THE INTRODUCTION OF ARTIFICIAL INTELLIGENCE TECHNOLOGY IN LAWMAKING: MODERN CHALLENGES, RISKS AND PROSPECTS

This article explores the possibilities of using the potential of artificial intelligence in the process of preparing laws. Based on the study of the works of foreign researchers, the semantic nuances of the concept of artificial intelligence are revealed. The author's attention is also focused on studying the features of the introduction of artificial intelligence technology into the activities of subjects of the legislative process in various countries. It is proved that this technology can increase the efficiency of law-making activities, since it allows it to be significantly automated and simplified. The article pays special attention to innovative areas of development of legislative activity, which are dictated by the challenges facing the legal systems of modern states. Today, the high intensity of social processes and the dynamism of public relations necessitates the timely response of subjects of the legislative process, including through the use of digital technologies. Artificial intelligence can play a big role in identifying changes in the needs of society and processing the relevant information array, which puts on the agenda the question of its effective legal regulation. The consolidation of norms related to artificial intelligence will help ensure transparency of all stages of the legislative process, make the text of laws more structured, and eliminate contradictions and errors. The special importance of the introduction of this technology lies in minimizing risks and the subjective factor in the development of draft laws. Consequently, the trend of the development of the use of the latest technologies to automate the work of the legal system of Kazakhstan, as well as the potential prospects for the introduction of artificial intelligence into lawmaking activities, is considered. The article covers the positive and negative risks of introducing artificial intelligence into lawmaking.

Методология оценки ИИ-зрелости финансовой организации на примере банковских организаций в Российской Федерации

The article is devoted to the issues of conducting a competent assessment of the readiness of a financial institution to implement artificial intelligence. The paper describes the term "artificial intelligence", identifies the role of the phenomenon in the work of banking organizations, defines the directions of application of the tool for optimizing the organization's activities, examines the main limitations and factors affecting the availability of advanced technologies in the established conditions. The analysis of foreign and domestic experience in assessing the maturity of organizations is carried out. Methodological tools of the research: analysis of statistical sources of information. As the study showed, the introduction of artificial intelligence technology becomes a necessary attribute in the work of financial organizations, and the availability of competent implementation affects the quality of the product and the competitiveness of the company. It is concluded that an important task of the state is to assist organizations from a legislative point of view.

AI Readiness Level in Public Administration: Case of the Russian Federation

The study explores approaches to the analysis of measurable indicators of artificial intelligence and its use in the system of sectoral public administration. As a part of the research the author developed the methodological basis for assessing the likelihood of the emergence of artificial intelligence. The research proposed analysis of the external base, technology, statistical reliability, education, labor market, citizens’ perspectives and development of the index of readiness for the emergence of artificial intelligence in sectoral public administration. The author carried out analysis of state functions and tasks for the introduction of artificial intelligence technologies, monitoring of measurable results of the introduction of artificial intelligence, analysis of government programs and cases of digital transformation based on AI technologies. It is shown, that currently, when using artificial intelligence solutions in the public sector, only individual problem blocks are mainly analyzed. The author states that a comprehensive index and a comprehensive risk analysis are not available both in Russia and abroad. The developed approaches to readiness assessment would help to reduce the costs of public administration and the risks of mistakes in the implementation of AI technologies.

A Study of the Assistive Nature of Artificial Intelligence Technology for Japanese Translation and Interpretation

Abstract Traditional Japanese translation methods have certain disadvantages, and the introduction of artificial intelligence technology into them can enhance the effect of Japanese interpretation and translation. In this paper, the Japanese language data of Twitter and Facebook are used as the basis to construct a Japanese language interpretation and translation corpus, and the GPT-2 model is constructed on the basis of Transformer for Japanese text translation. To optimize the Seq2Seq model for Japanese speech interpretation, the Attention mechanism is introduced to establish a Japanese speech translation model. A Japanese oral and written corpus was used to analyze the validity of the methods mentioned above. The results show that the class/form ratio in the Japanese oral/translated corpus fluctuates between [0.1231, 0.1448], but the survival rate of borrowed words under the scientific category reaches the highest of 54.14%, and the average number of occurrences of each word is between [4.35, 4.95]. Japanese verbal and translated texts had an average sentence length of 40 hours, and their translation accuracy was approximately 74.16%. The quality of translation can be effectively improved, and cultural exchange between China and Japan can be enhanced by integrating AI technology with Japanese interpretation and translation.

