This study examines the implementation of Management Information Systems (MIS) in supporting administrative services at MA Miftahul Ulum Cermenan Ngoro Jombang. Using a qualitative descriptive approach, the research explores the complexities and dynamics of MIS implementation in an Islamic educational context. Data was collected through in-depth interviews, direct observations, and document analysis. The findings reveal significant progress in integrating information technology into various aspects of educational management and services, including teaching, administration, and facility management. The madrasah has demonstrated a commitment to improving operational efficiency and educational service quality through technological innovation. However, challenges persist, including gaps between planning and implementation, the need for IT infrastructure development, and human resource capacity building. In the context of Islamic education, MIS implementation opens opportunities to strengthen Islamic values and principles through technology while maintaining the essence of human interaction in education. The study concludes that successful MIS implementation at MA Miftahul Ulum depends on the institution's ability to address existing challenges, maintain focus on core educational objectives, and continuously adapt to evolving technological and educational needs. With a holistic and strategic approach, MA Miftahul Ulum has the potential to become a model of excellence in integrating modern technology with traditional Islamic educational values, creating an innovative and relevant learning environment in the digital era

The Effect of Digitalisation of Safety Accountability Program (SAP) on the Improvement of Occupational Safety System

PT Putra Perkasa Abadi site PT Bukit Asam Tbk is a company engaged in the mining sector with business processes including topsoil removal, overburden removal, haul road maintenance, road construction, pit service, equipment rental, coal getting and coal hauling. The purpose of the study is to analyze the influence of SAP digitalization on the improvement of the occupational safety system, identify the benefits and challenges in the process of digitizing the occupational safety system, and formulate strategies and recommendations to optimize the implementation of the digitalization of the occupational safety system. This research method uses a qualitative approach with data collection methods through literature studies, field observations, in-depth interviews, document analysis, and surveys. One of the steps taken to improve the implementation of the work safety system is the digitalization of the Safety Accountability Program (SAP) of Partners. Based on data obtained through primary data sources from 30 respondents, namely supervisors from 9 Partners of PT Putra Perkasa Abadi site PT Bukit Asam Tbk, and analysis using the Likert scale, it was concluded that SAP digitalization has a great influence on the role of management with an average score of 91, Conditions and workplaces with an average score of 93, awareness and quality of workers with an average score of 91, project performance with an average score of 92. Research Results: SAP digitalization has been proven to improve the effectiveness of occupational safety systems through increased efficiency, data accuracy, and better decision-making. However, there are several challenges faced, such as resistance to change and system integration. Recommended strategies include improved training, effective communication, and the development of adequate IT infrastructure. This means that, overall, it is very influential in improving the safety system of PT Putra Perkasa Abadi's partner, PT Bukit Asam Tbk with an average score of 92.

Analisis Kinerja Pelayanan Teknologi Informasi Menggunakan Framework Cobit 4.1 Pada Manajemen Pelayanan di PT.XYZ

This study aims to analyze the performance of Information Technology services in Service Management at PT. XYZ using the COBIT 4.1 Framework. Information Technology has a crucial role in supporting the company's business operations and strategies, therefore it is important to ensure that the performance of IT services meets the established standards. The research method used is a qualitative approach with data collection through observation, interviews, and document analysis. This research will evaluate key aspects of IT services, such as risk management, internal control, and performance measurement, using the COBIT 4.1 framework. The results of this study show that PT XYZ's IT service performance has been successful in some areas, but there is still room for improvement. One of the key findings is that risk management needs to be improved to effectively identify and manage potential risks that could disrupt IT operations. In addition, internal controls should be strengthened to ensure the security and reliability of information systems. The recommendations provided in this study include the implementation of specific measures to improve IT service performance. First, the company should develop a clearer and more detailed risk management policy, including procedures to mitigate identified risks. Second, internal controls should be strengthened through stricter control mechanisms and regular monitoring of system security. In addition, steps are needed to improve IT performance measurement, including the use of measurable and more systematic measures to evaluate the effectiveness and efficiency of IT services. The findings and recommendations of this research are expected to provide a deeper understanding of IT. PT. XYZ's service performance and practical improvements are needed to improve the effectiveness, efficiency and security of IT management. The implications of this research can assist companies in making strategic decisions regarding the right IT infrastructure investment and development to improve competitiveness and achieve long-term business goals.

