Policies in Regulating Educational Migration in Latin America and The Caribbean Countries

The article presents the results of a study on educational migration management policies in the countries of Latin America and the Caribbean (LAC). The main task was to systematize the state policy measures of the countries of the region in this area and classify countries into groups of exporters and importers of educational services, as well as countries with a neutral policy in the field of regulating educational migration. The paper analyzed four groups of tasks set by countries that attract educational migrants, and identified one additional, comprehensive goal for the development of national higher education systems. In accordance with the level of development and their political priorities, the LAC countries are also evaluated in terms of the compliance of the applied measures with the initial tasks that they set for the policy in the field of educational migration. The article substantiates the approach to the policy of stimulating educational emigration from developing countries as an import of educational services and draws conclusions about the feasibility of developing systems for evaluating the effectiveness of expenditures on the implementation of state policy in the field of educational migration management.

Communication products for COVID-19 prevention promoted by governments in Latin America and the CaribbeanProdutos de comunicação para a prevenção da COVID-19 promovidos pelos governos da América Latina e do Caribe

RESUMENObjetivo.Caracterizar el contenido de los productos comunicacionales dirigidos a la población general para la prevención de la COVID-19 promovidos por los gobiernos de América Latina y el Caribe (ALC).Métodos.Estudio descriptivo, trasversal y exploratorio de los productos comunicacionales publicados hasta el 28 de febrero del 2021 en los sitios web oficiales de los ministerios de salud de los 47 países y territorios de ALC para la prevención de la COVID-19. Se emplearon métodos cuantitativos y cualitativos a partir de dimensiones recomendadas por la Organización Mundial de la Salud (OMS) y un enfoque de determinantes sociales de la salud (DSS). Se utilizó la técnica de análisis de contenido y triangulación por observador.Resultados.Se analizaron 3 253 productos informativos; en los 47 países y territorios de ALC, al menos un producto incluyó alguna recomendación de la OMS y en 46 se abordó alguna de las categorías y subcategorías relacionadas con los DSS intermedios. De los DSS estructurales, se aplicó el enfoque de género y alguna lengua indígena en al menos un producto de solo 4 y 7 países, respectivamente. En 35 países se encontró al menos un producto con información errónea y en 13 no se abordó la infodemia.Conclusiones.Se encontró una cantidad considerable de productos comunicacionales para la prevención de la COVID-19, pero no reflejaban un adecuado enfoque de diversidad y salud integral, y mostraban vacíos y errores de comunicación. Los países deben revisar sus políticas de comunicación en salud en el contexto de la pandemia.

Cooperative counter-hegemony, interregionalism and 'diminished multilateralism': the Belt and Road Initiative and China's relations with Latin America and the Caribbean (LAC).

This article examines the institutional rationale of China’s Belt and Road Initiative for Sino-Latin American interregionalism and global multilateralism. Applying Pedersen’s ideational-institutional realism approach and research on interregionalism, we provide a more nuanced analysis than mainstream realist theorising dominating research on China’s foreign policies. We argue that China’s interregional relations with Latin America and the Caribbean (LAC) entail a cooperative strategy to counter US hegemony in its own ‘backyard’. At a cognitive level, we show that the worldviews of Chinese foreign policy elites are informed by the tenets of realism. At an institutional level, interregionalism serves as a soft balancing device. In the power dimension, China uses cooperative relations with LAC to create soft power, enhancing access to raw materials, and promoting Chinese values, worldviews, and policies to the region. Hence, China-LAC interregionalism qualifies as ‘diminished multilateralism’, a pragmatic variant of multilateralism that favours particularistic interests while hampering collective problem solving.

Needs for a Curricular Change in Primary and Secondary Education From the One Health Perspective: A Pilot Study on Pneumonia in Schools.

