Science Diplomacy in the Arctic and Antarctic

The article studies the phenomenon of science diplomacy with regard to the Arctic and Antarctic. These two polar regions are similar because of high importance of international scientific activity and science diplomacy based on it. Science diplomacy is understood as a kind of synthesis of scientific and political-diplomatic activities, in which state and non-state actors can take part. The conditions for science di-plomacy in the Arctic and Antarctic are very different due to the history of development, legal status and established practice of international relations in these regions. The challenges faced by international scientific activity and science diplomacy in the two regions are considered. It is shown that in the Arctic and Antarctic, science diplomacy as a political tool is objectively in demand and cannot be “cancelled” due to the political context. In the current situation, science diplomacy can contribute to de-escalation of the conflict in relations between Russia and the West. At the same time, science diplomacy is not a panacea for creating international relations based on the principles of peace and cooperation. Like any political instrument, it protects national interests and not only serves to solve global problems arising in the Arctic and Antarctic.

Negyvenéves a Debreceni Bőrklinikán működő Égési Osztály

For decades the burn patients have been treated at dermatological institutions worldwide, due to the similarities of the burns to certain blistering dermatological conditions. Another explanation was the routine of these clinics in the conservative treatment of wounds and general care of patients with extensive skin defects. Later on, together with more knowledge about the pathomechanism of burns and as the operative treatment became dominant, complex burn care was provided by specialized burn departments. Thanks to these developments, most burn care institutions nowadays are either autonomous centers or departments closely associated with traumatology, intensive care, surgical, pediatric surgical, or plastic surgery clinics. In Debrecen, the second profile is dermatologic surgery, which is now a unique combination, so the burn service is provided by the Department of Dermatology. Since its inauguration in 1983, the department introduced an active, operational burns treatment strategy. In the past forty years it pioneered several ground breaking therapeutic approaches, such as fluidization therapy, negative pressure wound therapy (NPWT), biotechnological wound coverage with keratinocyte suspension and sheets, dermal substitution with Alloderm®, Integra®, etc. Thanks to the continuous improvement of the instrumentation of the burn ward and the specific intensive care unit, it became possible to successfully treat patients with extensive deep burn wounds as well as dermatological crisis situations requiring intensive support. The department has remarkable international connections and scientific publication activities. Despite unfavorable tendencies of the most recent years, reducing the work force of both doctors and related professionals, the burn unit in Debrecen is keen on providing continuous, up to date, high quality professional service to burn patients of our region.

The realities of postmodern internationalization: The experience of the ukrainian vocational education

The topical problems of increasing country's competitiveness considering world experience should be solved only in accordance with modern requirements of rapidly changing information society, where competitive advantages largely depend on the quality of human resources and investments in human capital. The article describes the practical aspects of the development of internationalization of vocational education in Ukraine on the experience of Berdyansk State Pedagogical University; clarifies the current opportunities for improving the quality of education in the light of international practice on the example of the Benemérita Autonomous University of Puebla (Mexico), and identifies the ways to realize the potential of partnership in vocational education in Ukraine. The experience of Ukraine, Poland and Mexico, where the main condition for integration into the global university of knowledge is the quality of higher education institutions in accordance with international standards of curricula, has been analyzed. The practical experience of international scientific activities of Berdyansk State Pedagogical University and Benemérita Autonomous University of Puebla is described. The article concludes about the effectiveness of international cooperation in science, which determines the status and prestige of the university, examines the European integration process of higher education system of Ukraine and the existing international training technologies.

THE ROLE OF LEARNING A FOREIGN LANGUAGE IN THE GLOBALIZATION PROCESS OF HIGHER EDUCATION INSTITUTIONS

The article substantiates the expediency of globalization of higher education institutions andthe role of foreign language learning in this process. Four main justifications for globalization areoutlined: academic, socio-cultural, political and economic. Current trends in the internationalization ofhigher education in European countries have been identified, and aspects of the institute’s activitiesrelated to the development and implementation of the globalization strategy have been investigated.Factors determining its successful implementation and factors hindering this process are determined. Theimpact of globalization on the competitiveness of Ukrainian universities and the professional risksassociated with a low level of language proficiency are described. The role of the institute’s languagepolicy in the implementation of the internationalization strategy is defined. The regulatory and legaldocumentation in the field of development and reform of higher education is studied. The prerequisitesfor reforming the English language teaching methodology are considered. The method of globalization ofhigher education in foreign language classes is proposed. It is concluded that the process of globalization,the main goal of which is to improve the quality of education and scientific activity, has become thestrategic direction of higher educational institutions. In this regard, considerable attention is paid tosupporting the provision of pedagogical conditions for the formation of all intercultural competences ofstudents. The results of the empirical study indicate that the key areas of activity of universities in thecontext of internationalization are the development of students’ academic knowledge, mobility, creationof joint educational programs with foreign universities, development of international scientific activity. Itis found that the main factors that stimulate these processes are the development and monitoring of theimplementation of the globalization strategy. The problems of implementing this strategy, as before, areof a financial nature and are associated with a low level of foreign language proficiency and insufficientmotivation of students and teachers to participate in academic mobility programs and internationalscientific projects.