The Impact of Digital Entrepreneurship on Digital Leadership to Improve the Project Management of Solar Projects

The current study aimed to research the impact of digital entrepreneurship on digital leadership to improve the project management of solar projects, The study relied on the descriptive approach. The study population consisted of all project managers in solar energy companies in Jordan, pproximately 2,000 project managers in solar companies in Jordan. the study sample suggestion based on Laplace's equation is to randomly select 385 project managers from the study population. The results of the study shows that the mean values of the study sample's estimations were high for the independent variable (digital entrepreneurship), the overall mean was (4.08) with a high estimation score, also the mean values of the study sample's estimations were moderate for the dependent variable (digital leadership), and the overall mean was (3.05) with a moderate estimation score, the mean values of the study sample's estimations were moderate for the (project management for solar projects) variable, the overall mean was (3.60). Based on the findings of this study, the following recommends to conduct needs assessments to identify required hardware, software, and network upgrades, allocate sufficient budget for IT infrastructure development, and ensure reliable internet connectivity to support digital solutions.

In the era of digital transformation, digital platform companies that started as start-ups or in-house ventures have a huge influence in various fields of our economy and life today. Their rapid growth is due not only to exogenous factors such as the development of IT technology and infrastructure, but also to the combination of their active technological innovation and diversification strategy. However, research on patent development trends of Korea's representative digital platform companies has received relatively little attention. In particular, since the 2010s, when digital transformation began in earnest, their patent trends are very important in that they show the direction and strategy of exploratory activities, but the reality is that there is still a lack of research from an integrated perspective on these areas. Therefore, this study aims to broaden the understanding of the patent strategy of digital platform companies by analyzing the patent development trends of Naver, LINE, Baemin, Kakao, Coupang, and Toss, which are representative digital platform companies in Korea. To achieve this, this study conducted text-based analysis of the patent data filed by each company. Specifically, Word Cloud analysis and Text Similarity analysis were performed to identify the key technological directions pursued by each company and analyze any similarities in their technological strategies. As a result, in the case of companies that had not yet implemented diversification, the direction of new diversification strategies could be examined through keyword analysis of filed patents. Matured companies with diversification showed a high level of similarity in patent information compared to other companies. As a result of analyzing patent information filed after 2015 compared to the entire period, it was confirmed that all companies have increased mutual similarity, suggesting that in the future, an intersection will be formed in the businesses pursued by all companies, and competition may intensify. It was confirmed that the establishment of a new strategy was required.

Since the post-war period, the development of U.S.-Japan relations has been determined by security cooperation and economic integration. As economic integration evolved, the United States and Japan became closely linked through the flow of goods and services, the movement of capital, and the joint implementation of R&D. The U.S.-Japan alliance is becoming more and more necessary for the United States in the context of strategic rivalry with China. Cooperation with Japan in the field of reinforcing and diversifying the GVCs important for ensuring US national security, as well as in the development of the most promising new technologies and the production of innovative knowledge-intensive products, is one of the top priorities for the Biden administration. Sectors that are considered strategic include the semiconductors industry, EV supply chains, certain categories of minerals and digital economy. Export control is another important part of the U.S. economic security policy where the Biden administration gained partial Japan’s support. The administration has been implementing strict export controls on “unfriendly countries” and at the same time creating a “tech alliance” with partners. Cooperation with Japan will play an important role in pursuing both goals. Digital transformation should help revitalize economic growth in the United States and in Japan, boost productivity and create new business opportunities. The importance of U.S.-Japan cooperation within the framework of the “tech alliance” will increase. The main areas of bilateral cooperation will be R&D (including such areas as artificial intelligence and quantum technologies), IT infrastructure development, training of skilled workers and creating a joint start-up ecosystem as a pillar of innovation, as well as encouraging the private sector to introduce advanced technologies.

