Talent Management contributes to improved performance within the organization, this study examines the moderation effect of effective performance management systems as well as the relationship between talent management and organizational performance. This research was conducted in the field of public services and specifically aimed at public service officials in the city of Bandung. The research focused on 26 subdistricts. The survey of 430 respondents, consisting of Structural officials, was used for analysis. This study uses SEM in AMOS's statistical analysis package. Research explains that performance management systems moderate the relationship between talent management and organizational performance showing that performance management systems can be used as strategies to identify talented employees; integrate, restructure strategies and strengthen employee-management relationships to improve their organizational performance.
