When Invariant Representation Learning Meets Label Shift: Insufficiency and Theoretical Insights.

As a crucial step toward real-world learning scenarios with changing environments, dataset shift theory and invariant representation learning algorithm have been extensively studied to relax the identical distribution assumption in classical learning setting. Among the different assumptions on the essential of shifting distributions, generalized label shift (GLS) is the latest developed one which shows great potential to deal with the complex factors within the shift. In this paper, we aim to explore the limitations of current dataset shift theory and algorithm, and further provide new insights by presenting a comprehensive understanding of GLS. From theoretical aspect, two informative generalization bounds are derived, and the GLS learner are proved to be sufficiently close to optimal target model from the Bayesian perspective. The main results show the insufficiency of invariant representation learning, and prove the sufficiency and necessity of GLS correction for generalization, which provide theoretical supports and innovations for exploring generalizable model under dataset shift. From methodological aspect, we provide a unified view of existing shift correction frameworks, and propose a kernel embedding-based correction algorithm (KECA) to minimize the generalization error and achieve successful knowledge transfer. Both theoretical results and extensive experiment evaluations demonstrate the sufficiency and necessity of GLS correction for addressing dataset shift and the superiority of proposed algorithm.

Innovative Model of Project-Based Teaching of High School Teachers: A Best Practice of ULSIT, Sofia

The article shares a best practice of the University of Library Studies and Information Technologies, Sofia, related to the successful transfer of new fundamental knowledge from science to secondary education. It consisted of developing a new model of teaching of high school teachers, including the preparation of content and teaching aids, its practical testing through a training course and its evaluation. The article describes the design and analyzes the results of the course, emphasizing the individual and institutional impacts such as developing competencies and increasing the motivation of the learners. The newly created model is characterized as innovative, project-based and interactive, and the immediate effects of its testing and the possible long-term prospects for its future use are commented on.

Unlocking knowledge transfer dynamics across borders: key drivers in international strategic alliances

Purpose In today’s swiftly evolving and intensely competitive business landscape, organisations increasingly recognise the significance of cross-border collaborative partnerships. International Strategic Alliances (ISAs) have emerged as effective platforms to foster innovation and gain a competitive advantage. Within the context of the hotel industry, which epitomises international operations, this study aims to investigate the pivotal role of knowledge transfer (KT) in the performance of ISAs. Design/methodology/approach The research framework draws on the influence of technological drivers (TD), organisational drivers (OD) and individual drivers (ID) on successful KT within ISAs. By analysing data from managers and owners of international hotel businesses using Confirmatory Factor Analysis (CFA), this study empirically examines the relationships between these drivers and KT dynamics. Findings Findings highlight the direct impact of these drivers on KT and subsequent alliance performance. However, among these drivers, factors related to TDs, such as Web 2.0, knowledge management systems and IT infrastructure, generally received the highest values. Originality/value This study contributes to international business and knowledge management and sheds light on the intricate interactions between the drivers of KT and ISAs. The insights derived from this study provide a foundation for enhancing strategic alliance practices in a global context. By embracing KT mechanisms, organisations can harness collaborative potential, drive innovation and achieve sustainable growth.

Mitigating not-invented-here syndrome in consultant knowledge transfer by developing appropriate implementation guidelines

PurposeThis study aims to propose a framework for the development of implementation guidelines (IGs) that can help consultants mitigate not-invented-here (NIH) syndrome during a consultant intervention as a specific type of knowledge transfer.Design/methodology/approachThe authors adopted a design science research approach for proposing an NIH-mitigating IG development framework. Inspired by findings and rich primary data from two consultant interventions, the authors, through theory building, ground five core principles in the general theory of NIH attitude functions. Finally, the authors revisit two consultant interventions to identify and describe mechanisms that led to the enactment of the principles.FindingsThe proposed framework provides five principles for developing NIH-mitigating IGs. The present research proposes that successful knowledge transfer and the mitigation of NIH syndrome as a prerequisite for this success are conditioned by adequately developed IGs.Originality/valueThe originality and value of the present research lie in the proposed NIH-mitigating IG development framework containing a set of principles for IG development as a proactive rather than reactive approach to NIH mitigation. To the best of the authors’ knowledge, this is the first research to address the problematics of mitigating NIH syndrome in consultant knowledge transfer by focusing on developing appropriate IGs. By developing and implementing IGs based on the proposed framework, a more successful transfer of knowledge from consultants to clients should take place, thus, increasing the value that clients receive from consultancy.