Umm Al-Qura University has experienced growth and distinction throughout its history. Improving the future of the Saudi people through participating in national and international academic and scientific activities is one of the important goals. In order to build a professional environment for faculty and students to serve the community, Umm Al-Qura University has been making progress in that direction by bolstering infrastructure and sowing the seeds of academic and research activities. The transmission of scientific knowledge is the goal of scientific publications. In addition, scientific publications serve as a repository, promote inquiry, and offer a permanent record of facts. Umm Al-Qura University publishes and disseminates the Journal of Umm Al-Qura University for Medical Sciences (JUQUMS), published twice yearly since 2020. While published articles are made available in an online Open Access format, articles are subject to a rigorous peer-review. Original articles, review articles, short communications, and case reports are all publication formats for contributions describing original research that shows relevance to the medical sciences. The editors, authors, and readers work together to improve the quality of the journal content and presentation to top international standards in scientific publishing. The journal is recognized by international authors and reviewers and is currently under indexing in Scopus, Google Scholar, and DOAJ databases.

CURRENT STATUS AND PERSPECTIVE FOR THE DEVELOPMENT OF SHIPS AND PORT TERMINALS FOR CARBON DIOXIDE (CO2)

The current achievements and future prospects in international scientific and project activities in the field of sea transportation of carbon dioxide (CO2) for further application in projects in the Russian Federation are analyzed in the paper. The theme is relatively new and actual - the port transshipment and transportation of this new gaseous cargo has been considered by the authors since the early 2010s, the first projects will be implemented by the mid-2020s. CCS (carbon capture and storage) is capture of CO2 from industrial processes, transportation and storage in underground geological structures; it is one of the key large-scale technologies for reducing CO2 emissions at industrial facilities. This causes a growing interest in the development of CO2 maritime transport, which is confirmed by the fact that in the current decade in Europe more than 5 large-tonnage CO2 maritime hubs have been announced for implementation. Maritime transport is a promising type for the delivery of carbon dioxide from territorially remote emitters (more than 1 km) to CO2 injection geological fields, what is confirmedby the scientific researches and feasibility studies. The analysis of the most cited and authoritative scientific sources performed in the paper has shown that significant progress has been made in certain technological areas: the reliability of the technological chain has been confirmed, the transport characteristics of CO2 have been determined, and a conclusion about the advisability of transporting CO2 in ships under medium (15-20 bar, operated by a small-tonnage fleet of food-quality CO2 and vessels for the Norwegian Longship project) or low pressure(up to 10 bar, the greatest prospects are in cost reduction and increase of cargo capacity) has been drawn. At port terminals, operations for CO2 storage in isothermal tanks and loading-unloading through marine loading arms of liquid cryogenic cargoes will be confirmed by 2024 with the construction of the first marine CO2 hub in Norway(Northern Lights). In the study described in the paper, for the first time on the Russian language, the general functional and technological logic of the CO2 maritime transport chain is formed and the best promising available technologies are identified. Eventually based on the results of the analysis, a groundwork for further research and applied work, which has high potential due to the growing demand of the state and industrial enterprises to reduce the carbon footprint, is created.

ВДОСКОНАЛЕННЯ УПРАВЛІННЯ КОНСАЛТИНГОМ У СФЕРІ МІЖНАРОДНОГО НАУКОВО-ТЕХНІЧНОГО СПІВРОБІТНИЦТВА

The article reveals the state and prospects for the development consulting’s management for international scientific and technical cooperation in Europe and Ukraine. It is shown that the existing gap between the Ukrainian scientific and technical community and the world can be overcome with the use of modern information tools and means of digital communications. To increase the intensity scientific and technical communications of Ukrainian scientists with European scientific and technical space, it is proposed to develop consulting based on a specialized national Internet portal. The essence of the main concepts of consulting in international scientific and technical activity is analyzed in detail. Certain problems were identified and an assessment of factors influencing the implementation of consulting was carried out in order to intensify the participation of domestic scientists in international projects. The special place of national contact points in the organization of consulting in international scientific and technical cooperation is also defined. The analysis of national portals of European countries was carried out and the factors of their influence on the implementation of consulting in scientific and technical activities were evaluated. Recommendations for the creation of an information system of the national portal of Ukraine to promote the development of consulting management processes in international scientific and technical cooperation are proposed. It is shown that this will allow further development of new methods for identifying indicators, using which it will be possible to manage the effectiveness of consulting in the field of international scientific and technical cooperation.

