COOPERATION BETWEEN UKRAINE AND POLAND ON SPACE DEVELOPMENT

This article considers the issues of co-operation and prospects of a partnership between Ukraine and Poland in the development and use of outer space. Space is an invaluable tool for achieving sustainable development around the world. The space industry is one of the high-tech industries without which the existence of the modern world is impossible, it is one of the factors that ensures the national security of the state. With the launch of the first satellite into space, the world, entered a new era of technology, which significantly expanded its boundaries. One of the key trends in world space activities is to intensify and increase the importance of international co-operation in space exploration. Close cooperation between Poland and Ukraine in the field of space programs gained momentum after the signing in 2015 of the Memorandum on the Exploration and Use of Outer Space for Peaceful Purposes. As the countries are neighbors, they have many common interests and issues that need to be, addressed. Key areas of co-operation between Ukraine and Poland in space exploration are outlined, in particular, meeting public needs in the field of remote sensing of the Earth, conducting joint scientific and applied space research on the creation of promising models of rocket and space technology and advanced technologies. Poland sees a serious potential for partnership with Ukraine in space, one of the most promising areas of co-operation in the new environment may be the joint creation of rocket and space technology. We can state that combining the experience and potential of Ukraine with the capabilities and knowledge of Poland in the space industry will have a serious competitive market potential. The cooperation between Ukraine and Poland also includes the exchange of information and experience, implementation of joint scientific and technical projects, training programs, exchange of specialists, as well as the organization of scientific events and conferences on space activities.

Towards sustainable value creation in Polish health resorts

The creation of sustainable value is one of the compelling issues in contemporary scientific research in management. Due to the diverse actors involved and the numerous research contexts, both in management theory and business practice, value creation paradigms are still primarily studied in economic, social, and environmental dimensions. However, the ecological context appears to be an essential but controversial area of analysis, raising questions about the role of the natural environment and its resources in modern businesses and communities. The article aims to present the complexity of the issues of cooperation, creation, and co-creation of sustainable value in Polish health resorts. The article is divided into two major sections: the theoretical part of the article contains an overview of the main concepts and problems related to the creation and co-creation of sustainable value. In the empirical part, case studies present two examples of small Polish health resorts where sustainable value co-creation takes place.

Adoption challenges of blockchain technology for reverse logistics in the food processing industry

ABSTRACT Streamlining the product movement through blockchain technology helps organisations manage logistics functions more efficiently and gain advantages such as speedy delivery, better traceability, decentralised data, transparency, etc. At the same time, blockchain has many implementation challenges too. This paper empirically examines the factors affecting blockchain technology adoption for reverse logistics in the food processing industry. This research has used the exploratory factor analysis method to derive factors perceived as challenges to adopting blockchain for reverse logistics. The study findings revealed six factors, i.e., lack of resources, cooperation issues between partners, fear of data breach, technology asynchronization, intensive capital requirement, and mishandling of bulk orders, which emerged as significant challenges. Managing identified challenges can help address issues related to adopting blockchain technology for reverse logistics functions and make operations more efficient.