ПРИМЕНЕНИЕ ТЕХНОЛОГИЙ ИСКУССТВЕННОГО ИНТЕЛЛЕКТА ДЛЯ ПРОВЕДЕНИЯ ЭКСПЕРТИЗЫ И АНАЛИЗА ФИНАНСОВОЙ ОТЧЕТНОСТИ ОРГАНИЗАЦИЙ

The article considers the prerequisites for the implementation of innovative technologies for the introduction of artificial intelligence in the process of conducting expertise and analysis of financial statements of Russian organizations. The accumulated foreign and domestic experience in the implementation of this issue is considered. The analysis of the investment component in the development of artificial intelligence systems in Russia is carried out on the basis of estimated indicators of published scientific papers. The description of the positive and negative sides of the introduction of artificial intelligence technologies in the examination of financial statements is given. The processes that should become the basis for the successful and effective implementation of artificial intelligence in the examination of financial statements of organizations are formulated.

The impact of artificial intelligence on Ukrainian medicine: benefits and challenges for the future

The worldwide trend of digitisation across all aspects of society necessitates a fresh approach to the management system in the healthcare sector of Ukraine. The use of artificial intelligence (AI) tools in medicine opens up opportunities for transforming the healthcare sector by creating an effective and personalised approach to medical services. Aims: The purpose of the study was a comprehensive analysis of the current role of artificial intelligence in Ukrainian medicine and the projected future impact of its development. Methodology: The work was completed by utilising several common scientific methods of cognition: logical and structural analysis, abstraction, comparison, induction, and deduction, as well as concretisation and formalisation. Results The benefits resulting from the active implementation of artificial intelligence technologies in medicine were analysed and evaluated in the article. The risks that will accompany the further rooting of AI in medical information systems were identified and a number of appropriate preventive measures were proposed. The experience of developed countries in the transformation of medicine through the use of artificial intelligence capabilities was studied. The feasibility and prospects of using AI technologies in various areas of healthcare were analysed. A number of tools and technologies were proposed to ensure an adequate level of security and protection of personal information. Scientific Novelty: The principles for adapting the existing algorithms of the medical industry in Ukraine to meet the requirements of digitalisation have been formulated, the expediency of transformation in this area was substantiated. Conclusion: It was substantiated that the increasing utilisation of artificial intelligence enables the ability to produce precise and efficient decisions within intricate analytical procedures. The results of the study may be of practical value for the process of optimising the modern medical industry in Ukraine in the context of globalisation of the introduction of artificial intelligence technologies.

Эффект палладиума: ценности великих держав в эпоху искусственного интеллекта

The purpose of the article is to identify the features of the development of modern great powers against the background of their digital contradictions and value specifics in order to determine scenarios for the development of the future political world order. The methodological lens was the principles of critical discourse analysis of academic literature, comparative analysis of value orientations, as well as the normative basis for the introduction of artificial intelligence technologies in modern great powers – Russia, the USA and China. As a hypothesis, the author suggests the Palladium effect, according to which a great power, being given the opportunity to change the world order based on its interests, will strive for this using modern technologies, appealing to justice and taking into account its own value orientations. The Palladium effect was studied by the author in the context of the analytical verification of the "Thucydides trap". L. Althusser's theory of ideology and a number of theses of modern realism were also taken into account as a conceptual framework. The conclusions indicate that the key to the emergence of an economically and politically profitable digital environment, comfortable for a great power, is its tax residents-digital corporations that develop and distribute digital standards in other countries. In this situation, Russia strategically needs to initiate protectionist measures for its digital corporations, a policy of supporting them abroad, create favorable conditions for public-private partnerships, financing, and attracting venture capital in the field of artificial intelligence technology development in order to preserve its value and digital sovereignty (as forms of state sovereignty). In addition, key trends in the field of AI competition and variants of the axiomachy (value confrontation) of the great powers are identified, and the main scenarios for the evolution of the political world order are proposed – Triplex Mundi, Duplex Mundi and Multiplex Mundi.