Socio-Economic Development of Research Activities of Institutions of Higher Education

The article examines socio-economic transformations that had an ambiguous impact on the formation and development of the system of higher education institutions in Ukraine. It has been confirmed that there are positive trends in the development of higher educational institutions and the expansion of their academic freedom, the reform of state administration, the introduction of new forms of education, the modernization of specialties and the increase in the number of persons with higher education. It was determined that in accordance with the needs of the development of the economy and society, higher education, as well as research activities, should ensure the training of a specialist for the relevant field of the national economy, capable of adaptation, creative and critical thinking, generating new ideas and actions in a new situation. That is, higher education is assigned the role of a key factor in creating prerequisites for ensuring the competitiveness of the national economy. For this, higher education itself must become attractive and competitive not only on the national, but also on the world market of educational services. The issue of the organization of research work of students of higher education as the main component of the professional characteristics of a future specialist has been studied, the essence and meaning of the concept “research work of students of higher education” has been revealed. The level of organization of scientific and research work of higher education applicants in the country is analyzed. It should be noted that the main thing in the organization of scientific research work is arming students of higher education with scientific research methods. The most common methods are theoretical analysis of methodical and special literature, observation, experiment. It has been proven that scientific research is of exceptional importance for the development of all strategic areas of higher education institutions: ensuring quality training of specialists, deepening international educational and scientific activities, improving the system of training and certification of scientific and scientific-pedagogical personnel, development of innovative activities. Thus, the clear organization of research work of students of higher education in the educational process of institutions of higher education contributes to the deepening of assimilation of professional educational disciplines by students of higher education, allows to fully express their individuality, to form their own opinion about the problems of today. FORMATION OF INTERNATIONAL COMPETITIVENESS AND BUSINESS MODELS

International competitiveness is an integrative concept that unites the whole range of key issues related to the sustainable growth of national welfare and living standards.The aim of the work is to determine the essence of modern understanding of economic competitiveness, features and factors influencing it both externally - from the world economy and internal, directions of competitiveness theory, as well as to develop an author's concept of assessing competitive business advantages of developing economy. natural resources, and determining the most effective strategy to increase the level of competitiveness of the economy and business.The article systematizes historical and modern theoretical approaches to the analysis of competitiveness at the macro level and the existing applied methods of calculating international competitiveness. The priority models of the European concept of innovative business development are considered in detail: business model №1 - creation of investment institutions that stimulate the subjects of international financial, scientific and industrial activities to innovate; business model №2 - creating a favorable environment for an innovative economy; business model №3 - development of humanitarian capital and formation of a general innovation culture in society.It is proved that competitiveness is a complex concept that is determined by many factors, the most acceptable way to assess the level of competitiveness is to use multidimensional or composite indicators of competitiveness.

Three decades of the Human Genome Organization.

The Human Genome Organization (HUGO) was initially established in 1988 to help integrate international scientific genomic activity and to accelerate the diffusion of knowledge from the efforts of the human genome project. Its founding President was Victor McKusick. During the late 1980s and 1990s, HUGO organized lively gene mapping meetings to accurately place genes on the genome as chromosomes were being sequenced. With the completion of the Human Genome Project, HUGO went through some transitions and self‐reflection. In 2020, HUGO (which hosts a large annual scientific meeting and comprises the renowned HUGO Gene Nomenclature Committee [HGNC], responsible for naming genes, and an outstanding Ethics Committee) was merged with the Human Genome Variation Society (HGVS; which defines the correct nomenclature for variation description) and the Human Variome Project (HVP; championed by the late Richard Cotton) into a single organization that is committed to assembling human genomic variation from all over the world. This consolidated effort, under a new Executive Board and seven focused committees, will facilitate efficient and effective communication and action to bring the benefits of increasing knowledge of genome diversity and biology to people all over the world.

International Scientific Collaboration Is Needed to Bridge Science to Society: USERN2020 Consensus Statement.

