Games Rivals Play: Terrorism in International Rivalries

The empirical terrorism literature has largely overlooked interstate relations when evaluating predictors of international terrorist attacks, opting to focus on state, group, or individual-level factors to explain patterns of terrorism using analytical methods that are limited to either the origin or target of the attack. In this piece we argue that this is both incongruous with the larger conflict literature and limiting in terms of theoretical impact. Terrorism is more accurately considered a component of conflictual relations between two states generally hostile towards each other, which necessitates an examination of both states. We demonstrate, by conducting a series of negative binomial regression estimates using politically-relevant directed dyads, that interstate rivalries are highly robust, positive predictors of international terrorism. We use two different rivalry measures – Klein, Goertz and Diehl (2006) and Rasler and Thompson (2006) – and find that interstate rivalries, regardless of operationalization, explain a greater degree of variation in patterns of terrorism than do established significant predictors such as regime type, regime capacity to project force, or population.

An Empirical Investigation of the Short Term and Long Term Impact of Recent International Terrorist Attacks on the Japanese Equity Market

In this paper, the impact of five recent terrorist attacks on equities listed on the Japanese Stock Exchange is examined. We analyse how these events affect the different sectors in Japan using the Global Industry Classification Standard. Using parametric and non-parametric tests, we investigate the relationship between stock returns for equities listed in these sectors and terrorist attacks. The empirical evidence shows significant short-term negative abnormal returns around the September 11 attacks and to a lesser extent, the London and Bali Bombings. There is also evidence of a weak positive equity response to the Bali bombing, and a weak negative response to the Madrid attack in the Japanese market. We document negative industry abnormal returns as high as 9.67% in response to the September 11 attack. Our findings show that systematic risk of certain sectors increased after the events of September 11, but remained unchanged for the other attacks.

Interviewing to Detect Deception

DePaulo et al.’s (2003) meta-analysis of verbal and nonverbal cues to deception showed that cues to deception are faint and unreliable. If liars do not spontaneously display diagnostic cues to deceit, a logical step is to make sure that investigators elicit or enhance such cues in interviews through specific interview technique. Such interview techniques were scarce in the nonverbal and verbal cues to deception domain, but recently researchers have developed alternative protocols that have their roots in cognition and are based on the assumption that questions can be asked that are more difficult for liars to answer than for truth tellers. They will be discussed in the first part of this article. Traditionally, lie detection in a forensic context concentrated on police-suspect interview settings. However, in the wake of high-profile international terrorist attacks, the importance of identifying terrorist networks and gathering intelligence about the activities of such groups has become paramount. Deception detection in intelligence interviews differs in several ways from deception detection in traditional police-suspect interviews and requires innovative deception research. In the second part of this article we discuss the emerging literature in this domain.

The Cost of Terrorism: The Relationship Between International Terrorism and Democratic Governance

After Al Qaeda's destruction of the World Trade Center on 11 September 2001, many democracies reacted to the event, and to international terrorism in general, by passing laws restricting civil liberties and political rights, raising questions about the balance between security and liberty. Such laws have produced alarms among civil libertarians, worldwide. Are the alarms justified? In this article we analyze the relationship between the yearly number of international terrorist attacks in 24 countries from 1968–2003 and (a) measures of civil liberties and political rights as provided by Freedom House, and (b) levels of democracy as measured in the Polity IV scales. We take the number of international terrorist events, by country, from data provided by the Memorial Institute of the Prevention of Terrorism (MIPT) http://www.tkb.org/Home.jsp. Our analysis indicates that there is, generally, no relationship between the number of international terrorist events and the levels of civil rights, political rights, or democracy as measured by the Freedom House and Polity IV indicators. When there is a statistically significant relationship, it is negative, opposite to what is predicted by the tradeoff hypothesis.

