Clinical governance in Australia

Purpose – The purpose of this paper is to overview, background and context to clinical governance in Australia, areas for further development and potential learnings for other jurisdictions. Design/methodology/approach – Commentary; non-systematic review of clinical governance literature; review of web sites for national, state and territory health departments, quality and safety organisations, and clinical colleges in Australia. Findings – Clinical governance in Australia shows variation across jurisdictions, reflective of a fragmented health system with responsibility for funding, policy and service provision being divided between levels of government and across service streams. The mechanisms in place to protect and engage with consumers thus varies according to where one lives. Information on quality and safety outcomes also varies; is difficult to find and often does not drill down to a service level useful for informing consumer treatment decisions. Organisational stability was identified as a key success factor in realising and maintaining the cultural shift to deliver ongoing quality. Research limitations/implications – Comparison of quality indicators with clinical governance systems and processes at a hospital level will provide a more detailed understanding of components most influencing quality outcomes. Practical implications – The information reported will assist health service providers to improve information and processes to engage with consumers and build further transparency and accountability. Originality/value – In this paper the authors have included an in depth profile of the background and context for the current state of clinical governance in Australia. The authors expect the detail provided will be of use to the international reader unfamiliar with the nuances of the Australian Healthcare System. Other studies (e.g. Russell and Dawda, 2013; Phillips et al., n.d.) have been based on deep professional understanding of clinical governance in appraising and reporting on initaitives and structures. This review has utilised resources available to an informed consumer seeking to understand the quality and safety of health services.

The ‘Non-Businesslike Loan’: A New Doctrine for the Tax Treatment of Equity and Debt Capital in the Netherlands

The (difference in) taxation of equity and debt capital is in many countries a regularly recurring subject of debate, legislation, and case law; in the Netherlands this is not different. A new phenomenon has recently arisen in Dutch case law that casts new light on this discussion. In literature, this phenomenon is referred to as the 'non-businesslike loan', best described as a sort of 'hybrid loan' that is partly treated as debt capital and partly as equity capital for tax purposes. In this contribution, we offer the international reader an introduction to the doctrine of the non-businesslike loan. We discuss the Dutch principal rules of the qualification of capital loans, the qualification of a loan as a 'non-businesslike loan', and address the treatment of the interest and write-downs on a non-businesslike loan. Finally, we highlight some international aspects of the non-businesslike loan.

“Poet and Audience Actually Exist”: The Contact Poetry Reading Series and the Rise of Literary Readings in Canada

This essay documents and assesses the history of the Contact Poetry Reading Series (Toronto, 1957-62), arguing that the Contact readings mark the emergence of a vital form of modern literary expression in Canada. The essay has two primary goals. The first is to contextualize the Contact Poetry Reading Series as a fundamental component of Raymond Souster’s editorial work in order to enrich dominant critical perspective of Souster’s accomplishments as an editor and publisher. The Contact readings express the same drive on Souster’s part to “make contact” (between generations, between international communities, between poet and reader) that is identifiable in his work with Contact and Contact Press, only in this case under material conditions unique to the public performance of poetry. The second goal is to situate the Contact Poetry Reading Series within current book history and performance studies scholarship. In doing so, this essay positions the literary reading as an essential but understudied component of processes of publication, distribution, and reception of poetry in Canada.

“Justification” in NIrV and NIV 2011: Two Very Different Approaches from the Same Stable

The New International Reader’s Version (NIrV) of 2005, and the New International Version, as revised in 2011 (NIV 2011), derive from the same stable. NIV 2011 is a “standard” English version, while NIrV is in simplified English, having in mind children and those whose competence in English and/or whose knowledge of the Bible is limited. This study demonstrates the very different approaches these two versions take to rendering the key word-family for Paul’s doctrine of “justification.” It concludes that Paul’s intentions are conveyed more effectively in NIrV (notwithstanding its limitations) and suggests why NIV 2011 fails at this point.

