THE TECHNOLOGY OF THE PROJECT APPROACH IN PUBLIC ADMINISTRATION AT THE LEVEL OF UNITED TERRITORIAL COMMUNITIES OF THE DECENTRALIZED SYSTEM OF TERRITORIAL ORGANIZATION OF POWER

The article is devoted to the issue of project management implementation by public management bodies of the decentralized system of territorial organization of power, in particular the functional features and advantages of implementing project management tools in the activities of united territorial communities of Ukraine. It is determined that the project approach to project management today is one of the most popular ways of management in the modern world. The relevance of the widespread introduction of project management methodology and project approach in the practice of public administration as a new culture of management and effective tools for good governance in a crisis, instability and uncertainty is substantiated, solving industrial, scientific and social problems. It was concluded that the use of project management methodology at the national level of the decentralized system of territorial organization of power is both strategic and tactical in nature. In strategic terms, the project approach makes it possible to focus the efforts of public authorities on solving urgent problems of long-term development of society in its key areas, reducing tensions in the socio-political sphere, by increasing the efficiency of public authorities to strengthen their legitimacy and resilience to internal and external threats establish a stable partnership dialogue with communities and civil society institutions. In terms of tactics, budget savings, reduction of implementation of state programs and national projects, some optimization of government structures and improved coordination of public authorities, cooperation and public-private partnerships with business entities.

Smart Practice of Integrating Administrative Management and Human Resources of Chinese Local Governments under the Background of Digital Transformation

Local Chinese governments face a challenge in improving the efficiency and quality of services provided during administrative management in the digital transformation era. The present study identifies three prime drivers for integration—technical, organisational efficiency, and policy support. Finally, it runs the hypotheses through the structural equation model for 133 data points from the questionnaire prepared for the local government administration. Superior integration is primarily contributed to by as discussed, technical support, organisational efficiency, and policy suit will improve effective management and organisational efficiency while reducing the cost and time required for integration; policy support will ensure legal compliance and standardisation. The study also finds that by adopting these factors, local governments can foster efficient and speedy integration of administrative management and human resources. These findings provide practical guidelines for the effective application of digital technology, organisational design, and public policies that promote innovation and sustainable development in public administration. It is necessary to investigate the particular technological approaches and multi-faceted methods for improving organisational performance in various digital contexts.

Sustainable environmental governance as the implementation of state defense policy

Background: Land waters in urban areas often become a source of problems if they are not managed wisely and firmly. The threat and risk of danger, disease and even death always haunt the people who live on the banks of the river. Poverty and slum areas are negative effects of less than optimal land water management in urban areas. The Indonesian government has taken various steps to address this, but the lack of urban land for settlement is the reason why immigrants from other regions reside and reside in dangerous areas such as riverbanks. The compulsion to live minimally in urban areas is a burden for local governments in their efforts to increase welfare as well as improve sustainable urban governance. Many other cities in developed countries have made efforts to improve inland water areas to alleviate poverty and at the same time beautify the urban landscape. The experts agreed to hold discussions to formulate the best policy steps for sustainable urban governance in Indonesia. Methods: In the process of data analysis and decision making related to sustainable environmental governance as implementation of national defense policy, this article utilizes the Analytical Hierarchy Process (AHP) Data Processing Method. Finding: The results of in-depth discussions and interviews with experts in the field of environment, urban governance, economic experts and poverty management experts from various institutions such as the Ministry of Social Affairs, PUPR Ministry, Spatial Planning and City Planning Services, Academics and also the Military were processed using the Analytical Hierarchy Process (AHP). Conclusion: The best decision alternative will be a recommendation for policy makers regarding sustainable urban governance. Novelty/Originality of this study: This study is relevant to the Analytical Hierarchy Process (AHP) Method to formulate sustainable urban water management policies in Indonesia, involving various experts and related institutions to overcome poverty and improve urban landscapes. Therefore, this study can show policy recommendations based on various aspects and views.

Analysis of Cultural and Political Factors Affecting Chinese English Learners to Become Native-like

The EF EPI (English Proficiency Index) ranking survey was carried out in 2020 across 100 countries and areas where the primary language is not English. China was identified as one of the countries with a poor level of proficiency in the measured indicators. English has long received enough attention as a compulsory subject in China, while students cannot master the language well. In order to determine the cause of this occurrence and help Chinese students in their language learning, this essay builds on social-linguistic aspects and analyzes the English language education policy in China prior to higher education. It concludes that the currently prescribed textbooks under the education policy are insufficient for students to learn authentic English. Furthermore, this article recommends that educational government officials and school managers to better improve current jobs and help students achieve more authentic knowledge through several aspects, such as educational policies, suggestions for educational government and school managers.

