Preface

It is highly delighted to introduce the proceedings dedicated to the XXIII International Conference on Soft Computing and Measurement (SCM’2020) that was held in St. Petersburg on May 27-29, 2020. The SCM is one of the leading conferences in Russia on the scientific fields of modern measurement theory and artificial intelligence. The SCM unique scientific direction is measurement intellectualization.Traditionally the SCM is held under the auspices of the Ministry of Education and Science of the Russian Federation, the International Fuzzy Systems Association and the Russian Foundation for Basic Research. The programme committee is attended by leading foreign and domestic scientists in the field of theoretical and practical areas of science. The SCM is clearly interdisciplinary in nature that allows a wide profile discussion of scientific reports with participation of specialists of different profiles. It gives a synergistic effect in creating and promoting new scientific directions and practical developments.List of Editors are available in this pdf.

Message from Editors-in-Chief

It is our great pleasure to congratulate the Journal of Advanced Computational Intelligence and Intelligent Informatics (JACIII) on its 20th anniversary. The concept of Computational Intelligence was originally authorized in the first IEEE World Congress on Computational Intelligence (WCCI) held in Orlando, Florida in 1994, where the key issues of CI were characterized by fuzzy, neuro, and EC (Evolutionary Computation). The JACI (Journal of Advanced Computational Intelligence) Vol.1 No.1 was published from Fuji Technology Press in Oct 1997, and the name of the journal has been changed to JACIII since Vol.7 No.1 Feb 2003 to accept more widely developed issues related to intelligent informatics. The JACIII is currently published in bimonthly, six issues a year, in cooperation with International Fuzzy Systems Association (IFSA), Japan Society for Fuzzy Theory and Intelligent Informatics (SOFT), Brazilian Society of Automatics (SBA), The Society of Instrument and Control Engineers (SICE), John von Neumann Computer Society (NJSZT), Vietnamese Fuzzy Systems Society (VFSS), Fuzzy Systems and Intelligent Technologies Research Society of Thailand (FIRST), Korean Institute of Intelligent Systems (KIIS), and Taiwanese Association for Artificial Intelligence (TAAI), and is indexed in ESCI, SCOPUS, and COMPENDEX (Ei-Index). In the past 20 years personally, so many issues happened in the JACIII editing process. Some of them were very tough but all are very good memories to us. We occasionally organize the JACIII editorial meetings in Tokyo and remotely. As Editors-in-Chief, we are most grateful to all who have worked with the JACIII and helped reach its 20th anniversary. We thank the editorial board members for editing this journal with their high discernment and the guest editors for arranging special issues with their high profession. We would also like to thank the peer reviewers for their accurate evaluations in a short time, and finally our special thanks go to the editorial office of Fuji Technology Press Ltd., especially to its founder, Mr. K. Hayashi, and to the editors, Ms. Reiko Ohta and Mr. Kunihiko Uchida for their efforts in publishing this journal.

Complimentary Address

It is my honour and privilege to express my heartfelt congratulations to the Journal of Advanced Computational Intelligence and Intelligent Informatics (JACIII) at the occasion of its 20th Anniversary. I was so lucky to be one of the founding Advisory Editors in 1997, invited by two excellent researchers and very close friends, now Emeritus Professors Kaoru Hirota and Toshio Fukuda, and I have been on the board ever since. The journal covers all important fields of Computational Intelligence and Soft Computing including Fuzzy Systems, Artificial Neural Networks, Evolutionary Algorithms, and others. These areas emerged since the 1960-s, but especially since the second half of the 1980-s, when the Fuzzy Boom exploded in Japan. I was able to attend the International Fuzzy Systems Association World Congress in 1987 in Tokyo, in the same year when world’s first automatic subway line was opened in Sendai and when so many domotic and other applications appeared on the market, among other fuzzy and neuro-fuzzy commercial products. This was the occasion when I made the friendship of the two outstanding scholars, who later started JACIII.From year to year I have diligently followed the articles published in JACIII, sending annually recommendations for the best paper awards, and occasionally sending papers for publication or advising my peers to support the journal. This way I can sincerely state that in the past 20 years JACIII has become one of the leading periodicals of the CI and SC fields, its authors distributed not only in Japan, but all over the world. At the beginning the focus was naturally on the fuzzy related papers, while in time the scope opened up towards all other related research fields, gradually covering all Intelligent Systems topics.Why is the mentioned research area so important? Real life problems and many commercial applications, industrial, economic, bio-medical, environmental or others often pose a challenge by the complexity of the problem that disables modeling and algorithmic solutions from the mathematical point of view. This complexity partly comes from the large number of state variables describing the inputs and outputs involved with the model, or from the undeterministic nature, the high adaptability need, or simply from the involvement of subjective elements coming from human experts, operators or other persons. To all these mathematically intractable problem classes intelligent technologies often deliver a very good answer, a good compromise of resource efficiency and modeling “goodness”, i.e. approximation accuracy, or optimality error. The articles published in JACIII during the past 20 years have given many good answers to these challenging questions, offering new methodological results and new application technics.I sincerely hope that JACIII will continue its fruitful and important activities and will play an ever increasing role in the international scenario of research publications on Intelligent Systems. Long live JACIII!