Topical issues of information support of research infrastructures

Problem setting. The construction of an innovation society and ensuring the competitiveness of domestic science depends largely on the effective activity of research infrastructures. In turn, research infrastructures depend on their information support, as information is one of the most valuable resources in the modern world. Analysis of recent researches and publications. Innovative infrastructures were investigated in the works of such domestic scientists as S. V. Hlibko, I. V. Podrez-Riapolova and others. Research infrastructure was considered by N. M. Vnukova, O. V. Holovashchenko, V. P. Kokhan. H. P. Klimova investigated the issue of knowledge transfer in innovative infrastructures. Among the foreign scientists who have studied research infrastructure, you can mention M. Stührenberg, O. Schonefeld, A. Witt, F. Giladi and others. Target of research. The purpose of the article is to identify legal and organizational obstacles that interfere with the rational use of data, as well as to determine the means of eliminating them for establishing effective information support of research infrastructures. Article’s main body. Effective activity of research infrastructures is possible solely if their information support is available. In turn, obtaining access to information and its circulation are faced with a number of legal and organizational problems. Legal problems include: 1) copyright issues that are quite inconsistent in different countries and requires special approaches; 2) issues of protection of personal data; 3) issues of behavior of Internet giants; 4) issues of international scientific cooperation under a single agreed legislation. Organizational problems include: 1) the issue of irrational use of data through their localization, stagnation and «dying» in one place; 2) issues of implementation of fair-principles of data management; 3) questions of standardization of data for the machine processing; 4) issues of construction of centralized data infrastructure. Conclusions and prospects for the development. Researchers who work with personal data of EU citizens should pay attention to the peculiarities of protection of personal data defined by General Data Protection Regulation, Regulation No. 1725/2018 and other acts. The specifics of copyright rules at the level of individual national legislation should also be taken into account. One of the significant obstacles to the free receipt of large and useful arrays of information is the behavior of Internet giants, which complicate its free circulation on the basis of “protection of personal data”. In connection with this domestic legislators, it is advisable to draw a clear boundary between «personal», «non -personal», «mixed», «anonymized» and «pseudonymized» data. For more efficient development of national research infrastructures, Ukraine should increase international cooperation, in particular on ERIC projects and integration into the European Research Area. In order to prevent irrational use of information, it is necessary to promote FAIR-principles (Findable, Accessible, Interoperable, Reusable) of data management and pay attention to the standardization of scientific data for their processing machine. It is advisable to build a centralized data infrastructure, which will be able to ensure the practical execution of these condemnations and rationalizes the accumulation and circulation of data.

Abstract. The article discusses the history of the formation of the countries of the Turkic world, the area of distribution on the Eurasian continent, the Turkic states that declared independence, and a large number of diasporas. The Turks on the Eurasian continent have a very long history of 3000-4000 BC. We must consider this in terms of space and time. At the turn of the 1980s and 1990s, due to radical political, social and socio-economic changes in Eastern Europe, the typology of the socialist system largely lost its character. At the end of 1991, the Union of Soviet Socialist Republics (USSR) ceased to exist as a single geopolitical space and subject of international law as a result of its collapse. Thus, the transformation of its allied republics into independent states structurally reanimated the world geopolitical system that developed after the Second World War. Before the collapse of the USSR, that is, until the 90s of the twentieth century, among the Turkic peoples, only the Republic of Turkey was an independent state. It also provides information on the geographical location of countries, member countries and autonomous regions, as well as issues of cooperation between the Turkic states. ORGANIZATIONAL AND LEGAL PRINCIPLES OF CIVIL-MILITARY INTERACTION IN ISSUES OF DEFENSE AND LIFE SUPPORT OF THE ARMED FORCES OF UKRAINE UNDER THE CONDITIONS OF THE STATE OF MARTIAL