The relevance of the work lies in the need for creative understanding of the processes of evolutionary transition from a hierarchical management system in favor of the modular interaction of economic agents operating in socio-economic ecosystems in the context of modern digital transformation. The purpose of the article is to study the phenomenon of risk in the context of the digital transformation of socio-economic ecosystems based on the generalization and systematization of scientific sources in the field of research and analytical interpretation of statistical indicators of the digital transformation of the Russian Federation and its regions. Theoretical conclusions and practical proposals of scientists-economists specializing in the field of economic theory, systems theory, innovative economics, economic security, risk management were used as methodological foundations. It has been established that digital transformation is accompanied by certain risks for socio-economic ecosystems of various levels, creating threats for development purposes. It is substantiated that the main risk of the success of the digital transformation of socio-economic ecosystems at present is a significant differentiation of the regions of the Russian Federation in terms of the level of development of IT infrastructure, the availability of human resources and information security. It was revealed that in Russian economic science there is a tendency to spread the use of the definition of "socio-economic ecosystem" from stable, highly integrated cluster-type formations to regional and interregional levels and to identify their development indicators with the criteria for sustainable development of territories. The conclusion is formulated: the phenomenon of risk in the context of the digital transformation of socio-economic ecosystems is that, along with positive effects, a whole range of new threats and risky situations appear that impede the achievement of the desired development goals, predetermining the use of a constructive approach in public and sectoral management based on the integration relevant competencies, innovative technologies and management practices.

Crisis Management: Educational Administration in Southern Punjab, Pakistan During the Covid-19 Pandemic

The main purpose of the present dissertation is to investigate the impact of covid-19 crisis on educational administration of Schools of Management in Southern Punjab, Pakistan. The study adds to the literature by investigating the impact of crisis on administration and crisis management strategies formulated by the institutions along with their impact on institutions’ survival and recovery. A qualitative study is conducted to achieve research objectives and answer all formulated questions. Data was collected via semi structured interview of 8 representatives of different designations from these educational institutions. Thematic technique was applied to examine the collected data and to produce results based on them. Analyses showed that the COVID-19 crisis negatively influenced the financial health, education quality, exam quality and public perception about the institutions. the study revealed that on time decisions and proactive approach from the concerned bodies were important outcomes of the pre-COVID crisis experience. This experience enabled the different bodies like IT department, board of advance studies, academic council and syndicate to make on time decisions. The study also concluded that past crisis experiences also helped this institution to develop their strategies for survival and recovery. Moreover, development of IT infrastructure (LMS, Online Portals), Forming Health Emergency Teams, COVID-19 Protocols and Faculty Vaccination Drive were the prominent steps taken for the institute’s survival and recovery in COVID-19 breakout. Results showed that these strategies helped the institutes to survive during the pandemic situation.

Digital processes in crop production in Kazakhstan

The relevance of the study is determined by the importance of introducing digital technologies in crop production industry to improve the efficiency of agro-industrial complex. The goal is to show the directions, advantages of digitalization in domestic crop production, problems and suggest ways of solution. The following methods were used in the article - analysis, systematization, generalization and selection of facts, establishing links between them. Results - the starting conditions, priorities and reasons that hinder and complicate digital transformation are considered: limited access of agricultural producers to technical innovations and modern agricultural machinery; a long network of intermediaries, wholesalers and retailers; low level of development of communications and IT infrastructure; lack of localized IT solutions for agricultural sector; shortage of qualified personnel. In the current situation, the authors consider it necessary and timely to increase the level of mechanization (energy saturation) and automation up to the average world class, effective public support; widespread use of digital platforms; improvement of the personnel motivation system; organization of government -funded training centers for farmers. The practice of applying technological operations of precise and digital agriculture in cultivation of crops based on the materials of the Akmola region has been studied. Conclusions - entrepreneurs strive to produce more food with fewer resources, therefore a significant breakthrough is needed in creating digital models of the entire agricultural production cycle and interconnected links in value chain. Digital technologies will increase competitiveness and labor productivity, ensure food security and attract investment; this is a high-tech and promising area for all economic entities, regardless of the scale of agribusiness.

