Abstract
It is highly delighted to introduce the proceedings dedicated to the XXIII International Conference on Soft Computing and Measurement (SCM’2020) that was held in St. Petersburg on May 27-29, 2020. The SCM is one of the leading conferences in Russia on the scientific fields of modern measurement theory and artificial intelligence. The SCM unique scientific direction is measurement intellectualization.Traditionally the SCM is held under the auspices of the Ministry of Education and Science of the Russian Federation, the International Fuzzy Systems Association and the Russian Foundation for Basic Research. The programme committee is attended by leading foreign and domestic scientists in the field of theoretical and practical areas of science. The SCM is clearly interdisciplinary in nature that allows a wide profile discussion of scientific reports with participation of specialists of different profiles.
