The relevance of the research topic is due to the need to improve the quality of public administration in the Russian Federation in the conditions of modern development of our state, taking into account the impact of scientific and technological progress (in particular, digitalization) and an increase in the intensity of socio-political and socio-economic processes, which affects the growth of citizens' needs for public services. The public service institution is at the epicenter of interaction between the state and citizens, the society as a whole, and, therefore, it must be constantly improved. Positive experience of the mechanisms of interaction between the state and society, as well as functioning of the public service institution in the Federal Republic of Germany for the benefit of society, can serve to improve the corresponding domestic mechanisms. This article uses original sources of scientific literature, first of all, the results presented in research articles by Russian scientists on topical issues of public service in the Russian Federation over the past few years (mainly for the period of 2017 through 2022). The publications of scientists of the Russian Presidential Academy of National Economy and Public Administration published in leading scientific and practical journals, such as «Public Service» and «Management Consulting», are analyzed. The analysis showed that over the past few years, Russian science has not paid enough attention to the study of topical issues and problems of the functioning of the public service institution in foreign countries. In fact, there is no deep, thorough scientific research in this field, and it is characterized by the presence of single scientific publications.