METHODOLOGICAL PRINCIPLES OF ASSESSING THE LEVEL OF REGIONAL ECONOMIC SYSTEMS’ DIGITALIZATION

The article is devoted to the theoretical and methodological aspects of assessing the level of digitalization of regional economic systems. The main directions, principles and patterns of digitaliza-tion of regional economic systems are outlined. The main areas of digital development of the regions are defined as: implementation of innovative technologies in the management system of urban devel-opment based on the concept of a smart city; increasing the institutional capacity in the regions re-garding the implementation of digital development projects; development of IT infrastructure; creation of digital platforms and industry solutions; open data and others.The existing methods of assessing the level of digitization are analyzed. A methodology for assessing the level of digitalization of regional economic systems is proposed.

Features of digital transformation projects of industrial enterprises and some aspects of preparation for their implementation

Digital transformation is a process that requires constant development and radical changes in the management system and significantly affects on the way of doing business and its information support. In addition, digital transformation involves serious investments and careful organization of the project itself (project portfolio). The purpose of the work is based on the experience gained over many decades of implementing local digitalization projects, implementing corporate systems, building enterprise architecture, etc., to identify the features of organizing the processes of digital transformation of enterprises, to propose the procedure for preparing for the launch of such a project, to determine the composition and content of priority work to be performed at this stage. The object of the study is the enterprise architecture (EA), as a possible, and in some cases, a necessary platform for digital transformation. The conclusion is made about the possibility of using methods and tools for building EA in digital transformation projects, as well as the need to create a well-organized information management system at the enterprise implementing the project. The paper substantiates the need to analyze those areas of the company's activities that are primarily subject to serious changes in the process of digital transformation, although, in principle, it affects all aspects of business management. The digital transformation project of the enterprise is implemented in conditions when the enterprise fully carries out its activities, which is why the best platform for its implementation is the EA, which allows making the necessary changes during the project with the least financial and information risks. The sequence of works to be performed before the start of the digital transformation project is determined, their content and objectives are characterized. Special attention is paid to the initial stage of this sequence of work – the assessment of the maturity of the corporate culture and information infrastructure of the enterprise. It is proved that at this stage, the success of the project is largely laid down, since its implementation makes it possible to more accurately formulate the possible goals of each stage of digital transformation and prepare the enterprise for its implementation. The role of the information service (IT service) integrated into the enterprise management system is analyzed, which determines and performs the majority of the work related to the regulation of its information activities, and also plays a key role in the formation of the strategy for the development of IT infrastructure and the support of the digital transformation project.

Is the infrastructure of regional universities ready to meet the challenges of digital transformation?

The processes of informatization, digitalization, and digital transformation of education have led to large-scale changes that have affected almost all elements of the educational system – from pedagogical concepts and technologies to the structures of new types («digital universities», «smart campuses», etc.). The creation of such structures is based on the universities’ IT-infrastructure, the requirements for the latter to be determined by the modern problems challenging the higher education system. The development of the IT-infrastructure became particularly important during the COVID-19 pandemic, when there appeared the necessity of an urgent transition to electronic forms of education, including the mass delivery of electronic content to students. This problem was most acute for regional universities, whose own resources were not always sufficient to solve it. The purpose of this research article is to analyze the dynamics of the universities’ IT-infrastructure 2015–2020 development in the Sverdlovsk region as the basis for their digitalization and digital transformation. The choice of the Sverdlovsk region is explained by the fact that among the subjects of the Russian Federation, it occupies one of the leading positions by the number of universities and the number of students. Within the study, based on 2015–2020 statistical data (the so-called «ВПО-1» and «ВПО-2» forms as filled in by all HEIs), there were analyzed various components of the universities’ IT-infrastructure: the park of personal computers and multimedia facilities; the access to the Internet; the general availability of special software both for the region as a whole and in the context of particular universities. According to our analysis, the period studied saw growth in the information equipment provision for the universities’ non-educational activities, and – at the same time – decrease in the provision of computers used for educational purposes and for the students’ independent work. Along with the positive dynamics of providing the universities with access to high-speed Internet, less than a third of them maintain a maximum speed of over 100 Mbps. The universities are provided mainly with mandatory software tools (electronic library and reference systems, testing systems), whereas the virtual simulators are the least available. Another problem is the obsolescence of universities’ information technology equipment. At the same time, the region continues to see the universities’ differentiation by the level of all the IT-infrastructure components development (hardware, Internet access, software). To solve the problems of digitalization and digital transformation, the universities should assess the IT-infrastructure capacity necessary to solve modern educational and extracurricular tasks according to the interests of external and internal stakeholders (including employees and students of various categories), and more clearly formulate the objectives of modernizing IT-infrastructure in their development programs (strategies). The elimination of the universities’ digital inequality in the regions should be reflected in federal projects concerning the development of higher education. For these purposes, it is necessary to develop a modern methodology for assessing the compliance of the universities’ IT-infrastructure with the requirements of digitalization and digital transformation. Our research is original, as it presents an attempt to analyze the dynamics of the universities’ IT-infrastructure development in the Sverdlovsk region on the basis of statistical data.

