DIGITAL DIPLOMACY: THE INFLUENCE OF DIGITAL PLATFORMS ON GLOBAL DIPLOMACY AND FOREIGN POLICY

The Internet, digital tools, and other information and communications technology (ICTs) are supporting diplomatic efforts more and more. Diplomats use the Internet for information retrieval, email correspondence with colleagues, electronic draft text negotiation, and a growing number of new social networking sites like Facebook and blogs. In times of crisis, leaders are using hash tags to spread data and analysis and to promote government activities. Without a doubt, digital technology has influenced how the modern world operates, even to the point where it has given rise to a brand-new type of diplomacy called "digital diplomacy." This essay investigates how conventional diplomatic methods have evolved into a new era defined by digital diplomacy and assesses how this has affected international relations. It explores the various ways that digital instruments, such as online forums, virtual summits, and social media platforms, have shaped international relations. The present study delves into the notion of digital diplomacy, emphasising the application of digital media in the diplomatic sphere and the manner in which nations, particularly India, are employing these instruments to advance their foreign policies. The study examines the challenges and opportunities posed by digital diplomacy, considering issues of cybersecurity, information warfare, and the democratization of diplomacy through increased public engagement. Moreover, it investigates the implications of this digital shift on the effectiveness, transparency, and inclusivity of foreign policy frameworks. By analyzing case studies and scholarly works, this paper aims to provide insights into the intricate interplay between technology, diplomacy, and foreign policy in an era dominated by digital connectivity.

Research and Innovation of a Community Intelligent Pension Service System: Taking Longhua District, Shenzhen, China, as an Example

With the aging of China's population, as a new model combining information technology and high-quality elderly care services, the topic of smart elderly care continues to warm up and has immediately attracted widespread attention. With the innovation of Internet technology, elderly people and families are in demand of the smart pension industry, and national policies have issued a series of policies and plans to encourage the development of smart pensions, allowing the innovation and design of China's smart elderly service system to fully expand. However, the research shows that from the perspective of the macro development of China's smart pension industry, the overall operation system is not mature, the talent gap is more accurate, there are fewer services, and it is still in the market development stage. This paper focuses on the Shenzhen Longhua District, which is a local part of the community wisdom endowment service industry chain investigation. The analysis of the current pension service system development is not mature enough, and it does not completely combine Internet technology and wisdom endowment. Additionally, because the economic strength and cultural level limit of wisdom endowment service acceptance are not high, the policy support for community wisdom endowment is not large enough. On this basis, this paper draws on the excellent successful experience at home and abroad. From the perspective of three aspects and put forward opinions for innovation, first, the innovation of community smart elderly care service technology, which combines Internet information technology and elderly care services organically, improves the quality of life and the happiness index of elderly people. Second, the innovation of community smart elderly care services, including the full use of medical institutions to provide 24-hour rehabilitation monitoring, remote monitoring services, and personalized and differentiated services, are tailored for elderly people. Third, the national policy innovation of community elderly care services, through policy guidance and support, promotes the healthy development of community elderly care services to provide better quality and convenient pension services for elderly people. The author believes that in the future, community elderly care services will be more professional and standardized, and a set of digital systems and service standards with scientific standards and rules will be established to ensure the quality of service and personalized demand.

The Effect of a Program to Improve Adherence to the Mediterranean Diet on Cardiometabolic Parameters in 7034 Spanish Workers.