From hiding to sharing: a knowledge hiding perspective on knowledge management in MNEs

Purpose Knowledge is a vital strategic resource for multinational enterprises (MNEs). As MNEs expand internationally, knowledge transfer through expatriates is a crucial part of the value proposition of outward foreign direct investment. However, this is undermined if knowledge is hidden rather than shared. Given the scarcity of research on knowledge hiding in MNEs, this paper aims to investigate this phenomenon among expatriates and develops a new framework to analyze knowledge hiding. Design/methodology/approach Survey data from 201 Chinese MNE expatriates is collected and analyzed using Partial Least Squares – Structural Equation Modeling to test the relationships between knowledge hiding, organizational practices, cultural intelligence and job embeddedness. Relevant organizational practices based on the ability-motivation-opportunity enhancing framework were identified, based on 24 semi-structured qualitative interviews which guided the quantitative analysis. Findings The direct effects of organizational practices on all types of knowledge hiding are limited. However, organizational practices’ influence on knowledge hiding is mediated by the cultural intelligence of expatriates, and this relationship is moderated by job embeddedness. Originality/value The research advances current thinking about knowledge management and outlines both theoretical and practical implications at organizational and societal levels. It explores the mechanisms for remedying knowledge hiding through organizational practices, including the interactive effects of cultural intelligence and job embeddedness among expatriates. Organizational knowledge management strategies in MNEs need to recognize cultural differences and improve job embeddedness to form the basis of successful knowledge transfer.

Learning from each other: Cross-cutting diagnostic development activities between magnetic and inertial confinement fusion (invited).

Inertial Confinement Fusion and Magnetic Confinement Fusion (ICF and MCF) follow different paths toward goals that are largely common. In this paper, the claim is made that progress can be accelerated by learning from each other across the two fields. Examples of successful cross-community knowledge transfer are presented that highlight the gains from working together, specifically in the areas of high-resolution x-ray imaging spectroscopy and neutron spectrometry. Opportunities for near- and mid-term collaboration are identified, including in chemical vapor deposition diamond detector technology, using gamma rays to monitor fusion gain, handling neutron-induced backgrounds, developing radiation hard technology, and collecting fundamental supporting data needed for diagnostic analysis. Fusion research is rapidly moving into the igniting and burning regimes, posing new opportunities and challenges for ICF and MCF diagnostics. This includes new physics to probe, such as alpha heating; increasingly harsher environmental conditions; and (in the slightly longer term) the need for new plant monitoring diagnostics. Substantial overlap is expected in all of these emerging areas, where joint development across the two subfields as well as between public and private researchers can be expected to speed up advancement for all.

Unlocking the Secrets of Successful Knowledge Transfer Among Software Project Managers: A Mixed-Methods Study

Objectives: This study combined qualitative and quantitative sequential exploratory mixed-method approaches to identify the success factors of knowledge transfer effectiveness with software project managers and investigate how these factors impacted knowledge transfer effectiveness. Methods/Analysis: The qualitative research component included twelve senior and junior project managers, while the quantitative component involved a cross-sectional survey of 212 completed responses from software project managers. Findings: The results suggested that two influential factors as knowledge providers and knowledge transfer environment had a significant effect on knowledge transfer effectiveness. Novelty/Improvement: The research results enhance the operational capability of software project supervision and contribute to the improvement of knowledge transfer for software project managers operating in teams. Intermediaries (not) in action: Impediments to initiating the utilization of public research

This paper addresses a critical research gap in the field of university-industry knowledge transfer, with a particular focus on the often-neglected initiation stage from a failure analysis perspective. A workshop and follow-up interviews were conducted to systematically explore the motivations and abilities of both the knowledge senders and the recipients for initiating knowledge transfer processes in the field of intelligent mobility. In contrast to conventional approaches, our study does not presuppose successful knowledge transfer initiation; instead, it offers a unique opportunity to investigate the phenomenon of its omission. The intricate interplay among actors and their differing perceptions of research applicability, which leads to specific tasks for intermediaries in initiating knowledge transfer processes, is analyzed. The findings of this study indicate that both internal and external intermediaries encounter challenges in fulfilling their roles, particularly in initiating the utilization of public research. The key challenges identified include a flawed understanding of scientific research, a lack of initiative spirit, and a disregard for actual responsibilities. This study offers valuable insights that can inform the development of evidence-based policies aimed at initiating the utilization of public research.

