KINERJA KEUANGAN PEMERINTAH KABUPATEN MANOKWARI DITINJAU DARI DERAJAT OTONOMI FISKAL DAN INDEKS KEMAMPUAN RUTIN

This study aims to analyze the financial capability of Manokwari regency government seen from theratio of the degree of fiscal autonomy and capability index ratio routine. The data used are secondarydata include the data of the Regional Income (Pendapatan Daerah), the realization of Local OwnRevenue (Pendapatan Asli Daerah), and Routine Expenditures (Belanja Rutin) in 2010 through 2014.Data analysis using financial ratio analysis. The results of this study showed that the degree of fiscalautonomy Manokwari district is at the low category. It is seen that in the mean is 3.00% or at veryless or categories range 0.00% to 10.00%.Furthermore Routine capability index is in the lowcategory. It is seen that in the mean is 16.5% or are at very less or categories range 0.00% to 20.00%.Keywords: regional income, local own revenue, routine expenditures

Analisis Ekologi Perikanan sebagai Indikator Kerentanan Nelayan Asli Papua Kabupaten Manokwari, Papua Barat

The native fishermen are distributed in Manokwari coastal and have currently limited access to fisheries resource. This condition give vulnerable risk to potential utilization of fisheries resources to face vulnerable risk of local fishermen base on ecologycal aspect to take a wisely step to the problem. This research was conducted in April-September in 8 coastal district in Manokwari Regency. The result showed that native fishermen is medium vulnerable with value 0.57 to the number of catches, the composition of the fish and the fishing ground distance area. If this condition continues it will affect the existence of the status of local fishermen wich needs a partisanship in favor of the independence of local fishermen.

PERFORMANCES COMPARISON BETWEEN URBAN AND RURAL PIG FARMING SYSTEMS IN MANOKWARI, WEST PAPUA PROVINCE INDONESIA

<p><span>Pigs are kept both in urban and rural areas. This research identified the performance differences <span>between urban and rural farming systems. The study was conducted in Manokwari regency and involved <span>six districts, i.e. Nothern Manokwari district, Eastern Manokari District, Western Manokwari district,<br /><span>Warmare district, Prafi district and Masni district. Data were analyzed using SPSS version 18.0, an <span>independent-samples T test was run to compare urban and rural pig farming systems. The research found <span>that there were differences of ages and feeding hours (P<0.05) between those two farming systems. There<br /><span>were no differences in household members, experience, average pig owned, working hours, selling period, <span>litter size and number of farrowing. There are nine point of pig farming improvement that should be done to <span>sustain pig farming systems in Manokwari Papua. Education may be improved by provide informal and <span>skillful education. Pig ownership should be increased. Working hours must be increased. Pig keeping in the <span>pens should be done by farmers. Managing pigs with additional time is important so that pigs will be <span>maintained well. MINERALOGY, GEOCHEMISTRY, AND SEQUENTIAL EXTRACTION EXPERIMENT OF REE IN WEATHERED ANGGI GRANITE, MANOKWARI REGENCY, WEST PAPUA, INDONESIA

This research objective is to identify geochemical andmineralogical characteristics of Rare earth elements(REE) in the weathering products of Anggi Granite, which is located in Manokwari Regency, WestPapua, Indonesia. The research is conducted on 7samples of fresh rocks and 7 samples of weatheredrocks of Anggi Granite. The research analysis consists of petrography, XRD, XRF, and sequential extraction experiment, supported by secondary dataand references. Anggi Granite is S-type and peraluminous granite that contains zircon, monazite andapatite as a rare earth bearing minerals. Weathering products of Anggi Granite do not have a significant enrichment of REE, even some of the samplesare depleted in REE. REE in weathered Anggi Granite are dominantly present in the primary minerals,mostly in zircon and monazite. Extractable formof geochemical fractions include crystalline Fe-oxideoccluded fraction (ilmenite, hematite and goethite),and ion-exchangeable (illite, kaolin and chlorite).Enrichment of REE in the weathered Anggi Granite is influenced by the presence of resistant REEbearing minerals, in the forms of zircon and monazite, degree of weathering related to the presenceof secondary minerals, and other factors such as pHand Eh