Review Editor's note: we have not reviewed this book in Studies in American Naturalism previously because of a sense of conflict: its editor is our co-editor and many of its contributors are our regular contributors and members of our editorial board. So we left the Handbook to be reviewed elsewhere, trusting it to stand on its merits. The detailed review essay below, by an international scholar of literary naturalism, is written from an international perspective and directed primarily at international scholars. It was not only interesting to us to see what an international reader makes of it; we also found the larger perspective the reviewer offers on the expanding scope and influence of literary naturalism on writers and scholars alike bracing. We offer it here in the hope that our readers, domestic and international, will find its larger view of that scope and influence matter for thought. This book opens up a panorama of American literary naturalism from its beginnings in the 1890s to the present. The leading figures, Stephen Crane, Frank Norris, Theodore Dreiser, and Jack London, are here, surrounded by a host of authors linked by narrative technique or by ideology to a mode of presenting life in all its vagaries and the complexities of human actions and failures. Reading it one is reminded that the critics dedicated to the study of naturalism likewise form a closely knit web headed by the leading theorists of the movement, Charles Child Walcutt and Donald Pizer, who have contributed significantly to defining the ideological and historical background and to establishing the different phases of naturalist writing. Critical interest in American literary naturalism gained momentum in the 1960s, and the past fifty years have seen new biographies and new, complete, and unabridged editions of the canonical authors. [End Page 246] But though author societies such as the Stephen Crane, Theodore Dreiser, Hamlin Garland, Jack London, Frank Norris, Edith Wharton, and Richard Wright societies meet regularly at the annual conferences of the American Literature Association and also intermittently on special occasions such as centennials of publication of major works, naturalism is still frequently subsumed under the label American realism, or it is presented as a short-lived development along the historical path between realism and modernism. A careful reading of the Oxford Handbook suggests, however, that American naturalism can no longer be confined to what is now called the first or classic period from 1890 to 1915. Rather, literary naturalism is an ongoing movement and mode of writing employed by American authors up to the present day, and the work of scholars of American naturalism touches on the most pertinent current debates in the study of American literary history. The Oxford Handbook both reminds us that the movement has had continuing impact on American letters and fills a gap in the scholarship. Even though there are numerous studies in American naturalism that cover a range of important topics from determinism, regionalism, modernity, (anti-)aesthetics, and gender issues to historically oriented studies on the 19th and 20th centuries, all these works provide, as the editor says, "only a partial picture," and one might add, while still helpful, quite a few are somewhat dated in their approach. There has long been need for a comprehensive treatment of the subject both topically and thematically. The scope of the Handbook is ambitious: an introduction plus twenty-eight essays arranged in six groups and presented in a systematic order, partly chronological, partly thematic, and partly generic. Some of the essays might have functioned in other contexts and there are overlapping passages and some redundancies and gaps, but the overall effect is of thorough, reliable, and competent information; readers will emerge acquainted with the major naturalist writers, poets, and playwrights of an entire century and informed about their objectives and methods and influence. As a milestone in studies of American naturalism, the Handbook deserves a space in the student's or scholar's library. The Handbook...

Solved and unsolved problems of sedimentation, glaciation and paleolakes of the Darhad Basin, Northern Mongolia

The paper reviews previously published and presents new data on the Darhad Basin, Mongolia, which is a key locality for reconstruction of Quaternary glaciation and environmental changes in northern Central Asia. The previously published data include those obtained in the 20th century by Soviet geological surveys and academic researches of the Darhad Basin, which are, as a rule, not accessible for an international reader, and those obtained by several international teams during the last decade. The new results include geomorphologic, sedimentological and geochronological data obtained prior to and within the International Darhad Drilling Project (DDP-2010). These data show that the Darhad sedimentary sequence has been formed since the Pliocene and represents a detailed archive of environmental changes due to a high content of lacustrine beds. Lakes formed several times in the Darhad Basin by basaltic, glacial and sedimentary dams, which blocked the water outlet of the basin. Of special interest in this paper are the late Pleistocene damming events, which are well-documented in the sediments and landforms, however, their chronology is still obscure. There have been two stages of deep lake. The first lake was dammed by a glacier during late MIS 5 (Krivonogov et al., 2005) or, alternatively, during early to middle MIS 3 (Gillespie et al., 2008a). The second damming, glacial or sedimentary, formed another deep lake during MIS 4 or MIS 2. The level of the lake was greatly variable up to its complete disappearance. Our new data from the DDP10-3 and DN-1 boreholes and from the Hodon outcrop illustrate the Holocene history of the paleolake, which was dammed by the sediments and was kept at low levels. We propose a first sedimentation model for the Holocene part of the lacustrine sedimentary sequence. The lake was minimal or disappeared at ca 12–9.6 and after 4.5 ka cal. BP, relatively deep at 9.6–7.1 and 6.4–4.5 ka cal. BP and shallow at 7.1–6.4 ka cal. BP. Conclusively, we highlighted solved and unsolved geological problems of the Darhad Basin, the most important of which are our recognized stages of the paleolake development (solved) and the detailed chronology and environments of the lacustrine and glacial events (unsolved).