The work reviewed the legislation on the defense of Ukraine, the functioning of the Armed Forces of Ukraine and the Territorial Defense Forces of the Armed Forces of Ukraine, as well as the organization of national resistance under martial law. The organizational and legal principles of the institutionalization of the activities of state authorities and military administration in the direction of the implementation of the state policy of civil-military interaction in conditions of martial law by solving a complex of interdepartmental issues regarding the defense of the country, the organization and development of the life support system of the Armed Forces of Ukraine are substantiated. Attention is also focused on solving problematic issues of civilian life with the use of military and non-military forces and means under martial law. Conclusions and proposals are formulated, as well as the directions of promising scientific research regarding the functioning and improvement of the life support system of the Armed Forces of Ukraine in the conditions of martial law are outlined. Organizational and legal issues of civil-military cooperation, joint coordination and interaction of the Armed Forces of Ukraine with executive authorities, local self-government bodies, public associations, organizations and citizens are determined by special legal acts. The legal regime of civil-military cooperation and interaction provides for the implementation of a set of activities related to the joint activities of the Armed Forces of Ukraine, other military formations and law enforcement bodies formed in accordance with the laws of Ukraine on coordination and interaction with executive authorities, local self-government bodies, public associations, organizations and citizens for the purpose of their coordination and provision of conditions for the performance of the tasks and functions assigned to them, in particular in solving problematic issues of the life of the civilian population with the use of military and non-military forces and means. The organization of civil-military cooperation involves: timely identification of relevant objects of the civil environment; determination of appropriate levels of interaction for military command officials; organization of meetings between officials of the military command and heads of civilian facilities; creation of a system of interaction and a notification mechanism with objects of the civil environment; definition of principles and organization of a system of joint planning of actions, exchange of information between the military command and objects of the civilian environment. Under the conditions of martial law, solving tasks aimed at establishing effective and efficient mechanisms of coordination and civil-military cooperation of executive power bodies and military management bodies with other subjects of interaction (in particular, non-governmental organizations (including international), volunteer organizations and movements, business structures, other public associations and bodies of self-organization of the population) at the level of regional and district military administrations, as well as military administrations of settlements by leaders and officials of the relevant administrations on the basis of transparency and a clear understanding of operational needs is of particular importance and requires further scientific research, the direction of which should primarily focus on the formation and development of an algorithmized system of operational management of relevant forces, means, auxiliary resources and tools based on the international experience of implementing relevant programs and projects, as well as standards, protocols, regulations, rules and procedures adapted to modern Ukrainian realities.

Municipal Solid Waste Management in the Czech Republic and in Slovakia

Abstract Contracting waste management services is one of the most commonly used approaches to the delivery of this service and this topic is clearly in the focus of frequent academic research. The goal of this article is to examine trends in the area of solid waste collection and disposal on the municipal level for the Czech Republic and Slovakia in terms of developments over the past 20 years with a focus on the share of inter-municipal cooperation in the delivery of this service. In contrast to Western European countries, which are undergoing re-municipalization, the data obtained for Slovakia and the Czech Republic over 20 years show that the municipal solid waste management service is dominated by contracting, which has increased over the examined period. This fact is apparently a reflection of the high rate of fragmentation in municipal structures and the low willingness among municipalities to cooperate. The data obtained also indicate that using external suppliers seems to bring marginal savings that could certainly be substantially larger; potential increases in efficiency via contracting are unequivocally limited by the low quality of contract management. Regarding our core question, we found that the proportion of inter-municipal cooperation between service delivery modes did not significantly increase during the investigated period. The experts interviewed almost uniformly agreed on three critical limits related to the issue of inter-municipal cooperation in MSW management delivery – transaction costs of different types, non-existent regular comparisons of best solutions, and limited motivation to select optimal service delivery modes.

Training of personnel for the healthcare sector at the initial stage of development of the People's Republic of China (1949-1960)

This article is devoted to the study of issues of cooperation between the USSR and the PRC in the field of personnel training for the healthcare sector in the 1949-1960-ies. Based on the analysis of archival data, sources and literature on this topic, the authors came to the conclusion that after the establishment of diplomatic relations between the countries in 1949, intensive interaction began in various sectors of the economy and public life. The research focuses on the features of building the healthcare system as a whole, as well as training personnel for this area at the initial stage of development of the Chinese state and its healthcare system. It is revealed that despite the short historical period of active cooperation, China, with the help of the USSR, was able to integrate the Soviet model into the national health system, which allowed solving one of the acute social problems in the specified historical period. In addition, the Soviet model of public health made it possible to deal in a timely manner with the threats of the spread of diseases, including those of a mass nature, up to the present time. The authors concluded that the development of cooperation in the field of healthcare between our countries can be divided into five main stages. The period 1949-1960 is the most effective, since it was at this time that comprehensive assistance was provided by the USSR.