Cardiovascular and metabolic diseases include a large group of pathologies and constitute one of the most serious chronic health problems facing the 21st century, with high rates of morbidity and mortality worldwide. Unhealthy diets influence the development of these pathologies. The Mediterranean diet can be an important part in the treatment of these diseases. The objective of this study was to assess the effect of a program that aims to increase adherence to the Mediterranean diet on the improvement of different cardiometabolic risk parameters. A prospective intervention study was carried out on 7034 Spanish workers. Prior to the intervention, 22 cardiometabolic risk scales were evaluated. Participants in this study were informed both orally and in writing of the characteristics and benefits of the Mediterranean diet and were given the website of the Ministry of Health, Consumption and Social Welfare of Spain, which provides advice on nutrition. Adherence to the Mediterranean diet was reinforced by sending a monthly SMS to their mobile phones. After six months of follow-up, the 22 risk scales were re-evaluated to assess changes. Means and standard deviations were calculated using Student's t test to analyse quantitative variables. Prevalence was calculated using the Chi-square test when the variables were qualitative. All the cardiometabolic risk scales studied decreased after implementing a program to improve and enhance adherence to the Mediterranean diet. The number of losses in the sample was very low, standing at 4.31%. The Mediterranean diet is effective in reducing all cardiovascular risk scales evaluated. The mean values and prevalence of high values of the different cardiometabolic risk scales analysed led to lower values after the implementation of the program to increase adherence to the Mediterranean diet. We observed a significant positive difference in metabolic age in both sexes. We have obtained a significant improvement in the insulin resistance index, especially in the SPISE-IR index, data that we have not found in previous publications. Easy access to the Internet and new information and communication technologies facilitate adherence to a diet and can reduce the number of losses.

A Study on the Effectiveness of Online Learning under Complex Dynamic System Theory

With the acceleration of informatization and the rapid development of Internet information and communication technology, mankind has gradually entered the "Internet +" era. The development of online media has led to continuous innovation in education methods, the speed of knowledge dissemination is increasing day by day, and the breadth of knowledge dissemination is also expanding. As an emerging learning model, online learning is a complete system consisting of teaching and learning, teaching content, learning habits and learning methods, platforms and approaches, and the management of learning resources. A systematic review method was utilized to examine the current state of online learning and make recommendations based on the theory of complex dynamic systems. The study discovered that online learning is complex and systematic, requiring the cooperation of many parties throughout the entire educational system; that it is dynamic and variable, necessitating that teachers update their teaching philosophies and methods for disseminating knowledge; and that its variation of online learning, advising that teachers use stratified teaching to increase students' autonomy and learning effectiveness.

Speech recognition sensors and artificial intelligence automatic evaluation application in English oral correction system

In China, although many college students have achieved good results in English exams, their oral proficiency is relatively weak. With the rapid development of internet information technology, the use of speech recognition technology to improve English oral pronunciation learning has become a research hotspot. The goal of this article is to design a system based on speech recognition and speech synthesis to help learners improve their oral pronunciation. By automatically evaluating learners' pronunciation accuracy and providing targeted correction and training, the system aims to improve learners' pronunciation level. This article adopts the principles and algorithms of speech recognition and speech synthesis. Through speech recognition technology, the system can convert learners' oral recordings into text and evaluate accuracy. By utilizing speech synthesis technology, the system can generate corrected audio based on correction rules to assist learners in pronunciation training. By evaluating and correcting real learners' oral recordings, the system can accurately evaluate learners' pronunciation accuracy and generate targeted corrected audio. Through systematic training and practice, learners' pronunciation level has been effectively improved.

Analysis and Development Trend of Traditional Media and New Media Communication

Optimizing English Education in the Information Era: A Multimodal Approach Based on BOPPPS Teaching Model

The development of information society requires the reform of traditional English education. The progress of science and technology, especially the progress of Internet information technology, has penetrated into the English teaching system, reconstructed the relationship between the elements of the English teaching system, and provided technical support for the reform of English teaching. These two aspects are the internal and external impetus of English teaching reform. According to the theory of knowledge construction and multimodal information fusion, this research establishes a user-centered knowledge space, which can respond to user needs quickly, emphasizes the integration and integration of multimodal subject knowledge in resource organization, and expresses multi-dimensional relevance in functional form. The experimental results show that the optimized BOPPPS English teaching model is conducive to improving students’ participation in English classroom interaction. Research on the Impact of Digital Marketing on the Strategic Positioning of Enterprises

