Creative industries: visualization of communications and aestheticization of media forms

The improvement of innovative technologies has a direct impact on the social space and media market, forcing media producers to update and increase their competences and skills in line with the requirements of the digital age. This is due to the emergence of new professions in media content production, as well as to the recognition of the growing creative and economic potential of creative industries. The aim of the research is to show the relationship between the media industry and the creative industries in the context of their humanitarian contribution to the development of the digital future. The method of selective reading and commenting on sources from different sciences - philosophy, psychology, culturology, semiotics, art history, media communication studies - is used. It is revealed that the introduction of IT-technologies in media production and the adaptation of media in the digital economy make it necessary to revise approaches to the study of humanities and develop a theory of media taking into account the application of interdisciplinary knowledge. It is also concluded that visualisation through the actualisation of imagination is important. In the information environment, the need for visualisation of communications and aestheticisation of modern media forms related to the cultural and historical horizon of the digital age is now prevailing. These aspects are also substantiated, emphasising the importance of the role of creative industries in the digital future, their economic and humanitarian components, which allow society to be imbued with the axiological paradigm of the new reality.

The problem of reducing losses of electric energy during transmission and distribution through electric networks is one of the key tasks for most electric grid companies in Russia. The task of developing remote control technologies has actually been set by the Government to all subjects of the electric power industry in the regions of Russia. The article discusses the issues of the introduction of IT technologies as measures to reduce the loss of electrical energy during its transmission over networks. Proposals have been developed on the organizational, investment and economic components of creating electric systems with an intelligent network in our country.

Risks of IT technology adoption

Automation of technological processes and digitalisation of various spheres of the economy are among the key management tasks. The main threats and risks to development include cross-border threats and illegal use of information and telecommunication technologies, including computer attacks on the information infrastructure and means of communication. The primary task in solving problems of cyber security is introduction of domestic technologies and software products. In this article, we consider the risks of adopting new IT-technologies. Initially, the risks at each stage of project implementation and introduction of IT-technologies were identified, then the methodology of risk assessment was applied based on the determination of risk probability and degree of negative consequences realization (losses for the organization). Each risk was assessed taking into account two items. The first is the probability of risk occurrence. The second is the danger of risk or adverse consequences (losses) which arise at the organisation in case of its realisation. To determine the degree of risk of risks, 4 priority groups were allocated, the weighting values of the groups, and the risks were calculated. Subsequently, each risk was assessed and the risks of implementing new IT technologies were ranked. The research showed that the main risks of IT implementation include innovation risks, information security risks, risks connected with decrease of productivity and capacity of information systems, with changes in the project budget, miscalculations in selection of techniques, equipment, its installation, insufficient qualification of executors. The grouping of risks by stage of their occurrence showed that the risks increase and have the highest aggregate assessment at the stage of operation. Risks are managed throughout the life of the project, but the ability to manage risk decreases as the project progresses towards completion. Identifying, assessing and ranking risks is the basis for developing an effective risk management system

NEOPROTECTIONISM IN WORLD AGRARIAN POLICY: IMPACT ON THE UKRAINIAN AGRICULTURAL SECTOR

The main stages of development of neoprotectionism are considered in the article,the basic methods and mechanisms of protection of national interests in agrarian policy ofdifferent countries of the world are analyzed. The consequences of the world policy of neo –protectionism on the development of the agrarian branch of Ukraine are studied. In general,the article examines the formation of modern models of economic development based onneoprotectionism. As international experience shows, the use of neo-protectionist measuresto protect domestic producers and conquer new markets, they have both positive and negativeeffects, it all depends on the term of their application.The aim of the study is to identify current trends in neo-protectionism in worldagricultural policy. Theoretical and methodological basis of the study were economic theoriesof protectionist doctrine, theories of state regulation of the economy, the work of domesticand foreign economists on economic policy and state regulation of economic processes,management of foreign economic activity aimed at restoring the country's foreign tradebalance. The following methods were used in the research process: historical, abstract-logical,comparison, methods of economic analysis.The agricultural sector is a guarantor of food security of the country, as well as adriving force for innovation in production processes. The agricultural sector in terms ofthe introduction of new technologies and innovations is quite developed, this applies toboth technological innovation and the introduction of IT technologies in management andanalytics, etc. Thus, support for agricultural production not only guarantees their own foodsecurity, but also gives impetus to the development of other sectors of the economy, which inturn increase the productivity of agricultural production and its competitiveness. Therefore,the developed countries of the world build their agrarian policy, first of all, focusing on theirown producer, protection of national interests and natural resources, as well as, the conquestof world markets.Analysis of the development of agrarian policy in different countries shows that theprotection of national interests at the beginning of the most developed economies of the worldand was the prerequisite that enabled the economic growth of these countries. Thus, developingcountries, including Ukraine, must pursue a policy of neo-protectionism in order to stabilizetheir economies, become competitive, and give impetus to its growth. And this, in the beginning,is impossible without state support and protection. After all, the sometimes aggressive policyof the already developed countries of the world does not allow the formation of its ownproduction, which needs time to increase the pace of development. This requires a national andinternational policy in which preferences will initially be given to Ukrainian producers, thisrequires the use of regulatory mechanisms, under which only national producers can participatein public procurement, and through diplomatic and trade-industrial representations to promotetheir own manufacturer, and open world markets for Ukrainian producers. Especially during the war, food security issues are very important for Ukraine, so theagricultural sector of the economy needs significant support to provide food for its own citizensand countries that are dependent on Ukrainian agricultural products. Thus, the threat loomed notonly over Ukraine, but also over the world, regarding a possible famine. Thus, the protection andsecurity of the national producer is an important component of ensuring international food security.