Distilling particle knowledge for fast reconstruction at high-energy physics experiments

Knowledge distillation is a form of model compression that allows artificial neural networks of different sizes to learn from one another. Its main application is the compactification of large deep neural networks to free up computational resources, in particular on edge devices. In this article, we consider proton-proton collisions at the High-Luminosity Large Hadron Collider (HL-LHC) and demonstrate a successful knowledge transfer from an event-level graph neural network (GNN) to a particle-level small deep neural network (DNN). Our algorithm, DistillNet, is a DNN that is trained to learn about the provenance of particles, as provided by the soft labels that are the GNN outputs, to predict whether or not a particle originates from the primary interaction vertex. The results indicate that for this problem, which is one of the main challenges at the HL-LHC, there is minimal loss during the transfer of knowledge to the small student network, while improving significantly the computational resource needs compared to the teacher. This is demonstrated for the distilled student network on a CPU, as well as for a quantized and pruned student network deployed on an field programmable gate array. Our study proves that knowledge transfer between networks of different complexity can be used for fast artificial intelligence (AI) in high-energy physics that improves the expressiveness of observables over non-AI-based reconstruction algorithms. Such an approach can become essential at the HL-LHC experiments, e.g. to comply with the resource budget of their trigger stages.

The Formation of Industrial Brewing and the Transfer of Knowledge and Demand in Mandatory Palestine

Abstract This article traces the development of brewing and the transfer of knowledge in Mandatory Palestine. Brewing in Palestine proceeded under the watchful eye of the mandate government. Although the reluctance of the British to endorse local enterprises inhibited the progress of beer production in the first decade of the mandate, a thriving brewing industry began to prosper and expand in the latter half of the 1930s. The Palestine Brewery Ltd. exemplified this change. Soon after it started operations, the company gained public confidence and diversified its product range; its products circulated throughout the nation. The challenges by British firms notwithstanding, it gradually took the place of foreign beer in the Palestine market. The company pioneered new methods of communal advertising campaigns and attuned its operations more sensitively to the requirements of the day, elevating it to a symbol of business success and the national economy. Not only popular periodicals but also activities in public relations took on increased significance when it came to promoting products in the market. The demand by military forces allowed further expansion of the company, and the company transitioned into an unprecedented phase of prosperity during World War II. The differing fates of this company and its predecessors proved the primacy of political and social factors for the successful transfer of knowledge between Palestine and Europe.

Telemedicine for patients with facial palsy : Current developments and options in otorhinolaryngologic treatment

Digitalization is also becoming increasingly important in medicine. The COVID-19 pandemic has further accelerated this process and politicians are trying to create aframework for successful knowledge transfer and better digital medical care. This article describes the role of telemedicine in the treatment of patients suffering from facial nerve palsy. Facial nerve palsy has awide range of effects, from limitations in facial mobility to psychological sequelae. While many of the acute, idiopathic facial nerve palsies improve after afew weeks, around athird of those affected develop synkinesis, involuntary movements that have lifelong functional and psychological consequences. Treatment includes various modalities, from medication and surgery to movement training. Telemedicine offers innovative solutions in cases of regional underuse, but also in the treatment of chronic facial nerve palsies. The article defines the term "telemedicine" in the current context and presents different types of application. Adetailed analysis of the application scenarios of telemedicine in facial nerve palsy patients shows that despite alack of evidence, many potentially useful concepts exist.

