Performance Analysis and Optimization Proposal Using Balanced Scorecard Framework for IT Outsourcing Company, PT IT Expert System

IT outsourcing companies enable businesses to delegate their IT functions, focusing on core activities, cost efficiency, and access to advanced expertise and technology. The success of these companies hinges on employee performance, influenced by factors like psychological well-being, work environment, and organizational culture. In Indonesia, the IT outsourcing industry is rapidly transforming due to increasing demand for digital solutions and technology experts. Companies strive to provide faster, more efficient services while being flexible and adaptable. The IT services market revenue in Indonesia is expected to grow from $4.89 billion in 2023 to $9.07 billion in 2028, driven by digital transformation, supportive government policies, and increased IT infrastructure investments. PT IT Expert System (PT IES), established in 2010, provides IT services like software development and IT outsourcing. Despite sector growth, PT IES’s financial performance has declined, with monthly revenue dropping from Rp. 220 million to Rp. 140 million, affecting liquidity and leading to debt for paying salaries. This financial strain is partly due to 46% of their IT professionals being idle and a lack of software development projects. The research aims to identify the main causes of PT IES’s business problems, determine an appropriate performance management system framework, and establish suitable Key Performance Indicators (KPIs). The root cause identified is the absence of a performance management system, leading to an ineffective appraisal system and poor decision-making. The Balanced Scorecard framework is recommended for PT IES, translating strategic objectives into measurable processes across four perspectives. This framework streamlines performance evaluation and forecasting. The Balanced Scorecard framework proposal includes 4 perspectives, 9 strategic themes, and 18 strategies with key objectives. These strategies are cascaded into 92 business strategies and objectives with 92 KPIs.

Analisis Kinerja Pelayanan Teknologi Informasi Menggunakan Framework Cobit 4.1 Pada Manajemen Pelayanan di PT.XYZ

This study aims to analyze the performance of Information Technology services in Service Management at PT. XYZ using the COBIT 4.1 Framework. Information Technology has a crucial role in supporting the company's business operations and strategies, therefore it is important to ensure that the performance of IT services meets the established standards. The research method used is a qualitative approach with data collection through observation, interviews, and document analysis. This research will evaluate key aspects of IT services, such as risk management, internal control, and performance measurement, using the COBIT 4.1 framework. The results of this study show that PT XYZ's IT service performance has been successful in some areas, but there is still room for improvement. One of the key findings is that risk management needs to be improved to effectively identify and manage potential risks that could disrupt IT operations. In addition, internal controls should be strengthened to ensure the security and reliability of information systems. The recommendations provided in this study include the implementation of specific measures to improve IT service performance. First, the company should develop a clearer and more detailed risk management policy, including procedures to mitigate identified risks. Second, internal controls should be strengthened through stricter control mechanisms and regular monitoring of system security. In addition, steps are needed to improve IT performance measurement, including the use of measurable and more systematic measures to evaluate the effectiveness and efficiency of IT services. The findings and recommendations of this research are expected to provide a deeper understanding of IT. PT. XYZ's service performance and practical improvements are needed to improve the effectiveness, efficiency and security of IT management. The implications of this research can assist companies in making strategic decisions regarding the right IT infrastructure investment and development to improve competitiveness and achieve long-term business goals.

Join Up or Stay Away? Coalition Formation for Critical IT Infrastructure

PRACTICE AND POLICY ABSTRACT We consider the formation of a coalition when districts invest in critical IT infrastructure that, if disrupted, can cause significant damage to security, the economy, public health, or safety. The benefits from these investments can spill over to other districts. Districts choose whether to participate in a coalition, and the coalition subsequently makes IT infrastructure investment decisions for those districts that join the coalition. These inside districts have superior interoperability in their spillovers relative to outside districts. We find that inside districts’ resource levels decrease with the size of the coalition, and this size depends on the coalition’s economies of scale and relative interoperability. Depending on these factors, any size coalition can be an equilibrium or socially optimal. In most cases, the socially optimal coalition size is larger than the equilibrium coalition. A subsidy or tax can incentivize the equilibrium coalition size and district investment levels to be socially optimal, providing a general solution to the provisioning of critical IT infrastructure. We use the European Union’s Digital COVID Certificate program providing vaccine status information and the U.S. Government’s Direct Project that supports the establishment of nationwide health information exchanges to illustrate elements of our model.