A Scientometric Analysis of Scientific Productivity of Artificial Intelligence Research in India

The study presents a scientometric analsyis of publications related to ‘Artificial Intelligence’ research in India during 2009-2018. In today’s ICT driven world, artificial intelligence has taken up some tasks of our daily life to make it easier. As a consequence, extensive research is going on “Artificial Intelligence” to find out it’s potential in knowledge development. The paper analyses the bibliographic data retrived from Scopus database extracted with a suitable search query. The study was conducted taking the chronological growth of research publications, relative growth rate, doubling time, scientometric profile of authors, document type of publications, source profile, keyword analysis, institution wise distribution of publications, funding agency wise distribution. The analysis was conducted using the MS-Excel. The study reveals that a maximum number of publications are in the form of conference procedings and articles. Artificial Intelligence, Learning system, algorithms, data mining are the keywords with maximum number of occurences. The findings of the study implies India need become more competitive with the world leaders in artificial intelligence research. To get more return from AI applications, the stakeholders are required to play a catalytic role to build and strengthen research capacity in the nation by paving quality research environment, adequate funding, research incentives, and development of IT infrastructure.

Computing Frameworks for VM Migration in Cloud

Cloud Service users world wide are increasing with advancement in IT infrastructre. This leads to the demand of online storage for various operational reasons. The applications across various organizations are exploiting the cloud infrastructure offered by different service providers like Microsoft, Amazon, Twitter, IBM, and Hewlett-Packard, enable developers to distribute software through a central organization's hosting machine. Online storage is the next logical phase in the development of IT infrastructure. Cloud Storage Infrastructure has become a norm in distributed environment to host the multiple application on easily available networks. Rather than bothering about the Capital Expenditutre, the organizations are now using funds to invest in operational cost of running the services through Cloud service provider increasing the efficiency. While attempting to migrate the workload needs to be considered as imbalanced workload may result in system failure. Also the VM consolidation need to be done while the sytem is live without any failure. The security concerns for live migration are enlisted in limitations which is the largest concern for an organization whle deciding future course of action. This article reviews the cloud computing systems in the light of migrating the existing legacy systems to the cloud environment and suggest the operational features that an organization should consider before the migration.

Developing a Causal Model to Improve Knowledge Management in Knowledge-Based Companies in the Field of Health by Mixed Methods

Background and Objectives: Among the many factors, researchers have pointed to the existence of a wide range of models and tools for knowledge management success, which makes it difficult for companies to choose the right model according to the internal conditions of the company. Given the knowledge of many health businesses, increasing managerial skills will not be possible without considering the success of knowledge management. Accordingly, the purpose of this study was to develop a causal model to improve knowledge management in knowledge-based companies in the field of health by combining themes of analysis methods and structural-interpretive modeling. Material and Methods: The research method is mixed using the qualitative research method of theme analysis, the success factors of knowledge management in knowledge-based companies in the field of health are identified and in the next step, based on confirmatory factor analysis, the results of the qualitative section in the statistical community of knowledge companies The foundations of the field of health have been examined and in the next step, using the interpretive structural modeling method, the causal model of success factors has been developed. Results: The results of the research in the qualitative section show nine main themes including knowledge management strategy, industrial environmental factors, cultural factors, IT infrastructure development, individual factors, organizational factors, Knowledge management incentives, subjective norms and central category (knowledge management). It came with forty-two sub-themes. Also, the results of confirmatory factor analysis indicate the appropriateness of the main themes extracted from the qualitative part. The results of structural-interpretive modeling also showed that knowledge management strategy and environmental and industrial factors are considered as the main factors in the success of knowledge management. Conclusion: The results of this study created a model of knowledge management success and also showed the results of a quantitative part of the exact model's quality.

