Local housing strategies in Poland as a tool to develop social and affordable housing: barriers for development

Polish municipalities need to align with the trend of social housing development, expanding beyond public housing providers. The paper seeks to diagnose the barriers to developing well-defined housing strategies at the local level in Poland. Based on existing housing strategies of some Polish municipalities and the experience gained during work on a housing strategy for a medium-sized city in Poland, the following impediments were identified: a lack of robust demographic data, insufficient housing inventories, and a need for skilled experts and guidance for structured strategies. Given the impending EU investments in housing, local strategies gain significance, particularly in crisis-affected cities. The forthcoming financial aid for social housing amplifies the necessity for well-crafted housing strategies in Poland.

Sociological Analysis of Construction Initiatives in Landless Communities: Practices of Gorkha Earthquake in Nepal

Earthquake disaster is burning issue of the world including Nepal. It has became crucial phenomenon of global society. In this context his research paper examines the sociological aspects of earthquake disaster-resilient housing construction initiatives in landless communities affected by the 2015 Gorkha earthquake in Nepal. It highlights the significant outputs and outcomes of local housing strategies that leverage indigenous materials, knowledge, and social support. Utilizing a descriptive research methodology, data was gathered through close-ended and open-ended questionnaires, case studies, and field observations across various impacted communities. Secondary data sources included existing literature on landless housing reconstruction and community-based initiatives. The findings reveal that the landless communities suffered greatly due to seismically vulnerable structures, lack of preparedness, and insufficient use of critical seismic features. These communities often lack access to vital information that could mitigate disaster risks. The study further explores how residents have innovatively rebuilt their homes by integrating safety measures, utilizing salvaged materials, and combining traditional knowledge with scientifically validated techniques. This approach not only addresses immediate housing needs but also fosters long-term resilience against future disasters. Local Housing Strategy: Analysis of Importance and Implementation in Machico Municipality, Madeira

This article presents a detailed analysis of the local housing strategies (ELH) in the Municipality of Machico, Madeira, examining the diagnosis of housing needs, proposed solutions, and projected goals for the future. In addition to addressing the rehabilitation of private and public housing and the increase in housing supply, the study also explores how ELH relate to the new generation of housing policies and the public support program for promoting housing solutions for vulnerable people. It is important to note that the implementation of ELH in Machico also has a positive impact on the local landscape and climate resilience, promoting the conservation of important forest areas for the production and management of natural resources.

The effectiveness of the housing needs and demand

PurposeLiterature reveals that local authorities in Scotland are required under the Housing (Scotland) Act 2001 to undertake housing need and demand assessment. Local authorities are required to ensure that their local housing strategies are evidenced with an assessment of housing need and demand. The housing needs and demand assessment (HNDA) framework was designed to help local authorities in Scotland provide the evidence base for local strategies. Since its introduction in 2014, there is a limited literature highlighting whether or not the framework has been effective. To this end, the purpose of this study was to evaluate the effectiveness of the HNDA framework as set in Scottish local authorities; this paper aims to highlight those factors that have been effective in the framework.Design/methodology/approachAn evaluation to asses empirically the effectiveness of the HNDA framework in Scotland was conducted. The research involved a review of literature on the current HNDA framework in Scotland. A measure of the effectiveness of the HNDA framework was conducted via a questionnaire survey to get the practitioner’s perception from 32 Scottish local authorities. This was conducted to advance specific features that have been effective in the HNDA framework. The features were then ranked in terms of their degree of effectiveness.FindingsThe research in this paper identifies initial findings cited in literature of effective factors that impact on the effectiveness of typical projects and contextualises them in the HNDA framework in Scotland, the HNDA framework having all hallmarks of a project. Results from this study identified effectiveness factors that have a greater influence on the HNDA framework’s general effectiveness. These factors include amongst others: clearly defined and detailed scope; project monitoring and control; competent and experienced project managers; and sufficient and well-allocated resources.Research limitations/implicationsBy examining the factors individually, it can be stated that overall and based on literature and survey, the HNDA framework as used in Scotland has largely been successful. The success, however, is on a case by case basis. For example, those in remote-based local authorities expressed reservations on whether some of the identified effectiveness factors in the framework were effective while those in more metropolitan or larger local authorities were more upbeat with the HNDA framework.Originality/valueNo similar study has been carried out on effectiveness factors in the HNDA framework used in Scottish local authorities. The findings in this research, therefore, contribute to the literature that seeks to understand the mechanisms of an effective HNDA in general and the HNDA framework in Scotland in particular. Overall, it contributes to the housing debate by offering a Scottish perspective. The study is a precursor to the mechanism for the housing need and demand and funding success in Scotland.

Housing access and governance: The influence and evolution of housing organizations in Mexico City

Through the analysis of personal interviews, resident surveys, government documents, newspaper and community accounts, among other relevant data, this paper studies housing movements and organizations in Mexico City, and exemplifies the reach that social mobilizing and organizing may have on cities and their political structures. In this context, mobilizations around detrimental housing conditions provided more than support to low-income tenants and affordable housing production; they contributed to the democratization of the local government. This in turn helped, with the election of a sympathetic government, to consolidate housing programs, norms, and institutions. Thus, and despite limited resources, new local housing strategies set notable standards at the national level. More recently, however, grassroots organizing efforts and community involvement in processes of affordable housing production have lost standing. Furthermore, housing organizations and leaders have become increasingly susceptible to political processes and electoral cycles. As civic groups have ceased to effectively monitor government actions, housing policies and efforts have lost legitimacy among the citizenry and housing unaffordability has remained a significant issue. Yet, although some housing organizations have lost autonomy, they have not necessarily lost their ability to influence local politics and policy. The evolution of these organizations, therefore, provides notable lessons to those that seek to institutionalize their demands and strengthen their ability to shape the growth and development of their cities and regions.

Local housing strategies for people with learning disabilities: Creating a plan that survives its publication

The White Paper on learning disability has asked housing and social services to work together to expand housing, care and support options. The DoH and ODPM have recently issued new joint guidance. Learning disability partnership boards have been asked to develop local housing strategies for people with learning disabilities by the winter of 2002/3. Several authorities have already completed work on housing strategies for people with learning disabilities. This article is about one of these, recently published by Southdown Housing and West Sussex County Council: the preparation of the strategy, some comments on strategic planning in the public sector and ideas which might benefit other authorities engaged with their own local housing strategies.

Minority ethnic housing associations and local housing strategies: An uncertain future?

This paper discusses future prospects for minority ethnic housing associations in the context of local housing strategies. It takes account of some major developments in Housing Corporation policy which took place towards the end of the period of Conservative government, and considers the impact of the election of the new Labour government. The change of government provides an appropriate moment at which to draw attention to the positive achievements of the past ten years, and to highlight possible options for building further on the work of the associations in the late 1990s.

Local Housing Strategies in England: an assessment of their changing role and content

Three stages in the recent evolution of local housing strategies may be distinguished — the ‘comprehensive’ strategy, the ‘alternative’ strategy and the ‘enabling’ strategy. The discussion of the enabling role has, however, been pitched at the level of general principle, rather than its translation into practice. In this paper a survey of how local authorities have sought to prepare the new enabling strategies reveals a renewed interest in the systematic assessment of housing need and an emphasis on consultation with interested parties. The main sources of concern for local authorities are a lack of resources in relation to need and the apparent vagaries of a system of national resource allocation that is increasingly based on competitive bidding and civil servant discretion.