This is the first pilot study on alternative conceptions and obstacles pertaining to pneumonia in adolescents of different school vulnerability indexes. Countries with low socioeconomic levels are disproportionately affected, with Latin America and the Caribbean (LAC) being the second-most affected area in the world, after sub-Saharan Africa. In spite of this fact, pneumonia is not included as an important component within the contents of the microbiology curriculum unit in the natural science school program. Therefore, we wanted to study how students knew about this topic by putting One Health into action by building and validating qualitative and quantitative questionnaires, put together by different experts in pedagogy, didactics, microbiology, and veterinary to find out what students knew about pneumonia and their misconceptions about it. A total of 148 students (in 8th and 9th grade) participated in this survey. The results reveal that no statistically significant differences between the different scholar grades (p = 0.3360 Pearson chi∧2) or genders (p = 0.8000 Fisher's exact test) presented higher or lower School Vulnerability Index (SVI). Regardless of the social stratum or the level of vulnerability of the students, they have heard about this disease primarily through their family/relatives, maintaining a superficial notion of the disease, learning wrong ideas about microorganisms and treatments that can contribute to the risk to public health.

Collaboration for social innovation in the agri-food system in Latin America and the Caribbean

Aim of study: This study reviews the state of the art of collaboration for social innovation in food and rural systems. The analysis focuses on cooperation by farms and agro-industry companies. The purpose is to identify not only the state of the art of this research topic but also the main authors, the countries where these studies are conducted and the dynamics of research networks in relation to these topics.
 Area of study: Latin America and the Caribbean (LAC).
 Material and methods: The Web of Science database was used to search for articles containing the terms ‘cooperation’, ‘networks’, ‘innovation’, ‘social’, ‘rural’ and ‘LAC’. Using VOSviewer network creation and analysis software, maps of citations, co-authorship, co-citations and co-occurrence of key-words were created and analysed. Content analysis was then performed. Finally, the research areas that the authors of the analysed articles consider to be of interest for future research were identified.
 Main results: The results reveal that researchers from Latin America and other regions, especially Europe and the English-speaking world, are showing a growing interest in collaborative systems for development and social innovation in LAC.
 Research highlights: The analysis enables further progress to be made in identifying the main drivers of collaboration in the LAC rural sector. These main drivers include social innovation, knowledge, sustainable management and social capital.

The New Triangular Relationship between the US, China, and Latin America: The Case of Trade in the Autoparts-Automobile Global Value Chain (2000–2019)

During 2000–2019, the autoparts-automobile global value chain (AAGVC) underwent significant structural changes from a number of perspectives: micro, meso, or inter-firm relations, macroeconomic, and territorial shifts. This document will focus on recent trade debates on the “new triangular relationship” between the US–China and Latin America and the Caribbean (LAC), and Mexico, and specifically on trade in the AAGVC during 2000–2019. In addition to the discussion on global value chains (GVCs) and its implications, the document analyses in detail qualitative and quantitative global changes in the AAGVC and specifically in US imports during 2000–2019, highlighting the performance of Mexico and China in trade, tariffs, and transportation costs. Conclusions include a set of future research topics.

Prevalence and Factors Associated with Parents' Non-Intention to Vaccinate Their Children and Adolescents against COVID-19 in Latin America and the Caribbean.

We aimed to estimate the prevalence and factors associated with parents’ non-intention to vaccinate their children and adolescents against COVID-19 in Latin America and the Caribbean (LAC). We performed a secondary analysis using a database generated by the University of Maryland and Facebook (Facebook, Inc., Menlo Park, CA, USA). We included adult (18 and over) Facebook users residing in LAC who responded to the survey between 20 May 2021 and 14 July 2021. We included sociodemographic characteristics, comorbidities, mental health, economic and food insecurity, compliance with mitigation strategies against COVID-19, and practices related to vaccination against this disease. We estimated the crude (cPR) and adjusted (aPR) prevalence ratios with their respective 95%CI. We analyzed a sample of 227,740 adults from 20 LAC countries. The prevalence of parents’ non-intention to vaccinate their children and adolescents against COVID-19 was 7.8% (n = 15,196). An age above 35 years old, educational level above college, compliance with physical distancing, use of masks, having economic insecurity, having had COVID-19, anxiety symptoms, depressive symptoms, having a chronic condition or two or more comorbidities, and being vaccinated were associated with a lower prevalence of non-intention to vaccinate children and adolescents against COVID-19. Living in a town, a village, or a rural area was associated with a higher prevalence of non-intention to vaccinate children and adolescents against COVID-19. Approximately nine out of ten parents in LAC intended to vaccinate their children and adolescents against COVID-19. Our results allow for understanding parents’ intentions to vaccinate children and adolescents and help promote and develop education strategies for national vaccination plans against COVID-19.