Evaluation of financial strength of joint venture commercial banks and domestic commercial banks in nepal: using camels framework

This study aims to compare the financial strength of joint venture and domestic commercial banks in Nepal using data from mid-July 2011/2012 to mid-July 2019/2020. The financial strength analysis is based on the CAMELS (capital adequacy, asset quality, management quality, earning performance, liquidity, and sensitivity to market risk) framework. A descriptive research design has been used. This paper finds that Nepalese joint venture banks are financially sound with higher asset quality, management quality, earning performance, and liquidity than Nepalese domestic banks. Nepalese joint venture banks can cash in on higher IT infrastructure or better investment culture from its foreign collaboration and thus perform better compared to domestic commercial banks.

A NATIONAL SNAPSHOT OF INFORMATION SHARING DURING CARE TRANSITIONS BETWEEN HOSPITALS AND SNFS

Abstract Prof. Adler-Milstein will present national survey results about skilled nursing facilities (SNFs) information sharing with referring hospitals. The survey, which garnered a 53% response rate, found significant gaps in information sharing. Of 471 hospital-SNF pairs, 64 (13.5%) reported excellent performance on 3 dimensions of information sharing (completeness, timeliness, and usability), whereas 141 (30.0%) were at or below the mean performance. Having a hospital clinician on site at the SNF was associated with more complete (odds ratio, 1.72; P = .03), timely (odds ratio, 1.76; P = .02), and usable (odds ratio, 1.64; P = .04) information sharing. Hospital accountable care organization participation was associated with more timely information sharing (odds ratio, 1.88; P = .02). Despite significant federal investment in hospital health IT infrastructure, we conclude that hospitals are not tailoring information sharing processes to ensure that SNFs receive timely, complete, and usable information.

Industry 4.0 and Lean Six Sigma Integration: A Systematic Review of Barriers and Enablers

In recent years, Industry 4.0 (I4.0) has been a recurrent theme in the literature on Lean Six Sigma (LSS), given the synergies that can arise from their combination. However, their joint implementation presents several challenges. In this article, a systematic literature review (SLR) of research on I4.0 and LSS integration was performed. This review involved five database platforms and included seventy-four articles providing state-of-the-art knowledge on the topic, focusing on the barriers to and enablers of integration. As a result, 20 integration barriers were identified, highlighting the high implementation cost, long learning curve, and technology incompatibility as the main barriers. Seventeen enablers were found to facilitate and guarantee implementation success, highlighting investment in IT infrastructure and employee training, stakeholder involvement, and top management support. In addition, the article discusses actions to facilitate I4.0 and LSS integration in practice, determined by connecting the identified enablers to their corresponding barriers. Finally, the SLR identifies several avenues for future research.

Effects of digital marketing practices on performance of insurance sector

Digital marketing practices have had explosive growth in the past decade, especially in the insurance sector of developing countries. In particular, the internet has been instrumental in providing digital marketing services to customers from the insurance sector. The purpose of this study, therefore, is to assess the effect of digital marketing practices on the performance of the insurance sector. A desktop literature review was used for this purpose. Relevant seminal references and journal articles for the study were identified using Google Scholar. The inclusion criteria entailed papers that were not over ten years old. The study found that the use of digital marketing strategies has a positive effect on the insurance sector's performance. Profitability improved, market share grew, and they expanded their market share. Increased customer loyalty and access to new markets are benefits of internet marketing for insurance companies. According to the findings, insurance companies should make IT infrastructure investments and implement technology-enhanced processes. Employers require adequate training on the use of e-business platforms, as well as collaboration with providers of digital services to enable them to store and market their products and services online. Aside from using traditional marketing methods (such as direct mail), the study advises general insurance companies to be innovative by implementing new strategies, such as digital marketing, to gain a larger share of their target market. This is because strategies for digital marketing have a positive impact on the overall performance of the insurance industry.