Village Waste Management Strategy as an Economic Asset: Accounting Evaluation and Implementation of Sustainable Practices in Bongkasa Village, Abiansemal District, Badung Regency

As a principle, governance is a system of rules, processes and behaviors that influence how power is exercised at different levels of government, especially in relation to openness, participation, accountability, effectiveness and coherence. Good governance contributes to various development goals due to internal changes in the way power is managed from conventional control and command by the state to new ways that are more networked and balanced with various stakeholders. Based on this statement, every organization needs to implement good governance and it is possible at the village government level. The importance of implementing village governance that leads to a good village governance system will also lead to efforts to improve and enhance the government management process so that performance will be better. To encourage the realization of good village governance, it is important to build good governance that is transformed into good village governance. This view leads to the argument that certain villages, which have not yet formed good village governance, will experience disorientation in the implementation of government, if the maturity of human resources and institutional institutions is not prepared. Corruption and abuse of authority are major issues in village governance. Therefore, the village government must be able to apply the principle of accountability in village financial management, where all village government activities must be accountable to the village community.

Comparison of State Administration Management between Egypt and Indonesia

Comparison of state administration is carried out as tips for improving a country towards an effective and efficient form and management of government in bringing the country towards prosperity and progress. The comparative science of state administration has a function as a benchmark in management and problem-solving. Egypt and Indonesia have a variety of unique things to compare and study. This research studies the state administration of Egypt and Indonesia which includes the form of the state, government system, political system, political infrastructure as well as the factors that underlie the creation of state administration such as social factors, moral factors, cultural factors and territorial factors. Differences and similarities were found in the comparisons prepared using this literature study method, such as similarities in the government system which is divided into regions that have their own authority and autonomous powers. There are also similarities in the political system which adheres to the freedom of many parties to participate in becoming candidates for government institutions such as the legislative body and heads of state or regions such as the President. The differences can be seen in the government system, Indonesia uses a presidential government system while Egypt uses a semi-presidential government system.

Gen-Z's Decision-Making: Impact of Attitudes, Knowledge, and Social Media on Halal Tourism Choices

Halal tourism in Indonesia continues to show significant growth; however, there is still a lack of research that deeply explores how various factors influence Generation Z's (Gen-Z) decisions when choosing halal tourism destinations, particularly in Riau Province. With its rich cultural heritage and history closely tied to Islamic teachings, Riau Province presents an intriguing potential for further study. The aim of this research is to analyze the influence of attitudes, knowledge, and social media on the decision-making of Gen-Z in the Riau Province when selecting tourism destinations that adhere to halal principles. This study employs a quantitative analysis method using the Structural Equation Model – Partial Least Square (SEM-PLS) technique. The analysis results conclude that each mentioned variable has a direct and significant impact on the Decision to Choose Halal Tourism Destinations in the Riau Province. The Attitude variable has a direct and significant impact on the Decision to Choose Halal Tourism Destinations. This explains that individuals' attitudes towards specific aspects related to halal tourism can influence the decision-making of Gen-Z in choosing those destinations. The Knowledge variable also has a direct and significant impact on the Decision to Choose Halal Tourism Destinations. This indicates that tourists' knowledge level about halal tourism destinations positively contributes to their decision-making in selecting those destinations. The Social Media variable also has a direct and significant impact on the Decision to Choose Halal Tourism Destinations. This illustrates that information or influence from social media plays a crucial role in tourists' decisions to choose halal tourism destinations. The government and tourism managers need to focus on awareness and education, strengthen social media management as an effective marketing tool, and enhance digital infrastructure. The concept of halal tourism and corresponding services, along with collaboration with local communities and religious leaders, are also key factors.

Examining Factors Impacting Generation-Z Perception of Red Culture Organization Identity in Xi’an China: The Moderating Effect of Personal and Organizational Value Congruence

This study explores the variable factors that affect the identity management identity of the Generation-Z in Xi'an, Shaanxi Province, and provides solutions for improving the youth's identity, inheritance and further improving the efficiency of organizational management of red cultural organizations. This study uses quantitative investigation and qualitative analysis methods, and derives three independent variables, an intermediary variable and a dependent variable. A total of hypotheses and a conceptual model were proposed. Pilot study was used for data collection and analysis, factor analysis, path analysis, and regression analysis to verify the research hypothesis. This study will take the organizational identity theory as the theoretical basis, provide a new research perspective for the Xi'an Municipal Government and relevant red culture functional management departments to improve management effectiveness, and provide reference ideas for the identification and inheritance of red culture among adolescents in the Generation-Z in Xi'an.

