Development and Application of Technical Key Performance Indicators (KPIs) for Smart Water Cities (SWCs) Global Standards and Certification Schemes

Smart water cities (SWCs) use advanced technologies for efficient management and preservation of the urban water cycle, strengthening sustainability and improving the quality of life of the residents. This research aims to develop measurement and evaluation tools for SWC key performance indicators (KPIs), focusing on innovative water technologies in establishing unified global standards and certification schemes. The KPIs are categorized based on the stage at which water is being measured, namely the urban water cycle, water disaster management and water supply and treatment. The objective is to assess cities’ use of technologies in providing sufficient water supply, monitoring water quality, strengthening disaster resilience and maintaining and preserving the urban water ecosystem. The assessment is composed of a variety of procedures performed in a quantitative and qualitative manner, the details of which are presented in this study. The developed SWC KPI measurements are used to evaluate the urban water management practices for Busan Eco Delta City, located in Busan, South Korea. Evaluation processes were presented and established, serving as the guideline basis for certification in analyzing future cities, providing integrated and comprehensive information on the status of their urban water system, gathering new techniques, and proposing solutions for smarter measures.

Training in basic gastrointestinal endoscopic procedures: a European Society of Gastrointestinal Endoscopy (ESGE) and European Society of Gastroenterology and Endoscopy Nurses and Associates (ESGENA) Position Statement.

This ESGE Position Statement provides structured and evidence-based guidance on the essential requirements and processes involved in training in basic gastrointestinal (GI) endoscopic procedures. The document outlines definitions; competencies required, and means to their assessment and maintenance; the structure and requirements of training programs; patient safety and medicolegal issues. 1: ESGE and ESGENA define basic endoscopic procedures as those procedures that are commonly indicated, generally accessible, and expected to be mastered (technically and cognitively) by the end of any core training program in gastrointestinal endoscopy. 2: ESGE and ESGENA consider the following as basic endoscopic procedures: diagnostic upper and lower GI endoscopy, as well as a limited range of interventions such as: tissue acquisition via cold biopsy forceps, polypectomy for lesions ≤ 10 mm, hemostasis techniques, enteral feeding tube placement, foreign body retrieval, dilation of simple esophageal strictures, and India ink tattooing of lesion location. 3: ESGE and ESGENA recommend that training in GI endoscopy should be subject to stringent formal requirements that ensure all ESGE key performance indicators (KPIs) are met. 4: Training in basic endoscopic procedures is a complex process and includes the development and acquisition of cognitive, technical/motor, and integrative skills. Therefore, ESGE and ESGENA recommend the use of validated tools to track the development of skills and assess competence. 5: ESGE and ESGENA recommend incorporating a multimodal approach to evaluating competence in basic GI endoscopic procedures, including procedural thresholds and the measurement and documentation of established ESGE KPIs. 7: ESGE and ESGENA recommend the continuous monitoring of ESGE KPIs during GI endoscopy training to ensure the trainee's maintenance of competence. 9: ESGE and ESGENA recommend that GI endoscopy training units fulfil the ESGE KPIs for endoscopy units and, furthermore, be capable of providing the dedicated personnel, infrastructure, and sufficient case volume required for successful training within a structured training program. 10: ESGE and ESGENA recommend that trainers in basic GI endoscopic procedures should be endoscopists with formal educational training in the teaching of endoscopy, which allows them to successfully and safely teach trainees.

Single Stretch Wire and vibrating wire measurement system for characterization of multipole accelerator magnets

A stretch wire magnetometer is a versatile instrument and can be treated as the primary standard of magnetic qualification of accelerator magnets. Bhabha Atomic Research Centre has developed a Stretch wire magnetic measurement system to cater to the requirements of magnetic measurements on accelerator magnets. This bench also includes a vibrating wire system. The scheme used in this instrument for measurements of magnetic flux ensures drift compensations after each scan. This feature along with post-signal processing gives an accuracy of homogeneity measurements comparable to that of a rotating coil magnetometer. Unlike conventional stretch wire systems, wire moves in the r-z plane (along r-axis) at different azimuthal angles. This provides the opportunity for drift compensation at each scan. This has immensely enhanced the measurement accuracy of non-homogeneity of integral fields to less than 3 units. The same is cross-verified with a rotating coil system. The comparison between rotating coil and stretch wire is presented. The Paper gives the step-wise procedure for the measurement of key performance indicators of an accelerator magnet. This paper brings out salient features of the system along with design and calibration results.