Scientific collaboration has been a critical aspect of the development of all fields of science, particularly clinical medicine. It is well understood that myriads of benefits can be yielded by interdisciplinary and international collaboration. For instance, our rapidly growing knowledge on COVID-19 and vaccine development could not be attained without expanded collaborative activities. However, achieving fruitful results requires mastering specific tactics in collaborative efforts. These activities can enhance our knowledge, which ultimately benefits society. In addition to tackling the issue of the invisible border between different countries, institutes, and disciplines, the border between the scientific community and society needs to be addressed as well. International and transdisciplinary approaches can potentially be the best solution for bridging science and society. The Universal Scientific Education and Research Network (USERN) is a non-governmental, non-profit organization and network to promote professional, scientific research and education worldwide. The fifth annual congress of USERN was held in Tehran, Iran, in a hybrid manner on November 7–10, 2020, with key aims of bridging science to society and facilitating borderless science. Among speakers of the congress, a group of top scientists unanimously agreed on The USERN 2020 consensus, which is drafted with the goal of connecting society with scientific scholars and facilitating international and interdisciplinary scientific activities in all fields, including clinical medicine.

International scientific collaborative activities and barriers to them in eight societies

ABSTRACT Scientific research increasingly requires international collaboration among scientists. Less is known, however, about the barriers that impede such collaboration. In this pioneering study, more than 9000 scientists from eight societies – the United States, the United Kingdom, India, Italy, Taiwan, Hong Kong, Turkey, and France – were surveyed to gauge scientists’ attitudes and experiences. While most scientists claimed international collaboration was important, their actual participation in such collaborations was much lower. We identified the prevalence rates of three types of barriers (political, logistical, and cultural) based on categories developed from previous work. In addition, we identified nine additional categories of barriers. Key barriers to collaboration that scientists identified included lack of funding for international work, restrictions on material and data sharing, and differences in academic standards. Respondents also complained about bias against scholars from emerging or developing countries. Our study highlights areas where efforts could be made to address policy issues, institutional barriers, and national biases to promote more productive collaboration in the global scientific community.

POSITIONING OF INTERNATIONAL SCIENTIFIC-TECHNICAL COOPERATION IN THE LEGAL DOCUMENTS OF THE COUNTRIES PARTICIPATING IN SCIENTIFIC GLOBALIZATION

The regulation of international scientific-technical cooperation in the Russian Federation aiming at improvement of managerial decisions in the field of scientific cooperation should take into account other countries’ approaches. The article considers strategic documents of 19 countries to identify three types of them: the first group consists of countries with a special strategic document on international scientifictechnical cooperation; the second group - of countries with a document on regional scientific-technical cooperation; the third group - of countries whose policies in the field of international scientific-technical cooperation are represented in national strategies for the development of science and technology and are integrated into action plans/strategies of the relevant departments. The article describes the organization of international scientific-technical cooperation in the USA, Mexico and Sweden. Thus, the USA developed a distributed system of coordination of international scientific activities under the uniform national approach, when science is considered an instrument of American foreign policy. Mexico follows a regional line in international scientific-technical cooperation without any special document regulating it. In Sweden, international scientific cooperation is considered a part of foreign policy and is administered by the Ministry of Foreign Affairs. Based on the studied documents, the authors make several suggestions for Russian scientific-technical policy that have been already used in the draft Conception of International Scientific-Technical Cooperation of the Russian Federation. The authors propose to increase Russia’s participation in the world scientific process by relying on the best practices of the global leaders such as the United States and Switzerland, promoting the development of scientific diplomacy and mobility, and supporting the political interests of Russia, in particular considering the CIS, BRICS and the EEA. The future legal documents should also include issues of funding joint research and assessing the effectiveness of cooperation (qualitative and quantitative indicators of the success of scientific collaborations).

Alternative rating system of scientific activity of ukrainian higher educational institutions: methodical bases and results

Higher school conditions the direction of the social development by introducing scientific ideas, developing innovative technologies, studying and promoting effective socio-economic mechanisms of the country development, supports the cultural level, intellect and spirituality of the society. That is why the creation of conditions for strengthening main directions of the higher educational institutions (HEI) activity, especially, their scientific-research, scientific-technical and innovative potential it is a key task of the higher educational system modernization by the Ministry of education and science (MES) of Ukraine. On the background of diverse factors of such motivations, the one of importance is the factor of comparative collations that is the rating base.The article is devoted to the further development of methodological principles, methodical and information-model support of the construction of the rating system of the assessment of the Ukrainian higher educational institutions potential. The special feature of the offered rating system is the formation of the multi-component system of the quality monitoring of the HEI scientific activity by the four main factors: International activity, scientific activity, citing and commercialization of scientific results. Local indicative systems that allow to assess the HEI scientific activity from system positions were formed for each factor, based on the comparative analysis of the list of parameters of the well-known world ratings and features of the Ukrainian higher system modernization. The pilot calculations of the scientific activity of Kharkiv HEI were realized to probate the offered rating assessment system.
