The potential for local environmental governance: A case study of Natural Cambridgeshire

There are demands on land to provide a variety of ecosystem services alongside agricultural products. In the absence of markets, delivery is generally overseen through separate agencies. However, synergies and trade-offs amongst ecosystem services and variation across space lead to different priorities and opportunities in different areas. This creates a complex challenge for governance and implies a need to devolve decision-making.The objective of this paper is to explore the devolution of decision-making through the introduction of Local Environmental Governance Organisations (LEGO). A LEGO would assemble evidence on natural capital and co-ordinate stakeholders to identify local priorities. It would search for synergies and collaborative partnerships and raise funds to support priority actions.The paper first sets out a theoretical framework to identify the elements required for local governance. It then proposes two alternatives: a ‘national park’ approach for areas of higher environmental quality and a ‘local nature partnership’ approach elsewhere. The paper then provides a case study of Natural Cambridgeshire, a local nature partnership in England, as a potential LEGO, assessing the extent to which it meets the requirements identified. It has already done much to develop a stakeholder community and has begun to establish priorities for nature enhancement. However, it lacks programmes and long term funding that can incentivise the necessary actions or a forum that can bring together partners for Nature-based Solutions at scale.Central government would need to establish a framework for the operation of a system of LEGOs. It would also continue to support national standards.

Holding up a mirror: researching symmetrically to explore exclusion, othering and whiteness in local environmental governance

ABSTRACT The positioning of minoritised and racialised groups such as Global South immigrants as deficient in knowledge, language or motivation is a form of othering prevalent in all spheres of Global North societies, and the environmental sector is no exception. In both academic literature and policy, there is an assumption that minoritised groups are “hard to reach” and less interested in sustainability than the usual white middle-class environmental subjects. But, what might the picture look like if it focused on those who have the power to make choices about whose interests matter and whose can be ignored? By holding up a mirror to the powerful and asking them to reflect on their own practices and assumptions, we centre the operation of structural inequality to show that the lack of inclusivity in sustainability policy is very often a product of structural whiteness rather than the deficiencies of racialised communities. This article draws on interviews with key informants involved in local environmental governance to explore how people in positions of power serve to obstruct, erase or facilitate the engagement of racialised communities in activities relevant for environmental change. We argue that a symmetrical approach to research and analysis is needed to avoid othering immigrants while surfacing whiteness as the context in which othering occurs. We call for greater attention to how white structural advantage shapes the design and implementation of local green agendas in order to develop just and transformative approaches to environmental policy-making.

Environmental regulations and charitable donations made by polluting companies: Evidence from China

Using a quasi-natural experiment on the adjustment of sulfur dioxide emission levy standards by provinces in China from 2007 to 2014, we apply a difference-in-differences method to examine how stricter environmental regulations affect charitable donations made by polluting companies. Empirical results show that the increase in pollution levy standards increases corporate donations by 0.505%, implying that polluting companies use charitable donations as a strategic action to address the negative impact of environmental penalties. We also find that the political connection, local environmental governance preference, public image and corporate social responsibility strategies significantly affect the relationship between environmental regulations and donations of polluters.

Can innovation factor agglomeration enhance the government’s environmental governance capacity?

Innovative manpower agglomeration and innovative capital agglomeration provide vitality and guarantees for a country to achieve high-quality development, and the improvement of the government's environmental governance capacity can guarantee the smooth advancement of the country's ecological civilization construction work; thus, it is very important to study the impact of innovation factor agglomeration on the government's environmental governance capacity. Based on this, this article establishes a mediated moderating effect model and a spatial econometric model, adopts the panel data of 30 provinces in China from 2009 to 2020 as an example, and divides innovation factor agglomeration into innovation manpower agglomeration and innovation capital agglomeration to study the relationship between them and the government's environmental governance capacity. The results of the empirical analysis show that (1) both innovation manpower agglomeration and innovation capital agglomeration can significantly promote the improvement of the government's environmental governance capacity. (2) Technological innovation plays a mediating role in promoting the government's environmental governance capacity through innovation factor agglomeration. Voluntary environmental regulation can promote the government's environmental governance capacity, but it attenuates the role of innovation capital agglomeration in promoting the government's environmental governance capacity. (3) Local innovative manpower agglomeration has a significant spillover effect, and innovative manpower agglomeration in neighboring places inhibits the enhancement of local governments’ environmental governance capacity. (4) Innovation capital agglomeration in neighboring places will inhibit the local government's environmental governance capacity, but its effect is much smaller than the promotion effect of local innovation capital agglomeration on the government's environmental governance capacity.