Bridging the expatriate and host country national knowledge transfer gap: managing interaction anxiety and uncertainty

PurposeIntegrating anxiety and uncertainty management (AUM) theory and theory of organizing, this study aims to contribute to the knowledge management literature by examining the interdependent and bidirectional nature of knowledge transfer between expatriates and host country nationals (HCNs). Specifically, the authors investigate how receivers’ cognitive response to senders’ behaviors during their interactions becomes an important conduit between senders’ behaviors and the successful transfer of knowledge.Design/methodology/approachThe authors used the actor partner interdependence model to analyze data from 107 expatriate-HCN dyads. The authors collected the responses of these expatriate-HCN dyads in Shanghai, Taipei, Hong Kong, Vietnam, South Korea, Malaysia, Thailand, Indonesia and India.FindingsReceivers’ interaction anxiety and uncertainty, as a response to senders’ relationship building behaviors, mediate the relationship between senders’ relationship building behaviors and successful knowledge transfer. When senders are expatriates, senders’ communication patience and relationship building behaviors interact to reduce the direct and indirect effects of both receivers’ interaction anxiety and uncertainty. However, when senders are HCNs, the moderation and moderated mediation models are not supported.Originality/valueThe study contributes to the knowledge management literature by investigating knowledge transfer between expatriates and HCNs using an interpersonal cross-cultural communication lens. The authors make refinements to AUM theory by going beyond the sender role to highlighting the interdependence between senders and receivers in the management of anxiety and uncertainty which, in turn, influences the effectiveness of cross-cultural communication. The study is also unique in that the authors underscore an important yet understudied construct, communication patience, in the successful transfer of knowledge.

Educational Intervention to Increase COVID-19 Vaccine Uptake in Rural Patients with Chronic Diseases: Lessons Learned from An Innovative Academic-Community Partnership.

The pandemic has disproportionately impacted rural communities with a higher burden of chronic disease and COVID-19 infection. West Virginia is a rural state with a high rate of diabetes, hypertension, and COPD, which are known risk factors for severe COVID-19 and long COVID. Yet, there is a significant hesitancy regarding COVID-19 vaccination uptake in the state. The purpose of this study was to use an educational intervention to increase vaccine knowledge and vaccine acceptance in rural patients with chronic disease(s) in West Virginia. This project used an academic-community partnership comprised of researchers, practitioners, community organizations, community-engaged partners, and patient stakeholders to increase COVID-19 health literacy and increase vaccine acceptance among rural West Virginians with chronic conditions. A quasi-experimental study design was used to deliver an educational intervention by trained Health Navigators using short videos to increase COVID-19 health literacy and address participants' vaccine concerns. Eligibility included adults (18 years and older) who have at least one chronic condition. A statewide community advisory board (CAB) guided the development of the educational training curriculum and implementation strategies. An adapted version of the Exploration, Preparation, Implementation, Sustainment (EPIS) framework guided the development of the intervention. Health Navigators (n = 45) delivered the educational intervention in their local communities between November 2022 and October 2023 (project implementation is still ongoing). Intervention fidelity checks, an adaptable script, and a flow chart allowed tailoring of brief videos to address participants' specific COVID-19 questions and vaccine concerns. A validated online survey, monitored by an online Research Electronic Data Capture (REDCap) database, assessed participants' knowledge, perceived susceptibility, and vaccine intention. Health Navigators delivered the intervention to 1368 West Virginians in 52 counties (59.2% women; 61.8% without a college degree). Participants reported living with an average of 2.1 ± 1.4 chronic conditions. The mean age was 43.5 ± 18.8 years. The majority of participants (81.2%) had received the primary vaccination series, and 63.1% had at least one booster. However, 18% were unvaccinated or did not complete the primary COVID-19 vaccine series. Discussions to improve vaccine literacy focused on how the vaccine was so quickly developed and protects against variants, addressing concerns related to the safety, short- and long-term side effects, and importance of vaccine uptake for immunocompromised individuals. Participants with higher concerns were more likely to be unvaccinated and to have not completed their primary series or boosters (p < 0.001). However, the educational intervention improved the willingness of individuals who were either unvaccinated or did not complete their primary vaccine series to get vaccinated (11.4%). Our findings highlight the importance of vaccine literacy in increasing vaccination rates among rural patients with chronic diseases. Using the EPIS framework allowed us to reflect upon the challenges, ensure resilience during changing local contexts, and plan and implement a promising, cost-effective intervention in rural areas. This study provides insights into the need for tailored educational interventions based on disease status, which has implications for public health and patient care in rural and underserved communities. Academic-community partnerships can be useful for successful knowledge transfer for vaccine acceptance to reduce rural health disparities.