How to protect your assets against acts of nature and terrorism

Millions of earthquakes occur each year throughout the world, according to The National Earthquake Information Center in the USA and its cooperators around the globe. Fortunately, most of them happen far away from highly industrialized population centers and cause little damage or disruption. But when they do occur in densely populated areas, the loss of human lives, destroyed buildings and infrastructures, and the interruption of normal life and commerce can be devastating to individuals, families, communities, businesses and governments. Companies now also need to consider, and plan for, the risk of damage to employees and property that may be caused by non‐natural causes, such as terrorist bombs. While there has been much talk about bio‐ and chemical‐terrorism, the fact remains that bombs are still the most commonly used weapon of terror worldwide. According to a US government report, entitled “Protecting Buildings from Bomb Damage,” nearly half of all international terrorist attacks are bombings. Few corporations are without risk these days just as few countries are free from random acts of terrorists’ violence. The threat of bombings is one more concern for corporations and building owners to factor into their analysis, assessment and planning for protecting their investment and building occupants. While designing a terrorist‐proof building is impossible, designing a building that will not progressively collapse when attacked, and will allow emergency workers quick access to survivors, is not. It’s a matter of designing and constructing buildings that will display predictable performance. The article discusses how building owners, corporate project teams and architects and engineers all can take measures to improve safety of occupants and contents of a building against potential blasts or explosions. There are three broad categories of countermeasures: deterrence, set back, and hardening.

The epidemiology of international terrorism involving fatal outcomes in developed countries (1994–2003)

We aimed to describe the public health burden and epidemiology of international terrorism (i.e. involving foreign nationals) with fatal outcomes in developed countries. Data was abstracted from a United States Department of State database for 21 'established market economy' countries and 18 'former socialist economies of Europe' for 1994-2003. To put the findings in a wider context, comparisons were made with WHO data on all homicides for each country. A total of 32 international terrorist attacks causing fatalities were identified over the 10-year period. These resulted in 3299 deaths, giving a crude annual mortality rate of 0.3 per million population. The mortality burden attributable to international terrorism in these countries was 208 times less than that attributable to other homicide. Even for the country with the highest mortality burden from international terrorism (the United States), this ratio was 60. There was no statistically significant trend in the number of attacks over time, but the attack severity (in terms of deaths per attack) was higher in the latter part of the 10-year period. A number of limitations with this data set were identified. If a more rigorous definition of 'international terrorism' was used, then this would substantially reduce the total number of such attacks defined in this way. In conclusion, there is a need for better quality data and improved classification systems for describing international terrorism. Nevertheless, the available data indicates that the mortality burden from international terrorism in developed countries is small compared to that from other homicide.

The Vulnerability of Science and the Science of Vulnerability

The events of September 11th shocked the nation and painfully illustrated our vulnerability to international terrorist attacks. Despite some of the most sophisticated models, monitoring systems, and science in the world, officials were unable to anticipate and predict these cascading events. The collective scientific ability to geographically represent environmental threats, map exposures, and map consequences is relatively straightforward when the threats are recognized. But what happens when we cannot recognize threats or some of their unintended consequences? This article examines the twin issues of the inadequacies in our current modes of understanding (the vulnerability of science) and the need for more integrative approaches in understanding and responding to environmental hazards (vulnerability science).

EXPOSURE ASSESSMENT AND THE HEALTH OF DEPLOYED FORCES

ABSTRACTThe risk assessment process is a critical function for military Deployment Toxicology research objectives, emphasizing improved health protection of deployed forces. Reliable risk assessment methodology is essential for decision making related to risk reduction procedures during combat deployment, as well as during routine occupational activities. Such decision making must be based upon quality science that both guides sound judgments in risk characterization and management, and provides necessary health protection tools. The health and fitness of deployed forces must be considered for both acute and long-term issues. Exposure assessment specifies populations that might be exposed to injurious agents, identifies routes of exposure, and estimates the magnitude, duration, and timing of the doses that personnel may receive as a result of their exposure. Acute or short-term catastrophic risks for deployed forces are of immediate concern and must be addressed on a risk prioritization basis using Operational Risk Management (ORM) procedures. However, long-term effects of exposure to the same agents must be considered as part of the overall health concerns for deployed forces. In response to these needs, a number of military, federal government, academic and private sector organizations are currently developing new classes of biologically-based biosensors with the programmed capacity to detect the presence of virtually any environmental chemical or biological stressor with the capacity to induce health consequences in deployed personnel. A major objective of this engineering effort is development of biosensor systems that detect novel (previously unresearched) chemical or biological agents that might be used during international combat or terrorist attacks to induce acute or long-term health effects on military or civilian populations. A large portion of the discussion in this paper is devoted to describing the development, testing, and implementation of tissue-based biosensors (TBBs) that utilize small samples of living tissue from laboratory small animals for a wide range of human risk assessment applications.