Abstract 4105: External user testing of Biofidelity’s ASPYRE-Lung assay demonstrates breakthrough capabilities and ease of use

Abstract Introduction: While the FDA has approved over 20 targeted therapies for non-small cell lung cancer (NSCLC), less than half of patients in the US undergo comprehensive biomarker testing to determine if they would benefit from these agents. This gap in testing is compounded in ex-US and minority populations. There are multiple barriers to access for biomarker testing, many of which stem from the complexity and high costs of current solutions, which limit testing to large, centralized laboratories. Alongside this, tissue requirements are high, turnaround times (TAT) for results typically take weeks, and reimbursement is uncertain. We demonstrate how ASPYRE can address these limitations by enabling ultra-sensitive biomarker testing using existing staff and widely available instrumentation. The technology is based on four enzyme steps (Silva et al 2020), the last of which is monitored on a real-time PCR instrument. ASPYRE-Lung targets 111 markers in 11 genes, including 77 DNA variants (substitutions and indels), and 34 RNA variants (fusions and exon skipping) across 24 wells, with a TAT of less than <4 hours from extracted nucleic acids to result. Experimental procedures: Four test sites were provided with ASPYRE reagents and contrived samples including Seracare ctDNA Mutation Mix v2 and a panel consisting of synthetic RNA oligonucleotides diluted in a background of normal lung RNA. The Seracare sample included variants in BRAF, EGFR, ERBB2, and KRAS at 0.25% variant allele fraction. The RNA sample included fusions in RET, ROS1 and NTRK1, with each fusion present at a mean of 6 copies in a background of 1 ng lung RNA. Operators from a range of educational backgrounds were provided a set of written Instructions for Use, with no additional training. Summary of data: The ASPYRE-Lung test was set up and performed at each test laboratory in as little as one day, using their existing real-time PCR instrument. The results demonstrated detection of the expected variants with consistent performance characteristics across the test sites and between users. Importantly, the sensitivity of detection was in line with, or superior to, the current gold standard. Conclusions: Biofidelity’s breakthrough ASPYRE technology enables a dramatic simplification of workflows, and the ultra-sensitive detection of actionable biomarkers using existing real-time PCR instruments. This work has demonstrated the ease with which independent laboratories can implement comprehensive multi-gene assays based on ASPYRE technology, utilizing their existing staff and infrastructure. This stands in stark contrast to alternative solutions, which typically require substantial investments in new instrumentation, skilled staff, IT infrastructure and bioinformatics. Taken together, ASPYRE promises to remove key barriers in cancer biomarker testing, enabling all patients to access the right treatment at the right time. Policy parameters for optimising hospital ePrescribing: An exploratory literature review of selected countries of the Organisation for Economic Co-operation and Development

ObjectiveElectronic prescribing systems offer considerable opportunities to enhance the safety, effectiveness and efficiency of prescribing and medicines management decisions but, despite considerable investments in health IT infrastructure and healthcare professional training, realising these benefits continues to prove challenging. How systems are customised and configured to achieve optimal functionality is an increasing focus for policymakers. We sought to develop an overview of the policy landscape currently supporting optimisation of hospital ePrescribing systems in economically developed countries with a view to deriving lessons for the United Kingdom (UK).MethodsWe conducted a review of research literature and policy documents pertaining to optimisation of ePrescribing within hospitals across Organisation for Economic Co-operation and Development (OECD) countries on Embase, Medline, National Institute for Health (NIH), Google Scholar databases from 2010 to 2020 and the websites of organisations with international and national health policy interests in digital health and ePrescribing. We designed a typology of policies targeting optimisation of ePrescribing systems that provides an overview of evidence relating to the level at which policy is set, the aims and the barriers encountered in enacting these policies.ResultsOur database searches retrieved 11 relevant articles and other web resources mainly from North America and Western Europe. We identified very few countries with a national level strategy for optimisation of ePrescribing in hospitals. There were hotspots of digital maturity in relation to ePrescribing at institutional, specialisation, regional and national levels in the US and Europe. We noted that such countries with digital maturity fostered innovations such as patient involvement.ConclusionsWe found that, whilst helpful to achieve certain aims, coordinated strategies within and across countries for optimisation of ePrescribing systems are rare, even in countries with well-established ePrescribing and digital health infrastructures. There is at present little policy focus on maximising the utility of ePrescribing systems.