Nowadays, with the development of Internet information technology, digital marketing plays an increasingly essential role as a means of marketing, which makes it more and more important to the strategic positioning of enterprises. Studying this topic will enable enterprises to have a clearer plan for their own strategic positioning, thereby promoting economic market development. For the analysis of the problem, this paper first expounds on the difference between digital marketing and traditional marketing in the 4P strategy, shows the advantages of digital marketing from two aspects, and finally lists five dilemmas of businesses in digital marketing. Next, corresponding countermeasures are put forward for the above five dilemmas. At the same time, implementing precision marketing and strengthening integrated marketing are also the main suggestions. Finally, the examples of NetEase Cloud Music, IKEA, Starbucks, and other companies are cited to illustrate some specific digital marketing measures. Research on the Integration Strategy of Secondary School Teaching and Information Technology in the Background of Internet

Abstract The form of teaching using the combination of Internet resources and information technology has not yet been perfected and popularized in many secondary school curricula, and the teaching conditions are relatively backward. In order to change the status quo of teaching, this paper proposes a strategy for integrating teaching and information technology. Through the TPACK model, information technology and secondary school teaching will be integrated hierarchically. The integration strategy is divided into three steps: considering the matrix covariate factors, using the trace regression model to mathematically model the quantile trace regression model, and solving and statistically inferring the parameters, on the basis of which the learning effectiveness prediction model is constructed to predict the learning effectiveness of students. Using empirical analysis, the behavioral effects of secondary school teaching classrooms under information technology integration were analyzed, and the mean differences in the results were compared as a reflection of the effectiveness of the strategies proposed in this paper. After a controlled experiment, the usefulness of integrating technology for secondary school teaching was analyzed. The results of the empirical study showed that the students’ data of 123.62%, 128.66%, and 110.54% in nine subjects of mathematics, physics, and geography, respectively, were >100%, and the teachers’ indirectly guided behavior was more significant. The total achievement range of the students in the experimental class is around [540,560], the mean value is distributed around 550 points, which is 30 points higher than the control class, and the integration strategy has achieved good results.

Examining the Digital Divide in Education during COVID-19 from Teachers' Perspectives

The outbreak of COVID-19 resulted in unprecedented school closures in education, leading online education to become “the new normal.” Concurrently, emergency online instruction further exacerbated what is known as the digital divide, one of the contributing factors to inequality of educational opportunities. The purpose of our research is to examine in what ways the digital divide influences teachers and students during COVID-19. A better understanding of teachers' perceptions of teaching online and the digital divide can offer more information for effective teaching during the pandemic. In this multi-method study, researchers collected data from 36 teachers through Likert scale questions and open-ended survey questions. The findings indicated that first- and second-level digital divides are the main problems affecting online education during the COVID-19 outbreak. Some students might not benefit from online learning due to the digital divide. Lack of access to technology and the internet, first-level digital divide, affected primarily students from lower SES. Further, even though some students had access to technology and the internet, students' and teachers' information and communication technology (ICT) skills, second-level digital divide, impacted how they use technology and profit from online education. Teachers need support to improve their own ICT skills, as well as their students, to reduce the impact of the digital divide in education.

Exploring the futuristic landscape of artificial intelligence for alpha generation: A comprehensive study