Medical Profile Model: Scientific and Practical Applications in Healthcare.

The paper researches the problem of representation learning for electronic health records. We present the patient histories as temporal sequences of diseases for which embeddings are learned in an unsupervised setup with a transformer-based neural network model. Additionally the embedding space includes demographic parameters which allow the creation of generalized patient profiles and successful transfer of medical knowledge to other domains. The training of such a medical profile model has been performed on a dataset of more than one million patients. Detailed model analysis and its comparison with the state-of-the-art method show its clear advantage in the diagnosis prediction task. Further, we show two applications based on the developed profile model. First, a novel Harbinger Disease Discovery method allowing to reveal disease associated hypotheses and potentially are beneficial in the design of epidemiological studies. Second, the patient embeddings extracted from the profile model applied to the insurance scoring task allow significant improvement in the performance metrics.

African returnees in international knowledge transfer: A social capital perspective

In response to the fast growing number of African returnees and the important roles that they play in transferring international knowledge back to the African continent, this qualitative, exploratory study unpacks the role of African returnees in delivering international knowledge obtained from another social context of the Global South through their work and/or study experience, and identifies social factors that facilitate or hinder international knowledge transfer from a social capital perspective. Drawing on qualitative interview data collected from 20 Ghanaian returnees plus an expert interview, observation notes and archival data, we develop an enhanced social capital model in the Global South context. Our model strengthens the understanding of the role of diaspora in international knowledge transfer in general, and that of African returnees in knowledge transfer in the Global South in particular. Specifically, this study offers insights on the interconnections among the three dimensions of social structure (i.e., market relations, social relations and hierarchical relations), African returnees' relations in their social structure, the sources of social capital derived from social relations through opportunity, motivations and ability, and the value created for successful knowledge transfer as a result of the integrative effects of returnees' social capital.

Influence of sociocultural institutions on the socioeconomic development of society in the era of post-industrialism

Methods. The results were obtained through the use of methods: logical and historical – when studying the process of evolution of theoretical views on the role of sociocultural factors in the process of absorbing knowledge; the method of classifications – when distinguishing the main approaches to determining the main sociocultural factors affecting the process of knowledge transfer and assimilation; general and specific – when establishing the similarities and differences in the existing approaches regarding the decisive socio-cultural factors influencing the success of the knowledge acquisition process. Results. It has been proven that the process of knowledge acquisition and transfer at the company level and at the individual level, depending on national characteristics, is influenced by some other socio-cultural factors that the company can control. It has been established that in modern scientific literature there is no unified approach to determining the decisive socio-cultural factors that positively or negatively affect the process of knowledge acquisition. Among such factors, scientists point out experience, motivation, social connections and social capital, cultural diversity, continuity of learning, trust, openness to change, etc. Such a variety of approaches gives rise to the need to study all the indicated socio-cultural factors of influence on the success of knowledge acquisition in their unity and interrelationship. Novelty. It has been proven that the success of the acquisition process at the company level depends on the ability, desire, and success of knowledge transfer. The ability to acquire knowledge depends on the intellectual level, level of education, experience, and skills of the subject absorbing knowledge; the desire to acquire knowledge depends on motivation, incentives and interest, openness to knowledge, awareness of the value of knowledge, a culture of knowledge; the success of knowledge transfer depends on the effectiveness of learning methods that shape the culture of learning, organizational procedures of knowledge transfer, successful communications, distance, duration of relationships, cooperation, shared beliefs, social ties and social exchange, social integration based on trust, and also on those social filters that a person receiving knowledge puts between himself and knowledge. Practical value. Awareness of the above-mentioned factors can provide an understanding of the complex dynamics that shape the perception of knowledge at the country level and the level of the organization. It is important to recognize the multifacetedness of these influences, how they interact with each other, as well as the vector and extent of these influences, which can be considered a direction for further research.

Is competence without humility wasted in building the trust necessary for knowledge transfer in younger/older worker dyads?