Analisis Dampak Kebingaran Mesin Pesawat Bagi Petugas Marshaller di Bandar Udara Internasional Blimbingsari Banyuwangi

The number of aircraft in Indonesia drives both the national and global aviation industries. The government and airport management must enhance the quality, performance, safety, security, and economic development of airports. Blimbingsari International Airport in Banyuwangi supports air transportation in Rogojampi, Banyuwangi; however, advancements in aviation facilities can increase air pollution and noise, disrupting community activities and degrading environmental quality. Aircraft movements require coordination, including the role of marshallers who must use Personal Protective Equipment (PPE) and adhere to Occupational Health and Safety (OHS) protocols for safety. Noise reduction efforts at the airport must comply with the maximum limit of 55 dBA in residential areas. This qualitative case study investigates the impact of aircraft engine noise on the hearing of marshallers at Blimbingsari International Airport in Banyuwangi. Primary data were obtained from direct observation and interviews, while secondary data were sourced from regulations and relevant documents. The findings indicate that noise levels at the airport range from 34-66 dB(A) and do not significantly impact the health of nearby residents or operational staff. The authors recommend that the airport management regularly check the readiness of field staff, enhance equipment and the availability of first aid kits (P3K) in the AMC Unit, and ensure the quality of PPE and health guarantees for operational staff, particularly in the AMC division (Marshallers, Ramp Handling).

Cost-effectiveness analysis of COVID-19 vaccination: A review of some vaccination models

The sudden and rapid spread of the COVID_19 pandemic with its terrible consequences has put the management of governments and the various world institutions into a crisis. They have been subjected to a considerable economic effort to be taken to combat the spread of the pandemic. The economic investment for the research and purchase of vaccines intended for populations is subject to cost–benefit analyses in various situations in different cases. In this review work, several recent models are analyzed where the appearance of the components is coupled with the economic aspect. The analysis of these models is detailed and the results discussed from different points of view.

Bank-affiliated directors' monitoring, earnings management, and financial reporting quality in emerging markets: Evidence from India

In this novel investigation of creditor governance in an emerging market, this paper examines the monitoring by Indian lenders of firms' earnings management and financial reporting quality through the appointment of a bank-affiliated director to the borrower's board. Specifically, we study the effect of having a bank-affiliated director on the board (a “BDB”), prior to the implementation of India's Insolvency and Bankruptcy Code (IBC). This setting represents a business environment characterized by underdeveloped financial institutions, a weak legal system, and inefficient bankruptcy resolutions. Unlike the U.S., where BDBs play a limited monitoring role, our evidence suggests bank-affiliated directors played an active role in firm governance and lowered earnings management as well as improving financial reporting quality in India during the period of our study. Specifically, we find lower discretionary accruals among firms with BDBs in cross-sectional, pre-post, performance matched, and propensity score matched analyses – signaling higher reporting quality and less earnings management. This finding holds after controlling for endogeneity and when measures of accounting conservatism or earnings persistence are utilized as additional measures of reporting quality. Further, the dampening effect of BDBs on discretionary accruals is more pronounced for companies subject to greater information asymmetry and those prone to agency problems. In addition, firms with BDBs on the board have less volatile ROAs and lower idiosyncratic risk, consistent with BDBs encouraging borrowers to pursue less risky investments to safeguard creditors' interests. As the first examination of the monitoring influence of BDBs on financial reporting quality – and earnings management in particular – in an emerging market, our results provide unique insights for policymakers and creditors seeking to enhance governance and reporting quality of firms in evolving business environments.

Vietnamese Citizen Participation in Local Governance

Local governance is characterized by the interaction between government agencies and people in the local social management process, in which people are encouraged to actively play a part in government management activities as regulated by laws. This study addresses the people's rights to directly and indirectly participate in local governance activities in Vietnam. A survey of 360 people from 4 localities representing three regions of Vietnam, including Thai Binh province, Hung Yen province (Northern region), Quang Binh province (Central region), Ca Mau province (Northern region) was conducted to evaluate citizen participation in governance activities of commune-level authorities. The results show that the citizen participation in local governance activities do exist, but are limited to the direct participation. To some extent, the people also have rights to self-determine local issues on infrastructure construction and public welfare projects with their own contributions; however, their self-development of programs and projects and proposals to local authorities for implementation has not been clearly demonstrated. These findings suggest expanding the people's rights to participate in local governance activities as innovations for the improvement local governance effectiveness.