Barriers to hospital electronic public health reporting and implications for the COVID-19 pandemic.

We sought to identify barriers to hospital reporting of electronic surveillance data to local, state, and federal public health agencies and the impact on areas projected to be overwhelmed by the COVID-19 pandemic. Using 2018 American Hospital Association data, we identified barriers to surveillance data reporting and combined this with data on the projected impact of the COVID-19 pandemic on hospital capacity at the hospital referral region level.Our results find the most common barrier was public health agencies lacked the capacity to electronically receive data, with 41.2% of all hospitals reporting it. We also identified 31 hospital referral regions in the top quartile of projected bed capacity needed for COVID-19 patients in which over half of hospitals in the area reported that the relevant public health agency was unable to receive electronic data.Public health agencies’ inability to receive electronic data is the most prominent hospital-reported barrier to effective syndromic surveillance. This reflects the policy commitment of investing in information technology for hospitals without a concomitant investment in IT infrastructure for state and local public health agencies.

Research IT maturity models for academic health centers: Early development and initial evaluation.

This paper proposes the creation and application of maturity models to guide institutional strategic investment in research informatics and information technology (research IT) and to provide the ability to measure readiness for clinical and research infrastructure as well as sustainability of expertise. Conducting effective and efficient research in health science increasingly relies upon robust research IT systems and capabilities. Academic health centers are increasing investments in health IT systems to address operational pressures, including rapidly growing data, technological advances, and increasing security and regulatory challenges associated with data access requirements. Current approaches for planning and investment in research IT infrastructure vary across institutions and lack comparable guidance for evaluating investments, resulting in inconsistent approaches to research IT implementation across peer academic health centers as well as uncertainty in linking research IT investments to institutional goals. Maturity models address these issues through coupling the assessment of current organizational state with readiness for deployment of potential research IT investment, which can inform leadership strategy. Pilot work in maturity model development has ranged from using them as a catalyst for engaging medical school IT leaders in planning at a single institution to developing initial maturity indices that have been applied and refined across peer medical schools.

Study on a collaborative platform for product development using cloud computing

In a more digital-oriented world, companies need to be present on all customer communication channels, including collaborative social media platforms, and provide them with quick information and responses. The companies should provide unitary work experiences by integrating collaborative applications into existing systems and processes. The ability to connect employees, partners, vendors and customers to deliver real-time information is the basis for differentiation in the competitive environment. The main purpose of our work is to study a cloud collaborative platform that comes to support the companies and generates results through predefined work patterns and processes that connect employees and the necessary business decision-making data. In our case, the secret is the technology that leads to the existence of applications that can be accessed “from the clouds”. Thanks to cloud computing, even small or medium-sized businesses that did not allow an investment in IT infrastructure or expensive software can have the most important technology in the world, just like multinational companies, but now at an insignificant cost. The medium and long-term challenge is related to integration between modules, and detailed integration with the production enterprise’s internal information systems, as well as presence and integration with social media networks to create products distribution opportunities, staff recruitment, and collaboration on the ideas development and sharing of shared resources in the enterprise. Due to the diversified services offered on demand as well as to the Cloud Computing multi-tenant aspects (multi-tenant is a principle in the software architecture in which a single program running on a server simultaneously serves multiple client organizations), the traditional forms of audit and evaluation are not applicable or can have incomplete results. In the context of migration to cloud, within our research, we have sought to underline the importance of interoperability principle in the context of the current production environment which allows a rapid migration from one configuration to another using a cloud computing method. The main results of collaborative platforms 3DEXPERIENCE on CLOUD are as following: reduction by almost 10% the time needed to conclude new contracts, with about 15% the time needed to access information in the interest of the service, and with about 15% the costs of training programs for new employees. The most important consequence of the paper is the use of a 3DEXPERIENCE on CLOUD platform, providing new ideas for innovative business.

