The Sarsang reservoir in Upper Karabakh: politicization of an environmental challenge in the framework of a territorial dispute

This paper explores the dispute between the Republic of Azerbaijan and the Republic of Upper Karabakh with regard to the Sarsang reservoir and the associated water management by the latter. After illustrating the politicization of the environmental challenge by recent hostile initiatives taken by the parties, the article points out the lack of reliable statistics on water usage and needs for riparian countries. It highlights the matter of associated semantics as well as the poor commitments of these countries with regard to international water conventions. Finally, the paper suggests that the water issue could be disconnected from the political conflict and discusses the possibility to capitalize on past similar transboundary water issues to overcome the obstacles. It concludes on a possible process for relevant international technical committees to embark upon a separate water-related mediation based on water needs as a ‘public good’.

The international Coastal Dynamics conference has rapidlybecome one of the most important meetings for scientists ac-tive in the field of nearshore sciences and coastal evolution.The first event took place in 1994, and since 2001, the con-ference is held every 4 years, typically in Europe althoughonce in Japan in 2009. The Coastal Dynamics conferenceseries advances the community’s understanding of recent ap-plied and basic research concerning coastal waves and cur-rents, interactions between wind, water and sediments, andmorphology changes in the coastal zone. A wide range ofenvironments (with and without structures) are consideredsuch as sandy, rocky, and muddy coasts, inlets, and estuaries.The conference documents research and applications treatingthese coastal dynamics at the short, medium, and large/longspatial and temporal scales.The 7th International Conference on Coastal DynamicswasheldinJune23–26,2013,inthecityofArcachon,France.ItwasjointlyhostedbytheUniversityofBordeaux,theCentreNationaldelaRechercheScientifique(CNRS)andtheServiceHydrographique et Oceanographique de la Marine (SHOM),chaired by Dr. Philippe Bonneton and Dr. Thierry Garlan.Approximately 270 researchers from 27 countries attendedthe conference. At the conference, we had 137 oral and 51poster presentations, each associated with a full paper in theconference proceedings volume. The contributions were se-lected among more than 300 submitted abstracts, peerreviewed by an international technical abstract review com-mittee. During the conference, three keynote lectures weregiven by Gerben Ruessik, Huib de Swart and FabriceArdhuin. The conference also comprised two short coursesand two field trips in the Arcachon lagoon and adjacentbeaches. A gala dinner took place at the prestigious ChateauSmith-Haut-Lafitte. During the dinner, the organizing com-mittee honoured Prof. Peter Nielsen as theCoastalDynamics’13 coastal award winner, for his significant contri-bution in the field of coastal sediment transport. The organiz-ing committee also announced the Coastal Dynamics’13 beststudent presentation winners, Anouk de Bakker, MelissaMoulton and Gerad Dam and the Coastal Dynamics’13 beststudent poster winner Thibaud Revil-Baudard.For this Topical Collection, we had thus invited 15 papersthat were presented at the conference based on (1) the overallimpressionduringthepresentationattheconferenceincludingcommentsfromtheaudience,(2)ourownadditionalreviewofthe candidate papers and (3) scores and comments from thefirst abstract review round. International consensus on manual handling of people in the healthcare sector: Technical report ISO/TR 12296

In 1990 the European Union introduced a directive on manual handling in the health and social care industries. A review of the implementation in 2004 found a wide variation in official national guidance on patient handling. This paper reports the iterative development of a Technical Report (ISO/TR 12296) by the international standards Technical Committee ISO/TC 159, Ergonomics, Subcommittee SC 3, Anthropometry and Biomechanics representing 23 participating and 12 observing countries with expert support from the European Panel on Patient Handling Ergonomics. The process included 6 reviews over 3 years to produce a consensus document as a state of science summary. It has an overarching framework of risk management with sections on risk estimation and evaluation, organisational aspects, aids and equipment, buildings and the environment, staff training and education and intervention evaluation. Relevance to industryThis Technical Report provides an international consensus as a state of science summary about manual handling of people in the healthcare sector.