In today's world, parenting should be seen as proactive rather than reactive. Everyone's access to digital technology has increased the necessity of knowing and caring for it. Big data, the internet, and artificial intelligence-based information technology advancements have drastically altered human behaviour over time. The objective of this study was to conduct a technological analysis of millennial parents' use of artificial intelligence for their children and to investigate the many factors impacting working millennial parents' adoption of artificial intelligence for their children. This research serves both exploratory and descriptive purposes. It possesses a qualitative quality. The researcher received the primary data from the Delhi NCR region. The data was acquired with the help of a questionnaire. Parents from the millennial generation make up the respondents. Information was gathered from the parents of millennials via a questionnaire. 64 individuals responded. These are academic experts who work for academic organisations. They are research scholars, research associates, associate professors, and assistant professors. The respondents provided the researcher with well-written answers. Data analysis was carried out with the aid of R programming, in which Cronbach's alpha was evaluated for the reliability of the data. Further correlation between technological aspects and correlation Between factors impacting working millennial parents' adoption of artificial intelligence for their children. The results show that they are positive for adapting to artificial intelligence. At the moment, parents are enrolling their children in skill-development programs and buying them toys. They might merely take more away from that. Millennial parents feel protected when their kids use secure electronics. The learning and flexible nature of children's relationships with technology is another proof that artificial intelligence promotes the careers of the alpha generation. Parents employ parental control gadgets and settings to keep tabs on their kids' whereabouts online and what they're watching on YouTube or other apps. Finally, it is evident from the data gathered that the alpha generation will see great advancements in artificial intelligence.

Effectiveness of Mobile-Assisted Language Learning in Enhancing the English Proficiency

In response to the significant impact of the widespread use of digital devices and mobile technologies on language teaching and learning in this time of Internet information technology, this study aims to investigate the effectiveness of Mobile-Assisted Language Learning (MALL) in enhancing the English proficiency of students, while exploring the potential advantages of mobile devices for assisted learning in the English learning environment in China and the potential for mobile applications to assist English learning to foster learner autonomy. Anchored with the design thinking approach, the researchers used the empirical analysis methodology in developing an efficient mobile-assisted language learning model. Usability testing was conducted using a case study of two mobile applications, WeLearn and Flipped English, in Heilongjiang University of Finance and Economics to measure the extent of usability and acceptability of MALL on English language acquisition among college students identified through surveys, interviews, and quantitative assessments. Mobile technology is a perfect tool for every student that enhances their experience and increases their joy while improving their English language skills. It adds new value and brings new opportunities for both English learners and the language education industry. Indeed, MALL is English learners’ new ally.

Construction of Wu Di Music Culture Education Inheritance Innovation System Based on Clustering Algorithm in the Internet Background

Abstract This paper constructs a blended teaching strategy based on Internet information technology and gives the teaching design of Wu Di music culture education. Behavioral science theory and the K-means clustering algorithm of rough set optimization were used as the guide to construct the behavioral analysis model of students’ learning Wu Di music culture education. The effectiveness of the blended teaching model in the inheritance and innovation of Wu Di music culture education was verified through empirical analysis. The results show that blended teaching can further enhance students’ absorption of Wudi music culture, and the percentage of the experimental class who are very interested in Wudi music culture education is 12.03% higher than that of the control class. The blended teaching mode can enhance students' interest in Wudi music and culture education and contribute to the inheritance and innovation of Wudi music and culture education.

TEACHING COLREGS AT MARITIME ENGLISH LESSONS

The article substantiates the necessity of teaching the Collision regulations at the Maritime English lessons in higher maritime educational institutions in order to increase nautical students’ knowledge and ability to apply Colregs in required circumstances and as the final result it could help to decrease the number of collisions at sea. The paper demonstrates the sequence of activities for thorough study of the Colregs at the Maritime English lessons. It is recommended that each lesson devoted to Colregs study is organized in accordance with communicative and contentbased approaches and the requirements of IMO Model Course 3.17. The structural parts of the lesson are starter, presentation, practice and production, each of with includes different types of activities for practicing Colregs. The interactive tasks are aimed to engage students emotionally in the material, to activate their knowledge, to practice using the new language accurately, to integrate the new language items in communication activities. The activities are based on authentic documents, real-life scenarios and official maritime accident reports. Internet resources and information technologies should also be implemented in classroom and independent Colregs study in order to increase students’ interest and motivation, and give them opportunity to improve their Colregs knowledge and English skills even while on the voyage. The essential competency which students will be able to demonstrate is to summarise the necessary and appropriate actions of the bridge team members in manoeuvers and collision avoidance situations according to Colregs. The findings of this paper can be used by Maritime English teachers in lessons planning and will aid students in learning and understanding Colregs through language learning in compliance with the STCW requirements and the Model course Maritime English.