Transforming information security governance in India (A SAP-LAP based case study of security, IT policy and e-governance)

Purpose Digital India, the flagship programme of Government of India (GoI) originated from National e-Governance Project (NeGP) in the year 2014. The programme has important aspect of information security and implementation of IT policy which supports e-Governance in a focused approach of Mission Mode. In this context, there is a need to assess situation of the programme which covers a study of initiatives and actions taken by various actor involved and processes which are responsible for overall e-Governance. Therefore, the purpose of this case study is to develop a Situation-Actor-Process (SAP), Learning-Action-Performance (LAP) based inquiry model to synthesize situation of information security governance, IT policy and overall e-Governance. Design/methodology/approach In this case study both systematic inquiry and matrices based SAP-LAP models are developed. Actors are classified who are found responsible and engaged in IT policy framing, infrastructure development and also in e-Governance implementation. Based on a synthesis of SAP components, various LAP elements were then synthesized then which further led to learning from the case study. Suitable actions and performance have also been highlighted, followed by a statement of the impact of the efficacy i.e. transformation of information security, policy and e-Governance on the Digital India programme. Findings On developing the SAP-LAP framework, it was found that actors like the Ministry of Electronics and Information Technology of the Govt. of India secures a higher rank in implementing various initiatives and central sector schemes to accelerate the agenda of e-Governance. Actions of other preferred actors include more investments in IT infrastructure, policy development and a mechanism to address cyber security threats for effective implementation of e-Governance. It was found that actors should be pro-active on enhancing technical skills, capacity building and imparting education related to ICT applications and e-Governance. Decision making should be based on the sustainable management practices of e-Governance projects implementation to manage change, policy making and the governmental process of the Indian administration and also to achieve Sustainable Development Goals by the Indian economy. Research limitations/implications The SAP-LAP synthesis is used to develop the case study. However, few other qualitative and quantitative multi criteria decision making approaches could also be explored for the development of IT security based e-Governance framework in the Indian context. Practical implications The synthesis of SAP leads to LAP components which can bridge the gaps between information security, IT policy governance and e-Governance process. Based on the learning from the Situation, it is said that the case study can provide decision making support and has impact on the e-Governance process i.e. may enhance awareness about e-services available to the general public. Such work is required to assess the transparency and accountability on the Government. Social implications Learning based on the SAP-LAP framework could provide decision making support to the administrators, policy makers and IT sector stakeholders. Thus, the case study would further help in addressing the research gaps, accelerating e-Governance initiatives and in capturing cyber threats. Originality/value The SAP-LAP model is found as an intuitive approach to analyze the present status of information security governance, IT policy and e-Governance in India in a single unitary model.

Agility and Cloud Computing: Key Enablers for Knowledge Management Systems Implementation in Algerian Small to Medium-Sized Organisations

The implementation of knowledge management systems (KMS) necessitates an important investment in human resources and IT infrastructure. Most of small to medium-sized organisations (SMOs), especially from emerging markets countries, cannot afford the implementation of this kind of systems traditionally reserved to resourceful organisations. On the other hand, the last decade has known an increasing interest in the domains of agility and cloud computing. The main contribution of this paper is to present through two case studies, how two Algerian SMOs have leveraged agility and/or cloud computing to implement KMS. The main findings of a qualitative data collection process are that: 1) SMOs are attracted by the facts that the agile-based method require fewer human resources; 2) after an obvious reluctance, SMOs consider that cloud-based externalised infrastructure are not only interesting at the financial level but also, at the administrative level.

Enterprises seek for possibilities to limit the costs and for areas that stimulate the level of innovation. Both of these aspects can be effectively supported by application of cloud computing, without a simultaneous need to make a choice of a trade-off type. The aim of the article is to prove that cloud computing provides entrepreneurs with the possibility to limit the costs and at the same time to support their activities related to the selected direction of innovation development. It has both a direct influence on the level and structure of costs in the enterprise, as well as an indirect influence, e.g. related to shortening the time for introduction of new solutions to the market, making decisions or limiting the costs of projects.