The INTERNORM Project

This paper presents a pilot project to reinforce participatory practices in standardization. The INTERNORM project creates an interactive knowledge center based on the sharing of academic skills and experiences accumulated by the civil society, especially consumer associations, environmental associations and trade unions to strengthen the participatory process of standardization. The first objective of the project is action-oriented: INTERNORM provides a common knowledge pool supporting the participation of civil society actors to international standard-setting activities by bringing them together with academic experts in working groups and providing logistic and financial support to their participation in meetings of national and international technical committees. The second objective is analytical: the standardization action provides a research field for a better understanding of the participatory dynamics underpinning international standardization. This paper presents three incentives that explain civil society (non-)involvement in standardization that overcome conventional resource-based hypotheses: an operational incentive related to the use of standards in the selective goods provided by associations to their membership; a thematic incentive provided by the setting of priorities by strategic committees created in some standardization organization; and a rhetorical incentive related to the discursive resource that civil society concerns offers to the different stakeholders.

Projection of the International Standard ISO 29383 Terminology in the Context of Colombian Exports

Objective: To present the applicability of the International Terminology Standard ISO 29383, and its positive influence in the context of exports in Colombia. On the other hand, this article seeks to show some of the work developed in the doctoral thesis ''Aplicación de normas terminológicas internacionales en el sector exportador colombiano'' (''Applicability of international terminology standards in the export sector in Colombia''), presented at the University of Vienna, Austria. The exposed section in this article is also part of the work of the International Technical Committee ISO / TC 37, in relation to the development of terminology standards that seek to have general applicability in many different contexts. One of them is the planning and implementation of terminology policies at government level, by the application of terminology standards. Method: Through the analysis of ISO 29 383 ''Terminology Policies,'' the most relevant aspects are presented, which help to understand its objectives, approaches, origins and essential points. Having a clear vision of the Standard, a comparative analysis is carried out contrasting with the Plan Estratégico Exportador (Strategic Export Plan) (Ministry of Trade, Industry and Tourism and the National Learning Service -SENA, 2001), which defines the guidelines for the Colombian export policy. Results: projections of the Standard in the Colombian context are presented, i.e. how would it benefits the export sector would if a national terminology policy is implemented.Conclusions: The international effort on the standardization of terminology can positively influence the improvement of developing economies. The application of terminology standards is a development factor not only in specialized communication of a given sector, but also as a necessary element in the process of quality management, within which standardization is increasingly becoming a part of success in the international trade.

Coordinating International Standards: The Formation of the ISO

Standard setting has been among the nuts and bolts of globalizing industrial capitalism since its beginning, assuring that things needing to work together fit from product to product, industry to industry, and country to country. The foci of the first two of the now 229 technical committees of the non-specialized international standards organizations that emerged after the two world wars - the interwar International Standards Association [ISA] and the post-World War II International Organization for Standardization [ISO] - are iconic: Screw Threads and Bolts, Nuts and Accessories. Over the past two decades, voluntary standardization processes, invented by turn-of-the-twentieth-century engineers working in national and international technical committees, have increasingly been applied to issues that have little in common with those of fitting one mechanical part to another, such as work processes (ISO 9000), environmental pollution (ISO 14,000), and human rights (SA 8000 and the planned ISO 26000). This rapidly expanding scope, plus the high visibility of standards in networked areas such as telecommunications, has led to a new scholarly interest in standard setting practices.