Economic effects of climate change on agricultural production and productivity in Latin America and the Caribbean (LAC)

AbstractClimate projections indicate that temperatures in Latin America and the Caribbean (LAC) will rise by between 1.6 °C and 4 °C by the end of the century while changes in precipitation levels are expected to vary significantly across the region. This article estimates the impact of climate change on total factor productivity (TFP) and production. It combines data from the University of East Anglia's Climatic Research Unit (CRU), the Intergovernmental Panel on Climate Change (IPCC), and the Food and Agriculture Organization (FAO) on 28 LAC countries for a 54‐year period (1961–2014) in order to inform policy makers of the cost of output losses in the absence of viable climate adaptation strategies. We use estimates of a random‐parameter stochastic production frontier (SPF) model specification to capture heterogeneity in technology and partial output elasticities across countries and unobserved environmental characteristics. Results show that change in output is mainly driven by an average annual TFP growth rate of .95%. Climate change induces significant reductions (9.03–12.7%) in productivity over the 2015–2050 period. In terms of output, these losses range from USD $14.7 to $31.4 billion dollars in the LAC region, depending on the scenario and the discount rate used.

Prevalence and correlates of disability in Latin America and the Caribbean: Evidence from 8 national censuses.

We estimate disability prevalence rates and gaps in social conditions in eight Latin America and the Caribbean (LAC) countries and project current and future disability prevalence rates in the region. Using data from representative samples of the population in eight countries, we find that reported disability prevalence varies widely across countries, ranging between 4.5 percent in Trinidad and Tobago (2011) to 24.9 percent in Brazil (2010). Differences in surveying approaches and demographic structures likely explain a part of this variation. We find marked sociodemographic gradients for disability. We also report significant disability gaps: people living with disabilities have lower educational attendance and completion rates and lower employment rates. We use age and sex-specific disability rates from our sample of countries and information on the current and future demographic structures in LAC countries to project disability prevalence for the whole region. We project that the total number of people with disabilities in this region will increase by approximately 60 million between 2020 and 2050. Our projections suggest that countries need to systematically plan and implement inclusion policies to adequately address the growing population of people with disabilities in the years to come.

Foreign direct investment in Latin America and the Caribbean – the evolution of flows

The article examines the flows of foreign direct investment (FDI) in the countries of Latin America and the Caribbean (LACB) for the period from 2010 to 2020. The sources of capital inflows, their structural components, as well as the distribution of attracted investments by sectors of the recipient countries ' economies are analyzed. Quantitative indicators of FDI inflows and outflows for individual countries and for the region as a whole are presented, highlighting general trends. The trend of a decrease in the volume of attracted FDI in the LACB is emphasized. It is concluded that the decrease in foreign direct investment in South American countries confirms the direct dependence of FDI inflows on macroeconomic conditions and fluctuations in world commodity prices. Changes are noted in the approaches of multinational corporations to invest capital abroad in the context of the COVID-19 pandemic in favor of their local or cross-border use. The assessment of the actions of the authorities of the states of the region to attract foreign investment is given. The article examines the situation in the field of unresolved investment disputes involving the countries of the region and its impact on investment attractiveness. The role of Chinese FDI in the region, including its effectiveness in political terms, is considered separately.

China’s bilateral and minilateral relationship with Latin America and the Caribbean: the case of China–CELAC Forum

ABSTRACT Drawing on Qin Yaqing’s notion of relational power, this article analyses how, why and through what mechanisms Chinese international initiatives diffuse Chinese ideas and practices and facilitate the projection of its power in Latin America and the Caribbean (LAC). In an era of crisis of multilateralism and neoliberal globalization and confronted with the global COVID-19 crisis, Chinese cooperation with a politically fragmented region that has for long been dominated by the United States has involved the deployment of bilateral, minilateral and multilateral relationships from the foundation of the China–CELAC Forum and the extension of the Belt and Road Initiative (BRI) to embrace LAC up until the relaunching of the Health Silk Road. Adaptive processes of multilevel cooperation and the projection of soft power contribute to the emergence of a hybrid geopolitical landscape.