Digital Development of Russian Regions

Digitalization of various regions of Russia is developing unevenly. The authors trace some trends and directions of the digital development of the subjects of the Russian Federation on the basis of studies conducted by various structures to assess the level of development of e-government, information society, end-to-end technologies, etc. A comparison of the positions of eight subjects of the Russian Federation in various ratings in the period from 2012 to 2021. Certain strategies for the introduction of IT technologies in the regions are described - strategies of leaders who offer best practices, expanding the range of IT technology implementation in all spheres of life; the second group chooses one or two directions in order to achieve uniqueness in them, to become a driver of digitalization of a specific sphere, the introduction of a specific service; the third group fulfills the requirements and installations of federal authorities, without being able to additionally finance developments in the IT field. The results of the study allowed us to formulate some conclusions concerning the increase in the indicators of the subjects of the Russian Federation in the overall rating of digitalization of the country’s regions.

The article is devoted to the development of directions for ensuring the sustainability of public catering enterprises in conditions of falling demand. The analysis of the catering market in Russia is carried out, its main trends are revealed, the problems of ensuring the sustainability of enterprises in the market are disclosed. The factors determining the development of demand in the market are highlighted. The directions of development of enterprises are proposed, the main of which are the transition to new formats of service provision, reduction of service delivery time, providing customers with healthy nutrition, active introduction of IT technologies, development of franchising.

ЦИФРОВАЯ ЭКОНОМИКА КАК ИНСТРУМЕНТ СОВРЕМЕННЫХ IT-РЕШЕНИЙ В ЭКОНОМИКЕ И БИЗНЕСЕ

The integration of the modern economy into the global system of trade and economic relations requires the introduction of the latest technological developments in industrial production. It is the introduction of IT solutions into the economy and business that makes it possible to compete in the global market. The development of the IT industry on a national scale is a criterion for the competitiveness of goods and the country as a whole. Moreover, economic growth without the introduction of information technology becomes almost impossible. The Russian society and the country's leadership rely on the introduction of IT technologies into business and the development of IT solutions by the scientific community. Such a tandem should, according to the country's leadership, become the key to the successful implementation of IT solutions in the economy.

SUBSTANTIATION OF THE ECONOMIC FEASIBILITY OF USING AN INNOVATIVE METHOD OF CHESS EDUCATION - OPENING AN ONLINE CHESS SCHOOL

Objective. The objective of the present study if to justify the economic feasibility of opening online chess schools in Ukraine. Methods. In the course of the conducted research, a set of scientific methods was used: methods of scientific generalization and comparison, graphical and tabular methods, methods of building hierarchies (to develop the WBS-structure and OBS-structure of the future online chess school), SWOT analysis (to determine the strengths and weaknesses of the chess online schools), methods of network modeling and planning (for planning operations in time for the opening of an online chess school), methods of evaluating the economic efficiency of projects and methods of constructing the break-even point. Results. Theoretical and practical aspects of the development and introduction of IT technologies in education are considered. The concept of informatization of education and the main directions of its development have been studied, in particular, the assessment of the regulatory and legal framework in Ukraine for the provision of online educational services, the formation of the information culture of schoolchildren and students, and the training of pedagogical staff based on the use of IT technologies has been carried out. The project of an online chess school for children and adults has been developed as an innovative method of teaching chess. On the basis of the conducted SWOT analysis, strengths and weaknesses, as well as opportunities and threats of the project were determined, OBS-, WBS-structures and the matrix of project responsibilities were developed. The list of necessary works for the creation of an online chess school was defined, the calendar plan of the project was built with the help of a network schedule, and the time reserve for the project was calculated. The economic efficiency of the project has been proven by calculating its main financial performance indicators, including net present value. The break-even point of the project was determined and constructed. Reasonable necessary steps for conducting an advertising campaign to promote an online chess school.