New way out of efficiency-equity dilemma: Digital technology empowerment for local government environmental governance

Getting out of the dilemma of incompatibility between efficiency and equity is an important goal of local government to modernize their environmental governance. Based on the theory of public value management, this paper constructs an analytical framework for digital technology enabled government environmental governance under the perspectives of efficiency, equity and coupling of the two, then empirically examines the impact and mechanism. The results show that digital technology can enhance efficiency and equity of local government environmental governance. Meanwhile, digital technology is an effective way to solve conflict between efficiency and equity values, but its green effect may be weakened in the short term due to uncertainty risks of internet. Education can strengthen green effect of digital technology, and digital dividend is especially beneficial when years of education has reached a certain threshold. In addition, there are heterogeneity and spatial correlation in digital technology to improve local government environmental governance. Finally, the results of mechanism test show that digital technology realizes enabling effect through three paths: industrial structure optimization effect, social public participation effect and innovation and entrepreneurship effect. The findings of this paper enrich research literatures on government environmental governance empowered by digital technology, and also provide useful references for formulation and implementation of government environmental policies under the new development pattern.

Challenging the nexus of power: The gaming dilemma of collaboration between government and enterprises in environmental management

This study presents a novel approach to analysing environmental governance by Chinese governments through the lens of a tripartite evolutionary game model. The key novelty of our research lies in the explicit incorporation of a reputation mechanism into the evolutionary game analysis, which significantly influences government decision-making, environmental governance strategies, and the dynamics of the relationship between government and polluting enterprises. By assessing the marginal effects of conventional governance and mobilization-based governance on the environmental mechanism, as well as the collusion behaviours between government and polluting enterprises, our study sheds light on previously unexplored aspects of environmental governance. Our findings indicate that the reputation mechanism plays a crucial role within the evolutionary game system of environmental governance, exerting a substantial impact on government decision-making. Furthermore, we demonstrate that policy interventions, such as increasing the cost of penalties under regulatory policies, can encourage compliance strategies among enterprises. Additionally, our research highlights the high sensitivity of reputation signals towards local government's environmental governance strategies, directly impacting their credibility and influencing the adoption of proactive environmental governance strategies. Moreover, we emphasize the role of the central environmental inspection system as a means to facilitate the transmission of environmental governance pressures between central and local governments, ultimately fostering a green development concept and promoting coordinated development between the economy and ecological civilization. Overall, this study provides valuable insights into the intricacies of environmental governance in China and underscores the importance of reputation mechanisms and policy interventions in promoting sustainable development.

How does central-local interaction affect local environmental governance? Insights from the transformation of central environmental protection inspection in China

In recent years, one of the most important and innovative policy initiatives introduced by the Chinese government in the field of environmental protection and ecological civilization construction is the Central Environmental Protection Inspection (CEPI). CEPI is seen as a vital tool to encourage local implementation of environmental protection responsibility. Over the course of its operation (eight years), CEPI has transformed from the “campaign” phase to the “convention” phase. It is noted that while provincial governments face a common high-pressure environment created by CEPI, governance scenarios, behaviors, and performance vary across the country significantly. To better understand local governments' environmental governance behaviors under the transformation of CEPI, an integrated analysis framework consisting of two key elements, “central dominance” and “local proactiveness”, is constructed based on the central-local interactions under the principal-agent model. Based on this framework, we conducted a multi-case comparative analysis of four classic cases, with the following findings. (1) Along with the operation of CEPI and its transformation, the interaction between the central and local governments leads to four governance scenarios: “control-active cooperation”, “control-passive cooperation”, “guidance-active promotion”, and “guidance-passive promotion”. (2) Influenced by various factors such as pressure by the central government, local governments' capabilities and governance motivations, local governments form governance behaviors with varying degrees of proactiveness and autonomy. (3) After examining the governance performance of varying behaviors, it is found that local government's “active promotion” behavior can achieve higher governance effectiveness in the “convention” phase. Therefore, it is of policy implication that local governments should be guided to transit from “passive cooperation” to “active promotion”. This paper has important guiding significance for understanding local environmental governance behaviors under strong top-down institutional pressure.

