The ITU 1988 Melbourne Conference: Economic Factors in International Cooperation and the Growth of the Internet

This paper reviews the revisions to the data communications parts of the International telecommunications Regulations adopted at this conference. These two bedrock normative rules: 1) open interconnection of devices of all kinds; and 2) resale and sharing of dedicated facilities allowed many alternative methods of international data communications to flourish. This network openness enabled but did not guarantee the ultimate success of the Internet. The paper indicates that the linage of the internet to the norms of open science.was strongly complementary to it ultimate success.

Modelling network profiles

Large deviation 1 and fractal geometry 47 theories are used in this paper to build a new mathematical model based on fractals for network traffic profiles. This results in a sizing formula which gives the effective link or node capacity required on the network for accommodating a given traffic profile on the basis of available statistics. Statistical analyses on the basis of spectral density theory confirm that SITA's ∗ ∗ SITA: Société Internationale de Télécommunications Aéronautiques. SITA owns and operates the world's largest international data communication network. network traffic has a fractal quality. Traffic profiles are simulated on the basis of fractional Brownian motion; this confirms the validity of the sizing formula. Practical methods are provided for measuring the quantities used in the study.

Problems and Issues in the Management of International Data Communications Networks: The Experiences of American Companies

The trend toward global competition is increasing the importance of international data communications networks. Indeed, many executives believe such networks are critical to their company's future success. The challenge for these companies is to successfully establish and manage a global network to facilitate the transfer of data across international borders. Prior to this study, however, little was known about the problems involved with developing a global network or about the factors contributing to their success. A survey of American companies indicates that the major problems encountered with global networks are technical in nature, related primarily to the quality of foreign telephone network services. These technical problems, however, are exacerbated by politically imposed constraints that are strict firms' options for managing their global network. Respondents also express concern about the lack of adequate top management to support to deal with the problems involved in running a global network. The study also finds that both management policies and firm characteristics that affect the successful operation of a global transfer are more satisfied with their networks than are firms that d not have such a help center. In addition, firms that use their networks to exchange data with outside parties (e.g., customers or suppliers0 are also more satisfied with their networks than are firms that only exchange data internally.

CCSDS Advanced Orbiting Systems: international data communications standards for the space station Freedom

Established in 1982, the Consultative Committee for Space Data Systems (CCSDS) is an international organization that is staffed by data-handling experts from nearly all of the world's major space agencies. Its goal is to develop standard data-communications techniques so that several agencies may cross-support each other's data flow and thus allow complex, international missions to be flown. Under the general umbrella of Advanced Orbiting Systems (AOS), an international CCSDS task force was formed in 1985 to develop standard data-communications concepts for manned missions, such as the space station Freedom and the Hermes space plane, and large unmanned vehicles, such as polar orbiting platforms. The history of the CCSDS and the development of the AOS recommendation are reviewed, and the user services and protocols embodied in its systems architecture are introduced.< <ETX xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">&gt;</ETX>

Dataflow across national borders: Why governments like to have barriers

National governments have a variety of motives for obstructing the flow of data across borders: support for the indigenous DP industry, ‘the national interest’, cultural integrity and national security. Governments are not keen to see the cost of international data communications fall, as this might lower the profits of the PTTs. Data protection legislation may also impede data flow in the future.

The emerging data communications policy in Japan

The “information society” in Japan has established a new significance for telecommunications. One such important consideration is in the data communication systems area. In response to great demands for international data communications, several new programs have been initiated. This article provides a techno-historical perspective on the emergence of data communication policy and focuses on the legal regime and liberalization of data communications in Japan.

Delayed online search: an alternative access mode for developing countries

The paper discusses the design and implementation of a pilot experiment to introduce commercially available online service to Egyptian users from a geographically distant location in the U.S. With the lack of international data communication net works for online transmission in Egypt, a delayed online search technique is used as an alternative mode for accessing the service from the U.S. A document delivery support system from abroad is also discussed. A critical analysis and evaluation of the project activities is presented. Factors affecting the performance of the service, and users' reactions and expecta tions are also analysed.

New data networks in Europe

This short paper, which serves as an introduction to the four papers that follow it, comments on the plans for international data communications in Europe. It points out that plans for public data networks, while understandably varying from country, to country, have a promising degree of compatibility and commonality.