DEVELOPMENT OF MIDDLEWARE FOR SOFTWARE OF UNIX BASED CONTROL SYSTEM

Standardization for development of open, economical and efficient control system has been progressed by international and domestic technical committee and numerous vendors around the world. As a major example, we can pick up OPC standard and pc-based control system. Following the advent of pc-based control system, there are a lot of movement of expanding linux based technology into automation field such as development of OPC for linux and linux based HMI. As the first step of coping with global movement of standardization and openness, middleware for management of system resources of MS Windows based control system was developed in POSCO. As the next step for building up standard framework for platform and vendor independent development of software, middleware for linux and UNIX based control system has been developed. We can get the easiness of management and development of software, built-up of control system with high level of extensibility and self-engineering power by development of the middleware. In this paper, development of UNIX based middleware will be introduced in detail. In the last part of this paper, evaluation of performance of middleware will be presented.

Light-pipe prediction methods

Light pipes (such as tubular lighting) are simple structures that allow the transmission of daylight from outside to inside a room. They are an increasingly popular product, with CIBSE Building Journal (September 2003) stating that there are now an estimated three million pipes installed throughout the globe. They generally consist of a top collector (often just a polycarbonate hemispheric dome), the pipe itself, and an emitter. Light pipes have different designs and are constantly being improved and updated. Much of the work discussed here considers pipes of reflective aluminium sheets (96% reflectance) that transmits light through multiple specular reflection, but more reflective films are now available that produce even better performances. For example, a film developed by 3M has a reflectance of 98–99%, with the light transmitted via total internal reflection. Such innovations make the light-pipe increasingly efficient, but it is important to quantify this effectiveness by producing reliable predictive methods. The following article, as part of the CIE international technical committee TC3-38 contribution, provides a review of such models/methods and their applications.

Organisation of health care during an outbreak of Marburg haemorrhagic fever in the Democratic Republic of Congo, 1999

Organising health care was one of the tasks of the International Scientific and Technical Committee during the 1998-1999 outbreak in Durba/Watsa, in the north-eastern province (Province Orientale), Democratic Republic of Congo. With the logistical support of Médecins sans Frontières (MSF), two isolation units were created: one at the Durba Reference Health Centre and the other at the Okimo Hospital in Watsa. Between May 6th, the day the isolation unit was installed and May 19th, 15 patients were admitted to the Durba Health Centre. In only four of them were the diagnosis of Marburg haemorrhagic fever (MHF) confirmed by laboratory examination. Protective equipment was distributed to health care workers and family members caring for patients. Information about MHF, modes of transmission and the use of barrier nursing techniques was provided to health care workers and sterilisation procedures were reviewed. In contrast to Ebola outbreaks, there was little panic among health care workers and the general public in Durba and all health services remained operational.

Organization of patient care during the Ebola hemorrhagic fever epidemic in Kikwit, Democratic Republic of the Congo, 1995.

In contrast with procedures in previous Ebola outbreaks, patient care during the 1995 outbreak in Kikwit, Democratic Republic of the Congo, was centralized for a large number of patients. On 4 May, before the diagnosis of Ebola hemorrhagic fever (EHF) was confirmed by the Centers for Disease Control and Prevention, an isolation ward was created at Kikwit General Hospital. On 11 May, an international scientific and technical committee established as a priority the improvement of hygienic conditions in the hospital and the protection of health care workers and family members; to this end, protective equipment was distributed and barrier-nursing techniques were implemented. For patients living far from Kikwit, home care was organized. Initially, hospitalized patients were given only oral treatments; however, toward the end of the epidemic, infusions and better nutritional support were given, and 8 patients received blood from convalescent EHF patients. Only 1 of the transfusion patients died (12.5%). It is expected that with improved medical care, the case fatality rate of EHF could be reduced.

The international decade for natural disaster reduction (IDNDR): A challenge to science

The United Nations proclaimed the 1990s as the International Decade for Natural Disaster Reduction (IDNDR). Based on the ‘Tokyo Declaration’—an action plan for the IDNDR formulated by a commission of highly recognized experts—a program was drafted in March 1991 by the International Scientific and Technical Committee for the IDNDR, whose members were appointed by the Secretary General of the United Nations. Based on this international draft program a framework for national scientific programs should be developed by National Committees. The Decade and its translation into actions are briefly reviewed.