Compliance relationship analysis between environmental governance attention and environmental quality in the Beijing–Tianjin–Hebei region

This study analyzes the changes and allocation characteristics of environmental governance attention in the Beijing–Tianjin–Hebei region based on the government work report from 2002 to 2020 and explores the compliance relationship between environmental governance attention and environmental quality. The results show that the allocation of local government environmental governance attention shows high consistency with that of the central government, and the overall environmental governance attention shows a fluctuating upward trend. There is a long-term stable co-integrated relationship between environmental governance attention and environmental quality in the Beijing–Tianjin–Hebei region, as well as a two-way Granger causality relationship in the short term. The non-linear influence of environmental governance attention on the environmental quality in the Beijing–Hebei–Tianjin region can be described using the LSTR2 model. During 2004–2016, environmental governance attention often had non-linear effects on the environmental quality. Since 2016, there has been a stable linear relationship between environmental governance attention and environmental quality. Finally, some policy suggestions on improving the local performance evaluation system and establishing a collaborative environment system for the Beijing–Tianjin–Hebei region have been put forward for the government.

Taking a back seat: the politicization of municipal environmental governance in South Africa

ABSTRACT Local government (LG) in South Africa (SA) is mandated to provide adequate service delivery and to ensure environmental protection within municipal boundaries. Local Environmental Governance (EG) is influenced by the actions of municipal councils and political leadership, resulting in politicized local EG. The ruling African National Congress (ANC) party has been gradually losing political power since 1994, and corruption and unprofessionalism in LG have increased and influenced EG. Limited scholars have attempted to examine the in-depth relationship between political dynamics, environmental issues and local municipalities within the political−administrative interface in SA. To address this, we utilize a Political Ecology Approach (PEA) to assess the influence of political dynamics on local EG in the uMzinyathi district and Endumeni local municipalities in SA. A mixed methods approach was utilised. The findings revealed that political dynamics both enabled and impeded local EG. While mainstreaming and alignment to national policy were evident, EG interventions and environmental resources were often co-opted for political canvassing and incentivization, or the relative prioritization of EG was dependent on political mandates. The research contributed to a detailed understanding of how EG ‘takes a back seat’ to political exigencies within a predominately fragile and under functioning LG sphere in SA.

The Effects of Environmental Education on Residents' Ecological Security Behavior: The Mediating Role of Nature's Psychological Ownership Perspective and The Moderating Role of Visual Fluency.

Residents are one of the most significant stakeholder groups in ecologically vulnerable regions, and the local ecological environmental governance efforts require their active cooperation and participation. To this end, this study leverages the sampled survey data from residents across 14 cities in Guangxi, China, and uses a structural equation modeling analysis to explore the impact of environmental education perception on residents' ecological security behavior. The results indicate that psychological ownership of nature plays a positive mediating role between environmental education perception and residents' ecological security behavior, as well as between ecological consciousness and residents' ecological security behavior, thereby supporting the idea that a sense of stewardship in protecting ecological security is a key factor in residents' conversion of their ecological protection cognition into practical actions. Further research finds that visual fluency has a moderating effect on the relationship between environmental education perception and psychological ownership of nature. This study provides new insights into the theoretical understanding of the formation mechanism of residents' ecological security behavior, enriches the theory of psychological ownership, and offers policy recommendations for governments implementing ecological environmental propaganda programs.

Research on the Relationship Between Fiscal Decentralization and Environmental Governance

The issue of fiscal decentralization and environmental governance is of great research significance, which can guide local governments to implement environmental governance policies in reality. Based on this, this study uses literature review and other methods to discuss the research in the fields of fiscal decentralization, local government governance behavior and environmental governance. The main findings are as follows: firstly, in terms of theoretical analysis, the existing literature studies from the aspects of environmental decentralization, local government competition and market segmentation, and there is still a lack of theoretical discussion on the characteristics of economies at different stages of development; In terms of empirical research, the existing literature explores the specific mechanism and spatial effect, and the inconsistency in variable measurement has a great impact on the results. Based on this study, the exploration of fiscal decentralization and environmental governance can give more consideration to the strategic game between different levels of government in the future, pay attention to the consideration of different stages of development, and obtain more practical research result.

Contribution of Communication for a Good Management of Water Bodies in Buurkina: Case of Lac Dem in the Commune of Kaya, Province of Sanematinga, North Center Region

Lake DEM, like other wetlands in Burkina Faso, is facing pronounced degradation due to numerous pressures, mainly anthropogenic, associated with management problems, a lack of communication and awareness of the basics of management of water bodies and thereby resulting in a weak local governance framework. It is with a view to reversing this trend towards the continuous degradation of our plant cover that our research work proposes the contribution of communication for better management of the Lac Dem water body by relying on the previous work of the Local Environmental Governance Consolidation Project (COGEL Project) in collaboration with the Ramsar Convention. This study is intended to be a scientific contribution. Also, the shared resource of the lake management plan offers us this opportunity to analyze the different uses of the water resource in a communication strategy at the level of the lake and within its sub-watershed. The estimate of water withdrawals from the lake by the various actors showed significant annual water quantities of m3 of water by the various actors involved in the sector. Our initial hypothesis, which is confirmed, testifies that the mode of withdrawal of the water resource from Lake Dem does not allow its sustainable use. However, given the status of the lake with multiple uses and the poor coordination of the actors, it seems imperative to operationalize the management framework of Lake Dem. Thus, the effective implementation of the lake management plan, and a good organization of all actors through communication strategies, will allow better coordination and sustainable use of the waters of Lake Dem.