Design and research of MOOC teaching system based on TG-C4.5 algorithm

The emergence of Internet information technology has led to the development of MOOC-based online teaching methods. The study uses the traditional C4.5 algorithm for data mining to improve teaching quality and simplifies and quantifies it with the Taylor series and GINI index. The study also considers the uncertainty of data changes and the characteristics of MOOC teaching to design a parallel processing system of the HD-TG-C4.5 algorithm under the framework of the Hadoop platform. The experimental results show that the minimum data classification error of the algorithm is 2%, and the maximum recommendation accuracy of teaching resources is 92.6%. Moreover, the response time and resource search time of this algorithm system are significantly better than traditional algorithms in terms of system debugging. The average login response time is less than 0.87 s, and the success rate of system debugging reaches 90%. The probability value of students mastering teaching resource knowledge points is also above 0.7. The MOOC teaching system based on TG-C4.5 algorithm can effectively mine learner behavior data and reduce the complexity and consumption of C4.5 algorithm. The MOOC teaching system based on TG algorithm can provide technical support for the decision-making information of teaching participants and provide early warning information for predicting learning behavior.

Exploration of the development path of university thinking and political education in the background of Internet

Abstract The effective development of Civic Education work in colleges and universities can promote the cultivation of high-quality talents. Starting from Internet information technology, this paper constructs a digital platform for Civic Education work, in which Shannon’s theory and balanced power allocation are used to optimize channel transmission and enhance the loading speed of Civic Education resources. The XGBoost algorithm is used to effectively cluster students’ learning behaviors as a way to help Civic Education workers understand students’ learning behaviors in Civic Education. The results show that the average response time is 0.327s, and the maximum throughput is 11849.478 bytes/sec. The prediction accuracy of the XGBoost algorithm for student learning behavior is 4.65%, 9.79%, and 21.79% higher than that of LR, RF, GBM, and Stacking classification models, respectively. 9.79%, 21.41%, and 13.5%, respectively. This shows that the university’s thinking and political education work can be developed through the direction of the digital Internet platform, which in turn provides a new research path for the reform and innovation of thinking and political education work.

Spatiotemporal pattern evolution and influencing factors of online public opinion——Evidence from the early-stage of COVID-19 in China

With the rapid development of internet information technology, online public opinion's influence is infinitely magnified, seriously threatening social security and national governance. It is significant to clarify the spatial and temporal evolution rules of online public opinion on major epidemics and its influencing factors for the governance and guidance of online public opinion on major epidemics. In this paper, the spatiotemporal evolution analysis model of online public opinion and an analysis model of influencing factors were constructed. We selected the Baidu index and microblog crawler text data at the early stage of COVID-19 as the research objects and analyzed the evolution of online public opinion during the time period by using the optimal segmentation method, spatial autocorrelation analysis, and text analysis method. The spatiotemporal evolutionary influences and their influence are further analyzed using the geographic probe factor detection method. The results showed that the evolution of online public opinion in the early stage of the epidemic was closely related to the event's evolution and the prevention and control effect. In the time dimension, the early evolution of online public opinion has prominent periodic characteristics. In the geospatial dimension, there are significant spatial agglomeration effects and spillover effects. In the cyberspace dimension, there are significant differences in online public opinion heat, hot topics, and netizens' emotional tendencies at different stages. Furthermore, the severity of the epidemic, the number of Internet users, the number of media reports and the region's attributes jointly affect the spatial and temporal evolution pattern of online public opinions about the epidemic. The research results provide decision-making references for the government and planners to effectively manage online public opinion on emergencies and improve the government's public opinion governance capacity and level.