Performance Evaluation of Subcontractors Using Weighted Sum Method through KPI Measurement

Key Performance Indicators (KPIs) help measure objectives critical to business sustainability. This research takes place in a toy factory’s injection moulding department that has yet to develop indicators for subcontractor performance. Poor subcontractor performance significantly impacts the injection moulding production. In the last three months, the delivered quantity exceeded the target by 27%, delivery time consistency is only 78%, there were 1.31% rejects, and inventory accuracy and material efficiency were 81% and 93% respectively. The objective of the study is to determine the KPI and develop an evaluation procedure for the injection moulding supplier and select the best supplier. Multi-criteria decision-making, i.e., weighted sum method, was used. Five employees were involved in determining the criteria weights. The evaluation was based on each supplier’s performance. A written KPI for the company's subcontractor and performance evaluation procedures were developed. There were six subcontractors of which subcontractor H received the highest score (78.42) and subcontractor G received the lowest score (69.42). The subcontractor performance needs to be improved in the future. In the interest of the company’s sustainability, it is recommended that this subcontractor performance evaluation be institutionalised to support subcontractor performance. Successful subcontractors support the business performance.

Statistical Investigation of High Culture Contamination Rates in Mycobacteriology Laboratory

BackgroundCulture of Mycobacterium tuberculosis remains the gold standard in mycobacteriology laboratories, constrained by the very high risk of contamination; therefore, contamination rate is an important key performance indicator (KPI) for laboratory monitoring and evaluation processes.AimThis study aimed to investigate the factors that contribute to elevated contamination rates in the Sudan National Tuberculosis Reference Laboratory.MethodA laboratory-based retrospective study was applied; a TB culture register-book was carefully reviewed and data from 2 January 2019 to 31 December 2019 were entered, cleaned, and analyzed using IBM SPSS 20. A multivariate logistic regression model was performed to examine two dependent variables, the massive contamination, and the single tube contamination against predictors of reason for cultivation, type of specimen, experiment team, and the quarter of cultivation.ResultsIt has been found that in 2019 contamination rates were frequently higher; the highest rates were recorded in January and November, 28.2 and 25.2%, respectively. August is an exception with an accepted contamination rate of 4.6%. Of 1,149 specimens requested for culture, 945 (82.2%) samples were eligible to be included in multivariate logistic regression analysis. The team conducting the experiment was significantly associated with a high single tube contamination p value 0.007; adjusted odds ratio AOR 3.570 (1.415–9.005). The correlation between the single tube contamination and the massive contamination is significant; p value 0.01.ConclusionThe study concludes that high culture contamination is the greatest risk to the quality of laboratory service and can end in either the loss of specimens or delay in the decisions of initiating patient treatment. In addition, the low quality or incompleteness of data increases the uncertainty and undermines the measurement of key performance indicators.

Supply chain management evaluation in the oil and industry natural gas using SCOR model

This study aims to evaluate supply chain management on fuel oil to optimize improvement strategies that can be applied to ConocoPhillips companies in Indonesia. Effective and efficient supply chain management is one of the goals to achieve the company's business stability in the fuel oil supply chain. Fuel oil is a very complex basic need for companies in carrying out industrial and transportation activities. The research method is measuring and evaluating company performance through a combination of the Supply Chain Operation Reference (SCOR) model and the Analytic Hierarchy Process. Research respondents through interviews with four informants from the company ConocoPhilips. Based on the SCOR Version 11.0 model, in this study the SCOR measurement is divided into four perspectives, namely Plan, Source, Deliver and Return. Furthermore, through the measurement of Key Performance Indicators, it is classified using five supply chain dimensions, namely reliability, responsiveness, agility, costs, and assets. The research resulted in the final value of supply chain performance of 74,992 which can be categorized as a moderate or intermediate level, this implies that the existence of an assessment system or measurement of supply chain performance on an ongoing basis can be used as a consideration in determining the optimal strategy. Research findings, improvements, and strategies are needed, especially in the perspective of delivering which has the lowest score.