Current State and Development of Green Bonds Market in the Latin America and the Caribbean

The green bonds market has had a growth in recent years within its different sectors and regions. Specifically, up to 2020, the Latin America and the Caribbean (LAC) region has issued USD 26 billion. Some authors have studied the factors influencing financing through green bonds. However, a research gap is identified in the analysis of the regions that contribute to the issuance of this type of bond, specifically for LAC. This is the first study to examine the variables such as issue amount, number and type of issuers, currency, and maturity data in the region using a dataset of issuing performed between 2014–2020. We find the typical sizes of the issues, the search for a premium in the issue, the perception of complexity, the issuance of guides, and tax incentives as the main factors affecting this market. Finally, the study presents the potential for further research.

Impact of common cardio-metabolic risk factors on fatal and non-fatal cardiovascular disease in Latin America and the Caribbean: an individual-level pooled analysis of 31 cohort studies

BackgroundEstimates of the burden of cardio-metabolic risk factors in Latin America and the Caribbean (LAC) rely on relative risks (RRs) from non-LAC countries. Whether these RRs apply to LAC remains unknown.MethodsWe pooled LAC cohorts. We estimated RRs per unit of exposure to body mass index (BMI), systolic blood pressure (SBP), fasting plasma glucose (FPG), total cholesterol (TC) and non-HDL cholesterol on fatal (31 cohorts, n=168,287) and non-fatal (13 cohorts, n=27,554) cardiovascular diseases, adjusting for regression dilution bias. We used these RRs and national data on mean risk factor levels to estimate the number of cardiovascular deaths attributable to non-optimal levels of each risk factor.ResultsOur RRs for SBP, FPG and TC were like those observed in cohorts conducted in high-income countries; however, for BMI, our RRs were consistently smaller in people below 75 years of age. Across risk factors, we observed smaller RRs among older ages. Non-optimal SBP was responsible for the largest number of attributable cardiovascular deaths ranging from 38 per 100,000 women and 54 men in Peru, to 261 (Dominica, women) and 282 (Guyana, men). For non-HDL cholesterol, the lowest attributable rate was for women in Peru (21) and men in Guatemala (25), and the largest in men (158) and women (142) from Guyana.InterpretationRRs for BMI from studies conducted in high-income countries may overestimate disease burden metrics in LAC; conversely, RRs for SBP, FPG and TC from LAC cohorts are similar to those estimated from cohorts in high-income countries.FundingWellcome Trust (214185/Z/18/Z)

High-risk human papillomavirus infection among women living with HIV in Latin America and the Caribbean: A systematic review and meta-analysis.

We carried out a systematic review to summarize available data regarding prevalence of high-risk human papillomavirus (HR-HPV) among women living with HIV (WLHIV) in Latin America and the Caribbean (LAC). A literature search in PubMed and LILACS was conducted and supplemented with cross-referencing and grey literature. The primary outcome was prevalence of HR-HPV by age as a major determinant of HPV infection. Pooled prevalence and weighted averages were obtained. A random effects meta-analysis conducted for HPV- and HIV-associated factors. In total, 6157 women from 19 cross-sectional studies were included. Weighted prevalence of HR-HPV in WLHIV was 51.0% (95% CI 42.8-59.1, I2 = 97.4%) with a bimodal trend by age. No association between antiretroviral therapy and HR-HPV prevalence was observed, but low CD4 cell count was associated (PR 1.64, 95% CI 1.07-2.52). Although not significant, a higher HR-HPV prevalence was observed with Hybrid Capture 2 versus PCR. The high prevalence of HR-HPV among WLHIV in LAC underlines the need for improved cervical cancer prevention and early detection in this vulnerable population. Moreover, the high prevalence across age groups, and particularly in young women, deserves careful consideration for defining target populations of HPV-based screening and HPV immunization programs.

Participation in genetic research among Latinx populations by Latin America birth-residency concordance: a global study.