Factors Affecting the Adoption of e-Government in Public Sector Organizations of Kurdistan Region

Government institutions digitalization is an important element of development in advanced systems. The adoption of e-Government has great potential for the effective interaction between citizens and policymakers. The trends for development and digitalization of governmental activities raised the necessity for the adoption of the e-government in public sector institutions. The key factors affecting the adoption of e-government in the Kurdistan Region have been investigated in this study. The study has also been made to highlight obstacles that limited government capability to elude the paper-based system and to measure the extent of public support in approaching the new administration, which sought to be a pre-condition for its successful implementation. The exploratory research design has been used and data has been collected through a questionnaire. Four key factors that affect the implementation of e-government in public sector organizations of Kurdistan Region have been identified: motivational factor, personal factor, technical factor and reliability factor. All factors have a positive connection with e-government adoption, but they are not equally influencing the process of its implementation. The motivational factor is more effective compared to other factors due to the perceived benefits of the system to the citizens, but the personal factor has the least impact on the adoption of e-government. It has been determined by the study that citizens appreciate the perceived values created by the e-government as it minimizes routines and inefficiency of public administration that burden their resources. It has been highlighted that there is a positive impression for citizens on the adoption of e-government, which supports the successful implementation of the process. It has been said in the study that IT infrastructure development, adequate training, public awareness and more motivation on perceived benefits can profoundly guarantee the success of e-government adoption and can become an important tool of reform in public sector institutions. Its successful implementation can also improve the quality of public sector management and work on the delivery of public services in an effective and efficient manner.

INDONESIA'S DIGITAL TALENT POLICY READINESS

Digital transformation creates new digital skills. McKinsey & company estimates that by 2030 at least 23 million jobs will be lost and replaced by automation. But at the same time, 27-46 million new jobs can be created with this technology. This causes a skill gap due to the demand for new digital skills on the labor market. This research focuses on analyzing the readiness of the Indonesian government in overcoming this digital skill gap. This research is a qualitative research with primary and secondary data collection. As a result, the Indonesian government is not ready to solve the digital skill gap. This can be seen from the incomplete development of IT infrastructure in the villages and the existing training has not been maximized and has not been accompanied by an internship.

In today’s information world, the competitiveness of universities is closely related to the effectiveness of the IT services provided. However, the development of IT infrastructure requires maintaining a balance between cost and efficiency of services. An IT service includes information technologies, processes and people. In accordance with ITIL standards, the university’s IT department should move from supporting software, applications, servers and networks to timely providing IT services to end users. The first step to this is to create a catalog of IT services. The purpose of the catalog implementation is to provide a single source of consistent information about all operational services and ensure quick access to them. Unlike foreign universities, domestic higher education institutions do not practice a systematic description of IT services and their presentation through the IT catalog. Direct transfer of management models of foreign universities to the Ukrainian educational environment appears impractical. The publication proposes a three-level catalog model, describes the categories of services that can be provided by Ukrainian universities, and defines the attributes of the IT service description template. The attributes of the description include: name, type of services, brief description, business owner, priority, service owner, consumers, request order, SLA, support system, status/phase. From the moment the IT service catalog is fully formed, its periodic monitoring begins according to the following criteria: SLA validity, correctness of provision of IT services, etc. The publication considers the formation of a catalog by stakeholders of the University on the example of the National University of Water Management and Environmental Management. In general, the use of the suggested recommendations will provide a description of the IT infrastructure of universities in the form of a set of services, the value of which is understandable to stakeholders and university management, as well as will allow to achieve competitive advantages in the educational services market.