Analysis of Key Performance Indicators in Health Building Construction in Nepal

Key Performance Indicators (KPI) in a construction project show how successfully the project has been executed. The information from the KPI measurement guides the implementer to collect the feedback which can be fed in for the new projects to be implemented. This study aim was to assess key performance indicators for health building construction, its ranking, the most important affecting factor for each KPI, and how to improving KPIs in a health building construction in Nepal. The data were collected from project stakeholders through a questionnaire survey. The project stakeholders were the contractors and health building section personnel of DUDBC. Data were summarized, analyzed, and presented in tables using Microsoft Excel. The study found that the stakeholders working in health building construction projects thought quality factor as the most important KPI with the first rank. The cost factor and time factor are correspondingly second and third-ranked, whereas, client satisfaction is the least important KPI. The study also showed the Relative Importance Index (RII) for the various factors affecting each KPI in the health building construction. For KPI-cost most important affecting factor is price escalation. For KPI-time it is the approved project schedule. The possible ways to improve the KPIs in health building construction are listed as conducting regular management meeting, implementing the provisions of the contract agreement, establishment of the proper communication system, timely monitoring of the progress, establishment of quality assurance and control system, adaptation of the cost and schedule control system, ensure the proper health and safety provisions to the workers, an early warning system for changes, regular updates of the work plan and program, regular training on project management, proper site management, proper management of manpower involved in the construction and better inventory management of contractors.

Exploring how key performance indicators influence nursing and midwifery practice: A mixed-methods study.

To scope the key performance indicators (KPIs) used in nursing and midwifery across the United Kingdom and Republic of Ireland and explore how they influence practice in healthcare organizations. The study adopted a sequential, exploratory mixed-methods design. Phase 1 incorporated a multiple-choice questionnaire completed by 77 Directors of Nursing recruited using voluntary response sampling. In phase 2, 35 nurses and midwives who were working at executive, senior manager and clinical levels, participated in semi-structured interviews. Data collection of both phases was conducted from January 2016 to October 2016. Quantitative data revealed over 100 nursing and midwifery-specific KPIs. National requirements were a deciding factor in KPI selection, while clinical involvement was mainly through data collection. Respondents stated that they used patient experience KPIs, but only one was assessed as valid. Thematic analysis identified two themes: The leadership challenge (including 'voiceless in the national conversation', 'aligning KPIs in the practice context' and 'listening to those who matter'); and taking action (including 'establishing ownership and engaging staff', 'checks and balances' and 'closing the loop'). The large volume of KPI measurement taking place makes meaningful evaluation of performance and quality of care difficult, both in and across organizations. Nurses and midwives require enhanced knowledge of the nature and purpose of KPIs, as evidence gained from KPI data collection is insufficient to lead to improvements in practice. A practice context that encourages collective leadership, where multiple sources of evidence are gathered and everyone is included in KPI evaluation and subsequent decision-making, is key. This study adds to the body of evidence on KPI understanding. It informs the future effective management of indicators that will facilitate the delivery of meaningful care and reduce the cost, time and effort invested in the implementation of KPIs and data management.

Balanced scorecard method as measurement of key performance indicators at PT PELNI (Persero)

PT PELNI (Persero) is engaged in sea transportation and strives to design a comprehensive performance measurement system. The purpose of the research was to identify the indicators used by PT PELNI (Persero) as a measurement of employee performance, draft the concept of a balanced scorecard system in accordance with the measurement of the company's performance, and develop a balanced scorecard simulation design in accordance with the vision, mission, and strategy of PT PELNI (Persero). Measuring the company's performance using the Balanced Scorecard (BSC) method begins with SWOT analysis. This analysis aims to determine internal factors and external factors of the company. From the results of this analysis will be known the current position of the company and what strategies should be applied. The results showed that the company is in good shape, but facing challenges, so the strategy to choose is a diversification strategy. The final result of this study is the selection of several KPIs and 7 (seven) work programs that must be done, including improved efficiency of asset use, promoting cheap tickets during the covid-19 pandemic, efficiency and control utilization during the covid-19 pandemic, developing agency applications and automation of travel service systems, to ensure and monitor On-Time Performance (OTP) per ship, voyage account application development, improving education and training programs for employee self-development.

Magnetic resonance imaging quality control, quality assurance and quality improvement.

Quality in MR imaging is a comprehensive process that encompasses scanner performance, clinical processes for efficient scanning and reporting, as well as data-driven improvement involving measurement of key performance indicators. In this paper, the authors review this entire process. This article provides a framework for establishing a successful MR quality program. The collective experiences of the authors across a spectrum of pediatric hospitals is summarized here.

Addressing priorities for surgical research in Africa: implementation of a multicentre cloud-based peri-operative registry in Ethiopia.