Female entrepreneurship in the United Arab Emirates: Legislative encouragements and cultural constraints

Synopsis Onlookers from outside the Middle East tend to view the region as an essentially hostile environment for women in non-traditional roles. While this perspective may be valid in certain contexts, the United Arab Emirates (UAE) sets new standards of support for women in business ventures as it attempts to engage all its citizens in the economic and social development of this rapidly changing country. The present survey paper overviews for the international reader four key areas affecting the success of UAE female entrepreneurship: (1) the legislative attempts to enhance female entrepreneurial achievement; (2) the socio-cultural realities constraining women in business ventures; (3) the impact of the UAE's strongly collectivist culture on business networking among women; (4) UAE women's motivation for entrepreneurial endeavor given the abundant options for more secure employment.

Who Is the King?

My dear international reader, let me introduce myself: I am an ophthalmologist working in a small university hospital in Croatia. The city where my hospital is located has 200 000 inhabitants, almost as many as a longer street in China. My whole country has fewer citizens than Munich, Germany. Gross domestic product of my country amounts to less than a half of the European Union average, and our national health budget is so humble that it would probably move each and every of 27 European health ministers to tears. At the same time, a considerable portion of medical equipment in Croatian hospitals is of noticeable historical value, which is not so bad since it could probably be sold to an American technical museum to obtain funds for buying new instruments. (I almost forgot: I am a woman, and certain number of patients in our country still put greater trust into male than female physicians.)

Food and the Singapore young consumer

This paper seeks to provide the international reader with an insight into the mind of the young consumer from Singapore, one of the vibrant hubs of youth consumerism in Asia. This paper combines observations derived, informal interviews with peers as well as self experience of the writer who is both a young marketer and a young consumer who is involved in the youth volunteerism circles as well. During the course of writing the paper, insights such as the rise of the coffeehouse culture, being spaces, extended family syndromes were observed, as well as viewpoints on the insipid marketing by fast food giants in the country from a young consumer’s perspective was discussed. This insight will provide a sound platform for in depth qualitative and quantitative research in the future. The value of this paper is it’s varied perspectives and observations derived uniquely from the authors’ personal involvement in these fields of interest.

The TRANSMED Atlas: geological-geophysical fabric of the Mediterranean region —Final report of the project

Geological research on the Mediterranean region is presently characterized by the transition from disciplinary to multidisciplinary research, as well as from national to international investigations. In order to synthesize and integrate the vast disciplinary and national datasets which are available, it is necessary to implement maximum interaction among geoscientists of different backgrounds. The creation of project-oriented task forces in universities and other research institutions, as well as the development of large international cooperation programs, is instrumental in pursuing such a multidisciplinary and supranational approach. The TRANSMED Atlas, an official publication of the 32nd International Geological Congress (Florence 2004), is the result of an international scientific cooperation program which brought together for over two years sixtythree structural geologists, geophysicists, marine geologists, petrologists, sedimentologists, stratigraphers, paleogeographers, and petroleum geologists coming from eighteen countries, and working for the petroleum industry, academia, and other institutions, both public and private. The TRANSMED Atlas provides an updated, synthetic, and coherent portrayal of the overall geological-geophysical structure of the Mediterranean domain and the surrounding areas. The initial stimulus for the Atlas came from the realization of the extremely heterogeneous nature of the existing geological-geophysical data about such domain. These data have been gathered by universities, oil companies, geological surveys and other institutions in several countries, often using different procedures and standards. In addition, much of these data are written in languages and published in outlets that are not readily accessible to the general international reader. A review of commercial mortgage loan servicing best practice in the USA

AbstractThis paper analyses the commercial mortgage loan servicing business in the USA, including historical background, the various loan servicing business models in use, the characteristics of the large third‐party loan servicing companies, the duties involved in US‐style commercial mortgage loan servicing, the differences between servicing of portfolio (on book) loans and loans securitised in pools, servicing fees and loan servicing technology. Readers considering investing in US commercial mortgages may benefit from information on US servicing practices. Although some of the US loan servicing duties may not be applicable in other countries, the international reader may also benefit from considering specific duties such as collateral review and portfolio surveillance, understanding the differences between portfolio loan and securitised loan servicing, noting the application of technology to operational processes freeing up staff for personal contact with lenders and borrowers, and noting how technology can produce a better servicing product for lender and borrower, through such features as borrower and lender websites and document imaging. LSA and the “Pax Americana”