Intelligent Automation Manufacturing for Betula Solid Timber Based on Machine Vision Detection and Optimization Grading System Applied to Building Materials

Wood material is the foundation of wood structure architecture, and its production technology and equipment technology decide the development and upgrading of modern wood structure architecture. Aiming at the problems of low automation degree, low material utilization rate, low production efficiency and high labor costs in the process of traditional wood processing, we explore the integration and innovation of the traditional wood processing industry and modern industrial Internet information technology on the basis of studying the properties of Betula (Betula costata) solid wood materials, wood comprehensive utilization rate, wood structure component development and processing technology requirements, and form an intelligent, automatic and industrial production mode for building materials. Through technology and methods such as mechanical design, automation technology, machine vision, deep learning, optimization algorithm, electronic design automation, computer aided manufacturing, etc., the key technologies of intelligent automatic optimization of wood materials were studied, and intelligent automatic production lines of Betula species identification, log optimization sawing, solid timber longitudinal multiblade sawing, sawn timber quality detection and solid timber optimizing cross-cuts are built. Based on the machine vision method, features are extracted; a tree species, defect classification and recognition model database is established; an image processing algorithm with high recognition accuracy, as well as fast processing speed and high robustness are studied; non-destructive testing and classification methods of machine vision are optimized; key problems of online rapid classification, detection and optimization of sawing are solved and production quality and processing efficiency are improved. Finally, the timber defect detection accuracy and Betula timber yield are analyzed, and the comprehensive utilization value of optimized sawing timber is compared with the comprehensive utilization value of manually marking sawing timber. The processing cost and efficiency of Betula sawing timber with an intelligent automatic production line are calculated. The test results show that the average detection accuracy of timber defect type, size and location is 89.69%, 89.69%, 92.25% and 82.29%, respectively, and the detection stability is high. By adopting intelligent automatic detection, classification and optimization sawing production line of wood, the comprehensive utilization value of optimized sawing timber is 14.13% higher than that of manual marking sawing timber, and 16,089.29 m3 more building materials can be processed annually. In the process of intelligent automatic wood processing, the intelligent detection system is used to detect defects, improve production performance and production efficiency and reduce labor costs. Compared with the traditional wood processing process, the method studied in this paper is improved to optimize the production line processing performance and processing technology. The research and development of an intelligent automatic production system for solid wood can promote the application and development of an automatic industrial production mode for sawn timber for the wood structure construction industry, deepen the integration of artificial intelligence technology, Internet technology and the whole wood processing industry and lead the upgrading of building materials for wood structures to an intelligent manufacturing production mode.

Analysis of the Impact of The Development of Internet Finance on Chinese Commercial Banks and Countermeasures

Exploring the integration development path of rural tourism and rural revitalization under the perspective of self-media development and communication

Abstract With the rapid development of Internet information technology, artificial intelligence, and other emerging industries, the boundaries between industries have become increasingly blurred, showing a new trend of cross-fertilization development. Achieving industrial integration development has become an important symbol for each region to build a modern industrial system and achieve high-quality economic development. This paper constructs a fusion development path with the help of rural tourism and rural revitalization fusion bases, such as policy factors and the divided self-media model. Combined with the entropy value method to calculate the weight of each index in the integration development path evaluation system, the integration development path is evaluated. The analysis of the model’s obstacle degree and coordination degree shows that the path’s integration development behavior is an important influencing factor from 2017 to 2021, and the annual average value of the obstacle degree is as high as 55.73%.Furthermore, the average obstacle degree of revitalization industry chain extension in five years is 52.37%. The coordination degree of the integration development path has increased from mild disorder to primary coordination, with coordination degrees of 0.334, 0.435, and 0.612, respectively, with an average annual increase of nearly 15%. This fully indicates that the integrated development path of rural tourism and revitalization begins to gradually step into a mature stage under the influence of the communication vision of self-media development.