SummaryIn resource‐constrained settings, where inequalities in access to and quality of surgical care results in excess mortality, peri‐operative care registries are uncommon. A south‐south collaboration supported the implementation of a context specific, clinician‐led, multicentre real‐time peri‐operative registry in Ethiopia. Peri‐operative information, including the Ethiopian Ministry of Health’s national ‘Saving Lives through Safe Surgery initiative’, was linked to real‐time dashboards, providing clinicians and administrators with information on service utilisation, surgical access, national surgical key performance indicators and measures of quality of care. We recruited four hospitals representing 285 in‐patient beds from the Amhara and Southern Nations Nationalities and Peoples regions and Addis Ababa city, and reported on 1748 consecutive surgical cases from April 2019 to April 2020. Key performance indicators included: compliance with the World Health Organization’s Surgical Safety Checklist in 1595 (92.1%) surgical cases; adverse events during anaesthesia in 33 (3.1%) cases; and surgical site infections in 21 (2.0%) patients. This collaboration has successfully implemented a multicentre digital surgical registry that can enable measurement of key performance indicators for surgery and evaluation of peri‐operative outcomes. The peri‐operative registry is currently being rolled out across the Amhara region and Addis Ababa city administration. It will provide continuous granular healthcare information necessary to empower clinicians to drive context‐specific priorities for service improvement and research, in collaboration with national stakeholders and international research consortiums.

Manufacturing performance system for SMEs: A prioritization of KPIs with fuzzy analytic hierarchy process

In today’s increasing competitive global market, large and successful manufacturing enterprises have implemented the system of key performance indicators (KPIs) which drives the performance toward the business objectives; however, this is not the case for small-medium sized enterprises (SMEs) which have been increasingly important for any national economy, especially in manufacturing sector. Although the KPIs can ideally be constructed in accordance with the concept of SMART (Specific, Measureable, Attainable, Realistic, Time-related) or balanced scorecard, but SMEs that are lack of limited resources and expertise could rarely afford to build such systems with the appropriate definition and measurement of KPIs. Therefore, the paper aimed to provide systematically the system of KPIs adaptable to SMEs, to prioritize the importance of each proposed KPI with the application of a fuzzy analytic hierarchy process (FAHP), and to instruct the comprehensive deployment of the SMEs’ manufacturing performance system.

Smart Water Quality Monitoring System Design and KPIs Analysis: Case Sites of Fiji Surface Water

Over recent years, waters in and around Fiji has increasingly succumbed to a reasonable level of contamination. Water quality is defined with set of standards that clearly state the parameters of different properties in water. These standards are different at various geographic locations. The specific quantitative values of these parameters for the Fiji Islands are established by the Fiji National Drinking Water Quality Standards (FNDWQS). Fiji is geographically located in the vast Pacific Ocean, and requires a data collection framework for different water parameters to monitor water quality. The GIS framework system can effectively solve this continuously in real-time. With the end goal being to quantify different parameters; four (04) key performance indicators (KPI) are identified: Temperature, potential of hydrogen (pH), Oxidation Reduction Potential (ORP), and Conductivity. This paper presents a Smart Water Quality Monitoring System (SWQMS) which has been developed and deployed in five (05) Fijian locations (nodes) for the aforementioned KPIs measurement. The SWQMS interfaced with GIS and were powered using solar based Renewable Energy Source (REs). Finally, obtained data were tested and analyzed using statistical methods and verified comparing with the FNDWQS. The findings demonstrated that the system is capable of delivering an accurate and consistent measurement of water quality in real-time. Hence SWQMS could be a smart choice for various Pacific Island Countries (PICs) to use to monitor the water quality and in turn develop sustainable cities and societies.

A soft-sensing approach for the evaluation of the acoustic comfort due to building envelope protection against external noise

This research presents a methodology for measuring acoustic comfort using a soft-sensing approach to support decision-making for buildings renovation. The soft-sensor provides a measurement system for evaluating indoor acoustic quality of buildings (housing, schools, offices, etc.) in relation to the external noise level. The metric is represented by Key Performance Indicators (KPIs), which quantitatively express the acoustic comfort. Information regarding the current condition of the building (“As-is” KPI) is provided as a normalised value for the simplified quantification of acoustic performance. The knowledge of the “As-is” KPI allows the design team to compare it with the new KPIs obtained from renovation scenarios (“What – if” KPI). A case study is presented to demonstrate the exploitability of the methodology. Sensitivity and uncertainty analyses are performed to establish how the accuracy of the KPI measurement impacts on the decision-making process. The methodology shows promising results in the identification of the best retrofit strategy.

The South African Regulatory System: Past, Present, and Future.