Latinx populations are underrepresented in DNA-based research, and risk not benefiting from research if underrepresentation continues. Latinx populations are heterogenous; reflect complex social, migration, and colonial histories; and form strong global diasporas. We conducted a global study using a survey tool (Amazon's Mechanical Turk portal) to ascertain willingness to participate in genetic research by Latin America birth-residency concordance. Participants in the global study identified as Latinx (n=250) were classified as the following: (1) born/live outside of Latin America and the Caribbean (LAC), (2) born within/live outside LAC, and (3) born/live within LAC. Latinx were similarly likely to indicated they would participate DNA-based research as their non-Latinx counterparts (52.8% vs. 56.2%, respectively). Latinx born and living in LAC were significantly more willing to participate in DNA-based research than Latinx born and living outside of LAC (OR: 2.5; 95% CI: 1.3, 4.9, p<.01). Latinx indicating they would participate in genetic research were more likely to trust researchers (<.05), believe genetic research could lead to better understanding of disease (<.05), and that genetic research could lead to new treatments (p<.05) when compared with Latinx not interested in participating in genetic research. In summary, significant variation exists in genetic research interest among Latinx based on where they were born and live, suggesting that this context itself independently influences decisions about participation. Cultivating and investing in a research ecosystem that addresses, values, and respects Latinx priorities, circumstances, and researchers would likely increase research participation and, even more importantly, potentially impact the inequitable health disparities disproportionately represented in Latinx communities.

The EU-LAC strategic partnership under revision: towards a more differentiated relationship

ABSTRACT In 1999, at their first inter-regional Summit, the EU, Latin America and the Caribbean (LAC) established a Strategic Partnership. Two decades later, the attempt to create a more horizontal relationship has not been successful, because the one-size-fits-all approach does not respond to the increasing heterogeneity of the region divided into high income, low and upper middle-income countries. Those states that are still qualifying as recipients of EU aid face two major development problems: inequality and insecurity. Brussels addresses these challenges by two recent paradigms: development in transition and the security-development nexus. As a litmus test for reducing inequalities and insecurity, the authors ask whether Latin America will experience a comeback in EU development policy under these new labels, and if they offer an opportunity to reactivate declining relations by a more appropriate differentiated country-wise response that replaces traditional inter-regionalism.

Assessing the advancement of new renewable energy sources in Latin American and Caribbean countries

The research focuses on the evolution of non-hydroelectrical renewable installed capacity from 2001 to 2017 in nineteen countries from the Latin America and the Caribbean (LAC) region. The deployment of new renewables has several characteristics that point to nonlinear relationships with its drivers. In accordance, the quantile regressions econometric technique of Canay was used. The option to use this econometric technique stem from Canay model estimation can capture the variation between different countries (cross-section). The Canay model estimation results support that renewable energy finance flows, economic globalisation index, and carbon dioxide emissions positively affect non-hydroelectrical renewable installed capacity. The positive impact of carbon dioxide (CO2) emissions on non-hydroelectrical renewable installed capacity could be related to increased environmental, political, and social pressure regarding the increase of environmental degradation caused by the growth in emissions that encouraged the new investments in renewable energy technologies. It also could be related to the consumption of new renewable energy sources that mitigate CO2 emissions in the LAC countries.

A bibliometric analysis of COVID-19 research in Latin America and the Caribbean

Introduction: Latin America and the Caribbean (LAC) is one of the regions most affected by the COVID-19 pandemic. Yet, there is scarce literature addressing the research strategies developed in LAC to face COVID-19. Objective: To quantify and assess the production of scientific publications about COVID-19 in 32 countries of LAC between January 1 and July 31, 2020. Materials and methods: Bibliometric study. Scientific papers on COVID-19 conducted in LAC or reporting data pertaining to LAC and published between January 1 to July 31, 2020, were searched in the Scopus, PubMed, and LILACS databases. A subgroup analysis including only original research articles was performed to determine the contribution of LAC countries to research on COVID-19, and standardization measures (# of articles per million people) were applied to compare the country-specific production of this type of articles. Results: A total of 1 291 publications were retrieved. Overall, most of them were non-original research articles (81.72%), and the countries with the highest scientific production were Brazil (43.91%) and Mexico (9.14%). However, after applying the standardization measures, Chile was the country with the highest production of original articles (0.58 per million inhabitants). Regarding original studies (n=236), cross-sectional design was the most common (25.84%). Diagnosis and treatment of the disease was the main research focus (n=354; 27.42%). However, in the subgroup analysis (n=236), epidemiology and surveillance were the most prevalent research focus (n=57; 24.15%). Conclusions: During the study period, non-original research articles were predominant in the scientific production of the LAC region, and interventional studies were scarce among original articles, while the cross-sectional design predominated. Further research with a better quality of evidence should be performed in these countries to contribute to the making of health policies aimed at easing the burden of COVID-19 in the region and preparing for future pandemics.