The Artificial Intelligence in the System of Tools for Stabilizing the Political Regimes of World Powers

A stable idea in the doctrine of the typologies of a political regime indicates that their uniqueness is characterized by a set of appropriate methods and means of exercising political power, a system of social organization of interaction between power and society and other institutions of the state. The model of the political regime formed in the state is consistent, first of all, with political processes, including those occurring with the participation of citizens, social groups and society as a whole. The National Strategy for the Development of Artificial Intelligence in Russia, approved in 2019, among the principles for the development of these technologies, enshrined the priority of protecting the rights and freedoms of citizens, as well as security. Management decisions made by artificial intelligence have expanded the possible areas of their use, including public administration. This study examines the degree of introduction of artificial intelligence technology, which has been developing in recent years, into political regimes in various states. An assessment is made of the work of artificial intelligence, which is forming a new “cyber-physical” society, in which the political needs and freedoms of citizens are realized with the support of digital technologies. Approaches are proposed for assessing the work of artificial intelligence, which contributes to the international and regional integration of countries with different political systems, as well as influencing changes in the qualitative characteristics of political processes as a whole or its individual elements. The study was based on an integrated approach to assessing artificial intelligence used in the regulatory sphere. Dogmatic approaches to factors influencing the formation of a political system in the context of technological progress are being rethought.

Construction of automated optimal control systems with elements of artificial intelligence

<span lang="EN-US">This article examines the widespread introduction of artificial intelligence technologies, means of their implementation and support as a determining factor in the development of scientific and technological progress. On this basis, various advanced objects of various functional purposes are created, which are characterized as “smart”. Their distinguishing feature is the ability to implement a “reasonable” way of functioning, taking into account the prevailing circumstances. This ability is expressed in the fact that in the object automatically, i.e., without human participation, or with minimal human participation, the most rational or optimal modes of functioning are supported, the definition of which involves the performance of operations containing signs of rational activity. This “smart” behavior of technical objects is mainly determined by the “intelligent” functioning of the control systems built into them. In particular, intelligent automated systems for optimal control. In accordance with this, the development of new approaches and methods that expand the possibilities of building such control systems should be considered as an urgent and priority task.</span>

Этика искусственного интеллекта: социологический подход

Background: to create effective mechanisms for state regulation of potential moral challenges caused by the widespread introduction of artificial intelligence technologies, it is of practical interest to study the attitude of society to this problem. The purpose of the work is a sociological analysis of the attitude of the Russian society to the introduction of artificial intelligence technologies. Materials and methods: A comprehensive analysis of data from open access databases of All-Russian Center for the Study of Public Opinion was carried out. The materials of sociological surveys for the period 2007 to 2023 were used. Data weighted by socio-demographic parameters. Results: The majority of respondents believe that AI cannot completely replace humans (78 %). The greatest fears of the popula-tion (noted by 50–65 % of respondents) are associated with the loss of personal data and violation of privacy boundaries, the loss of personal responsibility for erroneous actions. Every third noted the risks of violation of civil rights and social guarantees ("increases in-equality", "violates the balance of interests of society and the individual"), potential ethical problems ("artificial intelligence has no morals and ethics" – 32 %). Conclusion: Distrust of AI technologies is associated with an understanding of the social risks of their integration and an aware-ness of the loss of human values of communication, creativity, and individuality. Particular risks in this context are presented for social institutions of education and healthcare, where the loss of interpersonal communication calls into question the manifestation of empa-thy, sympathy and compassion.