Issues of international cooperation in criminal proceedings: Some problems of reform

It is studied reforming’s problems of the teamwork between countries in the field of criminal justice. The fundamental principles on which the teamwork of countries in the struggle with transnational crime is built, both generally accepted and enshrined in the lawmaking of the Republic of Azerbaijan, as well as the principles that were studied in the works of foreign scientists, were analyzed. After analyzing these principles, the authors identified problematic aspects of the existing teamwork between the efforts of countries in the area of resisting transnational crime, suggested possible ways to solve them. Separately, the authors of the article studied and analyzed the problem of reforming legislation in the sphere of the teamwork of countries in the area of resisting transnational crime at different levels, taking into account the latest global trends in the area of resisting transnational crime. It is defined that the Republic of Azerbaijan is a democratic state in the sphere of the teamwork of countries in the area of resisting multinational crime. An analysis was made of the cause-and-effect relationships between globalization and digitalization of the world community, and crime without borders, their impact in the aggregate on the international teamwork of countries in this area.

Research trends in hypertension associated with obstructive sleep apnea: a bibliometric analysis.

The purpose of this study was to systematically analyze the studies of hypertension associated with obstructive sleep apnea to assess the current status and hot spots in this field. We searched the Web of Science Core Collection for publications related to hypertension associated with obstructive sleep apnea published before July 3, 2021. Bibliometric analyses and science mappings were carried out using the CiteSpace 5.8.R1 and Microsoft Office Excel 2019. CiteSpace 5.8.R1 was used to visualize the distribution of research fields, analyze co-occurring keywords and burst terms to detect trends and frontiers, and identify leading collaborations among countries, authors, and institutions. Microsoft Office Excel 2019 was used to make bar graphs, histograms and line graphs. According to the search strategy, a total of 7263 published articles and reviews were retrieved. The research on hypertension associated with obstructive sleep apnea has been developing quickly at present. Sleep and Breathing was the most productive journal. TheUSA was a major producing country and Harvard Medical School was the most productive institution in this field. In the field of hypertension associated with obstructive sleep apnea, the main research hotspots were continuous positive airway pressure, cardiovascular disease, andobesity. The present study provides a new perspective for the study of hypertension associated with obstructive sleep apnea and valuable information for researchers to find potential partners and cooperative institutions, hot issues and research frontiers.

The Challenge of Societal Recognition of Humanitarian and Development NGO Practitioners in Japan: A Volunteer or a Professional?

Over the last three decades, Japanese NGOs have become increasingly engaged in the delivery of Japanese foreign aid, and humanitarian responses to national emergencies. Despite these attainments, a lack of recognition for the Japanese NGO sector among the domestic audience remains noticeable. The article proposes that, despite the increasing professionalization and professionalism of the Japanese NGO sector, the activities of practitioners are frequently construed as volunteering. Additionally, the article contends that concerns about the anti-government or “political” undertone to NGO activities and diminishing interest in international cooperation issues constitute a considerable challenge to fostering recognition and building domestic constituencies for development and humanitarian NGOs. Finally, the dominant approach to the non-profit and voluntary sector in Japan promoted by the government in the post-1995/1998 climate is discussed as a consequential hindrance to the process of establishing Japanese NGOs’ aid work as a professional knowledge-based enterprise in the public sphere.

A Diagnostic Insight of Dental Pulp Testing Methods in Pediatric Dentistry.

The accurate diagnosis of pulpal pathology in pediatric dentistry is essential for the success of vital pulp therapy. Pulp testing is often a challenging task due to understanding and cooperation issues of pediatric patients, as well as the particularities of pulpal physiology encountered in primary and immature permanent teeth. Sensibility tests, although still widely used by dental practitioners, are no longer recommended by pediatric specialists mainly due to their subjective nature. Vitality pulp tests have gained popularity in the last decade in light of some encouraging results of clinical studies. However, their use is not a routine practice yet. This paper is a literature review aimed to guide dental practitioners towards selecting the appropriate pulp testing method for their pediatric cases. It provides an overview on a multitude of pulp testing methods and an update in recommendations for primary and immature permanent teeth.

