The Status Quo, Dilemma, and Transformation Path of the Carbon Neutrality-Related Policy of the ASEAN

After joining the globalization initiative, countries from the Association of Southeast Asian Nations (ASEAN) have experienced an exponential growth in carbon emissions. The high carbon lock-in of the energy consumption structure and lagged energy infrastructure construction have led to high carbon emissions, which has put great pressure on ASEAN countries to reduce their carbon emissions. To achieve the goal of carbon neutrality by the middle of this century, ASEAN countries have successively formulated strategic guidelines for energy transformation and green development, focusing on the structural transformation of energy development and utilization, a coal decommissioning plan, grid interconnection, the electrification of urban transportation patterns, energy conservation, consumption reduction, and international technological cooperation. ASEAN countries still face many challenges in achieving their carbon neutrality targets, including unstable policies, poor environmental awareness among residents, poor guarantee for energy transformation, disconnection between technology and capital, and difficulties in regional coordination. These are reflected in the obvious carbon lock-in effect and the strong dependence on carbon in traditional industries. ASEAN countries are seeking a balance of interests in the Sino–US infrastructure game. In this context, China, as an advocate of South–South cooperation, is committed to expanding the cooperation with ASEAN countries on carbon neutrality in the following aspects: the development and utilization of renewable energy resources, formulation of a progressive grid interconnection plan, establishment of the green financial system, and research and development of green technologies. The purpose is to help ASEAN countries achieve their goals of carbon neutrality.

Conflicts and Treaty over the Nile Basin. A Critical Review

The Nile, which flows through ten river basin nations, is the most crucial water channel in Africa's north-western region. The river receives its water from two key rivers: the White Nile in Burundi and the Blue Nile in Ethiopia. The Atbara River, which commences in Sudan and runs north of Khartoum, connects the two rivers. The Nile River is the foundation of life and conflict. Conflicts between riparian countries that rely upon this common freshwater source have grown as a result of the river's deterioration and problems with water scarcity in the basin. The bilateral agreement that governs the allocation of water among the nations allocates the majority of the Nile river's flow to Egypt, which is the downstream country, and the remaining portion to Sudan, leaving the other nations that make up the Nile catchment deprived of determined shares. Although there is a chance for conflict amongst Nile riparians, current attempts to forge an all-encompassing regional agreement to control the river's use encourage riparians to work together rather than compete for water in the future. The Nile River would not have caused conflict amongst its riparian countries if it had been apportioned evenly. For millennia, the Nile's countries that border it have worked cooperatively to overcome problems throughout the basin in order to utilize the resource for the benefit of future generations. Various forms of international technological cooperation have been signed to halt conflicts and bring sustainable management to the Nile basin. This review addresses the conflicts and treaties in the Nile Basin between the Nile riparian countries. It also describes international collaboration, emphasizing the latest Nile Basin Initiative as an example of successful multilateral cooperation that could avert future conflicts over the Nile

The subject of the study is the transformation of the lines of international technological exchange in the context of multiple restrictions from the countries with high technological potential. The purpose of the work is to identify possible ways for further technological cooperation of Russia with countries that are subject to sanctions restrictions in this area. The article rationale is determined by the need for Russia to find new niches and areas of technological exchange with foreign countries. The research methodology includes the use of general scientific methods, namely statistical one, evaluation of empirical data, specification and abstraction, expert assessments, classification, structuring and systematization of objects. The establishment of new spatial and geographical areas of international technological cooperation has become an inevitable consequence of this situation. An important response for the countries targeted by the sanctions restrictions is the shaping of new vectors of cooperation, including targeting exports and imports of technologies to/from friendly countries, developing non-commercial forms of technological exchange, including scientific contacts, training specialists, and holding business forums. Science Diplomacy Model in Algeria and Prospects for Bilateral Scientific Cooperation with Russia