Artificial Intelligence in Forensic Expertology

The article reviews the issues of studying the capabilities and areas of application of artificial intelligence technologies (AI) in forensic expertology as a science of forensic examination and forensic expert activity. The authors have developed the criteria for choosing the direction for the introduction of AI in the system of forensic expertology, and specifically in its innovative section – the management system of forensic expert activity.The prospects for the development of AI technologies in forensic examination are associated with the processing of big data based on the expert situation, the reliability of the data used in AI training and further validation (assessment of suitability) of the applied training methodology, analysis of the results of AI technology. To solve organizational and legal issues of integrating AI technologies into legal proceedings and, specifically, into forensic examination, a system of standards regulating the order, algorithms and procedures for its implementation and use of is proposed. At the same time, the assessment of the suitability of the results of the use of AI in forensic examination should become an ongoing process included in the activities of each forensic expert organization. The necessary consistency of this process determines the updated paradigm of forensic examination in the conditions of functioning AI technologies in it and the cyclical nature of the entire process of their implementation and use. Process cycle is a set of sequential actions at different levels: initiation of AI technology, evaluation (suitability) of its results at the first level, adjustment and implementation of the updated version of AI technology, assessment of the next level, etc. In GOST accredited ISO/IEC 17025-2019 forensic laboratories such system activity, although not related to AI, has already been implemented, it corresponds to the PDCA cycle (P – plan, D – do, C – check study, A – act). Therefore, for such laboratories, the modification of the organization and management of the activities in the implementation of AI technologies is the most organic and acceptable. In addition, all work on AI in the field of forensic expertise should take into account the provisions of the AI Code of Ethics, which applies to relations associated with the ethical aspects of creation (design, construction, piloting) the introduction and use of AI technologies at all stages of forensic activities.

Artificial Intelligence Program for Predicting Wrestlers' Sports Performances.

To date, there are conflicting opinions about the effectiveness of the introduction of artificial intelligence technologies in sports. In this regard, the purpose of the study was to develop and integrate an intellectual program for predicting competitive success into the process of selecting wrestlers to increase its effectiveness. The authors developed a program for predicting the sports performance of wrestlers on the basis of artificial intelligence technology. To implement the study, the individual data of Greco-Roman wrestlers (n = 72) were collected and processed on 36 comparison traits, ranked into categories according to three key areas: sports space, hereditary data and individual achievements. As a result of data processing through means of deep neural networks and machine learning algorithms, two prediction categories were identified: athletes who performed at the sport rank or the highest standard and athletes who did not achieve this standard. Control testing of the created program showed only 11% of error probability in predicting a given wrestler's competitive performance. As for the functionality of the program in the area of classification of the features by category, the authors' artificial intelligence program with 100% probability identified key categories of traits that reliably affect the results of the future sports performance of a young wrestler. Thus, the use of neural networks and machine learning algorithms, according to the results of the study, improves the quality of sports selection, which will allow further timely individualization and improvement of the training process of young wrestlers.

Искусственный интеллект в системе здравоохранения арктических регионов Российской Федерации

Currently, in the Russian Federation, much attention is paid to the introduction of artificial intelligence technologies into the healthcare system in order to improve the quality of medical care provided. The AI methods support the medical decision-making, it becomes possible to obtain a second opinion for a doctor when determining a diagnosis, which leads to a reduced risk of determining erroneous diagnoses (including missed pathologies). The development of high-tech medical care is a particularly relevant issue for medical institutions in the Arctic regions, which are geographically distributed and remote territories with hard natural and climatic conditions. The solution of this issue is designed to ensure natural sustaina-ble population growth in these regions and increase the life expectancy of the population of the Russian Arctic, including the indigenous peoples of the North. The article considers the positive experience of cooperation between Russian research centers, medical companies and higher educational institutions in the development and implementation of medical software products based on technologies and methods of artificial intelligence on the example of such Arctic territories of Russia as the Yamalo-Nenets Autonomous Okrug, the Republic of Sakha (Yakutia), the Murmansk Oblast, the Republic of Karelia and the Arkhangelsk Oblast.