The drive for improved regulatory systems and the establishment of a more effective regulatory framework in South Africa has been evident for the past two decades but despite political intentions and legislative revisions success has been limited to date. Efforts to address the increasing volume of applications that have been received have to date failed and resources have been stretched to capacity resulting in the development of a significant backlog and extended timelines for product registration. The promulgation of the recently amended Medicines and Related Substance Act of 1965 triggered the establishment of the South African Health Products Regulatory Authority (SAHPRA) as a separate juristic person outside of the National Department of Health to replace the former medicine regulatory authority the Medicines Control Council (MCC). The aim of this review is to provide the historical context supporting the new regulatory environment in South Africa and the transition from the MCC to SAHPRA. Key recommendations to SAHPRA to ensure the full potential of the new regulatory environment in South Africa include: establishing a quality management system to safeguard accountability, consistency and transparency and to streamline the implementation of good review practices including quality decision-making practices and benefit-risk assessment; the measurement and monitoring of regulatory performance, targets for overall approval time and key review milestones to instill a culture of accurate metrics collection and measurement of key performance indicators and their continuous improvement and the employment of a risk-based approach to the evaluation of medical products and codify the use of facilitated regulatory pathways in policy and culture. The application of a risk-based approach to regulatory review commensurate with a product’s risk to patients will facilitate the application of increased resources for pharmacovigilance activities and to support the reliance and recognition of reference agencies.

A grey approach to predicting healthcare performance

The success of an organization or a particular activity is evaluated through the measurement of key performance indicators (KPIs). The aim of this paper is to analyze and predict the indicators of healthcare performance using grey systems theory. Recent advancements in science and technology have made the healthcare industry extremely efficient at collecting data using electronic claims systems such as electronic health records. Therefore, collecting field level primary data becomes easier and accumulate them to generate secondary data for research purpose and to get an insight of the organization performance is absolutely necessary. Our research analyzes the KPIs of a hospital based on a secondary data source. Since, secondary data contains uncertainty and sometimes poor information, grey prediction model suits best to make a prediction model in this regard. Conventional grey model has considerable drawbacks while making a rigorous prediction model. For this, we apply an improved grey prediction model to predict the KPIs of the healthcare performance indicators. Several error measures in our model give a best fit of the data and allow prediction of the KPIs. The prediction model gives good estimates of the quantitative indicators and produced error rate within an acceptable range. We observe that the KPIs of bed turnover rate (BTR) and bed occupancy rate (BOR) have an increasing trend, whereas the KPIs of average length of stay (ALOS), hospital death rate (HDR) and hospital infection rate (HIR) show a decreasing trend over time. The main contribution of this research is a grey-based prediction model that can provide managers with the information they need to evaluate and predict the performance of a hospital. The research indicates that managers should give greater priority to the indicators which will result in better patients’ satisfaction and improved profit margin. Healthcare managers striving towards better performance will now have an empirical basis upon which to formulate and adjust their strategies, after analyzing the predicted value.

Performance management system and public service delivery in Nigeria: Impacts, problems, challenges and prospects

Background: Managing workers’ performance is an effective mechanism for developing both workers and organisational effectiveness. By clarifying an organisation’s objectives, translating these objectives into clear individual goals and reviewing their goals regularly, performance management provides a well-structured and effective management tool for public service delivery. Objectives: The aim of this article is to examine performance management system approaches introduced in Nigeria between 1960 and 2017 for public service delivery. Methods: This study relied on secondary sources of data collection, such as public service reforms, textbooks, journal articles, newspapers and the Internet. Data analysis techniques adopted include content, thematic, historical and secondary data analyses. Results: The results show the impact made and problems and challenges experienced. They include inconsistent and contradictory reforms from one regime to another, the absence of clear indices of measurement, lack of employees’ engagement, the use of traditional line item and zero-based budgeting systems instead of performance-based budgeting system and incentives do not built into performance management, among others. Conclusion: The article concludes that performance management system is yet to be entrenched in public sector management in Nigeria and recommends, among other things, that government should embark on institutional reforms to help achieve results in high-priority areas, reinforce the intent of the law to help agencies move beyond a narrow compliance culture, train public managers and administrators on fundamentals of performance management systems and the measurement of key performance indicators.

Theoretical research in key performance indicators measurement of logistics service providers

The output of a planning process is a set of assigned individual tasks to resources at a certain point in time. This paper focuses on the performance parameters and objectives that play a role in the planning process. In order to gain insight into the factors which play a role in designing new software systems for Logistical Service Providers (LSPs). Therefore, we study the area of Key Performance Indicators (KPI). Typically, KPIs are used in a post-ante context: to evaluate a company’s past performance. We reason that KPIs should be utilized in the planning phase as well. The paper describes the extended literature survey that we conducted and introduces a novel framework that captures the dynamics of competing KPIs by positioning them in the practical context of an LSP. This framework could be a valuable input into the design of a future generation of information systems capable of incorporating the business dynamics of today’s LSPs.