Introduction. Science diplomacy is gaining increasing significance in expanding international science and technology cooperation. Algeria serves as an example of this trend, drawing the attention of numerous influential players in the international community. Establishing relations with them requires Algerian diplomacy to be flexible and capable of aligning its diverse interests. The research aims to identify the main actors in Algerian science diplomacy, determine the optimal forms of cooperation between Russia and Algeria, and outline the prospects for future cooperation. Methods. Through observation, comparison, and description methods, the authors have outlined the evolution of science diplomacy and provided examples of the most successful projects involving Algeria. Results and Discussion. The authors have developed a model from their research that clearly illustrates the key actors in Algeria's science diplomacy and their interactions on both national and international stages. The analysis of publication activity has revealed areas of cooperation between Russia and Algeria. Conclusion. To effectively address modern challenges such as climate change, water shortage, local military conflicts, and emerging diseases, it is crucial to foster productive partnerships among scientists, politicians, and diplomats. When examining Algeria's international scientific collaborations with other nations, it becomes clear that the country prioritizes its partnership with China. Algeria has numerous joint initiatives with the European Union, a longstanding relationship with France, and has established ties with the United States through the Algerian diaspora. Russia and Algeria share a mutual interest in collaborative research and development in fields such as mechanical engineering, computer technology, physics, and astronomy. Higher education cooperation between Russia and Algeria can facilitate the training of research and academic personnel, the establishment of professional networks, and the advancement of research programs and projects.

Review on Chinese agricultural science and technology research from a low-carbon economy perspective: hotspots, evolution, and frontiers

Against the background of global climate change, agricultural science and technology play a vital role in achieving a low-carbon economy and sustainable development. Based on the research data of agricultural science and technology in Web of Science and China National Knowledge Infrastructure, adopting the bibliometric method, a knowledge graph was drawn using CiteSpace software; this paper analyzes the hotspot distribution, structural relationship and evolution process context while also comparing the difference between China and abroad from 1998 to 2023. The results indicate that existing research is mainly distributed in the following core modules, namely, agricultural science and technology, industrialization, modern agriculture, low-carbon agriculture, etc. The evolution of the research context features three stages: the traditional agricultural, current agricultural, and high-quality agricultural stages respectively. Research in China and abroad demonstrates both overlaps and differences in terms of knowledge structure, and such differences are related mainly to the concept of low-carbon agriculture, a variety of research perspectives, and the agricultural science and technology system. To expand the knowledge structure, deepening the research on, respectively, the evaluation and measurement of agrarian carbon footprint, micro-production entities, and strengthening international agricultural science and technology cooperation are innovative directions for future studies. This article systematically reviews agricultural scientific research from the perspective of a low-carbon economy, providing a reference point for the green and low-carbon transformation of agriculture in every country.

Marketing of BRICS innovation clusters in the context of geopolitical instability

The modern stage of society development is characterized by an increased attention to the issues of formation and development of national innovation systems (NIS), which would ensure the integration of various elements of the innovation process, thereby contributing to the build-up of the country's competitive advantages in the global market. Independent development of countries in modern economic conditions is not possible due to the complexity and turbulence of the external economic circuit. In the new geopolitical realities, the fact that past globalization paradigms are no longer having an impact on the viability of the NIS of many countries is becoming evident. At the same time, due to the changing geopolitical landscape, the role of international associations, such as BRICS, is being significantly transformed and they are becoming new centers of influence, including in matters of scientific and technological cooperation. One of the priority conditions for the effective functioning of international S&T cooperation networks and the NIS of each individual country is the creation and maintenance of innovation infrastructure. Already functioning innovation clusters with technology parks, business incubators, accelerators, etc. can become such an infrastructure. Cluster structures are the most effective form of development of international scientific and technological cooperation, which allows to fully realize the potential of countries and structures involved in the interaction, as well as to obtain a significant synergistic and multiplicative effect. The issues of marketing support of innovative cluster associations, which contribute to the successful promotion of clusters in the professional community and target markets, are of particular relevance in this issue.

South-South Cooperation for development : an introduction

Additionally, it examines transnational networks involving Brazilian scientists and researchers and regional inequalities in scientific collaboration. It also explores the evolution of technical cooperation in sectors such as metrology and food security, emphasizing the potential for future cooperation initiatives and the need for a strategic approach to sectoral agendas such as health and STI.