In United Kingdom, we do not yet celebrate Thanksgiving. I wonder how much longer this cultural exclusion will survive. Our Christmas festivities have been remodeled to give pride of place to turkey, rather than to goose beloved of Charles Dickens. Santa Claus, in an outfit from Harper's Weekly via Coca-Cola marketing, has displaced St. Nicholas, Archbishop of Myra, as bringer of seasonal gifts. Our annual reminder of virtues of democracy, Protestantism, and dangerous fireworks, Guy Fawkes Day, is being transformed into sanitized Halloween of trick or treat. On this occasion, however, understandable desire of U.S. colleagues to get their drafts out before pumpkin pie goes in oven means that I can respond to Lynn Mather, David Trubek, and Bryant Garth. I have to admit that I did not even know that Canada had a different Thanksgiving date, but I have also been able to review Joan Brockman's contribution. Mather and Trubek speak passionately to internationalisation of Law and Society Association but, to an international reader, both also epitomize real difficulty for even passionate advocates of this agenda in understanding quite what this means for U.S. law and society community, as Garth and Brockman recognize. Mather focuses her presidential address on dangers of the assumption of universality, idea that American experience of law and society provides a basis for understanding experience of law and society in any national context. By corollary, she criticizes her compatriots for failing to recognize way in which others' experiences of law and society may be relevant to understanding of their own country. She rightly celebrates Association's achievement in its growth from handful of founders in 1964, who could still fit into Red Schwartz's home in Buffalo for first conference in 1975, to 2002 gathering in Vancouver, which attracted more than 1,000 participants. Three conferences have been held jointly with International Sociological Association's Research Committee on Sociology of Law (RCSL) in European locations. Depending on venue, even U.S.-based conferences now regularly seem to attract 10 to 15% of their participants from outside United States. Law & Society Review has extended its reach and will do so yet further under new publishing arrangements. Despite this, as Mather notes, a measure of social and intellectual exclusion continues to be directed toward international scholars and their work, a phenomenon she compares to exclusion of women and minorities that has in some degree been acknowledged and addressed by LSA. U.S. scholars are slow to cite work published elsewhere, even from countries that share their legal traditions, to be self-critical about their use of language, and to examine differences in research agendas. She concludes by calling for a discussion about institutional reform within LSA in response to these concerns. Trubek takes up this challenge in elaborating a program of practical actions that might be taken over next few years, although he recognizes potential risks of simply extending hegemony of U.S. scholarship and stresses need for many of these to be undertaken in partnership with RCSL. Hooray for White, and Blue! Trubek's commentary plays with resonance of red, white, and blue. If you put this phrase into a Google search, you get about 290,000 hits. The early pages are all fairly harmless U.S. sites. If you restrict search to U.K. pages, one of first to come up is British National Party, a far right organization that many would describe as neo-Nazi. Their Red, White and Blue 2001 page reports an annual rally, where the best efforts of so-called 'Anti-Nazi League' failed to stop over 500 British patriots from all over kingdom attending an event to celebrate historical and cultural legacy of British Isles and British people, and have some fun in process! …

Mother-tongue teaching in Poland: the dynamics of change

The aim of this article is to update the international reader with changes in teaching Polish in Poland in the last 10 years. The first part presents a background and description of the Polish educational system in the midst of radical transformations. The changes under discussion focus on structural reform, which implements a new division into four educational stages, and syllabus reform, which enables teachers of Polish to choose a syllabus. The second part includes a brief description of new tendencies in Polish teaching programs during the period of compulsory education (primary school and junior secondary school).

About this title

This Special Publication presents a largely UK persperctive on groundwater contamination, 'warts' and all. It gives the international reader an oppurtunity to assess the standing of British contaminant hydrogeology in the world today. There are also international papers on organic contamination at industrial sites in the USA, minewater pollution from France and data, previously unavailable, from the major liquid radioactive waste disposal operation in Tomsk, Central Siberia. We hope that this compilation will enable both the experienced hydrogeologist and the interested scientist to discover how we have polluted, investigated and attempted to clean up mankind's most precious geological resource-groundwater