Prevalency of Nematode in Bali Cattle at Manokwari Regency

This study was conducted from August to October 2006, a disease caused by worms digestive tract is one of the causes of the decline in beef production . The purpose of this study was to assess the number of infected cattle nematode, the nematode types and amount of each type of nematodes in Bali cattle in Manokwari. Based onobservations on the worm eggs, total of 23 individuals (44.23 %) of Bali cattle ( puppies and adults ) infected with nematodes. Most of the infected cow is a cow that as many as 16 puppies cattle (69.56 %), while the remaining 7 animals (30.44 %) is the mother cow. Types of nematodes that infect cattle puppies and adult cattle are Cooperiasp., Bunostomum sp., Mecistocirrus sp. and Trichuris sp. The frequency of attacks in a row is as much as 13 cattle Cooperia sp, Mecistocirrus sp as many as 10 head of cattle, as many as 8 sp bunostomum cows and Trichuris sp. as much as 5 cows. The highest number of eggs in a row is Bunostomum sp. (1520), Cooperia sp. (1280), Mecistocirrus sp. ( 1200) and Trichuris sp. (280). The average number of eggs per gr feces ( EPG ) of 4 species of parasites that infect a row is Bunostomum sp . (190 EPG), Mecistocirrus sp. (120 EPG) Cooperia sp. (98.46 EPG)and Trichuris sp. (56 EPG). As many as 44.23 % of Bali cattle in three districts (Masni, Oransbari dan Prafi) attacked nematodes which are predominantly cattle aged less than one year .

POTENSI PENGEMBANGAN PEMBANGKIT LISTRIK PANASBUMI SUHU RENDAH DI KABUPATEN MANOKWARI SELATAN

<p class="BodyA">South Manokwari Regency is a new autonomous region in West Papua Province with abundant natural resources. As a new autonomous region South Manokwari Regency will be experiencing significant population growth. Population growth along with development and modernization will give burden to electricity demand. Alternatively, electricity can be provided with geothermal resources in Momiwaren District. Based on survey conducted by the government through the Geology Resources Centre in 2009, the reservoir temperature of the geothermal sources is 84<sup>o</sup>C with non volcanic geothermal system. Thus, the geothermal resources in South Manokwari Regency could be developed into binary cycle electric generator.</p>

Carbon stock measurements of a degraded tropical logged-over secondary forest in Manokwari Regency, West Papua, Indonesia

Several studies have been conducted in the past on carbon stock measurements in the tropical forests of Indonesia. This study is the first related research conducted in the New Guinea Island. In a degraded logged-over secondary forest in Manokwari Regency (West Papua, Indonesia), carbon stocks were measured for seven parts, i.e., above-ground biomass (AGB), below-ground biomass (BGB), under-storey biomass (Bu), necromass of dead leaves (Nl), necromass of dead trees (Nt), litter (L) and soil (S) using appropriate equations and laboratory analysis. Total carbon stocks were measured at 642.8 tC·ha−1 in the low disturbance area, 536.9 tC·ha−1 in the moderate disturbance area and 490.4 tC·ha−1 in the high disturbance area. Bu, Nl and Nt were not significant in the carbon stock and were collectively categorized as a total biomass complex. The carbon stock of litter was nearly equal to that of the total biomass complex, while the total carbon stock in the soil was eight times larger than the total biomass complex or the carbon stock of the litter. We confirmed that the average ratio of AGB and BGB to the total biomass (TB) was about 84.7% and 15.3%, respectively. Improvements were made to the equations in the low disturbance logged-over secondary forest area, applying corrections to the amounts of biomass of sample trees, based on representative commercial trees of category one. TB stocks before and after correction were estimated to be 84.4 and 106.7 tC·ha−1, indicating that these corrections added significant amounts of tree biomass (26.4%) during the sampling procedure. In conclusion, the equations for tree biomass developed in this study, will be useful for evaluating total carbon stocks, especially TB stocks in logged-over secondary forests throughout the Papua region.