Carnival for one day: how holiday leisure contributes to an intersectional ‘we’

ABSTRACT Foreign domestic helpers’ leisure experiences on holidays are attracting growing attention in academia. However, little research has examined how leisure practices contribute to the evolution of social identities from an intersectional perspective. Adopting an ethnographic method, this study explores this topic through participant observation, semi-structured interviews, and secondary data analysis. Findings centre around a trio of relational themes – seeking a sense of belonging, self-categorizing, and self-representing – that reveal how holiday leisure practices inform foreign domestic helpers’ identification of themselves and others in Hong Kong. A comprehensive understanding of marginalised groups’ travel choices and experiences is provided along with a glimpse into potential extensions of social identity and self-representation. Practical implications for the government and destination managers are also offered.

Principles for equitable and resilient tropical peatland restoration in Central Kalimantan, Indonesia

Indonesia's tropical peatlands are crucial global carbon stores but have been heavily degraded in recent decades. We present seven principles for equitable and resilient tropical peatland restoration in Central Kalimantan, Indonesia, host to 19% of Indonesia's tropical peatland area, where local livelihoods, cultural practices, and indigenous social relations remain closely connected. Our collaborative methods employed a Delphi survey and focus group discussions with researchers from various disciplines to develop a shared vision for restoration. This vision served as a boundary object during interviews with diverse stakeholders involved in peatland restoration in Central Kalimantan, allowing for refinement and adaptation of the vision and the development of principles to achieve it. The principles emphasize inclusive and collaborative decision‐making, planning, and implementation; site‐specific approaches adapted to local social and ecological conditions; and ensuring the informed consent of and fair benefit distribution to all local social groups. They also emphasize a holistic, integrated, and long‐term approach to restoration that considers multiple aspects, including hydrological function, vegetation regeneration, fire prevention, locally appropriate livelihood benefits, inclusive governance, and adaptive management practices. These principles serve as a starting point for resilience‐oriented social‐ecological restoration practice and policy formulation, aiming to facilitate equitable, effective, and resilient tropical peatland restoration outcomes.

Family firm governance and working capital management policy

Drawing from agency and behavioral theories, we evaluate whether and how family firm governance influences working capital management policy and its contribution to shareholder value. Our results indicate that family firms pursue a conservative working capital management policy to capitalize on the competitive benefits of balance sheet liquidity. Moreover, we find that the market value of working capital investment is higher for family firms. Product market competition, financing constraints and capital market access, however, moderate the relationship between family governance and the market value of net working capital investment. Taken together, our results suggest that, relative to non-family firms, family firms pursue value-enhancing working capital management policies.

Assessing volcanic hazard and exposure in a data poor context: Case study for Ethiopia, Kenya, and Cabo Verde

Volcanoes produce a wide variety of hazards across varying spatial and temporal scales. When data are scarce on past eruptions and hazards, it can falsely imply low hazard recurrence and create challenges for robust hazard and risk assessment. Data quality and quantity vary considerably across different regions, volcanoes, and eruptions. Yet, there is a need for regional to global scale information on volcanic hazard and risk, where consistent and reproducible methods are applied. Such information is used by international stakeholders to inform funding priorities, risk reduction policies, and to highlight data and knowledge gaps, contributing towards the Sendai Framework's Sustainable Development Goals. Challenges in gathering this information can be most problematic where large populations are exposed to potential volcanic hazards but there are few comprehensive eruptive histories, as in sub-Saharan Africa. Here, we present a unique study to evaluate hazard and exposure for nine volcanoes in Ethiopia, Kenya and Cabo Verde, as part of an international project to develop multi-hazard Disaster Risk Country Profiles. We applied a two-stage expert elicitation process to volcanoes for the first time, and coupled the results with vent mapping, numerical hazard modelling, and GIS analysis of eight exposure categories to identify where high volcanic hazard and exposure coincide. Testing the sensitivity of our findings to input assumptions, to better understand where uncertainties lay, showed that improving our knowledge of past eruption volumes, frequencies, and dates was key to reducing uncertainty. Expert elicitations proposed that Fogo, Cabo Verde, is the most likely to erupt (eruption on average every 25 years), while Fentale (Ethiopia), Longonot and Suswa (Kenya) were elicited to have the greatest probability for a large explosive (VEI ≥ 4) eruption (on average every 400 years). Menengai and Longonot produce the larger exposure values across most VEI scenarios and categories of exposure, but population and GDP exposure was also large for more distal tephra fall and flows at Corbetti and Suswa, with order of magnitude increases expected between 2010 estimates and 2050 projections. Potentially high impact scenarios include tephra being dispersed across large cities (e.g. Nairobi, 55 km from Suswa) and key infrastructure (e.g. geothermal power station ∼2.5 km from Aluto), as well as important tourist destinations, seats of government and emergency management operations (e.g. islands east of Fogo). This study provided the first hazard and exposure assessment of its kind for these volcanoes and drew attention to volcanic risk at the levels required to inform policy and future in-country funding opportunities.