클라우드 컴퓨팅 환경에서 자원의 사용률을 이용한 소비전력 예측 방안

최근 클라우드 컴퓨팅 기술이 발전함에 따라, 언제 어디서나 스마트 폰이나 컴퓨터로 접속하여 업무를 처리할 수 있다. 또한 IT 인프라를 구축하기 위한 초기투자비용과 유지보수에 대한 부담을 줄이는 방안으로 적합하다고 여겨지면서 클라우드 컴퓨팅은 발전하였다. 클라우드 컴퓨팅의 수요가 급격하게 늘어남에 따라, 데이터센터의 환경을 유지하기 위해 소비되는 전력에 관한 문제가 발생하였다. 이 문제를 해결하기 위해서는 먼저 소비전력을 측정할 수 있어야 한다. 비록 전력측정기를 이용하여 소비전력을 측정하는 것은 정확한 소비전력을 얻을 수 있지만, 추가비용이 발생한다. 따라서 본 논문에서는 전력측정기에 의존하지 않고 소비전력을 예측하는 방안을 제시한다. 제시한 방안의 정확성을 입증하기 위해 클라우드 컴퓨팅 환경에서 CPU와 Hard disk 테스트를 실시하였다. 테스트가 진행되는 동안, 제안한 방안과 전력측정기에 의해 예측 값과 실제 값을 얻고. 오차율을 계산하였다. 그 결과 CPU 테스트에서 예측 값과 실제 값의 차이는 약 4.22%이고, Hard disk 테스트에서는 약 8.51%을 보였다. As demand about cloud computing has risen sharply, problems of power consumption are occurred to maintain the environment of data center. To solve the problem, first of all, power consumption has been measured. Although using power meter to measure power consumption obtain accurate power consumption, extra cost is incurred. Thus, we propose prediction method about power consumption without power meter. To proving accuracy about proposed method, we perform CPU and Hard disk test on cloud computing environment. During the tests, we obtain both predictive value by proposed method and actual value by power meter, and we calculate error rate. As a result, error rate of predictive value and actual value shows about 4.22% in CPU test and about 8.51% in Hard disk test.

Examining the perception of Iranian organizations on Internet of Things solutions and applications

Purpose – The purpose of this paper is to explore the perception of Iranian experts and executive managers of sample organizations on the benefits and barriers of Internet of Things (IoT) solutions implementation. Based on the context of Iran using descriptive analysis. Design/methodology/approach – Based on the review of the related literature and websites, benefits and barriers of successful implementation to IoTs solutions were identified. Through a self-administered questionnaire which was collected from 67 Iranian organizations the ranking and importance of benefits and barriers of IoTs solutions implementation were determined based on the perception of the experts of the surveyed organizations. Findings – Analysis of data and the obtained results reveals that “improved customer experience” and “Supply chain optimization and responsiveness” are the most important benefits that the survey organizations expect to reap as a result of IoTs solutions implementation. Also “Integration challenges” and “cannot find right suppliers” were ranked as the most challenging barriers to IoTs solutions implementation. Research limitations/implications – The findings and conclusions drawn from this research are representative of the Iranian context only. So, caution needs to be exercised in generalizing the results. Practical implications – The top management of Iranian organizations and also, policy makers of the country should be aware that IoTs solutions are being deployed rapidly throughout the globe. Therefore, it is necessary to increase investment in IT infrastructure and also by holding various training for employees and experts of Iranian organizations, and setting various IoT majors in the country’s universities and vocational schools, efforts should be made to accelerate the deployment of IoTs solutions to keep pace with leading companies in the world. Originality/value – As IoTs is rather a new phenomenon in the Iranian industries this study has the potential to enhance the understanding of IoTs solutions and applications, benefits and barriers amongst researches and practitioners in the context of Iran. Also policymakers of the country could take advantage of the findings of this study toward a successful implementation of IoTs solutions and applications.