Immune persistence of an inactivated poliovirus vaccine derived from the Sabin strain: a 10-year follow-up of a phase 3 study

In a previous phase 3 clinical trial, we showed that an inactivated poliovirus vaccine derived from the Sabin strain (sIPV) can induce neutralising antibodies against currently circulating and reference wild poliovirus strains. However, the immune persistence of sIPV remains to be evaluated. In this study, 400 participants who were eligible for an early phase 3 clinical trial (Jan 1, 2012-Aug 31, 2014) in Pingle County, GuanXi Province, China, were initially involved in one site. Of the participants in the previous phase 3 clinical trial, sera of 287, 262, 237, and 207 participants were sampled at the ages of 4, 6, 8, and 10 years, respectively, after the prime-boost regimen. Neutralising antibodies against attenuated Sabin strains were detected using these serum samples to determine immune persistence. The serum neutralising antibodies titre of 1:8 against poliovirus types 1, 2, and 3 is considered to be a seroprotection level for polio. The trial is registered at ClinicalTrials.gov, NCT01510366. The protective rates against poliovirus types 1, 2, and 3 in the sIPV group were all 100% at 10 years after the booster immunisation, compared with 98.1%, 100%, and 97.1%, respectively, in the wIPV control group after 10 years. After the booster at 18 months, the geometric mean titres (GMTs) of neutralising antibodies against poliovirus types 1, 2, and 3 in the sIPV group were 13,265.6, 7856.7, and 6432.2, respectively, and the GMTs in the control group (inoculated with inactivated poliovirus vaccine derived from wild strain (wIPV)) were 3915.6, 2842.6, and 4982.7, respectively. With increasing time after booster immunisation, the GMTs of neutralising antibodies against poliovirus types 1, 2, and 3 gradually decreased in both the sIPV and wIPV groups. At the age of ten years, the GMTs of neutralising antibodies against poliovirus types 1, 2, and 3 in the sIPV group were 452.3, 392.8, and 347.5, respectively, and the GMTs in the wIPV group 108.5, 154.8, and 229.3, respectively, which were still at a higher-than-protective level (1:8). Both sIPV and wIPV maintained sufficiently high immune persistence against poliovirus types 1, 2, and 3 for at least 10 years after booster immunisation. Risk Assessment of Scientific and Technological Cooperation among RCEP Countries Based on Cloud Model

Accurate risk assessment of international scientific and technological (S&T) cooperation is significant to international cooperation. In this paper, 5 risk dimensions with respect to the political, economic, social, cultural as well as technological of the regional comprehensive economic partnership countries (RCEP) are selected to establish a proper S&T cooperation index system for risk assessment. To calculate the weight of each index, a cross-entropy combination weighting method is proposed based on the combination weighting method of game theory. Furthermore, the standard cloud model is constructed by using the golden ratio, and the risk of S&T cooperation among the RCEP countries is analyzed by the cloud model. The results show that the combination weighting method proposed in this paper is effective, and its calculation is simpler than that of the game theory combination weighting method. Besides, compared with political, social, cultural, and technological indicators, economic indicators have a greater impact on S&T cooperation risk. Furthermore, it is also obtained from the results that the risk of S&T cooperation with China and the Philippines is at a lower to low level and medium to higher level, respectively, and the risk of S&T cooperation with other countries is all at a lower to medium level.

Critical success factors of government-led international technological cooperation for national defense core-technology R&D projects

In the defense core technology field, it is important to secure core technologies at a pace that is in line with the pace of technological development, which has become more advanced over time. However, the pace of technological advancement is faster than ever, and the need for weapons systems with new technologies is increasing. Nevertheless, it can be said that independently securing core technologies in all fields is almost impossible, considering the required costs and duration. International technology cooperation can overcome these cost and period constraints, and strengthen relations between countries. International technology cooperation in the field of defense core technology has began to overcome difficulties in independent development; however, the sharing and joint development of key defense-related technologies among countries has encountered various difficulties. Therefore, in this study, the factors affecting the performance (quantitative and qualitative) of core technology R&D projects in the defense sector were divided into individual competencies (professional skills, communication skills, leadership, and foreign language skills) and external factors (legal system, interrelationship, cost reduction, and period reduction), and research models and hypotheses were established. This hypothesis was verified through a survey and a multiple regression analysis. The analysis revealed that the derived influencing factors had a positive (+) effect on project performance, confirming that both individual competency and external factors are important in project performance.