ГЕНЕЗИС СУДОВОЇ ЕКОНОМІЧНОЇ ЕКСПЕРТИЗИ

The purpose of the study is to reconstruct the main stages of the genesis of forensic economic expertise and determine the future prospects of its development. To achieve the goal, two tasks have been allocated. The first task is the definition of scientists and their concept of the development of forensic expertise in the economy during the historical period of its establishment. The second task concerns the classification of types of forensic economic expertise in different periods of time and the analysis of the argumentation of its development according to the main stages. In the article, the author analyzed the relationship between forensic expertise and the development of accounting. It was established that the first stage of its appearance as a separate type of activity is the period of expertise, which is essentially related to the control function and has the features of an audit. It has been established that scientists associate the second stage (seventeenth century) with the period of creation of special institutes of expert accountants, whose specialists conducted expertise at the request of judicial authorities. The third stage of the development of forensic expertise is characterized by researchers with the processes of distinguishing audit methods and methods of forensic accounting expertise in practice. The results of the reasoned testimony of scientists made it possible to form the fourth stage of the genesis of forensic expertise, when it became an organizationally independent branch of knowledge and was provided with methodological developments for the work of forensic experts. The scientific result of the study represents the establishment of the prerequisites for the further transformation of forensic economic expertise taking into account the global digitalization of the economy and the beginning of the fifth stage of the development of forensic economic expertise. The author provided the characteristics of modern economic relationships based on digital technologies, which will significantly affect the methodical support of the expertise for judicial proceedings. The author attributes to such features: the introduction of IT technologies as an intermediary between the provider and the consumer of services, the modification of documentary confirmation of the facts of economic transactions to virtual transactions with database archives regarding their implementation in cloud technologies. The author made a conclusion about the emergence of new objects of forensic economic expertise. They represent economic products, resources and factors determined by digitized relations. The new circumstances of economic relations in the IT economic environment and objects of forensic economic expertise will become part of the methodological guidelines, according to which the forensic experts will be able to perform expertise. The abovementioned represents the practical significance of the obtained results and the direction of further scientific research. The article deals with the issues of innovative development of passenger transport through the introduction of IT technologies; intelligent transport systems in major cities of the world; the functions of the state in the creation and operation of intelligent transport systems. The article analyzes the legal framework of the Republic of Belarus, the state of information technologies in transport, and the need for their integration. A number of practical steps aimed at creating an intelligent transport system in Minsk are proposed.

DELEGATED CASH CIRCULATION MODEL: EFFICIENCY OF AUTHORIZED BANKS

Despite the intensive introduction of IT technologies in the banking sector, resulting in the intensive development of non-cash payments, even with the constant increase in non-cash payments, the money supply outside banks is constantly increasing, thus the problem of ensuring quantity and quality of cash. Until 2016, the responsibility for ensuring the quality of cash in circulation and its exchangeability was assigned to the National Bank of Ukraine, one of the functions of which is to ensure the state monetary policy. In search of an effective policy in the organization of cash circulation, the Board of the National Bank of Ukraine in 2016 initiated the transition to a delegated model of cash circulation, which involves participation in cash circulation directly by the National Bank and authorized banks and SIT companies under the rules and under its control. The author of the article analyzes the results of implementation of the delegated model of cash circulation strategy in issues of cash quality assurance, its sufficiency outside banks, completeness of authorized banks’ functions in securing applications of commercial banks for reinforcement and acceptance of cash surpluses, sufficiency of developed measures. In researching the topic, the author concluded that there is currently a risk of losing control over the quality of cash in circulation, as well as providing cash in the required amount at the request of commercial banks due to imperfect relations between the regulator and authorized banks and technical and organizational unpreparedness. parties of authorized banks. According to the author, one of the reasons for the slow transition to the delegated model of cash circulation is that it is profitable for authorized banks to work for themselves, using the reserves of the National Bank. The solution of this problem by the National Bank is possible by making certain adjustments to the regulatory documentation.