After the founding of the People’s Republic of China in 1949, diplomatic relations were established between China and the USSR on October 2. On February 4, 1950, China and the Soviet Union officially signed the Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance - the so-called “honeymoon” of Sino-Soviet relations began. For the first time in the scientific discourse, the issues of socio-cultural cooperation between the USSR and the People’s Republic of China in the historical aspect and their impact on today’s Russian-Chinese relations are investigated in this article.

Hospitalization coordination at the time of COVID-19 spread in Hyogo, Japan: Visualizing mutual aid for community collaboration

A new coronavirus pandemic broke out in 2020. As a countermeasure, cluster control based on active epidemiological surveys was undertaken under the jurisdiction of public health centers in Japan. However, as the number of infected people increased, the workload exceeded the processing capability of public health centers. In response to the national and prefectural government’s request to avoid functional failure due to overwork and understaffing, university faculty members provided operational support to the public health center throughout the day and night. We would like to report the issues of inter-regional cooperation that emerged from our experience.

STATUS AND PROSPECTS OF INCREASING COOPERATION OF THE TERRITORIAL COMMUNITIES OF THE POLTAVA REGION

The study revealed the relevance of the issue of cooperation between territorial communities in Ukraine. The purpose of the study is to characterize the current state of development of cooperation between territorial communities in the Poltava region of Ukraine, to identify weak points and problematic aspects, and to substantiate directions for the activation of intermunicipal cooperation. The number of agreements and the number of cooperation partners of territorial communities within one cooperation agreement were analyzed. The activity of territorial communities regarding the conclusion of cooperation agreements by functional directions (spheres) of cooperation is characterized. Information on the number of cooperation agreements of territorial communities of the region in the spatial aspect is presented. The duration of inter-municipal cooperation of communities has been determined. A description of the activities of territorial communities in relation to participation in the regional project competition, in particular in the part of using the instrument of inter-municipal cooperation, is given. The structure of inter-municipal cooperation of territorial communities of Poltava region by spheres of cooperation is given. The applied value of the research results is that the problem areas and obstacles of inter-municipal cooperation of communities in the region have been identified, which is a strong informational and analytical basis for the development of a more effective regional policy of activation and effectiveness of cooperation of territorial communities. The scientific novelty of the research results is that the methodology for analyzing the scope and quality of inter-municipal cooperation of territorial communities of the region has been further developed.

Research of problematic issues of agricultural cooperation in agro-industrial complex of Kazakhstan and Almaty region

Aim – analysis of the current state and identification of the main reasons hindering the development of cooperation of small businesses in agro-industrial complex of Kazakhstan based on the example of Almaty region. It is important to unite the efforts of agricultural producers to protect their interests, share land, machinery, equipment and provide basic production means. Methods – analytical, economic-statistical, monographic, calculation-constructive. Results – assessment of the current state of agricultural cooperatives in the republic and Almaty region, their development trends was carried out. The dynamics of growth and reduction of their number in the context of the regions of the republic and districts of Almaty region is presented. Also the number of livestock, the volume of agricultural production are shown from 2017 to 2021. The main reasons hindering their development have been studied; potential opportunities and priority directions for strengthening agricultural cooperatives have been identified. Conclusions – on the basis of the obtained data, the solution of the existing problems of agriculture and agro-industrial complex as a whole is justified. Among the necessary measures, we include the unification of small peasant, private farms and households, which will contribute to the efficient use of land, production, labor and other agricultural resources. It is also important to develop infrastructure in the countryside, the system for promoting products "from the field to the counter". The special role of cooperating small forms of business lies in the prospects for increasing the incomes of the rural population, which is a priority of socio-economic policy of the state and one of the tasks of the National Project on Development of AIC RK for 2021-2025.

Moreover, the relevance of the research topic is because the commission of such crimes is characterized by the use of modern technical means and high-tech facilities of air and land transport, a high transcontinental level of organization and real support of many, including illegal, financial sources. The predicted result of such activities was a significant increase in the number of serious crimes of a transnational nature.
