industrial development. This paper discusses how marine finance influences marine science and technology innovation. It makes up for the shortage of previous quantitative research, especially the shortage of marine finance research in subdivided industries. This study takes on the analysis of the quantitative impact of marine finance on marine scientific and technology innovation by gathering data from marine scientific research institutions involved in 13 industries from 2006 to 2016. By using the panel data, this research supports the important role of marine finance in science and technology innovation in the marine economy.

Empirical Research on the Influence of Marine High-end Human Resources on Marine Knowledge Innovation——With Organizational Incentive and Technological Innovation as Mediating Variable

The main purpose of this paper is to explore the intermediary role of policy incentives and marine technological innovation in marine high-end human capital promoting marine knowledge innovation. Previous studies on the impact of marine high-end human capital on marine knowledge innovation mainly focused on the direct impact of marine high-end human capital on marine knowledge innovation, while ignoring the role of intermediary variables. Based on 512 sample survey data from 138 organizations in 16 coastal cities of China, this paper uses structural equation model to examine the relationship between high-end human capital and policy incentives, technological innovation and marine knowledge innovation. The research shows that marine high-end human capital has an impact on marine knowledge innovation through policy incentives and marine technology innovation. Policy incentives and marine technology innovation play a full intermediary role in the relationship between marine high-end human capital and marine knowledge innovation.

The level of development of marine scientific and technological innovation capabilities can to some extent reflect the level of marine ecological economic development in a certain region and future innovation directions and space. Fujian Province is selected as the research object to construct an evaluation index system for marine technological innovation capabilities and marine ecological economic development. Based on the sample of Fujian marine technological innovation capabilities and marine ecological economic data from 2007 to 2016, a coupling model is established to calculate the coupling coordinated development status and changing trend of marine technological innovation ability and ecological economy. The results show that the coordination of marine technological innovation and marine ecological economic development in Fujian has gradually improved in the past decade, marine technological innovation provides growth momentum for marine ecological economic development, marine ecological economic development provides basic guarantee for marine technological innovation. Through the joint development of the two, the coordination degree of the two is improved, and the healthy and sustainable development of marine economy is promoted.

Research on Marine Ecological Civilization Policies in Shandong Province Based on Content Analysis

The policies of marine ecological civilization involve multiple policy areas such as marine economy, marine environment, and marine society. This paper sorted out 54 related policies of marine ecological civilization in Shandong Province, constructed a co-word matrix of policy keywords, and used co-word analysis method to conduct quantitative analysis. Through the measurement of policy network centrality, policy theme groups and structural holes, the coordination of policy contents and the centrality of policy points were analyzed. The study has found that among the comprehensive policies for marine ecological civilization construction in Shandong Province, the marine ecological environmental protection policies have more focuses and have formed a relatively complete system, but the relevancy of the policy points of marine science and technology innovation related to marine support policies is not high, and the support for marine environmental protection technology innovation is not strong. These discoveries are also reflected in the subsequent content analysis of marine social support policies, and they also affect the coupling degree between the marine ecological environment and marine ecological society in Shandong Province to a certain extent.

Hence, as the inner motivation and main source of marine technology enterprise development, technological innovation plays an important role in competition. Regarding of the multiple criteria decision-making problem of technological innovation on marine technology enterprises, this paper proposes a method for evaluation index selection by combining 2-tuple fuzzy linguistic approach. Experts evaluate each indicators of the candidate index set and provide the degree of understanding to the index when evaluating the information, which can effectively distinguish the quality of information provided by various experts. Finally, the paper integrates the evaluation information by multiple experts using the aggregated operators based on 2-tuple linguistic model and formed the scientific index system for technological innovation of marine technology enterprises.

Identification of key factors of marine industrial ecologization

It is extremely important to identify key factors of marine industrial ecologization and discriminate the factors that influence degrees and causal relationships for the transformation of marine industrial ecologization nowadays. Based on the conceptual model of marine industrial ecologization, this research built an evaluation system for influencing factors in regional marine industrial ecologization, which included the marine industrial structure ecologization, marine industrial organization ecologization, marine production mode ecologization and marine technological innovations ecologization. The DEMATEL method was applied to analyze the relationships between various influencing factors and drew a network diagram. The results showed that the marine production mode ecologization and marine technological innovation ecologization were in the core position of the evaluation system. They not only revealed the causes of the whole ecological evaluation dimension, but affected the marine industrial organization ecologization and marine industrial structure ecologization. Finally, on the basis of specific indicators in each dimension, some countermeasures and suggestions were put forward to improve the transformation of marine industrial ecologization.