Developing a multidimensional assessment framework for clean technology transfer potential and its application on the Belt and Road Initiative countries

The transfer of industrial clean technology can contribute to the transformation of industry sustainable development to address the dual challenges of climate change and environmental pollution. Although its importance is widely acknowledged, there is still a lack of scientific and quantitative assessment framework to precisely and effectively identify high-potential cooperation targets in the context of countries with diverse backgrounds. To fill this gap, this study proposed a multidimensional assessment framework for industrial clean technology transfer potential with application in 58 BRI developing countries. This study reviewed existing literature on the main barriers and drivers of clean technology transfer and extracted four assessment dimensions as primary indicators, namely the recipient country's macro environment, industry development, clean technology demand, and clean technology transfer guarantee, with 13 secondary indicators, 52 tertiary indicators based on the open-source database and common assessment index. The established framework was then used to assess the potential for China's industrial clean technology transfer to 58 developing countries under the Belt and Road Initiative, with the weights of indicators at all levels determined by the analytic hierarchy process method based on expert questionnaires and equal weighting method. The findings demonstrate that there are significant differences in clean technology transfer potential among studied countries. Qatar, the United Arab Emirates, and Malaysia are the best options for China, while Bolivia, Cameroon, and Algeria have the lowest technology transfer potential. Our work can not only assist technology providers with overall country selection in industrial cleaner technology transfer cooperation and strengthen their risk prevention capacity, but also help countries with low cooperation potential or obvious weaknesses to identify deficiencies and make targeted improvements, as well as serve as a reference for other international technology cooperation assessments.

Internationalisation of Chinese green buildings: Review and prospect

<p indent="0mm">The internationalisation of Chinese green buildings is still in its early stages, with a scarcity of relevant research, academic outcomes and engineering practices. This paper aims to review and summarise the situation in China’s green building sector, propose the topic of “internationalisation of Chinese green buildings”, investigate its definition, sort out its causes, analyse the significance and inevitability, and provide theoretical foundations and recommendations for future development. Following a review, the exploration of the internationalisation of China’s green buildings has yielded certain results, and the conditions are favourable. There have been four overseas projects for certification and implementation of Chinese green building standards. China’s Green Building standards are world-leading. Research institutions collaborate extensively with foreign countries and export Chinese solutions. The domestic business environment is being optimised for green buildings, resulting in a booming local market. Moreover, the internationalisation work of China’s construction industry in the 13th Five-Year Summary concludes that international science and technology cooperation has been steadily promoted, the ‘Belt and Road’ science and technology innovation cooperation has been effective, and the internationalisation of China’s engineering construction standards has been promoted. The maturity of the conditions for China’s green building industry to expand internationally includes the perfection of the policy environment, the advantages of industrial scale, and the completion of domestic goals. It also includes the industry’s predicament and the inevitability of internationalisation. The first reason is that domestic opportunities have diminished, and challenges have increased. The second reason is a decrease in domestic real estate market demand. The third reason is the depletion of the supply-side technology and innovation model. The world’s green building market is large in scale and high in growth rate. China’s engineering enterprises can take advantage of the massive radiation effect of the “Belt and Road” initiative to enter the market covered, and these regions generally have low urbanisation rates and high construction potential. The global efforts to improve human settlements and mitigate climate change are also favourable factors. After discussion, internationalisation appears to be the most promising opportunity for the future of China’s construction industry, both in high-quality development and business growth. The internationalisation model of the Chinese green building industry is the sum of the globalisation of domestic green building companies and the greening of Chinese construction and engineering companies that are already overseas. It will emerge from a development model with Chinese characteristics via a model that combines local and overseas. The path to the internationalisation of Chinese green buildings may be as follows: Combining domestic and overseas engineering and technical strength, relying on the massive domestic market to form a huge industrial scale and robust productivity, undertaking the “Belt and Road” countries’ urbanisation needs, and then promoting the development of international standards through the “go out and bring in” formation of multilateralism transnational cooperation, and ultimately driving the entire industry chain.