Exploring the synergies between digital finance and clean energy: a case study of green bond spillover effects.

The impact of digital finance on green bonds and clean energy sources is analyzed. So, the primary objective of this study is to create a unique time-varying causality test to identify the relationship between ecological consciousness and green technology, clean energy, and digital currency. The China region was established using data from 2001 to 2019. A dynamic connection model with spillover is employed to further guarantee stability. The empirical findings reveal that the clean energy to digital finance index (30.544%) and the clean energy to green economy index (30.544%) are the sources for the spillover shocks analysis. because the overall dynamic connection of assets throughout time is affected by financial events. For every additional percentage point that renewable energy sources are employed, long-term environmental costs are lowered by 0.68%. And yet, the transition from renewable energy to digital finance has been characterised by increasing instability and causal significance as it has advanced. The organizational environment is shown to have the second-greatest influence on the growth of the green bond market, behind the state of the local economy and environmental governance. Increasing the marketability of clean energy securities requires stable, predictable legislation that improves our knowledge of the risk profile of these investments.

How does environmental legislation guide urban green transition development? Evidence from China

Based on the unique perspective of local environmental regulations promulgated in Chinese prefecture-level cities from 2000 to 2018, this paper examines the impact of urban environmental legislation on green total factor energy efficiency (GTFEE). The results show that implementing environmental legislation significantly improves local GTFEE, with comprehensive protection regulations contributing to local energy efficiency improvements, while the impact of pollution prevention regulations is insignificant. This conclusion remains robust to multiple scenarios. Potential mechanisms through which environmental legislation can guide urban green transition include the industrial upgrading effect represented by “clean industry development” and “polluting industry exit”, as well as the technical innovation effect achieved through “new technology generation” and “old technology upgrading”. Furthermore, environmental legislation with a higher degree of regulatory effectiveness has a greater potential for energy saving. Environmental legislation has a more significant impact on improving GTFEE in cities in non-old industrial bases, with less frequent turnover of officials, and in central and western regions in China. This study evaluates the positive impact of urban environmental legislation on GTFEE, aiming to advancing the rule of law in local environmental pollution governance and thereby promote urban green transition.

The impact of anti‐corruption on environmental governance efficiency in China: A study based on spatial effect

AbstractAnti‐corruption is an important initiative in China's national governance system. The existing literature usually studies the direct impact of corruption or anti‐corruption on China's environment, while few studies show the spatial correlation impact of anti‐corruption on China's environmental governance. This paper redefines anti‐corruption, uses panel data of 30 Chinese provinces and cities from 2005 to 2019, and empirically analyzes the impact of anti‐corruption on environmental governance efficiency in China using spatial Durbin model. The findings indicate that the direct effect of anti‐corruption on environmental governance efficiency is positive, indicating that increasing anti‐corruption efforts will help improve local environmental governance efficiency; indirect effect of anti‐corruption on environmental governance efficiency is negative, suggesting that due to the existence of “pollution heaven” effect, the strengthening of anti‐corruption in the local region will cause polluting industries to move from local region to neighboring regions, leading to serious environmental pollution in the neighboring regions, and then reducing environmental governance efficiency. The indirect effect of economic development, industrial structure, and economic openness are negative, while the indirect effect of urbanization rate and clean energy are positive. The findings of the study provide a theoretical basis and insight for governments at all levels to improve environmental governance efficiency through anti‐corruption.

The Impact of Digital Finance on Clean Energy and Green Bonds through the Dynamics of Spillover

Investigated are the effects of digital finance on green bonds and renewable energy. Therefore, the primary objective of this research is to employ a novel time-varying causality test to establish the causal link between green technology, clean energy, digital finance, and environmental responsibility. Study analyzed data from 2001 to 2019 to infer the China region. In addition, for robustness, a spillover dynamic connectedness model is implemented. The empirical results show that the spillovers shocks analysis come from clean energy to digital finance index(30.544%), followed by propagation from clean energy to green economic index (30.544%). Because depending on economic events, the dynamic total connectedness across assets changes over time. Long-term Environmental costs are dramatically reduced by 0.68% with every 1% increase in clean energy consumption. Yet, the entire period from clean energy to digital finance is marked by heightened volatility and causal relevance. The study finds that after the local economy and environmental governance, institutional environment has the second-largest impact on the market expansion for green bonds. The findings add to our understanding of the risk profile of clean energy stocks and emphasise the need for stable, predictable laws in order to increase the marketability of clean energy stocks.