Maintaining a sustainable financial system, resilient to the shocks generated by the digital age and able to adapt and prevent emerging cyber risks remains a priority for supervisory institutions, in response to financial supervision and risk management framework through leveraging state-of-the-art technology for better governance and control. SupTech's primary objective is to promote inclusion in the financial sector by focusing on governance management and digital financing. It`s goal is to support the development of an inclusive financial system built on a robust digital infrastructure that enhances efficiency, transparency, and resilience. As technological innovations advance, financial services have to evolve, requiring financial institutions to adapt their surveillance technologies (SupTech) to safeguard citizen interests. Establishing both normative and technical SupTech frameworks helps supervisory authorities to eliminate gaps in internal processes, streamline workflows, fortify risk management, protect consumers, and maintain financial system stability amid ongoing market changes. Implementing a SupTech framework involves several stages: diagnosing the institution's current state, defining the purpose, vision, and objectives of SupTech, identifying key drivers and adaptive capabilities, evaluating necessary actions, and detailing steps for successful implementation. A thorough diagnosis of the supervisory institution involves IT solutions that facilitate continuous bank monitoring and offsite supervision. This diagnostic analysis includes: (1) Data products – identifying the position and trends to reach the level of AI-augment business intelligence tools; (2) Analytics – aiming to implement analytics tools perspectives; (3) Access controls - with the position on the agency - wide access; (4) Storage – oriented towards the use target of big data tools; (5) Validation and processing – aiming at the use of advanced data processing; (6) Collection – using the latest AI-based collection trends or alternative data sources. Configuring the SupTech framework involves transforming vulnerabilities into opportunities. For example, automating data flows can address deficiencies in manual data handling, risk assessment, and report generation. Implementing a data warehouse can solve challenges related to data consolidation, multiple analysis tools, system integration complexity, and data correlation. SupTech aims to provide supervisory authorities with reliable, high-quality data, aligning with best practices in governance and data management. This ensures consistency in the supervisory process and resilience to technological advancements. Digitizing surveillance processes is crucial for operational efficiency, with advanced analytics and business intelligence solutions enhancing surveillance information and decision-making. Innovation Requirements for Good Governance of Local Government in Urban Government of Vietnam

Local governance is a quite popular term, however urban local governance is one of the new governance terms in Vietnam. Currently, in the world's urbanization trend associated with building e-government, digital transformation, building smart cities, etc., the issue of good management and administration of urban governments is increasing. is a requirement. Within the scope of this article, the author introduces the most common features of urban government, the distinction between urban government and rural government; At the same time, it points out the requirements for building an urban government that meets lean requirements and operates effectively and efficiently in Vietnam.

The Role of Professionalism, Auditor’s Experience, and Independence in Improving the Quality of Audit Results: Empirical Study on The Government Internal Monitoring Apparatus ITJEN Kemendikbudristek

The Government Internal Monitoring Apparatus is an important part of government management to realize good governance. This research aims to carry out analysis through the stages of identifying, reviewing, and proving hypotheses, as well as finding variables that influence the quality of audit results. The research method used is a mixed parallel convergent method. This research analyzes data through two analyses: quantitative and qualitative analysis, quantitative data was collected through questionnaires from 201 ITJEN Kemendikbudristek auditors. while qualitative data was obtained through interviews and observation. The analysis technique uses SPSS 26.0, Amos 5, and QSR NVivo 20.2 software. Research results from the quantitative analysis show that the level of professionalism, experience, independence, and quality of audit results at ITJEN Kemendikbudristek is in the sufficient category. The causal relationship between professionalism, experience, independence, and the quality of audit results is not significantly strengthened by the existence of the working time moderating variable. The model with the moderating variable produces a fit model. Likewise, the proposed model without the moderating variable produces a fit model. A model that can not only interpret samples but also interpret the population as a whole. The model without the moderating variable has a much more effective model, namely 15.2%, compared to the model with working time with a model effectiveness level of 15.1%. The research results from the qualitative analysis show that the level of professionalism, experience, independence, and quality of audit results at ITJEN Kemendikbudristek is in the sufficient category. These results are in line with the results of quantitative analysis using arithmetic average calculations. For this reason, increasing the professionalism, experience, and independence of auditors, which is currently considered sufficient, will further improve the quality of audit results when the level of professionalism, experience, and independence increases.