Assessment of the Drivers and Effects of International Science and Technology Cooperation in Xinjiang in the Context of the Belt and Road Initiative

International science and technology (S&amp;T) cooperation is one of the important ways to ensure the continuous development of a national innovation system. “One Belt One Road” advocates the concepts of common business, common construction, and sharing, and new countries and regions are constantly added. However, different countries/regions have different natural and socio-economic characteristics, so the main controlling factors affecting their international S&amp;T cooperation may not be the same. Therefore, this paper uses a combination of multi-source data and multiple methods to collectively construct an assessment model of the driving effect of international S&amp;T cooperation in Xinjiang. The evaluation results of the entropy-weighted TOPSIS model show that the contributions of S&amp;T level, city nature, and S&amp;T investment to international S&amp;T cooperation in Xinjiang are 22.9%, 22.3%, and 20.4%, respectively. Singapore, Germany, and Russia are the top three countries in terms of the effectiveness of international S&amp;T cooperation with Xinjiang. The results of the STIRPAT model show that the total number of R&amp;D personnel and the number of R&amp;D personnel per 1000 workers are the main factors affecting the driving effect of international S&amp;T cooperation. The former can be regarded as the stabilizer of international S&amp;T cooperation. This paper’s findings can provide theoretical support for the efficient integration of diverse advantageous resources among cooperating subjects.

The article aims to examine India’s international scientific and technical cooperation (ISTC) and its role in its national technological sovereignty. India has long claimed the status of a great power and, as a result, is striving to strengthen its positions in areas of strategic importance. Meanwhile, today, in terms of quality and volumetric characteristics, Indian achievements are significantly inferior to both the most developed countries and China, India’s key competitor. Against this contradictory background, an effective organization of international scientific and technological cooperation is becoming increasingly crucial to tap the country’s potential. In this regard, India tends to choose co-authors in scientifically and technologically advanced countries as well as to pursue a policy aimed at shaping the global scientific, technical, and innovation agenda in favor of its domestic socio-economic needs. With a view to reducing its excessive dependence on the leading economies in R&amp;amp;D, India attempts to expand the ISTC geography by establishing contacts with the BRICS countries. Given that amidst current political developments, India refused to stop the collaboration with our country even under the Western pressure, it is necessary for Russia to further deepen the dialogue.

Integration of the USSR into the International Patent-Licensing System in the Context of International Technological Cooperation (1950s – early 1970s)

In the 1950s, as the world entered an era of scientific and technological revolution, the leadership of the Soviet Union chose a new economic course based on scientific knowledge, which could enable the USSR to secure technological leadership, a competitive advantage over Western countries and closer integration with the CMEA. A key indicator of the success of this policy has been the country’s incorporation into the evolving system of international patenting and licence selling. In previous years, these processes had not been covered in historical academic publications. The purpose of this study is to explore the Soviet Union&amp;apos;s entry into the international patent licensing system and related organizational, legislative and information measures drawing on the archival documents, including the All-Union Research Institute for State Patent Examination (VNIIGPE), introduced into the academic circuit for the first time, as well as on the published reports of the 1965 meeting of the Committee of Experts on Author&amp;apos;s Certificates and the Washington Conference of 1970. The author demonstrates that in the 1950s and 1960s the USSR made the transition from a model of institutional and legal incorporation into international patent-licensing activity to an integration model based on patent cooperation and standardisation, in accordance with international norms. The reason for the slow development of technological cooperation, which hindered the achievement of ambitious goals, was the inertia and internal costs of the Soviet economic and administrative system, which fully affected the development of both models. Ultimately, changes in the international environment and the slowdown of economic development in the USSR in the early 1970s prevented the country from gaining even modest benefits from integration.

