Analysis of the available applied information on the implementation of the reform of the administrative-territorial structure ofUkraine (decentralization) indicates the presence of certain problematic issues (legal and organizational) related to the ability of communitiesto exercise their own and delegated powers. The latter need to be addressed both at the legislative level and through the establishmentof an effective dialogue between local governments and the executive. The main purpose of this process is to create an effectivesystem of functions and powers for all actors, as well as to meet the needs of citizens living in the newly created territorial communities.OTGs create their own executive structures to exercise their statutory powers. The vast majority of these powers are exercisedby the district state administration and the council, respectively.The executive body of the district council and the district state administration retains structures that ensure the implementationof the powers defined by law for such territorial communities. At the same time, the burden on employees of such structures is verylow and decreases annually due to the decentralization process.The above issue is quite relevant in cases where all territorial communities (100 %) within one district are part of the OTG. Inthis case, there is duplication of statutory powers vested in the executive authorities (RSA), district councils and OTGs, and in somecases, delays in the process of their transfer to the newly created local governments.Most of the newly formed united territorial communities have already restructured their work, and also faced the need to addressa number of issues that were not previously characteristic of them and were addressed at the district level (RSA and district councils),primarily in the medical and educational fields. institutions, maintenance and optimization of preschool and school institutions, etc.).In view of the above, it is considered necessary to develop separate organizational and legal practical proposals for stakeholders(primarily the Cabinet of Ministers of Ukraine and regional state administrations) to optimize the procedure for further reform of localgovernments and territorial organization in general.