Requirements For the Introduction of Artificial Intelligence Technology in Teaching Kuwaiti Universities Students from The Point of View of Faculty Members

The study aims to identify the requirements for the introduction of artificial intelligence technology in the teaching of teaching Kuwaiti universities students from the point of view of faculty members. (28) paragraphs and the sample consisted of (149) faculty members in teaching Kuwaiti universities, and the results showed that the study sample agreed with the requirements for introducing artificial intelligence technology in teaching university students with a degree (I agree), and the results showed statistically significant differences for the requirements for introducing Artificial intelligence technology in teaching university students is due to the variable of gender and years of experience. The most important recommendation of the study came to the need to develop the educational environment in teaching Kuwaiti universities to provide requirements for the introduction of artificial intelligence technology in the educational process in teaching Kuwaiti universities to keep pace with global developments.

Exploring ChatGPT and Higher Education Practice in Indonesia

The rapid advancement of artificial intelligence (AI) technologies has brought about disruptive changes in various industries, including higher education. Among these transformative technologies, ChatGPT has emerged as a powerful tool that has captured the attention and enthusiasm of students in higher education institutions. While students embrace this AI-based tool, educators find themselves in a state of unease, unsure of how to navigate the uncharted territory of integrating such technologies into their teaching practices. In Indonesia, a country that has witnessed previous technological disruptions in higher education, the introduction of AI technologies, particularly ChatGPT, has placed practitioners in a dilemma regarding the best course of action. This concept note proposes a research study to explore the possibility of the proper use of AI technologies, such as ChatGPT, in higher education practice in Indonesia.

The place of artificial intelligence in modern healthcare and medical education

Introduction. Artificial Intelligence (AI) is becoming an increasingly important tool in modern healthcare. It can revolutionize the ways of medical care, from diagnosis and treatment to high-tech medical care; and make adjustments to modern medical education by providing new methods of teaching and learning. This article considers the place of AI in modern healthcare and medical education, including its benefits, issues and future prospects for using these technologies.The objective was to identify opportunities, define problems, and evaluate the prospects for the use of AI in healthcare and medical education. Methods and materials. The main general scientific research methods (dialectics, induction, deduction, description, comparison, analogy) and specific scientific methods (logical-analytical, system-structural, statistical, etc.). The sources of open information served as the materials for analysis.Results. As a result of this research, the most promising directions of using AI in health care and medical education have been identified, the problems of using these technologies have been defined and ways to overcome them have been outlined.Conclusion. AI is a rapidly growing field of innovation that has the potential to transform many sectors, including health care and medical education, revolutionizing not only the ways of medical care, making it more efficient, accurate and personalized, but also modernizing teaching and learning methods in medical education. However, there are a number of problems associated with the application of AI technologies that require further research into the totality of interactions between all actors (AI technologies, patients, doctors, medical staff, etc.) and the impact of digital technologies on human capacity in terms of medical care, taking into account serious internal risks and external threats that should be considered when making decisions about the introduction of AI technologies in an uncertain, contemporary geopolitical and economic environment, as well as sanctions constraints.

Challenges as a Driving Force for the Modernization of Social Statehood in Europe

One of the most significant social achievements of the twentieth century was the development and implementation of the welfare state concept within the framework of the theory of a democratic, rule-of-law state which ensures the best option for social and economic development, as well as political stability in society. It is proved that although, since the 1970s, some economists, political scientists and lawyers have periodically sharply criticized the concept of the welfare State, predicting its decline, the positive results of its transformation in European countries, as well as the development of the European Social Community within the European Union, show that the welfare State has a chance not only to survive, but also to remain one of the fundamental principles of statehood in democratic countries, and an element of the supranational organization of power embodied in the European Union.The purpose of the article is to analyze the traditional and new challenges to the welfare state which determine the change of approaches to its functioning and priorities at the current stage of development of state-legal and interstate (integration) relations.The key idea that structures the study is the thesis that European states that form a united Europe or aspire to join it, such as Ukraine, despite belonging to the same civilizational community, retain the right to choose how to respond to the economic, social, demographic, migration, environmental and climate challenges of our time. This choice determines the future of national welfare state models. In accordance with the stated goal, the article identifies two groups of major challenges: established (demographic changes, in particular, population aging; changes in the position of women in society and in the labor market; changes in the labor market; poverty and social exclusion) and new (rapid growth of emigration of Ukrainian doctors and nurses; introduction of artificial intelligence technologies; uncontrolled mass immigration; rapid growth of disability in society) faced by the welfare state and, mainly, the social security system, which is its foundation. While the established challenges require adjustments to the priorities and tasks of the welfare state, the newest ones require a significant modernization of the welfare state, adapting it to the new political, economic and social conditions of society.Further research on the selected issues should be conducted taking into account the existence of certain models of the welfare state that unite European states either by geographical (Scandinavian, continental, Anglo-Saxon, Southern European) or ideological (liberal, conservative, social democratic, corporate, solidarity) criteria.The problem of the welfare state's response to the challenges of environmental and climate crises deserves separate development, and in the context of this consideration, the correlation between the social and environmental (“green”) state.

