Financial Reporting in Europe: Future Challenges

A roundtable at the 11th workshop of the European Financial Reporting Research Group (EUFIN) on Friday 4 September 2015 in Paris brought together leading participants in the development and enforcement of International Financial Reporting Standards (IFRS) and the use of IFRS financial statements to debate the future challenges in European financial reporting. The panellists were Philippe Danjou, a board member of the International Accounting Standards Board (IASB), Roxana Damianov, team leader for corporate reporting at the European Securities and Markets Authority (ESMA) and Jacques de Greling, senior equity analyst at Natixis, vice-chairman of the European Federation of Financial Analysts Societies (EFFAS) financial accounting commission, member of the IASB's capital markets advisory group and member of the user panel of the European Financial Reporting Advisory Group (EFRAG). The panel was chaired by David Cairns. None of the panellists presented formal papers but instead spoke and debated freely about a range of current and future challenges. Not surprisingly, they focussed on the challenges arising from the use of IFRS in the consolidated financial statements by EU companies listed on EU regulated markets rather than the challenges that might arise from the use of EU or national requirements in non-IFRS financial statements.This paper provides a synthesis of the panel discussions in the context of the European Commission's evaluation of the International Accounting Standards (IAS) Regulation, the International Financial Reporting Standards Foundation's (IFRSF) review of its own and the IASB's structure and effectiveness, and the ongoing work of the IASB and ESMA.

Глобальные стандарты учета: история вопроса. Часть 2

 Данная статья представляет собой вторую часть работы, содержащей обзор процесса принятия к использованию Международных стандартов финансовой отчетности[1] (МСФО) на территории стран Европейского союза и других стран мира. Особое внимание в обзоре уделяется процессам, происходящим в США и в Российской Федерации. В последнее время предпринимались многочисленные попытки оценить роль МСФО на развитых и развивающихся рынках капитала, и использовать разультаты этой оценки в качестве аргументов «за» и «против» в дискуссии об эффективности регулирования корпоративной отчетности, в частности, введении обязательного требования использовать единые стандарты учета. Два основных регулирующих органа в области корпоративной отчетности в мире, Комиссия по ценным бумагам и биржам[2] (КЦББ) США и Совет попечителей Фонда МСФО, используют результаты академических исследований, проведенных на базе эмпирических наблюдений использования МСФО с 2005 года, для поддержки своей позиции в отношении возможных преимуществ от внедрения глобальных стандартов отчетности и рекоммендаций по различным подходам к практической реализации этой идеи. Данные по Российской Федерации не упоминаются в этих исследованиях, что оставляет место для анализа процессов добровольного применения IFRS компаниями в РФ до 2012 года и обязательного применения компаниями определенных категорий после 2012 года.

IFRS Teaching Resources: Available and Rapidly Growing

With the rapid adoption of International Financial Reporting Standards (IFRS) around the world, accounting practitioners, educators, and students are in great need of IFRS instructional materials. This article provides a compilation and review of IFRS teaching resources based primarily on presentations made at a series of IFRS Teaching Workshops sponsored by the IFRS Foundation Teaching Initiative and the International Association for Accounting Education and Research (IAAER). With the purpose of helping those teaching IFRS, especially those with limited prior IFRS teaching experience, we provide detailed information so educators can easily access and use these resources. Several different IFRS teaching strategies and examples are provided to help educators consider how to use the suggested IFRS resources. In addition, while focusing on English language IFRS teaching materials, we provide some suggestions for useful materials available in other languages. While teaching, learning, and using IFRS takes effort, a large body of IFRS resources, including many available at no or minimal cost, is now available to facilitate the process.