KEEFEKTIFAN PEMBELAJARAN SOSIAL KEARIFAN LOKAL BUDIDAYA UBI JALAR DI KALANGAN SUKU ARFAK KABUPATEN MANOKWARI

The aimed of this research is to find a person who has become a figure respected by sweet potato farmers in Arfak during the social learning process of indigenous knowledge regarding sweet potato cultivation, understand the social learning process of indigenous knowledge regarding sweet potato cultivation, analyze the effectiveness of social learning of indigenous knowledgeregarding sweet potato cultivation, analyze the effectiveness of social learning of indigenous knowledge regarding sweet potato cultivation and analyze factors which affect the effectiveness of social learning of indigenous knowledge regarding sweet potato cultivation. The research was completed through descriptive analysis using a sample of 120 sweet potato farmers obtained randomly obtained from 2 districts and 4 villages in Manokwari regency. Results show that parents are the only figures in the social learning process of indigenous knowledge regarding sweet potato cultivation. The Arfak tribal farmers have high effectiveness, one affected by age and self-efficacy. The effect of self-efficacy on social learning effectiveness is reinforced by social support provided by parents.

SKRINING FITOKIMIA, UJI AKTIVITAS ANTIMIKROBA DAN ANTITUMOR TUMBUHAN OBAT KABUPATEN MANOKWARI

<p><em>Pythochemistry screening and testing of antimicrobial and antitumor activities was carried out on 31 species of medicinal plants distributed around Manokwari Regency. All parts of the plants were collected and screened for the presence of alkaloids, saponins, and tannins; antimicrobial and antitumor activity. The number of positive tests obtained are 17 (55, 3%) for alkaloids, 6 (19, 4%) for saponins, and 26 (84, 7%) for tannins. Eleven species shown inhibition activities (antimicrobial) to Candida albicans, Staphyloccocus aureus, and Echericia colii while only seven species have antitumor activity, especially against tumor cell P-388. </em></p>

Some Crucial Problems faces by Manokwari English Teachers

The case of Manokwari English teachers shows great challenge. There are at least two main problems: number and quality. The gap between the availability and the need of English teachers at Manokwari is huge. This rarity gives tremendous impact to quality. Some schools just picked any available teachers to teach English regardless the existence of their English background. This paper is aimed at (1) describing the condition of Papua English teacher especially from Manokwari regency, (2) offering some solutions for the condition.

Perubahan Luasan Manggrove Menggunakan Data Citra Satelit di Distrik Manokwari Selatan Kabupaten Manokwari

Mangroves are one of the defining characteristics of transitional plants between the sea, water bodies, and land. They are only found in tropical and subtropical regions with some extreme conditions such as high salt content, high temperatures, high waves, sedimentation, and mud. The distribution of mangroves in Indonesia with the highest dense cover is in Papua Province with a total area of ​​1,084,514 hectares, and West Papua Province has mangrove forests with a total area of ​​483,800 hectares, 76% of which are primary mangrove forests and the rest are secondary mangrove forests (24%). One method to determine changes in the area of ​​mangrove vegetation is remote sensing technology aimed at identifying changes in the mangrove area covered by the mangrove ecosystem over different periods as potential forest resources using Composite image software ER Mapper series 6.4. Research results During the period 2014 - 2023, there has been a change in the area of ​​mangroves in South Manokwari District with a degraded mangrove forest area of ​​53,767 hectares, with a deforestation area of ​​5,974 hectares per year. In the same period, forest degradation of 43,442 hectares also occurred with a degradation area per year of 4,827 hectares. The accuracy level value of Landsat satellite image classification for changes in mangrove area in South Manokwari District, Manokwari Regency in 2014, 2017, 2020, and 2023 reached 92.5%, which means it is quite accurate