Substantiation of innovation-oriented development strategy of agricultural enterprises for milk production

The article is devoted to the strategies of innovation-oriented development of agricultural enterprises for milk production taking into account the variability of the external and internal environment of their operation. It is proved that the definition of prospects for the development of dairy farming should be based on a strategic approach that allows the most adequate way to respond to the challenges of a dynamic changing environment. It is established that the development of dairy farming can be attributed to the fourth technological way, which provides full mechanization of production processes, but due to its specificity it develops on the basis of a combination of different technological ways: intensive-technocratic, natural-innovative and natural. The results of the analysis of the development of dairy farming are contradictory, because, on the one hand - the natural indicators of production efficiency are increasing, and on the other - the prerequisites for the creation of internal reserves of expanded reproduction are absent. It is calculated that despite the existing positive trends (growth of cow productivity, milk sales prices), the dynamics of the increase in production costs, which occur against the background of declining cattle, including cows, offsets positive changes in economic performance of the industry and agricultural producers. It is argued that the effective development of agricultural enterprises for milk production in the near strategic perspective is possible only if the negative trends are overcome. The constituent elements of the strategy of innovation-oriented development of dairy farming have been developed, which provides for technical and technological renewal of the production potential of agricultural enterprises and the introduction of IT technologies in the management system. Strategic models of dairy cattle breeding development are substantiated: preservation of existing development tendencies, which will be dominated by milk and beef production in private farms with preservation of extensive type of management; priority of milk farms development; priority is the development of large innovation-oriented agricultural enterprises with simultaneous state stimulation of the cooperative form of milk production by farmers and private farms. The components of the innovation-oriented strategy of dairy farming development are systematized, which envisages strengthening the fodder base, increasing the level of animal feeding, introducing complex mechanization and automation of production processes and transferring the industry to the latest technologies, using high-yielding, specialized livestock breeds. wages. PROBLEM OF MEDICAL STUDENTS WHICH PREVENT FORMING A HEALTHY LIFESTYLE

Background: The study of the problems of forming a healthy lifestyle is due to the increase and change in the nature of loads on students in connection with: -the introduction of new educational programs that require a large proportion of students ' self-training; -emotional pressure - the case of a pandemic causes fear and limits the communication of students; many students do not live in a family, work part-time; -increasing risks of man-made nature (worldwide digitalization, introduction of IT technologies); These loads provoke negative changes in the state of health of students. Purpose: 1) Identify the main factors that prevent the formation of a healthy lifestyle of medical students. 2) Suggest optimal ways to solve stressful situations that prevent the formation of a healthy lifestyle for medical students.

The pandemic has become the reason for structural reforms as well as for discussing many issues by the expert community. In this regard, the Gaidar Forum – 2021 became the very platform where experts in various fields of knowledge could meet. Specialists discussed such issues as sustainable development problems, the innovative focus of development, the introduction of IT technologies, restructuring of national economies, new business models, etc. Most of the questions, one way or another, concern the problem of the evolution of the living environment. These are the questions that were presented by the experts of the “Building together” discussion platform. Analyzing the results of the construction complex, which ensures the implementation of the national project “Housing and the Urban Environment”, made it possible to identify the nature of further measures taken by the Government of the Russian Federation in order to create a competitive living environment. Experts systematized the prospects for business models of investment and construction activities involved in the development of territories, identified new tools for enhancing investment activity, and focused the attention of the authorities on information and communication technologies used in modeling the living environment.

Forming of Innovative Resources in the Context of Ensuring Sustainable Development of Regions

The problem of the formation of innovative resources in the context of sustainable development of the Russian Federation regions is an actual area of research, since the scientific discussion has determined that it is advisable to include innovative and institutional factors in the sustainable development triad. USE OF INFORMATION TECHNOLOGIES IN STUDYING PHRASEOLOGY IN THE COURSE OF UKRAINIAN AS A FOREIGN LANGUAGE