Трансформация повседневности современного человека под влиянием технологий искусственного интеллекта

The article analyzes the main directions of modern man's transformation in daily life under the impact of artifi-cial intelligence technologies. Based on the approach of the Austrian sociologist A. Schütz in defining the eve-ryday world, the authors identify significant directions in its transformation under conditions of digitalization, namely: transformation of the intersubjective interaction structure; emergence of new sources of available knowledge; diversification of spatial and temporal structures of daily life; construction of new daily practices. Considering the positive effects of the introduction of artificial intelligence technologies as part of the imple-mentation of smart city and smart home strategies, the authors point out the shifts in the structure of daily prac-tices due to their impact, which have an ambiguous nature, often turning an active subject into an object of ma-nipulation. In conclusion, the authors underline the importance of a rational and balanced approach to the fur-ther active integration of smart devices into human daily life that should be above any commercial interests.

Artificial Intelligence Technologies in Criminal Procedural Proving

Objective: to summarize and analyze the approaches, established in criminal procedural science, regarding the use of artificial intelligence technologies, to elaborate an author’s approach to the prospects of transformation of criminal procedural proving under the influence of artificial intelligence technologies.Methods: the methodological basis of the research is integrity of general, general scientific and specific legal methods of legal science, including abstract-logical, comparative-legal and prognostic methods.Results: the main areas of using artificial intelligence technologies in the cri mi nal procedure are defined, such as prophylaxis and detection of crimes, organization of preliminary investigation, criminological support of crime investigation, and assessing evidences at pre-trial and trial stages. The author comes to a conclusion that the rather optimistic approach to this issue, established in the science of criminal procedure, significantly outstrips the actually existing artificial intelligence technologies. The main requirements are identified, which the activity of using artificial intelligence in collecting evidences in a criminal case should satisfy. The author pays attention to the problems of using artificial intelligence technologies in conducting expert assessments, requiring an improved methodology of forensic work. The issue is considered of the prospects of transforming the criminal-procedural proving process under introduction of artificial intelligence technologies. A conclusion is substantiated that the assessment of evidences with mathematical algorithms, in which preset values of each evidence quality are used, contradict to the principle of free assessment of evidences in the criminal procedure. The author comes to a conclusion that today there are no sufficient grounds for endowing artificial intelligence with legal personality during proving.Scientific novelty: the work presents an attempt to consider the role of artificial intelligence in the criminal-procedural proving; it specifies the requirements to be met by this technology during evidences collection and analyzes the prospects of transforming the proving process under the introduction of artificial intelligence technologies.Practical significance: the main provisions and conclusions of the research can be used to improve a mechanism of legal regulation of artificial intelligence technologies in the criminal procedure.

Neural Network Component of Modern Information System on Mobile Platforms: LPI Cognitive Radar System

The problem of building modern systems for collecting, processing and presenting information for moving platforms, characterized by the presence of a neural network with deep learning, sensors with preprocessing, systems processing and presenting information, is considered. In modern systems the physics of the processes does not change, and accordingly, the algorithm for extracting signals from under the noise doesn't change either but is supplemented by a neural network that learns in the process of processing information to perform an applied task. Implementation example shown the introduction of artificial intelligence technology for the design a cognitive radar on a moving platform facilitates the transition from adaptive systems to cognitive ones.