PurposeSuccessful knowledge transfer (KT) between younger and older workers (YW and OW, respectively) is critical for organizational success, especially in light of the recent surge in employment volatility among the youngest and oldest segments of the workforce. Yet, practitioners and scholars alike continue to struggle with knowing how best to facilitate these exchanges. The qualitative study offers insight into this phenomenon by exploring how KT unfolds in YW/OW dyads.Design/methodology/approachThe authors performed a reflexive thematic analysis of semistructured interviews with two samples of blue- and white-collar younger/older workers from the USA (N = 40), whereby the authors interpreted the “lived experiences” of these workers when engaged in interdependent tasks.FindingsThe analysis, informed by social exchange theory and exchange theories of aging, led to the development of the knowledge transfer process model in younger/older worker dyads (KT-YOD). The model illustrates that, through different combinations of competence and humility, KT success is experienced either directly (by workers weighing the perceived benefits versus costs of KT) and/or indirectly (through different bases of trust/distrust perceived within their dyads). Further, humility in dyads appears to be necessary for KT success, while competence was insufficient for realizing KT success, independently.Originality/valueIn exposing new inner workings of the KT process in YW/OW dyads, the study introduces the importance of humility and brings scholars and organizations a step closer toward realizing the benefits of age diversity in their workplaces.

Tacit Knowledge Transfer for Posterity in Kenya: A Case of Kenya National Archives and Documentation Service, Nairobi Kenya

The study was to examine on tacit knowledge transfer for posterity in Kenya National Archive and Documentation Services (KNADS). Despite the importance of tacit knowledge transfer, little strategies exist on how knowledge is transferred in the Archive for posterity. The purpose of this study was to increase the understanding of Kenya National Archive strategy on tacit knowledge transfer among staff members in Kenya National archive and Documentaries. The study was guided by three specific objectives, one was to determine the strategies for transferring tacit knowledge at the Kenya National Archives and Documentation services, to examine the barriers of tacit knowledge transfer at the Kenya National Archives and Documentation services, to make recommendations and propose a framework to enhance tacit knowledge transfer at the Kenya National Archive and Documentaries. Descriptive survey design was employed in the study. Stratified random sampling was used as it covered all sections of staff members of the archive that gave a sample size of 150. Both Primary and Secondary data was availed using questionnaires and interviews. The reliability for the research instruments was determined by Cronbach's alpha through Test-retest method where a value more than 0.70 was considered reliable. Validation was determined by the supervisor and data collection experts. Data was analyzed using both inferential and descriptive statistics that was presented in percentage, mean, standard deviations and tables. A pilot study was conducted in the Kenya National Archives and documentation services and data analyzed to ensure that validity and reliability of the instruments. The data was analyzed using SPSS (version 23) and presented by way of means, percentages, standard deviation, tables and figures. The results obtained from the study was used to improve tacit knowledge transfer in Kenya National Archive and Documentation Services for posterity. Among the key findings were that the core feature of successfully transferring knowledge and reusing it is through learning strategy by sharing skills, methods experience and attitudes through tacit knowledge sharing. Other finding is through teamwork, ICT also facilitates tacit transfer, social networking and online discussions and forums among individuals. The study concludes that successful transfer of knowledge is through group learning strategy, through teamwork, proper communication, encouragement and assurance of staff members from losing their jobs after sharing the tacit knowledge with the newly employed staff.

Forms of Knowledge Transfer in IT Project Management

This qualitative research study explores the experiences of project managers in IT projects, using an investigative approach to explore the intricacies of knowledge transfer in these contexts. The research framework emphasizes the complexity of social dynamics and the need for a deeper understanding, prompting the use of qualitative methods. Expert interviews were chosen as the primary data collection technique due to their alignment with the research objectives. The study adopts an exploratory perspective, with online interviews conducted using a co-expert approach. The philosophical stance of the study is based on phenomenalist principles and aims to gain insights into the personal experiences of project managers. The experts selected for the study met specific criteria, including certification and experience in IT project management. Thematic analysis revealed key categories: Forms of knowledge transfer, challenges, and opportunities. Personalized spontaneous knowledge transfer emerged as the dominant form, facilitated by informal interactions, and efforts to codify this knowledge in a documented form were observed. Challenges included issues of quantity, distribution, team dynamics, technology platforms, organizational culture, and time constraints. Successful knowledge transfer was associated with increased efficiency, improved quality, faster project completion, and continuous improvement of methods and standards.