Selected Papers from the 2nd International Symposium on Computational Intelligence and Industrial Applications (ISCIIA 2006)

Real-world applications include the complex behavior of natural phenomena and the human mind-issue not easily dealt with using conventional engineering. This calls for the use of softcomputing and computational intelligence. The International Symposium on Computational Intelligence and Industrial Applications (ISCIIA), targets the development of computational intelligence technology and increasing activity in applications to real-world systems in industry. The first ISCIIA conference, held in December 2004 at Hainan University, China, covered image processing, networks, signal processing, optimization, data mining, rough sets, and e-Learning. The second ISCIIA conference, held in Guangzhou, China, in November 2006 centered on 55 papers published in the ISCIIA 2006 proceedings. This special JACIII issue features seven papers from these proceedings dealing with intelligent image processing, brain science, human-computer interaction, data mining, and industrial applications. All are interesting, and the paper by Jing et al. was chosen as the best paper of the conference. This conference was chaired by Professor Lefu Wang, president of Guangdong Polytechnic Normal University, and Professor Shibin Zhao. The local organizing committee consisted of Professor Fengmei Zhang, Professor Shibin Zhao, Professor Jin Zhang, and Professor Jianxiong Zhang, all of whom worked to make this conference a success. Founding chairs, Professor Kaoru Hirota, Professor Shibin Zhao, and Dr. Raymond Tay also contributed much to the conference's interesting discussions and presentations, for which we are most grateful. The conference was sponsored by the International Fuzzy Systems Association (IFSA), the Japan Society for Fuzzy Theory and Intelligent Informatics (SOFT), Guangdong Polytechnic Normal University (GPNU), the Singapore Industrial Automation Association (SIAA), and the Center of Excellence 21-Agent Based Social Science Systems (COE21-ABSSS). The third ISCIIA will be held in 2008 in Dali, China, and we look forward to the advances in computational intelligence technology and its novel applications that this event will present.

Selected Papers from IFSA'99

The past few years we have witnessed a crystallization of soft computing as a means towards the conception and design of intelligent systems. Soft Computing is a synergetic integration of neural networks, fuzzy logic and evolutionary computation including genetic algorithms, chaotic systems, and belief networks. In this volume, we are featuting seven papers devoted to soft computing as a special issue. These papers are selected from papers submitted to the "The eighth International Fuzzy Systems Association World Congress (IFSA'99)", held in Taipei, Taiwan, in August 1999. Each paper received outstanding recommendations from its reviewers. G-H Tzeng et al. integrate fuzzy numbers, fuzzy regression, and a fuzzy DEA approach as a performance evaluation model for forecasting the productive efficiency of a set of production units when some data are fuzzy numbers. A case of Taipei City Bus Company is adopted for illustration. Y. Shi et al. adopts a fuzzy programming approach to solve a MCMDM (multiple criteria and multiple decision makers) capital budget problem. A solution procedure is proposed to systematically identify a fuzzy optimal selection of possible projects. N. Nguyen et al. propose a new formalism (Chu spaces) to describe parallelism and information flow. Chu spaces provide uniform explanations for different choices of fuzzy methodology, such as choices of fuzzy logical operations of membership functions or defuzzifications. M-C Su et al. propose a technique based on the SOM-based fuzzy systems for voltage security margin estimation. This technique was tested on 1604 simulated data randomly generated from operating conditions on the IEEE 30-bus system to indicate its high efficiency. By defining the concept of approximate dependency and a similarity measure, S-L Wang et al. present a method of using analogical reasoning to infer approximate answers for null queries on similarity-based fuzzy relational databases. K.Yeh et al. use adaptive fuzzy sliding mode control for the structural control of bridges. Combing fuzzy control and sliding mode control can reduce the complexity of fuzzy rule bases and ensure the stability and robustness. This model is demonstrated by three types of bridges, with LRB, sliding isolators and no isolation device. Based on a novel fuzzy clustering algorithm, Y-H Kuo et al. propose an adaptive traffic prediction approach to generalize and unveil the hidden structure of traffic patterns with features of robustness, high accuracy and high adaptability. The periodical, Poisson and real video traffic patterns have been used to verify their approach and investigate its properties.