CREATION AND DEVELOPMENT OF THE INNOVATION SYSTEM IN THE PRC

The article is devoted to the process of transition of the People’s Republic of China from the position of a country successfully adapting and using modern foreign technologies to the state of a country with a domestic innovation system capable of independently creating its own breakthrough technologies and generating impulses of global development. The author shows a radical change in the position of science in the country over the past decade. The number of people employed in R&amp;D has more than doubled with a 3.5-fold increase in research and development funding. The prestige and demand for researches and engineers have significantly increased in the Chinese society.&#x0D; &#x0D; Solving the above-mentioned tasks has required serious institutional innovations, including the implementation of numerous state R&amp;D programs, the redistribution of functions and responsibilities between various participants in the innovation process (e.g. public research organizations, colleges and universities, state-owned and private companies), strengthening the role of the business sector in financing, development and commercialization of new technologies, the comprehensive development of international scientific and technological cooperation etc. Both direct and indirect sources of R&amp;D financing as well as different forms of implementing investment projects in the field of R&amp;D are considered in detail. Cases of the most successful innovative companies and projects are presented.&#x0D; &#x0D; Special attention is paid to the analysis of China’s success in creating a post-industrial knowledge society, including the country’s rising position in various international rankings reflecting innovative development in whole and its particularities. The problems and difficulties on this path are also characterized with a special accent on improving the quality and efficiency of scientific research, as well as a more effective protection of intellectual property rights in the country.

The impact of international technical cooperation in new energy industry on carbon emissions: evidence from the top 30 countries in the global innovation index.

International cooperation has become a global consensus to solve environmental problems. This paper selects the top 30 countries in the global innovation index as the research sample, based on Patent Cooperation Treaties (PCT) data jointly applied in the field of new energy, constructs the international technical cooperation network, and uses the fixed effect panel regression model to verify the influence of international technical cooperation of new energy industry on carbon emission intensity. The results show that the USA, Germany, the UK, France, and the Netherlands are at the center of the network. International technological cooperation in new energy industry has a significant negative impact on carbon emission intensity. The convening of the United Nations Climate Change Conference in Copenhagenhas accelerated global industrial upgrading, and the effect of international technical cooperation in new energy on carbon emission reduction has been strengthened. In addition, the level of economic development, international trade, and research and development (R&D) are also important factors affecting carbon emission intensity. Countries with high network centrality should give full play to their network influence to promote global cooperation in the field of new energy and achieve carbon mitigation targets by signing more environmental agreements.

International transfer of technologies in the conditions of modern challenges

Keywords: international technology transfer, innovation, European Union, implementation&#x0D; The globalization of international economic and technological cooperation increases the importance of international technology transfer. It is thanks to him that technology spreads as the most important resource of socio-economicdevelopment. At the international legal level, the international transfer of technologies is regulated by the norms contained in the provisions of universal, regional and bilateral agreements. Ukraine's acquisition of the status of a candidate for EU membership necessitated the implementation of the norms of European law into the legal system of Ukraine.The article examines the main problems of harmonizing the norms of competition law with the norms of legislation on the protection of intellectual property, in particular in the field of technology transfer. Particular attention is paid to the analysis of mergers and acquisitions and other forms of technology transfer, as well as Ukraine's fulfillment of its obligations under the association agreement between Ukraine and the EU, problems and trends in further improvement of the regulatory regulation of technology transfer issues in the field of public procurement and state aid are identified. It is determined that the technical assistance provided to Ukraine by the partner states requires a review not only of national norms regarding technology transfer, but also the creation of new norms of international technical cooperation in the military, technical and medical spheres. It is noted that access to the latest equipment and technologies can be a significant impetus for the development and restoration of the state, however, this requires working out new mechanisms of cooperation with international partners and support from the state and business, in particular in terms of the creation of new industries and joint scientific research, the results of which can become the basis for the restoration of the state and a long-term strategic partnership.

All-Russian Scientific and Practical Conference "Development of Russia's Scientific Potential"

On September 15–16, 2022 RIEPP hosted the All-Russian Scientific and Practical Conference "Development of Russia's Scientific Potential" aimed at addressing topical issues and decision-making in the develop­ment of international cooperation in science and technology in Russia in terms of global challenges, intellectual property management in science and technology, improving government support of scientific and tech­nological activities, and the functioning of scientific and technological infrastructure as the basis for the development of critical technologies in the Russian Federation; Improving the organization of record keep­ing and archiving in the Ministry of Education and Science of the Rus­sian Federation and its subordinate organizations. The conference was moderated by the director of RIEPP I. E. Ilina. Representatives of federal and regional state authorities, scientific and educational organizations, regional funds for the support of scientific and scientific-technical activ­ity, leading specialists and experts on intellectual property management and technology transfer, employees of RAS, representatives of leading CKPs and UNUs were participants of the round tables.