Spatio-temporal dynamics of tree cover change in semi-arid Ghana: evidence from Sentinel-2 time series data

ABSTRACT Trees provide vital ecosystem services, yet anthropogenic activities have continued to reduce tree cover (TC) globally, leading to disparities in the distribution of ecosystem services at various scales. Similarly, empirical analysis of indicators that measure variations in TC at various temporal and spatial scales is limited in the semi-arid regions where global environmental challenges such as climate change are already affecting TC distribution. This paper quantified recent (2017 - 2019) TC changes in the semi-arid region of Ghana using Sentinel-2 times series data and the application of landscape metrics. The results showed that TC declined by 30% within two years. Urbanizing areas showed more rapid TC depletion rates, while some rural areas experienced a slight increase in TC. The findings suggest the need for local environmental governance by consolidating actions towards conserving semi-arid TC. Sustainable charcoal and fuelwood production are imperative for a long-term sustainable supply of ecosystem services.

Does Local Government Competition Reduce Environmental Governance Performance? The Role of Public Value Conflict and Media Sentiment

With the increasing attention paid to environmental protection and sustainable development in various countries worldwide, the relationship between local government competition and environmental governance has become more subtle and complex. This paper provides new insight into their relationship based on public value theory and media sentiment perspective. Utilizing panel data from 2012 to 2019 in 216 cities in China, this study integrated Data Envelopment Analysis, Conflicting Attitudes Model, Computer-Aided Text Analysis, and machine learning-based sentiment analysis, as well as nonlinear mediation model to empirically test the relationships among local governments’ competition pressure, public value conflict, media sentiments, and environmental governance performance. The study found that: (1) Competition pressure and environmental governance performance exist in a “U-curved” relationship. (2) The core mechanism of the above relationship lies in the mediating role of public value conflict. Within a specific range, the public value conflict faced by local governments increases as competition pressure increases. This conflict would push local governments into a dilemma and induce them to commit misconduct. However, when competition pressure exceeds this range, the public value conflict faced by local governments will be weakened, leading environmental governance performance to rebound. (3) Negative media sentiments significantly alleviate the negative impact of public value conflict on environmental governance performance. This study helps researchers and policymakers recognize government competition’s influence on environmental governance from a public value perspective, with further exploration and confirmation of the moderating role of media sentiments. It also provides theoretical and policy enlightenment for rethinking the behavior logic of local government and solving the dilemma of local government environmental governance.

Environmental Governance Goals of Local Governments and Technological Innovation of Enterprises under Green Performance Assessment.

The current study empirically estimates the impact of local government environmental governance on enterprise technological innovation from the perspective of a green political performance assessment of local governments with Chinese characteristics. Fourteen years of data (from 2006 to 2019) on pollutant emissions, and the patents of A-share listed companies were collected from 230 cities in China. A fixed effect model and tool variable method were applied to empirically analyze the objectives of the study. The results show that the environmental governance formulated by the local government has regional differences, which are shown as lower governance indicators for underdeveloped areas and higher governance indicators for developed areas. Environmental governance has a greater promotion effect on technological innovation in enterprises in developed regions, as well as in large and private enterprises. Moreover, mechanism analysis showed that the local governments preferred the path of financial subsidies to promote the level of technological innovation in enterprises. This study provides a foundation for attaining the "win-win" scenario of local government environmental stewardship and high-quality green economic growth.

Research on the cooperation dynamics of local governments in cross-regional environmental governance under the background of regional integration in the Yangtze River Delta

The Yangtze River Delta region is an important intersection of the "the Belt and Road" and the Yangtze River Economic Belt. With a highly developed economy, it is an area with serious ecological degradation and environmental pollution. In addition to the fact that cities in the region are adjacent to each other and the cross regional characteristics of environmental pollution itself, cross-border pollution and pollution disputes often occur. The solution to this problem is to strengthen the cooperative governance between local governments. Under this guidance, the cooperative power of local governments in cross-regional environmental governance has become a focus. Therefore, it is proposed to change the traditional concept of local government environmental cooperative governance; Improve the local government ecological cooperation governance system; Strengthen the local government ecological cooperation governance mechanism; Improve the technical level of local governments in ecological governance cooperation, with a view to promoting the effective cooperation of local governments in cross-regional environmental governance.