Teaching Ukrainian as a foreign language requires a competent combination of traditional forms of learning and the possibilities of IT technologies. This study has been conducted to evaluate the effectiveness of IT technologies introduction in the educational process during the study of Ukrainian phraseology by foreign students. Authors conducted an experiment, which involved the introduction of IT technologies in the process of gradual study of phraseology at the lessons of Ukrainian as a foreign language during the academic year. 20 foreign students of the 3rd year participated in the experiment, from whom an experimental and control group of 10 students each was formed. Pre- and post-experimental tests to compare academic achievements, pre- and post-experimental surveys, informal interviews, observations of participants in the learning process were used as a means of data collection. The authors provided a system of tasks using Internet communications, computer presentations, online dictionaries, elements of the blended learning system for each stage of working with phraseological units. The obtained results confirmed the hypothesis: the use of IT technologies in the study of phraseologisms by foreign students increases their motivation for learning, and, as a consequence, improves learning performance. Indicators of academic achievement of the experimental group exceeded the starting level, while the control group noted a decrease in the indicators of academic achievement. Prospective directions for further research may be related to theoretical generalisations in the field of methodology of teaching Ukrainian as a foreign language, as well as to the development and implementation of modern complex methods using IT technologies.

Formulation of the problem. A distinctive feature of the modern stage of digital modernization of ships is the structural changes in the organization of their work, caused by the introduction of IT-technologies. Digital technologies cause a regulatory impact on the organizational aspects of the courts, which actualizes the problem of finding new forms of their work. Purpose of work: from the point of view of achieving the expected benefits of introducing a variety of digital technologies in the courts, the long-term areas of work, as well as identifying potential risks associated with their use, justify new approaches to the organization of the courts during their digitalization. Methods. The methodological base consists of traditional techniques and methods of scientific knowledge, including empirical research methods, which allowed the author to formulate proposals for testing new ideas on the basis of experimental sites – pilot courts. Results, brief conclusions. The use of communicative technologies in the courts does not lead to access to justice for all, which makes the courts obligated to provide specific assistance to persons without technical skills, as well as to create a variety of organizational forms of assistance to citizens applying to the court that would meet their needs for a fair hearing and reduced the risks of anonymity in litigation. Among these forms of assistance to citizens are: front-office models for organizing the reception of citizens, dispute resolution procedures online and in the courthouse, where appropriate premises are provided for this. To test digital technologies, as well as eliminate potential risks associated with their implementation, it is proposed to use the concept of «pilot» courts on the basis of which to develop systems for assessing and measuring the judicial burden in courts, as well as new forms of organization of court work (forms assistance to citizens), given the features of the judicial work of city and rural courts, military and arbitration courts.

Risk-based approach in “personnel-machinery-production environment” system at the facilities running tower cranes

Introduction. The paper discusses the applicability of a riskbased approach in the “personnel-machinery-production environment” system at the facilities running tower cranes through the introduction of IT-technologies that provide open communication of the staff, management team of the operating organizations, and the National Supervisory Authority, to reduce the accident rate. Materials and Methods. An example of a hazardous production facility running tower cranes is given. Materials on the analysis of operational status of tower cranes within the framework of the current legislation in the field of industrial safety are used. The necessity for innovations and transformations, one of whose methods is the risk-based approach allowing for the implementation of all required levels of control, is identified.Research Results. The stages of introduction of the riskoriented approach for tower crane operators implemented through IT-technologies using Web-applications on safety management under the tower crane operation based on the hazard analysis and risk assessment in gamut, algorithmically associated with the electronic block key of its local security system, are determined.Discussion and Conclusions. The application of a risk-based approach in the “personnel-machinery-production environment” system at the facilities running tower cranes through the introduction of IT-technologies will ensure the proper operation of all departments and each participant of the operation, as well as provide Supervisory bodies with an opportunity to access information on the operation for the implementation of control and supervision functions remotely.

The influence of information technology on the development of medicine

The review of mobile devices and wireless technologies used today in medicine developed countries in two main areas: treatment and care for patients and maintaining a healthy lifestyle. Tendencies of the further development of mobile technologies in medicine are indicated. The role of artificial intelligence in the treatment of patients at the present stage and in the future is shown. Problems that inhibit the further development of artificial intelligence in medicine are identified. It is indicated that mobile health technologies can be applied to the aging part of the world's population to solve the problems associated with raising the retirement age. The directions of modern telemedicine are described as one of the ways to solve the issue of increasing life expectancy. Particular attention is paid to 3D printing of human organs with the help of a bioprinter. New professions are listed at the intersection of medicine and computer technologies, which should appear in the future for the introduction of IT technologies into traditional medicine. The main directions of future medicine development are outlined.
